Minutes The minutes of the Monthly Parish Council Meeting held on 8 th September 2015 were approved and signed by Cllr Auld as a true record. Minutes for the meeting held on 22 nd September 2015 to be authorised at the next Parish Council meeting. Requests for Dispensations There were no requests for dispensations. Declarations of Interest Cllr Cowen agenda item 3; Cllr Smith agenda item 3; Cllr Kyle agenda item 3 and clerk planning application 15/0831 & 15/ /15 Public participation Steven Ferguson, Pat Jackson, Jeff Ebbatson, Robert Martin, Cllr Allison, Cllr McKerrell and Cllr Christian were in attendance. Steve Ferguson gave a presentation on mobile phone coverage, handouts were given and Cllr s were encouraged to give feedback. Cllr Allison to write a template letter for clerk to distribute to the appropriate networks. Cllr Auld thanked Pat Jackson for painting the white kissing gate at the entrance to the Cumdivock public footpath. Mrs Jackson said she would like to clean the mill race. Cllr Ebbatson to speak to Jonathon Coulthard to request he flushes it out. Robert Martin re- iterated that Raughton Head has extremely poor mobile phone and broadband coverage. He also stated that the bridleways in the vicinity need maintained; currently the gullies aren t been cleaned. Cllr Allison to liaise with Carlisle City Council to ensure this is done. Cllr McKerrell stated that the footpath between Bridge End and the union bridge has become extremely overgrown. Cllr Allison informed councillors that a Neighbourhood Forum meeting is taking place at Great Orton village hall on Wednesday 14 th October 2015 at 7pm; everyone is welcome to attend. Cllr Allison spoke in regards to the two trees at the foot of Buckabank; It was agreed that Charles Bennett should be asked to look at them and an order issued to the County Council.

Grant Permission Planning Applications: Appn Ref: 15/0013TPO Land to the rear of Carlisle Road. Reduce branches to allow access for crane. No observations. Appn Ref: 15/ The Green, Dalston, Carlisle, CA5 7BQ. Demolition Of Existing Dwelling And Erection Of 3no. Dwellings Together With Erection Of Parish Offices With First Floor Flat Above. Due to the poor condition of the building, on balance the majority of councillors were in favour of removing and re building the existing building. Cllr Cowen stated that it would be a good idea to have a written policy to refer to for all properties that come within a conservation area. Appn Ref: 15/0814 Land between 4&7 The Green, Dalston, Carlisle, CA5 7QB. Variation Of Conditions 2 (Approved Documents); 3 (Materials); 5 (Landscaping Scheme) And 7 (Boundary Treatments) Of Previously Approved Application 15/0386. No observations. Appn Ref: 15/0849 Lakerigg House, Dalston, Carlisle, CA5 7BS. Erection Of Single Storey Side Extension To Provide Sun Room And Veranda. No observations. Development control site inspection for land west of Welton Road, Carlisle, Cumbria, CA5 7EL; Wednesday 21 st October at 11.35am. Installation of 4.9 mw ground mounted solar panels. Cllr Byers, Cllr Kyle and clerk to attend. 157/15 Parish Office Cllr Auld detailed the three options available to the Parish Council in regards to the Parish office. Option 1 Consider Proposal to move Parish Office to New Planned Extension at St Michael s Church. The church has two options. The first is to build an extension onto the side of the vestry to accommodate a Parish Council office and hall. The second is to build an extension onto the side of the vestry with no provision for an office; this is adaptable and could cater for a library. The meeting room would seat people and have all the appropriate high tech equipment required for a modern meeting room. The Parish Council would rent the office from the church. The Diocese is in favour of the project. Option 2 Move to No. 4 The Green. Plans were shown. This would provide a bigger meeting room / office and incorporate both a kitchen and toilet facility. This is subject of the planning application 15/0831. Please note that both the above proposals are subject to planning permission.

3 Option 3 Stay in Forge Green. It was noted that Forge Green is a listed building and therefore would not be straight forward to sell. Cllr Craig asked for the following comment to be recorded in the minutes; a member of the Parish Council has been informing parishioners that he is trying to move the Parish Council office from Forge Green into No. 4 The Green without the knowledge of the full Parish Council. Cllr Craig feels extremely upset about the situation. Cllr Auld, Cllr Byers, Cllr Kyle and himself were appointed to monitor the proposed planning application for No. 4 The Green following an offer by the developers to provide alternative facilities for the Parish Council. Cllr Craig stated that at no time has he intimated that he is in favour of a move to No. 4 The Green and that he is working with this group on the various options with an open mind and as always has the best interest of the Parish in mind. It was resolved to examine the 3 options available and to look at the possibility of moving or staying in the present accommodation and the financial implications associated. Cllr Dalton proposed the resolution and Cllr Drouet seconded it. 10 councillors were in favour, 3 councillors abstained and no-one was against. Cllr Cowan asked for a timescale as the church need to move forward with the project. A special meeting will be arranged to take this further. 158/15 Clerk and Chairman s Report A grant application has been submitted to Cumbria County Council requesting funds for village signage, noticeboards and seating. This will be discussed at the Neighbourhood Forum meeting on the 14 th October Quotes for the Kingsway car parking signs / directional signs have been received from Watsign and Broxap. Clerk is waiting for a third quote from System Signs; these will be presented at the next PC meeting. Letters have been exchanged in regards to releasing the money from the Story development Section 106 grant award. The task and Finish Group (or part thereof) have agreed a response to Carlisle City Council with a list of proposals. It was thought a small amount of the funds could be used to install a wireless connection from the owlery to St Michaels School. Atlantic Geomatics have released the cemetery digitisation records back to the Parish Council. Cllr Baxter brought an article from the Cumberland News stating that Brampton cemetery were to digitise their records for a fee of 2,500. The clerk attended a funding fair at the Civic Centre and had the opportunity to meet various funders including the big lottery fund and the North West Institute Of Funding. Useful information was also given on how to complete grant application forms. 159/15 Correspondence Nicola Gibson from Nestle has requested more information in regards to the lorries that are parked in the lay-bys on the outskirts of the village. She explained that lorry s entering Nestle are allocated specific time slots and that all hauliers are told that if they are early they must park responsibly and in appropriate lorry parks. In order for Nestle to take further action they need more information. This information includes the date and time the haulier is there; the hauliers name and number plate. Letters and pictures have been sent to highways regarding the overgrown hedges and trees at Kingswood. Steve Purdham from Cumbria County Council is currently liaising with the land owners (Lattimers) to ensure the matter is addressed. The White bridge is maintained by the County Council Access team who ensure the bridge is structurally safe; unfortunately they are not able to fund the painting of the bridge. Cllr Drouet requested we see a list of all the maintenance work carried out on the bridge over the last 15 years.

4 Unfortunately Carlisle City Council will not provide green waste bins for the centre of the village; they did however say that on request they would supply something to put the waste into and it would be collected on the same day as the garden waste. Clerk to investigate further. 160/15 The Green / Winter Planting Dalston show committee have kindly said that they will fund the installation of two new kissing gates on The Green. It was propsed that these should be wrought iron and the same colour as the existing railings. Cllr Ebbatson to speak to First Engineering to get some ideas, these will be presented at the next meeting. 3 new Oak trees are to be purchased to replace the ones that have died in the field on the Green and on the Kingsway. Clerk to speak to Mike Capstick. Cllr Craig requested that Mike Capstick quote for winter planting be authorised; all councillors were in favour. A letter is to be written to Mike Capstick thanking him for all his work over the summer period. 161/15 Footway Lighting An update on the footway lighting was given by Cllr Auld. County Highways will be responsible for maintaining the Category A lights on the main road through Dalston. However, the Parish Council, as a Lighting Authority may have to take on the 112 Category B footway lights elsewhere. This will include the cost of maintaining existing footway lighting and also the cost of installing new footway lights. This will incur a substantial cost to the Parish Council and provision will need to be made in the budget. A meeting is to be held on 20 th October 2015, 7pm in the Civic Centre to discuss the issue. All councillors were urged to attend the meeting. 162/16 Cumbria In Bloom For the second year running Dalston village has won the National Park Trophy Gold award in the Cumbria In Bloom best village award. They also won the Cumbria County Council Local Committee award for Achievement in the District. These major awards were supplemented by the Cumbria In Bloom It s your Neighbourhood awards; Dalston Village, Square, Kingsway Car Park, Jubilee Garden, Indian Court and 4 The Square gained level 5 outstanding; Dalston Station Gardeners gained level 4 thriving. These awards are a great testament to the work of many volunteers and contractors who work tirelessly to keep Dalston Village looking so good. Dalston Parish Council is grateful to them all. 163/16 Cemetery Matters An update was given on the work Orchard Landscaping is completing in the cemetery; 1 diseased lime tree has been removed and the other pollarded to 5 metres. They have two more trees to tend to. Mike Capstick is to provide a quote for replacing the trees damaged in the cemetery hedge. 164/15 Payment Of Accounts The authorisation sheet was discussed and approved. Cllr Smith requested a meeting date be set in order to complete the budget for the next financial year. 165/15 Councillor Matters Cllr Baxter requested that the village information board be agreed at a Parish Council meeting; this was agreed. He also asked for an update on the seat in the Sheepfold; Cllr Ebbatson said it was in hand. Cllr Byers thanked Mr Nick Jay for the new seat in Glebe Close. Cllr Auld thanked those involved in organising and making the seat at Gaitsgill. Thanks were also given to Cllr Allison for funding the seat.

5 The repairs to the Hearse House have been completed and Cllr Auld thanked Alan Dinning for the excellent work; It was agreed to write a letter of thanks Cllr Drouet requested a letter be written to the Electricity contractors detailing the damage done when they were working at Buckabank. 166/15 Dates Of Forthcoming Meetings Next meeting of the Parish Council to take place on Tuesday 10 th November 2015 at 7.15pm at Forge Green Office. The meeting closed at 9.50pm.
