Tauranga City Council will fund the additional $5 million from property sales within the first stage of the $10 million development. o rates funding will be used in this development.

3 We re building a bright future Introducing the Marine Precinct The Tauranga Harbour Marine Precinct ( the Marine Precinct ) is a $10m project to deliver a purpose-built marine servicing facility at Sulphur Point. The precinct will provide a base for boat building and refit businesses in Tauranga City. It will replace the marine slipway which was removed when the Tauranga Harbour Bridge was expanded. The precinct will be managed and operated by Tauranga City Council (directly or by appointment of a manager) under the Vessel Works brand. By late 2016 (development Stage 1) it will include lots in a range of sizes for marine businesses, a 6200m 2 vessel storage area (hardstand), a new seawall, deep-water marina berths for large vessels, and ew Zealand s largest vessel hoist. Further stages will be set in motion based on demand from the marine industry, and would involve extension of the hardstand and development of further lots for sale or lease. The Marine Precinct is a key strategic development for Tauranga City Council and funding partner Bay of Plenty Regional Council. Vessel Works will develop the site with cutting-edge infrastructure and features, and subdivide the site to allow marine businesses to operate in the heart of Tauranga City. Vessel Works will be responsible for the development, operation and management of the precinct, and private sector purchasers will be the developers of the individual lots. Marine companies are now encouraged to apply to acquire freehold sites within Stage 1 of development of the precinct. The Marine Precinct will stimulate the local marine industry and will bring real economic benefits for the city, through collaboration with the sector to market their high-quality services nationally. The development of the precinct will create significant opportunities for long-term economic development, business and job creation, and become a hub for the regional marine sector, catering for commercial, recreational and international vessels. 6 We re in the right place Welcome to Tauranga Tauranga, Maori for safe harbour, is strategically located two and a half hours south of Auckland and is the most populous city in the Bay of Plenty. Tauranga is also one of the few ew Zealand cities that are growing, and expected to continue to grow for another 20 to 25 years. 8 Port of Tauranga We re well connected Vessel Works Airport etwork and infrastructure support The Marine Precinct site is located within the Port of Tauranga, right on the edge of the city centre and at the very heart of the city s strategic transport network. As such it provides a unique and immediate opportunity for development. The site is 4km from the local airport, and 1km from the city centre. The site provides direct, easy and sheltered access to deep water. City Centre Auckland = 144 nmi Whakatane = 42 nmi Wellington = 460 nmi Auckland = 200 km Whakatane = 90 km Wellington = 520 km The site adjoins a number of existing marine businesses within the Sulphur Point area. The local marine industry is involved in the building, designing, sales, storage and servicing of pleasure and commercial boats. Tauranga's marine businesses cater for the manufacture of composite yachts, including all design, electrical, engineering, stainless steel, upholstery, joinery and cabinetmaking. The most modern production technologies are combined with the finest of traditional craftsmanship to produce leading-edge vessels. A purpose-built boat-stack at Sulphur Point has storage for up to 200 boats. The marine industry is locally supported by the Tauranga Marine Industry Association (TMIA). The TMIA is a cluster of local companies from across the marine industry and works with members to grow their businesses through networking, referrals and sharing technical expertise. Cross-sectoral networks and business support are provided by Priority One, the economic development organisation for Tauranga and the Western Bay of Plenty. 9 We re maximising opportunities Accommodating a diverse mix of occupiers Tauranga City Council wants to ensure the Marine Precinct has a diverse mix of occupiers. The aim is for these businesses to contribute and collaborate with fellow industry players within the precinct and neighbouring areas, to ensure the collective success of the precinct and their businesses. Opportunities and facilities will therefore be provided to satisfy a range of businesses either electing to set up shop on the precinct or use its facilities (see precinct features on the next page). The Council hopes to achieve a sustainable combination of occupiers covering the areas of boat building and painting, marine engineering, rigging and sail making, marine electrical services, chandlery, and more. Other regular users of the precinct would include local fishing and workboat vessels, along with any boat owner needing to use the facilities and services of future occupiers. O-SITE BUSIESSES The plan on the next page shows the main features of the precinct and a proposed layout for the lots. Please note that the number of lots, their size and shape and the facilities servicing the lots are indicative only and are open to amendment. This flexibility will allow the Council to customise the precinct to accommodate a maximum, and the best mix of, occupiers. Different lots, different opportunities: Road frontage (opportunity for retail or commercial showroom space) Lots 2 and 5 Direct access to the hardstand Lots 9, 10, 12 and 13 EXTERAL MARIE-RELATED BUSIESSES The Marine Precinct will provide facilities for loading ice and unloading fresh fish, to meet the needs of the local fishing fleet. The precinct will also provide dedicated areas to allow truck access to the water s edge for unloading or servicing of these fishing vessels. The hardstand will be accessible to any vessel requiring refit work, either commercial or recreational. Access to, and use of, the hardstand area and other facilities will be subject to terms and charges specified by Vessel Works. OTHER IVESTORS While the Council s preference is for sale agreements to be with marine business owners, the Council expects there will be opportunities for non-marine investors to partner with marine industry businesses to facilitate those companies that wish to occupy a specialist marine tenancy. ote that restrictions apply to the activities of the businesses on the site. These restrictions will (among other things) require the use of the site for marine-related activities and will prohibit residential occupation. The restrictions will be contained in a registered land covenant and in an access agreement signed with each occupier. 12 We re here to serve the industry Vessel Works on-site services Vessel Works will be the manager and operator of the site. We will provide the following services to site occupiers, regular or occasional users of the precinct. HARDSTAD ACCESS The hardstand will be open to all vessels. The hardstand area has been designed so that a variety of vessels can be stored for long or short periods. The layout of the hardstand will allow vessels to be transported and stored adjacent the lots surrounding the main hardstand area, along with dedicated vessel storage bays within the main area of the precinct. Marine contractors based outside the precinct will be welcome to work on vessels stored within the precinct (providing they have appropriate insurance and have gone through a site induction process), as the precinct is for the benefit of the regional marine industry as a whole. It is likely that a day or annual charge will be levied on those contractors who are not permanently based at the precinct. This charge will cover use of the hardstand, parking and health and safety management. Bookings for hardstand space will be managed by Vessel Works on a day-to-day basis. Access to, and use of, the hardstand area and other facilities will be subject to terms and charges specified by Vessel Works. VESSEL LIFTIG Vessel Works will manage bookings for and operate the travel-lift. The travel-lift will be available for lifting of vessels from the water as well as transporting vessels around the site. In some instances the travel-lift will deliver vessels inside tenancies within the precinct. Pricing of a rate card for vessel lifting will be set prior to the opening of the precinct. Pricing will ensure the precinct is attractive to commercial vessels, and encourage external businesses to undertake their maintenance works there. ILAD LIFTIG BAY When not in use by the travel-lift, it is envisaged the inland lifting bay will be used by larger vessels to undertake lifting or service work while remaining in the water. Bookings for use of this work berth will be managed by Vessel Works. BERTHAGE SHORT- AD LOG-TERM RETALS The Marine Precinct will have a variety of on-water berths available for short- or long-term rentals. 13 FLOATIG MARIA BERTHS A small number of floating marina berths will be available adjacent to the inland lifting bay. These berths will be connected to the floating arrival berth which will be used by vessels as they arrive or depart the vessel hoist. ALOGSIDE BERTHS In addition to the floating marina berths, two new alongside berths are being created at the edge of the hardstand area. These two 30+m berths will be dredged to allow the deepest of vessels to berth at the precinct. It is expected that these two berths will be used by vessels that require close proximity to the hardstand for loading or unloading, or for vessels that are too large to be lifted from the water but are at the precinct to undertake other maintenance. Short- and long-term rentals will be managed by Vessel Works. BERTHAGE WATERSPACE LICECES Tenderers for the lots along the seawall of the Marine Precinct will be able to apply for a long-term waterspace licence. A waterspace licence will give the occupier exclusive use of the marina structure and berth and access to the adjacent waterspace. This will allow direct land-to-water loading and unloading. To secure a waterspace licence, companies participating in the tender will need to include a request for the area required as part of their tender application. Tenderers will need to describe their intended use of the waterspace along with their exact requirements. Tenderers must include their financial tender offer for the waterspace they require as part of their lot tender. Waterspace licences will also be considered for the new floating marina berths to be built in future stages, as shown on the precinct plan. SERVICES TO LOTS: WATER, ELECTRICITY AD SEWERAGE Vessel Works will connect all lots to water, electricity and sewerage prior to settlement. Connection points will be specified by Vessel Works. Services will also be reticulated around the perimeter of the hardstand for vessels that are being worked on. Services such as power and water will be charged based on consumption. Services will also be provided on the new floating marina berths and the two alongside berths. WATER BLASTIG Vessel Works staff will provide water blasting services to all vessels that are lifted from the water. The Marine Precinct will feature an advanced water treatment system that will process the discharges from the vessel wash-down area prior to delivering the water to the sewer, or the harbour. PARKIG Parking will be provided within the precinct (see plan) to allow visitors and users to park close to the hardstand. The parking area will be able to accommodate approximately 30 cars. Vehicle access to the hardstand space may also be provided to outside tradespeople on an arranged basis. Lot owners will be required to provide on-site parking in accordance with the Tauranga City Plan and resource consent requirements. LOOKIG AHEAD The Tauranga Harbour Marine Precinct will be established as one of the leading vessel maintenance yards in ew Zealand. While its core function will be to facilitate the servicing of vessels in Tauranga, it will be managed in a way that allows it to adapt and deliver additional services as required. Future services that support the local marine industry to operate from the precinct will be looked into, including for example the hire of elevated platforms and storage containers. 22 We re waiting for you Tender process and contact details TEDER PROCESS AD CODITIOS Vessel Works is now marketing the Stage 1 lots (lots number 2, 3, 4, 5, 9, 10, 12 and 13 as per precinct map) to the marine industry on a freehold basis. This is done through a tender process which will allow the market to define the land value for the sites on offer. Marine companies wishing to secure a freehold site are required to submit a tender offer for the site(s) of their choice. The Request for Tender document will set out the legal rules for the tender process. The full submission process is explained in detail in the tender documentation, which can be requested from Tauranga City Council on info@tauranga.govt.nz or , or by contacting the Project Director on phil.wardale@tauranga.govt.nz or The tender documentation includes a variety of legal documents that form the basis for Vessel Works transfer of lots to occupiers within the development. A number of special conditions exist on the sale of the lots, many of which focus on economic development and benefit to the region from the Marine Precinct. The tender price offered will be considered alongside the part that the business will play in the overall development of the Marine Precinct, including the businesses expected growth within the precinct. The sale of the lots will also be subject to development agreements, detailing the agreed development to be undertaken by the purchaser, and design standards.
