We have set a strategic direction for 2015 that will set the stage for long-term growth opportunities through reinvestment in our facilities, waterfront revitalization projects and enhancements to our trade operations. The Commission identified five strategic initiatives to guide the Port s priorities. These include: Planning, permitting and constructing a 1,000 foot-plus shipping berth to continue to meet our customers needs Improving the budget process by developing a long-term financing plan for a multi-year capital budget organized by initiative Developing a strategy for recapitalizing and paying for the marina Developing an organizational structure that supports accomplishing these initiatives, and Developing a regulatory strategy for project implementation. The budget we have approved for 2015 supports these initiatives and includes a $45.4 million capital improvement plan that will enhance Port business lines and further support our mission of creating jobs and economic development opportunities within the Port District and the region. 3 Introducing your NEW port LEADER Port Commission hires Les Reardanz for CEO post On Nov. 16, Les Reardanz assumed his new role as the Port of Everett s Executive Director/CEO. The Port Commission selected Reardanz to serve the Port District following a nine month nationwide search to find the best fit for the job. support of the commission This is the very best decision and action not only for our community, but all of Snohomish County, Port Commissioner Glen Bachman said. We have so many big projects going on, so it makes sense to bring Les on board because he has been involved with all these projects, Port Commissioner Tom Stiger said. He also has the support of the staff, and I think that is important. I was looking for a candidate that had strong leadership experience, could execute our market-ready business strategies, had good communication skills and experience in port management, Port Commissioner Troy McClelland said. Les had all these qualities, and I look forward to him serving as our next executive director. About Les Prior to accepting the CEO position, Reardanz served as the Port s Deputy Executive Director, the second highest staff leadership position at the Port. In this capacity, Reardanz led the Port s environmental cleanups, public policy, communications, human resources, legal and contracting. In addition to his civilian duties, Reardanz is a Captain in the Naval Reserve and is the Deputy Legal Counsel (Reserve) for Chairman, Joint Chiefs of Staff the military s top command. He is able to practice law in the states of Washington and California (inactive) and before the U.S. Supreme Court, as well as other federal and military courts. Reardanz has more than 20 years of leadership experience. Prior to coming to the Port in 2011, Reardanz served as the municipal legal advisor at the city of Bellingham. 4 REAL ESTATE Ocean Research college academy grows program at the port Classroom expansion and new research vessel enhance learning In fall 2014, the Ocean Research College Academy (ORCA) kicked off the school year with its expanded space at the Port of Everett s Waterfront Center, and the arrival of its new research vessel, the Phocoena. ORCA, which is an early college high school program through Everett Community College, added on 1,600 square feet to its facility to accommodate two additional classrooms and a conference room. The extra space will allow ORCA to increase program acceptance to 60 new students annually, for a total enrollment of 120 students. Expansion has already provided a three-fold benefit to the program, including: enhancement to work environment with space for students to work collaboratively inside and outside of the classroom, increased instructional capacity with the addition of one new teaching position, and additional technology and equipment inventory available for student use. Since we moved into our space at the Port two and a half years ago, ORCA has experienced a tremendous increase in enrollment, ORCA Executive Director Ardi Kveven said. The opportunity to expand our program and provide high-impact educational experiences to more students On Nov. 22, 2014, nearly 250 people helped ORCA dedicate its new 34-foot research vessel, the Phocoena, at its new home in the Port of Everett Marina. is exciting. The building expansion also corresponds with the arrival of our new 34-foot research vessel, funded by the National Science Foundation. Our location at the Waterfront Center is ideal for the innovative teaching and learning that is linked to localized research with a variety of partners. ORCA is the only early college in the nation that uses the local marine environment as the unifying theme to integrate the core academic disciplines. The new research vessel offers an on-the-water classroom to provide handson learning. Prior to Phocoena s arrival, ORCA chartered the Hat Island Ferry or used an inflatable dinghy for monthly field trips around Possession Sound. These methods for field study were somewhat limited based on ferry schedule and weather. The new vessel offers flexibility for curriculum-based study by allowing students to get out on the Sound once a week, rain or shine. real estate News The Port of Everett welcomed new tenant, Eagle Home Mortgage, to the first floor lobby of its Waterfront Center facility in late-october The Port has hired two Seattle-based companies, Washington Real Estate Advisors, LLC. and Heartland, LLC. to jointly represent the Port s Riverside Business Park. The firms will provide real estate brokerage and marketing services for the 35-acre industrial site for long-term ground lease or sale. In December 2014, the Port of Everett sold its Bayview Building located at 2911 Bond Street to long-time building tenant, Bauer & Evans, Inc., for $1.675 million. 4 PORT SIDE WINTER 2015

5 bluewater distilling to expand services and footprint at waterfront center distillery restaurant Cocktail Lounge Event Space T his spring, Port tenant Bluewater Distilling will be mixing up its award-winning organic vodka and gin concoctions from a new location at the Waterfront Center. Bluewater has inked a new fiveyear lease with the Port to more than double the size of its existing space located in the boatyard and relocate to a retail suite on the northwestern side of the building. The new location will not only allow the distillery to increase production with a third copper kettle, but also diversify its service offerings to include a restaurant, cocktail lounge and tasting room that will double as a space to host events. Expansion will initially support six new jobs, with another four to six expected within a year. We had the opportunity to sit down with John Lundin, owner of Bluewater Distilling, to ask him about the expansion and what to expect of the new business model. Q: what excites you most about the expansion? A: We ve always worked to build a strong connection with our community, and the new space will be virtually unlimited in our ability to engage with our customers. From a casual drink out with a friend, to cocktailing supplies and tips for home entertainment, to special events and private gatherings, we will be able to do it all. Q: why now? A: Over the last couple years, our business has enjoyed solid growth and wonderful customer loyalty. We ve seen greater distribution opportunities arise, and we ve identified complimentary revenue streams that we want to build into the business. We ve begun to outgrow our current space and want to be better positioned as the Port of Everett begins its ambitious redevelopment. Q: what can we expect of the food & drink selection? A: Guests will experience a craft cocktail bar where the atmosphere is casual and inviting. Drinks will be crafted from independent spirits and fresh ingredients, ranging from classic martinis to fruit-forward cocktails like the mai-tai. We will of course be featuring our own spirits, but look forward to pouring other great local beer, wine and spirits. On the food side, we plan on offering small bites like cheese and charcuterie platters, while also featuring gourmet meatballs, Dungeness crab mac and cheese and fresh-shucked local oysters. The look and feel planned for the new Bluewater Distilling 5

6 E N V I R O N M E N T Everett Shipyard Site: CLEANING Up historic contamination Readying Port property for economic development opportunities Beyond the blue fencing near the Port of Everett s Central Marina sits a waterfront property with a long history of industrial use, and a major environmental cleanup project nearly complete. The former Everett Shipyard (ESY) property, located between 14 th and 15 th Streets and West Marine View Drive, was known for decades as an economic hub on the Everett waterfront a site that provided a source of jobs in the region. In 2009, ESY relocated its operations to the Port of Everett s Seaport and was later purchased by Vigor Marine. The relocation created an opportunity to cleanup the site and stimulate a mixed-use development on the waterfront. The Port, in partnership with the Department of Ecology, has taken active steps to aggressively and efficiently cleanup this site and five other major cleanup sites within the Port s Central Marina property to ready it for a $350 million mixed-use development Waterfront Place Central. With the ESY cleanup set to be complete in April 2015, the Port will be one step closer to transforming this area into Fisherman s Harbor a new economic asset that will be the face of the Waterfront Central project. The $8 million cleanup is funded by the Port of Everett, an Ecology Remedial Action Grant funded by a voter-approved tax on hazardous substances, and settlement funds from Everett Shipyard. The project includes two phases: upland and in-water. Upland cleanup was completed by Clearcreek Contractors in 2013, and included building demolition and removal of approximately 17,000 tons of contaminated soil. In-water work began in mid-august 2014 and is nearing completion. So far the Port s contractor for the project, Magnus Pacific, has removed hundreds of creosote piles and aging marine infrastructure, including the marine railway, 14 th Street haulout and L, M and N docks, has installed sheet piles for the reconstructed bulkhead, and continues to dredge contaminated sediments. - contamination - restoration - Transformation PROJECT INVESTMENT: Upland Cleanup: $1.8 Million Completed in INDUSTRY RESTORATION PlANNINg Late1980s/2000s RI data (soil, groundwater and marine sediment samples) were gathered. Additional soil, groundwater and marine sediment samples were collected For nearly 70 years, industry has been a part of the Everett community along the shore of Port Gardner Bay. Restoring the site s environmental health and returning it to productive use is a top priority for the Port of Everett. Everett Shipyard Inc. (ESY) began as Fishermen s Boat Shop in 1947, serving Everett s maritime industry by offering marine vessel repairs and maintenance for area fishermen. Studies found unsafe levels of hazardous soil and sediment at the facility. The Port partnered with the Department of Ecology to begin a two-phased cleanup at the Everett Shipyard site which will address both the upland and inwater legacy contamination on the property. Ecology and the Potentially Liable Parties (PLPs), the Port of Everett and ESY, Inc., entered into an Agreed Order for site cleanup. The Remedial Investigation and Feasibility Study (RI/FS) Work Plan was finalized and approved. 7 Public Access The Everett Shipyard site will become Fisherman s Harbor, front door to a transformed waterfront which offers access to restaurants, retail and recreational boating. Visitors will be able to enjoy a mix of public and private spaces which offer opportunities for work, play and relaxation. A Thriving Economy Everett Shipyard served as a backbone of our economy for many years. As part of Waterfront Place, Fisherman s Harbor will be a crucial component of a project expected to create 887 jobs, and generate approximately $3.77 million in state and local taxes. Sustainability The Everett Shipyard site consists of just over 11 acres of property. The redevelopment of this site into Fisherman s Harbor will be economically, environmentally and socially sustainable. what does this project accomplish? This significant environmental cleanup allows for new development at the waterfront and achieves the following: 99% of all contaminated materials removed 20,000 tons of contaminated soil removed 8,400 tons of concrete and asphalt recycled 11,000 cubic yards of contaminated sediment removed 700 creosote treated pilings removed 5 docks, 360 feet of bulkhead, and other marine structures removed 360 feet of environmentally-safe bulkhead reconstructed 360 feet of enhanced public access on the water Lays the groundwork for future phases of improvements and renovation of the northeast corner of the Central Marina final steps... The final phase of the cleanup project includes: Dredging (to be complete by Feb. 15) Reconstruction of the bulkhead Installation of a temporary public access trail Realignment of the Central Marina docks 2013 in-water cleanup: $6.2 Million Completion in april 2015 The draft RI/FS was submitted to Ecology Additional soil, groundwater and marine sediment samples were collected and results incorporated into the draft RI/FS. Public comment period was held for the final draft RI/FS Report. Public comment period was held for the draft Cleanup Action Plan (CAP), proposed Consent Decree (CD), State Environmental Policy Act (SEPA) Checklist, and Determination of Non Significance (DNS). Port of Everett entered into a Consent Decree with Ecology. ESY contributes $4 million to cleanup. RESTORATION Upland Cleanup Complete Removal of 17,000 tons of contaminated soil, approximately 8,400 tons of concrete and asphalt were recycled for use as road base. In-water Cleanup in Progress Dredging approximately 11,000 cubic yards of sediment, removal of five docks, a haul-out structure, reconstructing an environmentally safe bulkhead, public access enhancements. TRANSFORMATION at Waterfront place Fisherman s Harbor is the front door to Waterfront Place that extends along the inner harbor s eastern most edge. The district reestablishes the City s street grid and integrates multiple land uses to create a well-defined balance of public and private spaces. The district is a year-round hub of activity that includes commercial fishing, recreational boating, retail shopping and dining that attracts residents and regional visitors. The key features of this area include: Fisherman s Wharf, The Esplanade at Fisherman s Harbor, Floating Activity Barges, Dock Walk, Pacific Rim Plaza at 14 th Street, and a small boat course for kids. 7

Major investments in cargo equipment and infrastructure position seaport for growth T he Port of Everett is adding additional lift capacity to its seaport operations in March, with the arrival of a new, 150-ton GHMK 7608 mobile harbor crane. The nearly $5.1 million investment, which was authorized by the Port Commission, will allow the Port to better accommodate its niche market of overdimensional cargoes, and provide opportunity to compete for new heavylift business. The Port is also adding three, 45-ton Reachstackers to its fleet and has plans to retrofit its existing mobile harbor crane to realize its full 100-ton capacity. Working in tandem, the two cranes will offer a 250-ton lift capacity, making the Port of Everett the best choice for large cargo shipments on the Pacific West Coast. We are investing in our infrastructure and cargo handling equipment to continue with our reputation of safe, productive and excellent service, quick and efficient turnaround times and huge lift capacity, said Carl Wollebek, the Port of Everett s Chief Operating Officer. With the addition of the GHMK 7608 and the authorized investments to upgrade our current mobile harbor crane, we will continue to be the preferred port of call for the construction and energy industries. On the infrastructure side, construction is underway on a $2.6 million wharf strengthening project to support roll-on/roll-off operations at South Terminal. The project, made possible through a grant from the taxpayers of Washington State, will construct a heavylift pad at the northwest corner of the wharf to support machinery, heavy equipment and other breakbulk cargoes regularly imported and exported at the facility. The Port is also working to beef up its rail infrastructure to improve regional freight mobility and rail loading at the seaport. The $10.2 million project will add approximately 650 lineal feet of new rail track at the northern end of the seaport, rehabilitate and extend the South Terminal rail spur and construct a double rail siding of approximately 3,600 lineal feet of on-terminal track. This will provide the capacity necessary to move more cargo out by rail rather than truck. port signs 8 th shipping line... In December 2014, the Port of Everett welcomed the arrival of its newest liner service Swire Shipping. Swire Shipping, headquartered in Singapore, is a leading provider of shipping services across Asia and the South Pacific. The new partnership adds a monthly, direct call linking Everett with Australia, New Zealand and the Pacific Islands, opening up a new trade lane for the Port of Everett to the South Pacific. We look forward to partnering and growing the trade with Swire Shipping s service between the West Coast and South Pacific. We believe our road and BNSF rail connections coupled with the Port s investment in facilities and equipment, and productive labor force will enhance Swire s service offerings. We are very pleased that Swire has chosen to call the Port of Everett, Chief Operating Officer Carl Wollebek said. 8 PORT SIDE WINTER 2015

9 The Seaport alliance What does the alliance between Seattle & Tacoma mean for Everett? I In October 2014, the Ports of Seattle and Tacoma announced their intent to unify the management of the two ports marine cargo terminals into the Seaport Alliance to strengthen the Puget Sound gateway and attract more cargo to the region. The state s two largest container ports continue to lose market share to growing Canadian markets, in part due to an inequitable tax structure in the U.S. It is the Port of Everett s understanding and expectation that this consolidation effort is aimed at recapturing U.S. bound container traffic from foreign markets, and is not intended to reduce market share from other Washington state ports. Since the announcement of the Alliance, we have received many calls and questions about what it means for our operations and why Everett wasn t included. The bottomline is the Port of Everett has a different portfolio of business than Seattle or Tacoma. The Port of Everett s focus is on high value, overdimensional cargoes that supports the aerospace, energy, construction, forest products and manufacturing industries. While we are the third largest container port in the state (a distant third), most of our containerized goods are non-consumer goods, such as aircraft parts and mining equipment. So, we were not asked to join the Alliance, but that is not unexpected given our business model. Seattle and Tacoma are taking this cooperation agreement to the Federal Maritime Commission (FMC) to have the Seaport Alliance formalized. The FMC is expected to make a decision on the cooperation agreement this March. In November 2014, Port tenant Brusco Tug & Barge welcomed a new tractor tug, Bo Brusco, to its fleet located at the Port of Everett Seaport. Tugs play a vital role in the aerospace logistics chain, delivering barges full of aerospace parts almost daily to Mount Baker Terminal, the Port s satelite shipping facility in Mukilteo. 9

10 WATERFRONT PLACE waterfront place Central update: Planning process nears completion, Port prepares plan for market as the Port of Everett awaits a decision by the Everett City Council for Waterfront Place Central, work continues behind the scenes to prepare for development. Since submitting its formal application for consideration by the City of Everett in July 2014, the Port has been keeping busy with various public outreach events and community presentations to inform constituents about the new plan. Further, the Port has had the opportunity to meet with interested developers and businesses looking to invest in the plan. The feedback we are hearing from community members and the business community is very positive, said Terrie Battuello, Chief of Business Development at the Port. We have incredible interest in the project, ranging from requests to be placed on future housing waiting lists to business interest for various uses identified in the plan. It s exciting to have people knocking on your door. It confirms that we have a good plan in place and that we are ready to implement it. On December 16, 2014, the Everett Planning Commission unanimously recommended approval of the development plan. The Everett City Council will hold three public meetings on the Waterfront Place Central plan in early In the meantime, Port staff continues to prepare the project for the marketplace. In March, the Port is expected to open its Waterfront Place Project Office at Waterfront Center. This will provide a place for the community, businesses, developers and others to come by and learn more about the project. 11 new boat transporter CREATES OPERATIONAL EFFICIENCIES Boat and storage yards see immediate benefit of new equipment In September 2014, the Port of Everett Marina added a new Marine Travelilft TM60 boat transporter to its equipment list (top photo). The new transporter features 60-ton hauling capacity and crab steering, which provides for exceptional maneuverability. Utilizing the new transporter allows the Port to maximize its yard space with the ability to block boats closer together. Additionally, when used in conjunction with the Port s 75-ton Travelift, boats can be hauled out of the water and immediately placed on the transporter for yard delivery. 12 B U D G E T 2015 budget: by the numbers... The Port of Everett s 2015 budget of $76.7 million is built on a platform to set the stage for long-term growth. The budget assumes strong growth in seaport activities and modest growth in the marina and real estate divisions. The budget is based on $34 million in operating revenues, $5.66 million in non-operating revenue (includes a 2% growth in property taxes). These revenues, along with cash reserves and anticipated borrowings, will support $26 million in operating costs and a healthy $45.4 million in environmental cleanups and capital investments. The allocation of funds will support our continued effort to remediate legacy contamination on our properties, the reinvestment in our facilities, maintenance of our facilities and equipment and investment in growth opportunities. To accomplish these goals, we have moved from an annual operating and capital budget to a one year operating budget and a five year capital plan based on strategic initiatives of the Port Commission that are supported with a long-term funding strategy. This new structure has allowed us to more directly tie the importance of the individual projects with our property development priorities. This focused approach allows us to create economic opportunities that spurs private sector investment in our community. 13 OUTREACH Port Launches Overhauled website New site features user-friendly navigation & mobile compatibility The Port of Everett has launched its new, improved website in an effort to continue to meet the information needs of its constituents, and also to catch up with today s digital technologies. The enhanced website features: User-friendly navigation, organized by business line Mobile and tablet optimization Integrated social media feed Two homepages: and Homepage prominence of popular topics Easy access to site quick links Mobile click-to-call capability Cloud hosting The website is our number one communication tool with our residents, and we are committed to ensuring the site is transparent, easy to navigate on all devices and stays relevant in an ever-changing digital climate, Director of Public Affairs Lisa Lefeber said. To achieve this, we are taking a modern day approach to the site structure and content display, along with hosting our website on the cloud. In recent years, the Port has identified that the majority of its web visitors are accessing information from mobile and tablet devices. The new website is compatible with a wide variety of devices, ranging from desktop formats to mobile gadgets. Additionally, hosting the site on the cloud allows for system redundancy, resiliency and information preservation, as well as the ability to keep up with technology updates. The previous site was housed on the Port s servers, which limited its ability to adapt to new web features. Bus Tours coming soon» NEW! The Port of Everett is adding a new bus tour program to its community outreach portfolio this spring. The program will feature an up close look at seaport operations with a ride through the Port s secured shipping facilities for a chance to see cargo operations in action and learn about the Port s critical tie in the aerospace logistic chain. Tours will also feature the Port s marina facilities and information on the latest real estate happenings, including the Waterfront Place Central development. Tours are expected to accommodate up to 15 riders and will be offered two times per year, once in the spring and once in the fall. 14 PORT BRIEFS Permanent Placement of gantry cranes The Port of Everett has been granted permanent placement of its two, 40-ton rail-mounted gantry cranes at Pacific Terminal. Operation of these cranes help support 34,000 jobs and are critical to various cargo operations, including 100-percent of the oversized aerospace parts for the 747, 767, 777 and soon to be 777X. dredging in snohomish river to wrap up in early 2015 The U.S. Army Corps of Engineers is completing hydraulic maintenance dredging in the upstream and downstream settling basins of the Snohomish River Navigation Channel. As local sponsor for the federal project, the Port has worked to secure placement and beneficial use of approximately 150,000 cubic yards of clean dredge sands. This includes placement of approximately 50,000 cubic yards of sands onto the southern end of Jetty Island to expand the beach and enhance habitat for wildlife. mukilteo roadway & utilities project underway Work has begun on a $1.78 million project to construct an access roadway and install utilities on the Mukilteo Tank Farm. The roadway will feature two, 11-foot lanes and a 10-foot wide shared-use pathway to promote public access to Edgewater Beach and Mount Baker Terminal, a pier that transports aircraft parts for Boeing. The project includes installation of a new sewer main and waterline. Edgewater Beach is closed during construction, but will reopen in June in time for summer use.» Port staff live united Port of Everett staff raised $8,230 to benefit United Way of Snohomish County during the Port s 2014 United Way Campaign. 14 PORT SIDE WINTER 2015» Freeway signage to marina Wayfinding signage from the freeway to the Marina is coming soon. Signs are currently being fabricated, and sign installation is planned for early Kimberly-clark update In 2014, Kimberly-Clark (K-C) and Foss Maritime (parent company Saltchuk) were in active negotiations for a shipyard on the property. In April 2014, the two parties discontinued the purchase and sale agreement for the purchase of the property. Since then, K-C has been actively marketing the 66-acre industrial property, and Foss Maritime continues to look for a yard site on which it can expand its shipbuilding capabilities. The Port of Everett is, and continues to be, interested in assuring the site is a community asset that supports trade and creates jobs. The Port s two primary interests for the K-C property are to restore the jobs lost as a result of the mill closure and to protect the economic vitality of our Seaport and Naval Station Everett. If there is a way the Port of Everett can help facilitate a scenario that puts the property back into productive use, we are standing ready to assist. Bond Street Closure to Pedestrian Access In July 2014, the railroad shutdown the Bond Street Pedestrian access due to safety concerns. The Port of Everett is collaborating with the City of Everett and the neighbors to find an access solution to the Port s Pigeon Creek Trail and Beach. The Port has contributed $25,000 to the City of Everett to help explore access opportunities in and around the Pigeon Creek Trail. New staff member on board On Jan. 5, 2015 the Port welcomed new staffer Steve Kirkelie to the team. Kirkelie will take on the new Chief of Administrative and Legal Affairs position. He will act as the Port s in-house legal counsel and oversee environmental cleanups, policy and human resources.
