Over 200 members of the maritime community cleared nearly 5 tons of debris from the Elizabeth River at Front Street and Plum Point Park in Norfolk. The clean-up would not have been as successful without The Port of Virginia s organizational efforts and the support and resources provided by CSX and SKW Constructors. Preliminary results from the Chesapeake Bay Foundation (CBF) showed this year approximately 6,000 volunteers removed more than 110,000 pounds of harmful debris along more than 450 miles of streams and shorelines from over 250 sites in participating areas, all in just three hours. The CBF, with its headquarters in Annapolis, Maryland, is the only independent organization dedicated solely to restoring and protecting the Chesapeake Bay and its tributary rivers. Its mission is to restore and sustain the Bay s ecosystem by substantially improving the water quality and productivity of the watershed. To achieve its mission, the CBF seeks to reduce pollution, restore habitats and replenish fish stocks through education and engaging constituents to take action for the Bay. The Clean the Bay Day, initiated in 1989 by a group of concerned citizens in Virginia Beach, has grown into one of the largest volunteer programs in Virginia. Since its inception, 134,000 volunteers have removed more than 6.1 million pounds of debris from nearly 6,500 miles of shoreline throughout the Commonwealth.

3 THE PORTS OF VIRGINIA Hampton Roads n 1607, English explorers on three tiny ships landed at what is today Hampton Roads, the birthplace of Colonial America. They created the first permanent English settlement and the first representative government in America. And, this is where Africans first arrived and first sought freedom. The region s early 17th century settlers who named the area Hampton Roads knew the harbor as Southampton s Roadstead. Hampton was used in honor of the Earl of Southampton, a major investor of the Jamestown settlers, and Roadstead is an old English word for a protected harbor. Here in Hampton Roads, centuries of history intersect with modern technology, economic growth, livable communities rural, suburban and urban a rich culture, a thriving maritime industry, breathtaking beachfront and landscapes and a strong military presence. Strategically located in southeastern Virginia, Hampton Roads is one of the world s biggest and deepest natural harbors and home to the world s largest naval base at Norfolk. Hampton Roads is also home to the world s largest shipyard in Newport News and one of the busiest and fastest growing ports on the Eastern Seaboard, the ports of Virginia, with products popular the world over. The harbor flows into the Chesapeake Bay, the nation s largest estuary, whose watershed covers 64,000 square miles and all or part of six states and Washington, D.C. Located within 750 miles of two-thirds of the population of America, Hampton Roads location at the mouth of the Chesapeake Bay has long defined the economy and the culture and the many waterways contribute to commerce and the quality of life. 4 HAMPTON ROADS With a population of over 1.6 million, Hampton Roads is among the top 35 largest metropolitan statistical areas, the fifth largest MSA in the Southeast and the largest between D.C., and Atlanta. But, unlike many metropolitan areas, Hampton Roads population nucleus is not confined to one central city, instead spread among several cities and counties, including Virginia Beach, the largest in population, and Suffolk, the largest in land area in Virginia. The U.S. military defense began here. Soldiers who accompanied the first settlers are predecessors of the hundreds of thousands of men and women to don a U.S. military uniform. Now nearly one-fourth of the nation s active-duty military personnel are stationed in Hampton Roads. All five military services operating forces and major command headquarters, including the Navy, Air Force, Army, Coast Guard, and Marines Joint Forces and the only NATO command on U.S. soil call Hampton Roads home. Hampton Roads has an educated workforce thanks, in part, to its close proximity to D.C., 15,000 military retirees annually, 12 traditional institutions of higher learning such as the College of William & Mary, Hampton, Norfolk State and Old Dominion Universities. Approximately 6,130 retired military personnel establish their homes in Hampton Roads and transition into the civilian workforce. The economic base is currently shifting away from almost complete dependence on military installations and moving toward a diverse mix of industries, including shipping, defense-related industry, technology including modeling and simulation tourism, service, manufacturing and agriculture. It is also the home of two federal research labs: NASA Langley Research Center and Thomas Jefferson Lab National Accelerator Facility. Hampton Roads is responding to its challenges by reinvigorating the pioneering spirit of the settlers, to forge a future that will make America s First Region one of its strongest economic centers. 6 HAMPTON ROADS Among the Leading Attractions to Industry Are: NEW MERCHANDISE, BULK AND CONTAINER TERMINALS continue to be constructed and expanded to keep pace with port-oriented industry. BRIDGE-TUNNEL SYSTEMS unite the area into a common market with a vast industrial potential. The Chesapeake Bay Bridge-Tunnel mile crossing from the City of Virginia Beach to Virginia s Eastern Shore has cut the highway distance to New York. The Hampton Roads Bridge-Tunnel between Hampton and Norfolk is a four-lane toll-free facility, as is the James River Bridge which connects Isle of Wight County to Newport News. An additional bridge and tunnel for the Elizabeth River crossing (Route 264) connecting Norfolk and Portsmouth was completed in The Monitor-Merrimac Memorial Bridge-Tunnel (Interstate 664) with its mile-long, underwater tunnel and its three miles of bridge trestle opened in April of 1992, linking Suffolk to Newport News. UNEXCELLED STEAMSHIP SERVICES, and diversified exports and imports are available to those manufacturers who depend upon overseas sources for raw materials or distribution of finished products. Over 75 lines call on more than 300 ports in 100 countries. ENTERPRISE ZONES. The cities of Norfolk, Portsmouth, Suffolk, Hampton, Newport News, Isle of Wight County, City of Franklin, Southampton County and James City County have designated areas offering State and local tax incentives to businesses choosing to expand or locate within the designated Enterprise Zones. In addition, the City of Norfolk is a federal designated enterprise community. Because of this federal designation, qualified businesses, including non-manufacturers, are now eligible for enterprise zone facility tax-exempt bonds. HUBZONES. A place-based restrictive Federal Contracting Program providing both federal prime contracts and subcontract benefits to businesses located in Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, Suffolk and York County HUBZone designated areas. FOREIGN TRADE ZONE. The Virginia Port Authority currently has one of the largest foreign trade zones in the country. Three marine terminals and an inland facility are incorporated into the 10,000 plus acres that comprise FTZ #20. Existing warehouse space is available within the zone and undeveloped property is available for public and private use. In 2010, FTZ #20 was reorganized and expanded. The zone is currently undergoing another reorganization to enhance international trade through the Alternative Site Framework. THE VIRGINIA INLAND PORT in Front Royal functions as an inland hub, drawing truck traffic from a surrounding region of about a 200-mile radius and transferring cargo to rail for transport between V.I.P., the state-owned marine terminals in Hampton Roads and Central and Southeast United States. Since its opening in March 1989, the facility s advantages continue to attract shippers, boosting freight levels and bringing new business to the port. A MILD CLIMATE assures year-round operation with no shutdowns or absenteeism due to weather as well as low maintenance and heating costs. A cooperative attitude between labor and management helps to maintain an industrial peace record that is one of the best in the nation. Branch plants of national manufacturers repeatedly win organization-wide production and safety records. The State of Virginia has a Right to Work Law which states in part, that the right of persons to work shall not be denied or abridged on account of membership or non-membership in any labor union or labor organization. Immediately surrounding the greater Hampton Roads harbor are communities with a combined population of over 1.6 million persons providing a civilian labor force of over 800,000 persons. Hampton Roads is the 31st largest metropolitan area according to the U.S. Census Bureau. AN ADEQUATE SUPPLY OF ELECTRIC POWER is available throughout the entire Hampton Roads industrial area. Dominion Virginia Power is one of the nation s largest producers of energy. The company s asset portfolio consists of about 28,100 megawatts of power generation, 6,000 miles of electric transmission, about 6 trillion cubic feet equivalent of proved natural gas reserves, 7,900 miles of natural gas pipeline and the nation s largest natural gas storage system, with more than 965 billion cubic feet of storage capacity. Dominion also serves retail energy customers in nine states. Corporate headquarters are in Richmond, Virginia. Headquartered in Richmond, Dominion Resources, Inc., is one of the nation s largest producers and transporters of energy, with a portfolio of approximately 23,600 megawatts of generation, 10,900 miles of natural gas transmission, gathering and storage pipeline, and 6,400 miles of electric transmission lines. Dominion s electric utility, Dominion Virginia Power, serves approximately 2.5 million customer accounts in Virginia and northeast North Carolina. Its transmission system interconnects with neighboring utilities to the north, south and west. It generates electricity from a variety of diverse fuel sources, including nuclear, coal, natural gas, oil, hydropower, renewable wood biomass and solar. Cogentrix of Portsmouth is one of 65 non-utility generators that are operational and sell electricity to Dominion Virginia Power. The 115-megawatt facility provides steam to U.S. Amines facility in Portsmouth. HAMPTON ROADS, THE LARGEST COAL PORT IN THE WORLD, is most strategically located with respect to the vast coal fields of Virginia, West Virginia, and Kentucky. The Norfolk Southern Railway Company and CSX Transportation carry coal from these fields to their ship loading facilities in Norfolk and Newport News respectively for export overseas. Pier IX Terminal and Dominion Terminal Associates are additional ship loading facilities in Newport News. Extensive stocks of steam coal and metallurgical coal are available for domestic use as well as overseas shipment. The major oil companies maintain extensive storage and distribution facilities at the port, which are supplied by tank steamer, pipeline, and rail direct from producing and refining areas. The price of bunker oil varies according to the specific gravity of the fuel at time of delivery. Deliveries can be made by barge to ship, or by tank-car over the tracks of the Norfolk and Portsmouth Belt Line Railroad. Natural gas is supplied to the cities of Norfolk, Hampton, Newport News, Virginia Beach, Poquoson, Williamsburg, James City County, York County, Suffolk, and a portion of Chesapeake by Virginia Natural Gas. The city of Portsmouth and a portion of the cities of Chesapeake and Suffolk are supplied by Columbia Gas of Virginia. Propane is available throughout the Hampton Roads area. PROSPECTIVE MARKETS, FOREIGN, NATIONAL AND LOCAL, are conveniently accessible to Hampton Roads, because of steamship services to all freeworld ports and the strategic position that the ports occupy in the national transportation pattern. The Hampton Roads ports are located midway between North and South on the East Coast, and provide convenient access to markets in all directions. The local market is indicated by retail sales of approximately $15.1 billion in 2002 for the metropolitan area. Over three-fifths of the U.S. population and two-thirds of America s major manufacturers are within a 750-mile radius. Manufacturers are able to serve a wide section of the United States from Hampton Roads because of its geographic location and extensive transportation facilities. Industries interested in a regional market which can be served economically and efficiently from a central location, will find a well integrated market, comprising an area of 134,629 square miles with a population of over 40 million persons which can be served overnight from Hampton Roads.
