The business case was completed and announced by the Mayor on 24 November Work is underway with Auckland Transport, with a report to be completed by the end of March Auckland Transport has set up a project to advance work on the designations for a quick start to the CBD rail link, subject to the Government review of the business case due mid April Designations for the Airport Rail link Integrated ticketing for public transport School transit plans across Auckland Better identification of bus lanes across Auckland Request Auckland Transport to commence investigation of the designations for an airport rail link. Advance the development of an integrated ticketing scheme to be operational for Rugby World Cup Support and advance work to implement school transit plans across Auckland and ensure more options are investigated for future plans. To ensure that current bus lanes are reviewed to find options to improve their identification across Auckland. Auckland Transport has a contract let to undertake work and evaluate the tenders. Auckland Transport has announced that phase one of an integrated ticketing programme will be operational in time for Rugby World Cup Auckland Transport is implementing 25 school transit plans and is undertaking a review to increase the number of transit plans for other schools. A report will be presented to the Transport Committee in March 2011 on how this initiative will be further advanced. Auckland Transport are undertaking a review of all transit lanes across the region. Improved identification of bus lanes will form part of this review. Investigate adopting Eco-City principles across Auckland A discussion document to investigate the application and operation of the Eco-City model across Auckland. A report will be presented to the Environment & Sustainability Forum in March Preliminary and technical assessment completed with a detailed feasibility study to be completed by March, for reporting to the Environmental & Sustainability Forum in April. The introduction of mobile wheelie bins for recycling in Papakura and Rodney Expand the kokako safe zone in the Hunua Regional Park Regionalise the recycling service in Auckland and therefore introduce wheelie bins for recycling (replacing the crates) in the two former council areas of Papakura and Rodney, as existing contracts allow. This project will enhance the long-term survival of the nationally endangered kokako species through a limited expansion of the kokako safe zone by 100 hectares. It includes a pest control regime, pest monitoring, and kokako monitoring alongside promotion of the health and vitality of the forest. Wheelie bins will be rolled out in September 2011 in the former Papakura District area. The expansion of the kokako safe zone to include a 100ha of intensive mammalian pest control is almost complete. Associated monitoring of pest numbers will begin within the 100 days. The first kokako has successfully fledged from the nest. Completion of the 'open sanctuary' within the Shakespear Regional Park Organic waste collection and processing Investigate solar panel energy opportunities in Auckland Storm Water Reserve Day-Lighting Streams Support the creation of an open and accessible sanctuary for native species by reintroducing native species to more than 500ha of land, providing an opportunity to conserve some of the region s threatened species and this biodiversity hotspot. The draft waste assessment and the draft Waste Management and Minimisation Plan (WMMP) will consider ongoing and new services. The strategic direction for collection and processing of organic waste will be considered as part of the waste assessment and the WMMP. Analysing the viability of solar energy opportunities for water heating and electricity generation within Auckland. Determine the feasibility of day-lighting streams to improve water quality and create recreational spaces around Auckland's waterways. Phase one - construction of a 1.7km pest-proof fence is underway to be completed by the end of February. Further phases will be rolled out progressively. The draft waste assessment is being finalised and will be presented to the Environmental & Sustainability Forum in February The Mayor has instructed that organic waste initiatives be considered as part of this process. A proposal to consider two options to demonstrate solar initiatives will be presented to the Environment & Sustainability Forum in March Twenty-three sites have been assessed for their suitability to day-light. A workshop will be completed by end of February 2011 to complete the ranking and decide on further field work. Page 2 of 10

3 Evaluate Project Twin Streams as a regionwide initiative Natural heritage management Community Preserve the Suffrage Centenary Memorial in Khartoum Place Clean up of the CBD Yates heritage building Develop Civil Defence Community Response Plans for Auckland The suitability of extending this environmental restoration and storm water management project will be examined for other catchment areas in Auckland. Council adopting a set of integrated policies and actions that will improve heritage management throughout the region focussed on natural character, landscape and features and natural heritage. Support the retention of the Suffrage Centenary Memorial as representation of a significant part of New Zealand history and unique urban landscape of Auckland. Ensure that the extensive graffiti damage is removed and cleaned up on this heritage building. Develop Community Response Plans to assist Auckland's communities to be more prepared for the initial stages of an emergency when emergency services may not reach them, increasing a community's resilience to a civil defence emergency. The feasibility of extending the project is currently being assessed with an analysis of the possible catchments, budgets and funding options. This will be presented to the Environment & Sustainability Forum. A short term transitional document is being developed alongside key strategic direction and priorities. A series of papers will be presented to the Parks, Recreation & Heritage Forum. Council officers have completed the project plan and are currently obtaining legal advice and undertaking consultation. A report will be submitted to the Culture, Arts & Events Forum in May Clean-up has been completed. Community response plans are under development in the following areas: Kawakawa Bay, Snells Beach/Mahurangi, Waiheke Island, Great Barrier Island, Omaha, Wiri and Greenmount. Eight community workshops have been held and two plans were competed by 31 January A further four plans will be completed by 30 June Test Auckland's Civil Defence Preparedness Undertake a practical test of Auckland's Civil Defence systems. The test of the effectiveness of Auckland's Civil Defence systems to be conducted March Develop a Civil Defence Social Media Plan Expand and increase volunteer groups to clean up our parks A proposal to develop civil defence awareness among Auckland's communities through social media and e-learning tools. 4 Glenbrook Vintage Railway Extension Design the Mayoral Chains Competition Evaluate options to assist the Glenbrook Vintage Railway in extending their railway and vintage rail service. A proposal for a competition to design the new Auckland Council Mayoral chains that will enable leading Auckland artists and designers to provide concepts and profile their work. Council officers have been in consultation with Land Information New Zealand and the Glenbrook Railway. A report will be submitted to the Parks, Heritage & Recreation Forum in February. A paper proposing a competition will be prepared for submission to the Culture, Arts & Events Forum. Champion the Potter Children s Garden Assess the Auckland Mainstreet Upgrades programme School Trees Programme Sport and Recreation Formation of an Auckland Sports and Recreation Reference Group Support the completion and champion the opening of the Potter Children s Garden within the Auckland Botanic Garden, Manurewa. Examine the current initiatives from the former councils and the existing budget provisions of this a programme in the context of the Auckland Plan. Produce options for rolling out a 'Trees for Survival' programme (Auckland School Trees initiative), currently active in 63 Auckland schools, across the region. Support the formation of this reference group to work strategically with the council on key sport and recreation issues and priorities. The Governor General and the Mayor officially opened the garden on 18 November Council officers are currently evaluating budget considerations and existing mainstreet upgrade programmes to prepare a report for council. Options have been identified for advancing the school tree planting programme. A report will be prepared for consideration by the Environment & Sustainability Forum. Recommendations to establish a reference group were passed by the Parks, Heritage & Recreation Forum on 2 December 2010 and will be presented to the Regional Development and Operations Committee on 17 February Free Swimming pools Norman Kirk Memorial Pool Upgrade Review of the options for free swimming pools provision across Auckland. Support the completion of extensive upgrades to the Norman Kirk Memorial Pools complex. A review of professional and academic literature regarding the benefits of providing free swimming pools, with an analysis of three options for free pools, is under development. To be presented to the Parks, Recreation & Heritage Forum. Effective completion of the upgrade occurred on 17 December 2010, with an official opening by the Mayor on 26 January New multi-sport facilities in Papatoetoe and Manurewa Support completion of multi-sport building's which will provide sports and community facilities catering for a variety for local sport clubs in Papatoetoe and Manurewa The Papatoetoe facility was completed on 23 December 2010, with the official opening on 12 February 2011.The Manurewa facility is due to be completed in February Establish Eden Park Taskforce A forum to ensure that Eden Park delivers quality events, by Established in November 2010 with representatives from Eden engaging with all relevant stakeholders, including local residents. Otahuhu Swimming Pool Explore options for a new Otahuhu swimming pool Council staff are analysing options for a pool facility, with recommendations to be presented a relevant council committee or forum. Assess the feasibility of establishing a youth-in-sport programme based upon the principles of Find Your Field of Dreams concept. Support for the opening of the 625m walking and cycle track alongside the existing rail corridor to highlight its provision of alternative transport routes for walking and cycling. A series of regular events to invite people to speak with the Mayor face to face, ask questions or share their thoughts and concerns about their community. A series of informal meetings with communities across the Auckland region to encourage open and accessible democracy. A one-day event in March to launch the involvement and consultation of Auckland's communities in the development of the Auckland Plan. The summit will be followed by a comprehensive community engagement drive. Auckland Council Parks are undertaking a review of sports fields capacity to be presented to the Parks, Recreation & Heritage Forum. The kayaking trails concept plan is currently being developed within the Parks, Sports and Recreation Department, and Regional Facilities has been asked to investigate options for the project with stakeholders. Incorporate within the terms of reference for the new Youth Advisory Panel a provision for them to consider the most effective ongoing method for representation of Auckland youth into the future. Design and implement the committee structure so that specialist committees can have informed discussion, in order to make balanced decisions or recommendations to the Governing Body. The structure also includes statutory advisory boards and nonstatutory advisory panels. Consultation with key stakeholders and draft proposals completed, structure agreed and selection of members is underway, to be completed by the end of March The Rural Advisory Panel has been established, members selected and inaugural meeting held in December. The second meeting took place on 28 January. Members have been invited to attend with the first meeting scheduled in March The Youth Advisory Panel is currently being selected and terms of reference being drafted to consider issues of representation. Council structure was agreed in November. Propose the Auckland Council budget The Mayor is required to propose a budget for the 2011/12 year. At the Strategy and Finance Committee meeting on 13 December the Mayor proposed a maximum rate increase of 4.9% (as opposed to the 8.9% inherited from the transition). Work is now underway to develop a budget that will deliver a number lower than this. Initiate the Auckland (Spatial) Plan process Revolving Governing Body meetings across the region Establish the process and structures, and allocate resources to develop this long-term plan with the communities of Auckland. Governing Body meetings are to be held around the region so communities have the opportunity to see their council in operation and engage with it. Processes, structures, timelines and milestones set for adoption of the plan consistent with statutory requirements. A schedule of meetings and venues has been agreed with the first revolving meeting held in Orewa on 27 January. Pre-Governing Body Public forum Ensure that the public can best engage with its council. Standing Orders have been agreed so that before every Governing Body meeting there will be a public forum. A familiarisation tour to enable councillors to be briefed on issues in parts of the region with which they are less familiar. Analysis of budgets prepared by the Auckland Transition Agency (ATA) has been carried out and their implications made public. The Mayor has achieved agreement for the inherited 8.9% increase to instead be at most a 4.9% increase. The council is now working to further decrease this percentage increase. CCO Strategy and Appointments Sub-Committee established as part of the council structure. Councillors have been appointed to the sub-committee. Further initiatives are currently in development. Develop the Investor Champions business strategy. Maintenance of a local economic development focus for Auckland A proposal to outline the Investor Champion roles and responsibilities including processes and procedures for interactions between the Investor Champions and businesses; the council; other CCOs; and other stakeholders. Local economic development initiatives to be maintained within Auckland to provide access for small to large businesses to economic support and development across Auckland. This will include a local business awards programme. The proposal will be presented the ATEED Board in February 2011 and submitted to the Economic Development Forum in March A report confirming the role of the local offices and a proposal for enhanced local business awards will be presented to the ATEED Board in February 2011 and submitted to the Economic Development Forum in March Development of an international city centre master plan for Auckland Review of the Business Improvement Districts A strategic and long-term plan for the development of Auckland's The Auckland Future Vision Committee considered and adopted city centre in relation to development of Auckland's waterfront a methodology for the development of the master plan on 1 and the city fringe. February A review to standardise and maximise the economic potential of existing Business Improvement Districts within the new council structure. This replaces former sub-regional tourism guides. 400,000 copies of the Auckland Guide have been produced and distributed nationally through the i-site network. Rugby World Cup 2011 Lead Auckland's First XV for Rugby World Cup 2011 A team of 15 distinguished Aucklanders, led by the Mayor as head coach, to act advocates for Auckland's role as the hub of Rugby World Cup The Auckland First XV announced on 1 February Champion the Rugby World Cup 2011 Schools Programme Champion Rugby World Cup 2011 to ensure all Auckland schools can learn and get involved in RWC The The Mayor officially launched the Schools Programme on 25 November programme will use the excitement of the tournament to educate children on international cultures, major events and physical activity. Establish urban design principles for Auckland to contribute to the work of the Auckland Plan. Construction of the bridge is underway. The bridge is scheduled for completion in April. An initial discussion and options paper will be submitted to a Council forum in April The Auckland Graffiti Vandalism Taskforce is being established with completion of initial assessments of all existing contracts by May A discussion paper will be submitted to the Council forum in April The draft project plan has been completed with work continuing on possible structure and membership. Recommendations have passed the District Plan and Urban Design Forum on 7 December Recommendations to be received by full Council meeting in February.
