1 PLAN COMMISSION MINUTES MAY 12, 2016 The meeting was called to order by Chairperson Mary Loch at 7:00 p.m. Plan Commissioners David Allen, Angela Fanella, Philip Hartweg, Tracy Heming-Littwin, James Ozog, Ray Whalen and Lyn Whiston were present. Plan Commissioners Jeff Girling and Terra Costa Howard were excused. Also present were Trustee Liaison Dean Clark, Village Planner Michele Stegall, Village Stormwater Engineer Ray Ulreich, Traffic Engineer Tom Adomshick of James J. Benes and Associates, Glen Ellyn Deputy Police Chief Robert Acton and Recording Secretary Barbara Utterback. No general comments on non-agenda items were made by the public at this Plan Commission meeting. Plan Commissioner Heming-Littwin moved, seconded by Plan Commissioner Whiston, to approve the minutes of the February 25, 2016 Plan Commission meeting. The motion carried unanimously by voice vote. On the agenda was a public hearing regarding the Village of Glen Ellyn Police Department on property to be known as 65 S. Park Blvd. PUBLIC HEARING POLICE DEPARTMENT, 65 S. PARK BOULEVARD PUBLIC HEARING WITH DISCUSSION, CONSIDERATION AND RECOMMENDATION REGARDING REQUESTS FOR APPROVAL OF A ZONING MAP AMENDMENT, SPECIAL USE PERMIT, ZONING VARIATIONS, MINOR SUBDIVISION AND SUBDIVISION VARIATIONS FOR THE CONSTRUCTION OF A NEW 29,426-SQUARE FOOT, 2-STORY POLICE STATION ON PROPERTY TO BE KNOWN AS 65 S. PARK BOULEVARD. THE PROPERTY IS LOCATED ON THE WESTERN EDGE OF PANFISH PARK AND INCLUDES 5 LOTS LOCATED ON THE EAST SIDE OF PARK BOULEVARD AND TWO ADJACENT RIGHTS-OF-WAY. THE SITE IS CURRENTLY DIVIDED BETWEEN THE R2 RESIDENTIAL ZONING DISTRICT AND THE CR CONSERVATION RECREATION ZONING DISTRICT. THAT PORTION OF THE PROPERTY ZONED CR IS PROPOSED TO BE REZONED TO THE R2 DISTRICT. (Village of Glen Ellyn Police Department represented by Bob Acton, Deputy Chief, Leopardo Companies and Dewberry Architects, petitioner) Plan Commissioner Allen moved, seconded by Plan Commissioner Heming-Littwin, to open the public hearing. The motion carried unanimously by voice vote. Staff Presentation Village Planner Michele Stegall, Village Consulting Traffic Engineer Tom Adomshick, 950 Warrenville Road, Lisle and Village Stormwater Engineer Ray Ulreich were present to speak on behalf of the subject project.

2 PLAN COMMISSION -2- MAY 12, 2016 Ms. Stegall stated that on the agenda are requests for multiple approvals for the police station that is proposed at 65 S. Park Boulevard. She stated that this project is the product of a space needs study that was originally done by Dewberry in 2012 that found a number of deficiencies in the Civic Center space, particularly in the Police Department. She added that in 2013, Dewberry was hired again to evaluate options for an offsite police station and, as an outcome of that study, the Village Board has selected the subject property as the proposed location for the new station. Ms. Stegall added that the police department has been working with Leopardo and Dewberry on this project for several months. Ms. Stegall pointed out on the overhead the proposed site for the police station which is on the west side of Panfish Park, east of Park Boulevard, south of Taft Avenue and north of Harding Avenue. She stated that the property to the north is an office building zoned C4 Office District and to the west and south are single-family homes zoned R2 and to the east is Panfish Park which is zoned CR Conservation Recreation District. Ms. Stegall stated that the Police Department is requesting approval of a rezoning. She stated that currently the subject property is divided between two zoning districts the R2 Zoning District and the CR Conservation Recreation Zoning District. She stated that some of the properties fronting directly on Park Boulevard and some of the properties on the south side of the site are where the current R2 zoning is. She stated that a piece of land in the back is what is proposed to be zoned and is currently CR and is roughly the western 213 feet of Panfish Park. Ms. Stegall stated that if the rezoning is approved, the use is defined by the Village code as a public use which requires approval of a special use permit in the R2 District. Ms. Stegall displayed a map that showed the rough outlines of the floodplain which is on the eastern portion of the site and also indicated the location of a wetland. Ms. Stegall stated that a number of zoning and subdivision variations are being requested as part of the subject project and she indicated the location of the proposed police station on a map. She stated that a zoning variation is being requested for the front yard setback of the building and that the standard 30-foot front yard setback in the district is proposed. She added that a provision in the code states that if a neighboring building is set back farther than 30 feet, one needs to meet one s neighbor s setback, however, one would not be required to go back farther than 50 feet. She stated that the adjacent office building to the north has a considerable setback from Park Boulevard which is why the building is required to have greater than a 30-foot setback. She added that the 30-foot setback is consistent with many of the single-family home setbacks in the area. Ms. Stegall stated that impervious surface setback variations are being requested along all four lot lines and that the required setback is based on a percentage of the lot width which in this case would be feet which is 5 percent of the lot width. She added that the subject lot is unusually long with an unusually large width and indicated the impervious surface setbacks that would be 7.48 feet along the west property line, 9.48 feet along Park Boulevard, 6.75 feet along the north side of the property and zero feet on the east side of the property. She added that there is a future potential access road to Taft

Ms. Stegall indicated that the south lot line is where the parking lot touches the Wilson Avenue right-of-way and that it is, therefore, a corner lot. She added that the corner side yard setback variation is where the public parking touches the corner side lot line. Ms. Stegall stated there is a corner side yard setback variation being requested of 10 feet 2 inches in lieu of 30 feet, however, the closest neighboring property is over 100 feet away. Ms. Stegall stated that a variation is also being requested to allow no parking spaces for Panfish Park in lieu of the 182 spaces required and to allow the 37 public parking spaces for the police station to be shared with the park. Ms. Stegall also stated that there is a code requirement to have landscape islands at the end of every row of parking. She added that although this provision is being met in most cases for this project, a variation is being requested for a row directly behind the building where two islands are missing. Ms. Stegall stated that the notice received by the neighbors also included a variation from the tree requirement in the code, however, that variation has been eliminated as the number of trees on the site now exceeds the code requirement. Ms. Stegall also stated that a variation is being requested for the absence of a loading space as well for footcandle levels regarding lighting at the northern access drive. Ms. Stegall also stated that a variation is being requested for the height of a generator screen wall at 19 feet. Regarding the subdivision variations, Ms. Stegall stated that there is a code requirement that the overhead utility lines on the property be buried, however, that variation has been eliminated with the small exception that one pole is going to need to remain above ground to allow service to the homes to the south. Ms. Stegall also stated that the Public Works Department has recommended a variation for the width of a multi-use path from 10 feet to 8 feet. Ms. Stegall also indicated the area where there are three variations regarding sidewalks, parkway trees and cul-de-sac diameter. Ms. Stegall added that a minor subdivision is also being requested and she displayed a plat of the proposed site. She stated that the property consists of multiple parcels and the idea is to create one lot for the police station, one lot for the park and one lot for the fire station. Ms. Stegall stated that the Village Architectural Review Commission reviewed this project at their meeting last night and unanimously recommended approval of the exterior appearance. Petitioner s Presentation Present were Brian Meade, Dewberry, 25 S. Grove Avenue, Elgin, Illinois, Jonathan Tallman, Dewberry, 25 S. Grove Avenue, Elgin, Illinois, Ryan Alexander, Planning Resources, 402 W. Liberty, Wheaton, Illinois, Bob Acton, Deputy Police Chief, Village of Glen Ellyn, 535 Duane Street, Glen Ellyn, Illinois and Lee McMillan, Leopardo Construction, 730 Kenilworth, Glen Ellyn, Illinois.

4 PLAN COMMISSION -4- MAY 12, 2016 Deputy Chief Acton stated that the subject project has been led by Leopardo Construction and Dewberry Architects. He stated that every effort has been made to meet or exceed the Plan Commission s expectations while working within a budget and on a challenging site. Jonathan Tallman, Project Manager with Dewberry Architects, displayed a site plan and indicated the house to the south, a small amount of utility work where they intend to demolish trees. He stated that one of the reasons they are asking for several variances is because of the site conditions they have to deal with on the project. He indicated the location of the existing floodplain and where the location of the floodplain will be after it has been relocated by FEMA where it will rise by one foot. He stated that because of the floodplain, they will need to do a lot of site work and basically keep the subject building as far from the floodplain as possible. He added that there are also some soil issues farther back on the site on which they do not want to build. Mr. Tallman stated they are raising the entire site and moving parking and the building to basically relocate that floodplain so that it is not within any of the parking area so that the building can be raised up 2 feet to meet the requirements. Plan Commissioner Fanella asked why FEMA is moving the line. Village Stormwater Engineer Ulreich responded that FEMA has done a study to determine what would be the height that a flood would rise to in that area based on the current criteria and the development of the entire area. He added that some of that reasoning is that the Village did some work to restrict the flow out of Panfish Park so that more detention storage could be obtained in that area and that work is reflected in the flood study. He added that we are now seeing it go up a bit which is what was anticipated. Mr. Tallman added that Panfish Park has the capacity for the stormwater and has extra capacity for the compensatory storage that would be required for digging a hole in a floodplain. Mr. Tallman stated that there are quite a few variances being requested with the property lines especially with the pavement setbacks. He stated that they want to be able to get good parking close to the doors that will be mostly used by the public. He stated they did the best they could as far as aligning Pershing Avenue with the north drive of the Police Department as this will be the most heavily used driveway for the Police Department and aligning this would be much safer. He added that this carries into one of the variances being asked for regarding the footcandle levels going over the property line to create a more well lit entry and exit into the site for people driving along Park Boulevard. He stated that a zero foot setback is being requested on the east side of the site as a third exit for the police department in case of emergencies. He added that there is a dead-end there in the event building occurs at that location in the future. Mr. Tallman stated that Wilson Avenue was aligned at the south end of the site because the Village was able to acquire property there to help avoid disturbances to the neighbors. He stated that a 10-foot 2-inch setback is located there due to the right-of-way being required in this area for the ComEd installation. Mr. Tallman displayed a light pole spacing plan and stated that the light poles have been lowered and the spacing has been changed since the previous meeting. He also displayed a photometric plan which he stated is at zero along the property lines with encroachment on the

5 PLAN COMMISSION -5- MAY 12, 2016 property line where cars exit the parking lot and drive and off of Wilson Avenue. He added that the lights have shielding and are compliant. Ryan Alexander with Planning Resources, Inc. stated that one of the key goals with the landscape plan is to maintain as many of the existing trees on the site as possible. He stated that 40 deciduous shade trees will be maintained which helps to maintain the tree-lined street look. He stated that some low-quality trees need to be removed for the health of the trees and safety reasons, however, will be replaced in the same locations. He added that along the south property line is dense landscaping and on top of the berm are several evergreen trees, club ornamental trees and shrubs that will be utilized to help screen headlights. He stated there is additional ornamental landscaping around the building foundations as well as bioswale plants. He also displayed a drawing of an ornamental rain garden in front of the subject building that will capture some of the roof run-off and on the south end of the building, ornamental grasses will be utilized. He stated that 52 trees are required on the site and 40 existing trees will remain with 44 trees added for a total of 84 trees which exceed the requirement. Brian Meade with Dewberry Architects stated that the remaining slides are similar to the previous slides and that the floor plans have not changed much. He stated that the first floor plan is similar to the previous plan and indicated that a red line on the plan is showing the new right-of-way line which shows 10 feet from the property line to north of the sidewalk to the south wall of the community room. Mr. Meade stated that the second floor plan has approximately 10,000 square feet with two mechanical units on top with screening for concealment purposes. He stated that the roof plan has skylights and the roof screen will completely conceal the unit. He stated that the trash enclosure will be located in the rear and will consist of materials found in the rest of the design of the project with steel frame gates. He stated they are hopeful that a 6-foot tall melded wire mesh fence will be able to be included in the project at this time. He added that the fence comes in many colors and is transparent which would be beneficial to policemen on the site. Mr. Meade then displayed and described four elevations and some views of the project which were enhanced by recommendations from the Architectural Review Commission which he stated went over well at their meeting last night. Questions to the Petitioner from the Plan Commission Plan Commissioner Ozog asked if hot pursuits originate from the police station, and Deputy Chief Acton responded no but added that a very rare instance could occur with a back-up unit responding to assist another officer. Deputy Chief Acton added that there are emergency responses that are not high speed pursuits and that officers will respond from the station if circumstances dictate with lights and sirens. Plan Commissioner Ozog asked how much high speed egress one sees from the central police station. Deputy Chief Acton responded that officers are fully trained on how to drive through all types of traffic conditions and that lights and sirens are used to create a path. He added that high speed is not necessarily part of the

6 PLAN COMMISSION -6- MAY 12, 2016 emergency response. Deputy Chief Acton responded to Plan Commissioner Ozog that when back-up units exit the station, the north driveway will be used and they intend to establish a habit for exit purposes. Deputy Chief Acton also stated that the north egress is closest to the commercial uses. He added that the police are used to driving in areas that have many pedestrians and cars as well as trains blocking their passage. Plan Commissioner Hartweg asked if there are any plans to adjust the signage on the police station as there is no signage on the west side of the building. Deputy Chief Acton responded that there are plans to adjust the signage, however, the signs are not yet available. He added that there will be a monument sign near the sunken garden in the middle of the building facing Park Boulevard with additional signage at Wilson Avenue that will also direct people into Panfish Park. Mr. Tallman responded to Plan Commissioner Hartweg that 181 people can safely fit into the community room, however, it is designed for 40 people with tables and chairs and 60 people with only chairs. Plan Commissioner Fanella asked: 1. What the rationale is behind not including the third exit onto the building? 2. Would not having the third exit available impede us from a safety perspective when responding properly to situations? 3. What kind of approval is required to install that exit now? Regarding the third question, Ms. Stegall stated that because it is shown on the plans as requesting a zero foot setback and assuming that is approved, it is a non-issue and because it is shown on the plans as a future access drive, it would not need to return for approval. Mr. Tallman responded that the project cannot afford to include the third exit on the building at this time. Mr. Tallman also responded that it would be great to have the third exit available to Taft Avenue, however, the possibility of Park Boulevard backing up and blocking both exits, while remote, might be possible but that would be the reason to have the third exit directly at Taft Avenue. Deputy Chief Acton stated that the police like to find the easiest route from A to B and that most police vehicles are out on the road. He added that having the access road to Taft Avenue is absolutely essential for the police to move quickly without interfering and getting employees in and out easily and safely. Deputy Chief Acton responded to Chairperson Loch that the time frame for this project has not yet been determined although it is definitely included in the plans. Plan Commissioner Whiston asked if the logic for the generator screen wall variance request at 19 feet 4 inches in lieu of the permitted 8 feet is regarding aesthetics. Mr. Meade responded that the generator is much taller than 8 feet because of the storage tanks underneath and its elevation on a pad. He added that the request may be reduced to approximately 16 feet. Mr. Meade stated that the goal is to hide the generator and match the parapet height of the south wall which is 15 feet 8 inches partly for design reasons. Plan Commissioner Heming-Littwin asked how signage will be installed to indicate the police property and other property at the site. Deputy Chief Acton stated that they are currently in the process of putting together a sign program that clearly marks the site. He added that having a fence at the site would demarcate the different areas. He also responded to Plan Commissioner Heming-Littwin that if a fence is not installed, something will need to be done to determine the location of the police department and the general public.

7 PLAN COMMISSION -7- MAY 12, 2016 Mr. Tallman responded to Plan Commissioner Allen that a variance is required for lighting from the property due to the absence of a street light. Mr. Tallman added that they wanted to be sure that the entrance and exit to and from the police station is well lit. Plan Commissioner Allen also asked as he looked at the Land Use Opinion if the ECS recommendations will be implemented and were they partly the reason for the setback to be closer to Park Avenue to be away from some of the poor soils, and Mr. Tallman responded yes. Plan Commissioner Allen asked how to get to the excess floodplain capacity. Stormwater Engineer Ulreich responded that Panfish Park is a regional facility for the Village and he had information from the Village Engineer in 1998 that it had a certain capacity of 39 acre-feet of storage that it provided. He stated that in 2003, the Waters Edge development came in and it was decided that the capacity of Panfish Park could be increased along with the storage provided there and as new developments came in to the Village in that watershed area, they would not have to provide their own onsite detention storage. He added at that time there was an increase of approximately 15 acre-feet of detention storage that was created as excess capacity and, therefore, it was not necessary to create excess capacity as it was already provided which is what is happening in this case. Regarding the parking variation, Plan Commissioner Fanella asked if increased use in the park was anticipated with the development of the police station and the area when they anticipated how many parking spaces were needed for the public. Mr. Tallman responded that they provided the adequate number of parking spaces based on how the park is used today and because the function of the community room will probably happen at opposite hours of the park, the additional 37 spaces on the south end would also be used for the park during the day and at night those spaces could be used for the community room. Plan Commissioner Fanella asked if the proposed police station will have a basement and Mr. Tallman replied no. Plan Commissioner Allen asked the petitioner to address traffic issues. Traffic Engineer Tom Adomshick stated that they did a traffic study for the proposed project, using the existing Lisle Police Station as the basis for projecting the trips for this site as the Lisle Police Station has virtually identical staffing, a community room and is slightly larger than this station. Mr. Adomshick stated 24-hour traffic counts were done at the Lisle Police Station to learn the traffic patterns there. He stated that the number of trips that would be generated by the station are spread out during the day with peaks at the shift changes. He stated that based on their analyses, the site driveways operate well within the general range and generally accepted practice. He also stated that the average number of trips that would be added on Park Boulevard in the morning peak hour would be about one trip every five minutes. He added that in the evening peak hour, the average number of trips would be slightly less than one trip per minute and he responded to Plan Commissioner Allen that the existing street levels for twoway evening traffic would be approximately 1,200 vehicles per hour. He stated that there will be more traffic, however, it will not be very noticeable as compared to the current traffic. Mr. Adomshick stated that community room events usually occur in the evening when traffic volumes are lower.

8 PLAN COMMISSION -8- MAY 12, 2016 Deputy Chief Acton responded to Plan Commissioner Heming-Littwin that shift changes occur at 6:00 a.m. and 6:00 p.m. which is when the largest volume of employees enter and exit the building, however, a few officers shift changes are at 5:30 a.m. and 5:30 p.m. He also stated that some civilian employees shifts are from 7:00 a.m. to 3:00 p.m. or 8:00 a.m. to 4:00 p.m. He also stated that the investigators hours are basically 8:00 a.m. to 4:00 p.m. subject to change. Plan Commissioner Allen asked if sight lines are going south and north on Park Boulevard around the area of the police station taking into account as far as where the landscaping plan was put. He added that a comment was made regarding turning left off of Taft and south onto Park that there are some low bushes that prevent one from seeing traffic coming north on Park. Mr. Tallman responded that he did not know if the bushes are on this property or the property to the north. Plan Commissioner Heming-Littwin stated the low bushes are for the office building north of this property. Mr. Tallman stated that one thing they make a conscious effort about is that the exits are clear. He stated that the berm does not extend beyond the property lines and, therefore, should not be a sight line issue. Persons in Favor of or in Opposition to the Proposed Request Duane Luse, 780 Parkview Court in the Water s Edge subdivision, Glen Ellyn, Illinois, stated he had two questions that are concerns. First, he stated that he lives in Water s Edge which is at the east end of Panfish Park and the water detention there was provided by the developer. He stated that even today with the rain that fell overnight, a path to Panfish Park from Water s Edge is under water. He stated that with any new paving and building that goes in on Park Boulevard by the police station, the new land that could absorb any other rainwater is sucked up. He added that the stormwater has to go somewhere and the access to the park from the east side of the property is being ruined because it is underwater when there is a heavy storm. He stated this is a concern as no other water detention is being utilized by this project. Mr. Luse stated that the other concern he has is there is heavy traffic on Taft Avenue and Park Boulevard and traffic from the subject project will impact the intersection in this area even more. Mr. Luse also felt it would be a good idea if the Police Department could send an officer to the subject site to help direct traffic and look into timing of the traffic lights. Mr. Adomshick responded that the traffic signal at Park Boulevard and Roosevelt Road is under the jurisdiction of the Illinois Department of Transportation. He stated that Roosevelt Road carries an Average Daily Traffic of approximately 44,000 vehicles per day with Park Boulevard being considerably less. He stated that IDOT s goal with Roosevelt Road is to move the rush hour traffic. He added that, as a result, during the peak hours, the signal cycle lengths are very long and very heavily in favor of Roosevelt Road because the demand on Roosevelt Road is much higher than on Park Boulevard. He added that there are limitations to the capacity and the state having jurisdiction and control of their traffic signal. He also stated that they attempt to give green time to the side streets, however, during the peak hours, there is not a lot of spare green to increase green time for Park Boulevard.

9 PLAN COMMISSION -9- MAY 12, 2016 Mary Ann Mannia, 784 Parkview Court in the Water s Edge subdivision, Glen Ellyn, Illinois, stated her concern is that when the floodplain was being talked about, she saw nothing about how that affected her area. She stated she is at the east end and would like to know what that will do to the floodplain by their homes. Stormwater Engineer Ulreich responded that there will be no impact and agreed with Ms. Mannia that even though there is pushing back on the floodplain, it will not push back any further east. He added that the design of that facility and another 90 acres of other areas have already been designed into where the floodplain is calculated by FEMA so the floodplain line that FEMA is determining is basically saying these areas are all developed. He added that when Ms. Mannia s property was developed, an analysis and modifications were done in order to provide additional storage there so that the areas downstream would be protected and there would be adequate storage value there to handle the development that would occur within the floodplain. Mr. Ulreich explained for Ms. Mannia that FEMA was supplied information regarding this project and the Village is also working with DuPage County engineers to get accurate results. Matt Smela, 679 Harding Avenue, Glen Ellyn, Illinois, stated that Glen Ellyn is very charming, however, the police building design is not charming and not Glen Ellyn-like. He also stated it is cold and not a building that should be put into a park setting. He added that it looks industrial and like a prison. Plan Commissioner Heming-Littwin stated that the Architectural Review Commission evaluates design which is not in the purview of the Plan Commission. Mr. Smela stated he is supportive of this project and hopes the nearby area will be cleaned up when the police station is built. He also stated that the Village has cut down many trees on Harding Avenue which has exposed Roosevelt Road and Taft Avenue to all of the neighbors on Harding Avenue and asked what will be done to block the sight lines on the east side of the property as traffic increases. Mr. Alexander responded to Mr. Smela that they will take this situation into consideration and work on it. Becky Beilfuss, 563 Prince Edward Road, Glen Ellyn, Illinois stated that she spent 40 years growing up at the corner of Harding and Ellyn. She stated she remembered when gravel was put into what is now the parking lot being talked about because it has been nothing but a swamp since she first lived in that area. She stated she read that a great deal of money will be used to make the ground stable enough to build the police station and she also expressed concern that the police station will not have a fence around it due to cost. She added that the more money that is spent to make the ground stable is less money that will be available for necessary items above ground. She also stated that the people on the south side of Glen Ellyn will have to live with what is above ground including flooding into their neighborhoods and cheapening the above ground view. She felt that FEMA should come to the site rather than send reports without ever seeing the property and also speak with residents in the area. Stormwater Engineer Ulreich responded that the Village is very concerned regarding flooding and there is a stormwater management plan to help reduce flooding at Panfish Park. Ms. Beilfuss added that she would like to see the Plan Commission take up the Taft exit that has

10 PLAN COMMISSION -10- MAY 12, 2016 been on the plan as residents in the area would feel better about traffic flow if that was an exit for the police officers to use to get to Route 53 or Roosevelt Road. Plan Commissioner Heming- Littwin stated that issue was addressed in the pre-application meeting and some Plan Commissioners have strong opinions about having that exit done as soon as possible. David Firchau, 108 S. Ellyn, Glen Ellyn, Illinois stated that the reason his family moved to Glen Ellyn was because of Panfish Park and he also stated that he used to walk across the field to get to and from Wagner School. He stated that Panfish Park and Lambert Lake were built in 1971 by the Patricia Nixon Foundation. He added that Lambert Lake also eases the run-off of water off the golf course. He also stated that there was a field across the street from his home for many years until the early nineties when three homes were built. He stated that that field always filled with water and would overflow up to the street and the entire area would be under water. Mr. Firchau also stated that Park Boulevard would also overflow at Pershing and Park and at the corner of his home until a sewer basin was installed. He stated that he feels the south side of Roosevelt Road deserves some amenities such as tennis courts, basketball courts, a swimming pool or baseball field that would have less impact than a police station. He stated that the reason the parking lot is gravel is for slow seepage. He added that the Village was stopped by the EPA in 1984 from dumping salt there because the salt killed the fish in Panfish Park and oil from a gas station and garage leaked oil there as well. He stated he did not think anyone would feel it would be appropriate to change the zoning at the subject site to be used for commercial purposes. He hoped that flooding and its impact will be taken into consideration and felt that a different location would be more appropriate for the new police station. Plan Commissioner Fanella moved, seconded by Plan Commissioner Heming-Littwin, to close the public hearing. The motion carried unanimously by voice vote. Comments from the Plan Commission Plan Commissioner Fanella stated she was in favor of the proposed variation requests. She stated that she felt the third entrance/exit should be built in conjunction with the rest of the facility for the sake of the neighborhood, police department and traffic flow. She also stated she wanted to be sure the burial of the power lines, except for one pole, is included as the Village should lead the way for others in the Village. Plan Commissioner Heming-Littwin stated she was in favor of the proposal as planned. She stated that she would like to see the Taft Avenue exit built as soon as possible for safety reasons and the fencing up as soon as possible as the park is dark at night. She added that she is fine with everything else. She stated she appreciates that the petitioners have talked about taking into consideration softening the lights in the east parking lot.

11 PLAN COMMISSION -11- MAY 12, 2016 Plan Commissioner Allen was in favor of the proposal as planned and felt every effort has been made to review the location, time, land use, soil samples and floodplain planning. Plan Commissioner Whalen was supportive of the proposal as planned, including the zoning map amendments, the special use permit and minor subdivision. He felt it will be a positive that the police station relocates to the subject location for multiple reasons. He also stated he is in favor of the third access if the funds can be found as soon as possible. He also thanked the Village and the petitioner for undergrounding the utilities. Plan Commissioner Whiston stated he was positive on the project and agreed that the Taft Avenue entrance/exit should be done as soon as possible while the building is being constructed. He also felt that the fence should be up as soon as possible. He stated he will rely on our experts regarding water in the area and hoped that water problems do not increase with the construction of this project. Plan Commissioner Hartweg stated he is in favor of the plan. He added that the water issue is tantamount currently as we worry about being inundated with water when there is a lot of saturation. He also stated that some areas are wet that have never been wet before so it is a continuing problem. He stated that the site is difficult but will be a betterment to the neighborhood in the long run. Plan Commissioner Ozog stated that he will vote in favor of the proposal. He also was in favor of the underground utilities and installing the third access as soon as possible. He stated that the only issue he feels has not been addressed is Mr. Smela s concern with respect to the residents of Harding Avenue. He stated there is landscaping covering everything with the exception of that area and felt the impact should be lessened. Chairperson Loch also stated she will vote in favor of the project and thanked the petitioners for making the modifications that were suggested at the pre-application meeting. She especially appreciated the undergrounding and felt the Village offices should lead the way. She also liked the landscaping and felt that the Taft exit should be built at the same time as the project and should be included as a condition of approval. She stated that also as a condition of approval should be the landscaping for the southeast section by Harding. Chairperson Loch also looked forward to the future monument sign that will help to break up the long wall and suggested having landscaping at that location. Motion Plan Commissioner Heming-Littwin moved, seconded by Plan Commissioner Ozog, that having considered the applications of the Glen Ellyn Police Department for approval of a Zoning Map Amendment, Special Use Permit, Zoning Variations, a Minor Subdivision and Subdivision Variations for a new Police Station to be located at 65 S. Park Boulevard, the Plan Commission

12 PLAN COMMISSION -12- MAY 12, 2016 hereby adopts the findings of fact in the petitioner s application packet and presented by the petitioner at the May 12, 2016 public hearing as well as the findings included in the deliberations of the Plan Commission and recommends approval of the requests subject to the following conditions: 1. That the project is constructed in substantial conformance with the plans submitted and the testimony presented at tonight s meeting. 2. That a directional and regulatory signage plan for the Station be completed. 3. That the Taft Avenue entrance be built with the project. 4. That the fencing be built with the project. 5. That landscaping be added to the project to soften the headlights of the east parking lot to the residents on Harding Avenue. The motion carried unanimously with eight (8) yes votes and zero (0) no votes as follows: Plan Commissioners Heming-Littwin, Ozog, Allen, Fanella, Hartweg, Whalen and Whiston and Chairperson Loch voted yes. Trustee Report No Trustee report was given. Chairperson Report Chairperson Loch stated that Heidi Lannen has resigned from the Plan Commission as she is moving out of Glen Ellyn. Staff Report Ms. Stegall provided an update to the Plan Commissioners regarding website enhancements for the Village. She also introduced Cody Sheriff, an intern in the Planning and Development Department. She also responded to Plan Commissioner Ozog that Plan Commission packets will eventually be forwarded to the Commissioners online. Ms. Stegall stated that there will probably be a Plan Commission meeting in two weeks with a pre-application project on the agenda. Plan Commissioner Allen asked if the bike race was approved and Trustee Clark responded yes.
