1 Analysis of Received by Political Parties in Himachal Pradesh Political parties rely heavily on donations for fighting elections and running their daily affairs. They receive huge sums of money in the form of donations and contributions from corporate, trusts and individuals. Section 29C of the Representation of People Act, 1951 says that political parties are required to submit contribution details received in excess of Rs 20,000 from any person or a company. This section has been interpreted by political parties, to include every single donation made above Rs 20,000 by any person at one time. This section however, would also include in it multiple donations made by the same person, entity or company aggregating Rs 20,000 or above during the year. In addition to this, the coupon system has been adopted by political parties for collecting funds by issuing of coupons in lieu of receipts to donors for cash contributions. Moreover, these are cash donations and it becomes all the more difficult to establish the identity of the donor. This implies that a lot of cash donations received remain unaccounted for in the books of accounts as only those amounts would be recorded for which a receipt has been issued. Thus it becomes all the more important to have a strict regulatory mechanism wherein political parties have to report the correct quantum and the source of donations received. Share of from Income The total Income of political parties considered have been calculated from the income to the parties from various sources all over India as submitted in their Income Tax Returns.INC (Rs 2,00, lakhs) tops the list followed by BJP (99, lakhs) and CPM (Rs 41, lakhs) Of the 5 National Parties in Himachal Pradesh, the BJP leads the table with Rs 82, lakhs collected from donations over a period of 7 years, between FY 05 and -11; followed by the INC with Rs 27, lakhs collected from donations during the same period from all over India BSP has declared a total income from donations to be Rs 30,731 lakhs (data for FY -07 is awaited), followed by CPM (Rs 17, lakhs) and CPI (Rs lakhs) between FYs 05 and -11 BJP has declared that 82.43% of its income has come from donations received between FY 05 and -11 while INC has only 13.57% of its total income derived from donations between the same period % of total income of CPI; 42.05% of total income of CPM and 28.93% of total income of BSP have come from donations to their parties from all over India Page 1 of 21

It should be noted that the total donations of Rs 30,731 lakhs was declared by the party in its Income Tax Returns statement.
