1 Vintage R/C Society Northwest Fly-In September 4 and 5, 2015 ~ Friday and Saturday ~ Agate Field, Medford, OR ~ Home of the Rogue Eagles ~ If you have been in this hobby for a long time, you probably remember the good ol days when radio control was just getting started. Rekindle those memories and join us for two days of nostalgia, story telling, and flying. Entries can be brand new as long as the original, basic model design dates back to 1979 or earlier. Planes can be scaled up or down if you wish. There are even some current ARFs that qualify. Modern materials, engines, radios, and electric power are all welcome. Bring along some of that old equipment to share memories and experiences with others. This gathering is all about getting back to the roots of radio control. 2 NORTHWEST VRCS FLY-IN INFO - SEPTEMBER 4 & 5, 2015 Join us for two days of relaxed flying of vintage R/C models and R/C assist old timers. There is no flying competition, just fly when you want. Eligible model designs must date back to 1979 or earlier (see page 2 article for more info). If you are not sure if your model qualifies, give Bruce a call or send an to find out for sure. The field will be closed to all other types of models during the two-day event. Remember, this is not your usual weekend event - it is scheduled for FRIDAY and SATURDAY. There is no entry fee for the fly-in. NEW FOR 2015: FLY A PLANE WITH REEDS In the 1950s and into the 60s, before proportional systems took over, RC pilots flew with reeds. Reed transmitters did not have sticks, they had switches. Flipping a switch gave full deflection on a control, so good pilots learned to flick the switches quickly to make smooth turns and maneuvers. If all goes well, Bruce Tharpe will have a plane set up with a reed transmitter (hooked to a buddy box) and any registered pilot can give it a try. This should be interesting! FOOD AND DRINKS There will be donuts and coffee provided each morning. There will also be a cooler with water and sodas. No lunches are planned, so bring your own snacks. PILOTS CHOICE AWARD All pilots, whether registered for the event or not, will be allowed to vote for Pilots Choice. Be prepared to spend a few minutes evaluating the entries and voting for your top three. Only true VRCS-eligible models will be allowed to receive votes. Note: Models that won in past years are no longer eligible for this award. VINTAGE SPIRIT AWARD The Vintage Spirit award will be decided by the Event Director alone. The ED will use a variety of factors to help determine the winner, including the model s uniqueness, use of vintage equipment and materials, and the modeler s overall enthusiasm for the concept of the event. PILOTS ONLY RAFFLE The big prize this year is a Durafly Das Ugly Stik. This amazing RTF is all foam and ready to fly - just add your receiver. Wait until you see the motor! Also being raffled is a completely-built (and well-used) Sunny Bipe, a vintage biplane design with an OS.25 engine and servos installed. We will also have a $25 gift certificate for Al s Hobby and other prizes. The raffle is only open to pilots who register for the event with an eligible vintage R/C model. The DAS UGLY STIK raffle is free - you cannot buy tickets. Instead, you will receive a single raffle ticket when you register, and one additional ticket for each flight you make with a vintage R/C model during the event. The drawing will be around noon on Saturday. You do not have to be present to win. FINAL THOUGHTS RAFFLE PRIZE Registration is FREE. Donuts, coffee, and drinks are FREE. The Raffle is FREE. A big part of this gathering is talking about the "good old days" of R/C. Add to the fun by bringing out some vintage or antique radios, engines, or model plans to put on display. 3 What Qualifies as a Vintage R/C Model? By Bruce Tharpe, Northwest Fly-In Event Director There are two basic rules: 1. The model DESIGN must date back at least 35 years, and 2. The model must have been originally DESIGNED for radio control. The word DESIGN is highlighted because that is what links it to the pioneering days of R/C. The model itself does not have to be 35 years old, it can be something you just built recently or even an ARF if the model design dates back far enough. This applies to sport models and scale models alike. The full-scale subject has nothing to do with whether a scale model is VRCS eligible. For example, a modern-day J-3 Cub ARF from Horizon is not vintage because the design of that particular model does not go back 35 years. But a J-3 Cub built from a Sterling or Berkeley kit is certainly vintage. On the other hand, the new Dirty Birdy ARF from Great Planes does qualify because the basic model design dates back to the mid 1970s. Vintage models are allowed to use modern radio equipment and engines. They can be converted to electric. They can be scaled up or down as long as the basic model design is retained. Also note that the design must have been originally intended for R/C, which means that free flight old timers that have been converted to R/C are not technically eligible. However, at the Northwest Fly-In, we have always welcomed old timer models to fly with us. As CD, I have made a number of judgment calls the last couple of years allowing certain nonvintage models to fly because they fit the vibe of the event. How do you know if your plane qualifies? You can check the Eligible Aircraft Listing on the VRCS website. Keep in mind that the list is far from complete - I don t think it has been maintained for a number of years. If your plane is not on the list, it may still be eligible. If it was a published design or a kit, perhaps you can do a web search and pinpoint the magazine construction article or ads. Or you can just ask me! I don t claim to know the history of every model, but I could do a little research if needed. For this year s VRCS event, eligible models must have been designed in 1979 or earlier. For the fun of it, VRCS designates a theme aircraft each year. For 2015 and 2016 the theme aircraft is any VRCS legal rudder-only design, with flight controls limited to rudder. To clarify, throttle control is allowed. Looking for a vintage plane to build? Box 8332 Medford, Oregon USA Club Purpose The purpose of the club is to provide its members and their families with an organization and facility to learn and enjoy the hobby of flying radio-controlled model aircraft with others having the same interest. Club Meetings Unless otherwise announced, all meetings are held at: Central Point Senior Citizen's Center; 123 North 2nd Street; Central Point, OR. General membership meetings are held on the second Tuesday of each month at 7:00 p.m. and usually last 1.25 to 2 hours. Visitors and guests are always welcome. At the meetings we discuss club business, report on current model-related events, have a show-and-tell session, and sometimes have special programs. 7 newly finished model, but partially-built models, engines, or any modeling accessory that you think will be of interest to others may be shown. Our special programs may be things like the demonstration of a building technique, a video, or a guest speaker. If you would like to give a presentation, contact a club officer so it can be scheduled. Board of Directors meetings are held on the 4th Thursday of each month at 7:00 p.m. and usually last 1 to 1.5 hours. Members are always welcome to attend. Club Dues Membership Dues and Fees are defined in an Addendum to the Rogue Eagles Bylaws. The Rogue Eagles offers 4 categories of membership: Open Individual, Family, Junior Individual, and Associate. Family Membership includes immediate family members (spouse, children) living at the same household. To fly at our field, the family members must also be AMA members. Junior Individual Membership applies to persons not older than 16 years of age. For the first year of membership, RE dues are waived by the club and AMA dues are paid by the club. After the first year, the Junior Member is responsible to pay the annual AMA membership fees and Rogue Eagle club dues of $1. The amount charged to new members joining during July, August, and September is prorated in accordance with the Addendum to the Rogue Eagles Bylaws. Existing club members who pay their dues late are not eligible for the prorated rate. There is a ONE-TIME $25 processing fee for new members. R/C Flight Instruction Although our club does not have a formal flight instruction program, we DO try to keep a club trainer in flying condition and our authorized instructors are glad to help new fliers get off the ground. Club Newsletter Our club newsletter, "The Rogue Eagle", is mailed monthly to all members. The newsletter's primary mission is to facilitate communication within the club. Keep in mind that producing material for the newsletter is not the exclusive responsibility of the editor. All of us can and should contribute. 8 the benefit of others. Did you just attend a special event that others might like to hear about? Have you bought a model product lately that you think is just super? Do you have an idea or a building technique you'd like to share? Want to make an announcement? Got something to sell? Remember that only a portion of our membership attends the meetings, but all of our members get the newsletter. Articles, how-to's, classified ads, etc, are always needed. They can be submitted to the editor on computer disc, typewritten, or neatly handwritten. Short classifieds can even be relayed over the phone. See our Newsletter Library web page for links to current and past newsletters. Club Website Our Website is a living entity that is constantly being updated with announcements of coming events, club news, pictures, and topics of interest to club members. It is a central source of information about our club and hosts our library of newsletters. Any club member can contribute to the content on the website. The webmaster is always in need of images of recent events, narratives from attendees, announcements of coming events, all things of club interest. Everyone's contribution is welcome. Items can be submitted to the webmaster by , on computer disc, printed, or neatly handwritten. Brief announcements can be communicated by phone. Club Merchandise The club offers tee shirts, hats, and jackets with the club logo for members to purchase. Interested members can inquire on-line or at the club meetings about the current inventory. Club members are issued a name badge at no charge, one time only. See our Club Apparel web page for photos and a list of available items. Academy of Model Aeronautics The Academy of Model Aeronautics (AMA) is a national organization, encompassing all facets of modeling, including radio control, free flight, and control line. The Rogue Eagles R/C Club is charter member #534 of the AMA, and with over 100 members, we're the largest AMA club in Oregon. There are over 2500 clubs chartered with the AMA, and total membership is nearly 200,000. Membership in the AMA is required by the Rogue Eagles. As an AMA member you will receive a monthly magazine, Model Aviation, you will be eligible to fly in AMA sanctioned events like contests and fly-ins, and your modeling activities will be insured. AMA insurance provides general liability coverage; accident/medical coverage; and fire, vandalism, and theft coverage. Keep in mind that AMA insurance is "excess" to any other applicable coverage, such as homeowner's. 9 Section B: Agate Skyways Field Information Our current flying site, which many people consider to be one of the finest in southern Oregon, is located east of White City (see map) near Agate Lake. The club has been using this site since In 1993 we formalized our agreement with Jackson County and signed a ten-year lease with an option to renew for another ten years. As part of the lease agreement, our club is required to perform at least $1000 worth of improvements and maintenance each year, on average. The agreement also stipulates that, if you live in Jackson or Josephine counties, you must belong to the Rogue Eagles R/C Club to use the field, and that all flyers must belong to the AMA. The existing runway was poured in 1975 at county expense. All of the field improvements, including the fencing, signs, shelter, pit stands, pylon course, outhouse, impound box, bleachers, and entry road, were funded by the club and the work was done by our members. Work parties are arranged occasionally to make improvements or do maintenance. Go to MapQuest to get detailed driving directions from your location. Flight Zone The approved flight zone at Agate Skyways is shown in this diagram. It is ABSOLUTELY IMPERATIVE that pilots avoid flying too far to the west in order to stay away from the fire station and golf course. Furthermore, we must NOT OVERFLY the house located east-northeast of the runway. It is in the club's best interest to minimize any chance of conflicts or noise complaints. We need to be the best neighbors we can possibly be. This is vitally important and we all need to police each other. (6 of 34) [8/16/ :03:11 PM]

10 Emergency Phone If there is an emergency at the field and the fire station is unmanned, use the red emergency telephone on the outside wall of the fire station facing our field. It automatically dials 911 when picked up. Incidentally, there is an electrical outlet on the same wall, which club members are welcome to use, if needed. Section C: Club Activities and Events Over the years, our club has participated in a number of charitable activities and community (7 of 34) [8/16/ :03:11 PM]

11 events throughout the Rogue Valley. We also hold club events that attract model airplane enthusiasts from outside the area, which benefits our local economy. For example: Rogue Eagles Airshow Each year the club puts on a two-day airshow at our field with the entire gate proceeds going to the Children's Miracle Network. The airshow gives us an opportunity to educate the public about our activities and demonstrate to our neighbors that we are safe, responsible, and skillful pilots. This is our biggest event of the year, requiring the participation of nearly all of our members. We do one show each day featuring a wide variety of model aircraft. Members are encouraged to develop "acts" that will be interesting or amusing to the spectators. Pilots must be at least Level II to fly in the airshow. Proceeds are used to maintain and improve our field. Big Bird Fly-In The 'Big Bird Fly-in' held once a year for models upwards of 80" wingspans brings models and their pilots from all around our region. Participants have a great time with friends and food and fun prizes, and everyone goes home with a smile and comes back the next year to do it all over. Thanks to all the pilots over the years who have made this a truly great event. Thanks also to all the volunteers who put in the long hours to make it happen. IMAC Contest The Rogue Valley Challenge (AKA Medford Madness) is the only IMAC event in Southern Oregon. The event held each spring attracts pilots from all over the west coast. This contest showcases some of the best large scale models in the 25% (and UP!) range, and features a freestyle contest with a pilots purse (size of purse depends on number of entrants). If big aircraft doing awesome stuff is what you like, this is it. Float Flys Once or twice a year we have a Float Fly at nearby Agate Lake. These are noncompetitive events open to any type of model that can operate from the water. Special frequency control procedures are used during our Float Flys to avoid any possible interference with models flying at the regular field. Past Club Events In the past, the Rogue Eagles have displayed and/or flown models at community events like the Medford Airshow, the Ashland EAA Fly-In, the Lion's Club Mother's Day event in Sam's Valley, and the Fourth of July Celebration in Central Point. We've displayed models at the KTVL Channel 10 sponsored Kid's Day at Hawthorne Park, at the Rogue Valley Mall and for a number of local schools, scout groups, and other organizations. 12 Any member can organize a new club event. You don't necessarily need Contest Director (CD) status to run an event at our field - we have plenty of CDs who can help with paperwork if necessary. The Board of Directors will usually help with financing, our Events Coordinator can help set a date to avoid conflicts, but it's you who must serve as the "spark plug". You will have to organize the event, advertise it, arrange workers, and run it. If you have an idea for a new event or want the club to participate in a community event, contact a club officer so it can be discussed at the next Board meeting. Section D: Club History The Rogue Eagles Radio Control Club was initially formed in 1964 by Bob Hawkins, a present member of our club; Dick Wickline, presently the Associate Vice President of District Xl of the Academy of Model Aeronautics consisting of Alaska, Idaho, Montana, Oregon and Washington; and Ralph Witt, who was using a corner of his bicycle shop for model aircraft supplies. In 1965 the club had grown to six or seven members, who were flying off the race track located at the North Ashland interchange. In 1966 the membership had increased to about twelve members, so the club decided to charter the club with the Academy of Model Aeronautics, which, at the present time, has over 130,000 members. As a chartered club with the A.M.A. which is a division of the National Aeronautics Association and is the U. S. aeromodeling representative of the Federation Aeronautique lnternationale headquartered in France, the club became affiliated with other model clubs throughout the United States and other clubs from most continents of the world. The A.M.A. and the F.A.I. establishes the rules by which contests are conducted, safety rules and procedures, and sanctions the contests conducted by the clubs. Through this affiliation, contact is made not only with other clubs in the U. S.A, but throughout the world. In addition, A.M.A. provides liability insurance covering use of model aircraft. In 1967 the club found a flying site out Avenue G in White City. This area provided a runway 600 feet by about 120 feet wide, all dirt. This area was just inside the radius of the Medford Airport tower area, however no conflict was encountered, and the club used this site from During the time the club was using the Avenue G area, it was seeking a more permanent place for flying. In 1970, Mrs. Nixon, wife of then President Nixon, turned over 426 acres of Federal land to Jackson County for use as a sports park. A committee of potential users of the sports park was formed, of which the club was one. Initial plans stated that our field was to be prepared and completed in Because of conflict between our flying activities and other planned facilities in the immediate sports park area, the club was asked to give up our plans for inclusion in the immediate sports park area, and asked to use the area, which we now use at Agate Field. This move provided a benefit for the club, as the facility at Agate Field was available for use by Jackson County provided the asphalt runway which we now use. Many other improvements were planned by Jackson County for the field area, however they did not come about, due to lack of the necessary funds. Since that time the Agate Field area has been maintained and improved by the Rogue Eagles. During the period 1975 to 1978 the club experienced moderate growth in membership, however considerable effort was expended by the members in the improvement of Agate Field. 13 For example, the shelter was constructed, and the parking area improved. From 1978 to 1981 increasing growth resulted in a membership of approximately fifty, 15 to 25 of whom were active flyers. During this period there was an increased interest in the building and flying of quarter scale aircraft with a wing span of 80 inches or more. Larger engines were being used, most of them converted chain saw engines. From 1981 to 1983 the club experienced increasing interest by family members in the activities of the club. We also experienced increasing interest by teenagers in Radio Controlled Model Aircraft. Interest in large scale aircraft continued to increase, and pylon racing using small three channel aircraft became popular. During 1984 and 1985 the club became interested in Pattern Flying, which together with Pylon Racing resulted in increased coordination and competitions with other clubs throughout the western states. Increasing interest by the public in viewing flying events, much of which was created by the clubs participation in the Medford Air Show, and other local activities, resulted in the need for the construction of bleachers for seating at Agate Field. The club members erected the present bleachers at the field. As a result of the increasing interest of teenagers in the club activities, our first teenage Vice President was elected in In 1985 the "Hobby Tree", hobby shop of Medford, established a perpetual trophy to be awarded each year to the club member who, in the opinion of the membership, contributed the most to the club each year. The years 1986 to 1988 resulted in rapid growth in membership. Our first female President was elected, signifying the increasing interest of ladies in the club activities. During these years continuing improvement to Agate Field was being accomplished by the club. A major project was the construction of a new entrance road, and the removal of the old road at the approach to the runway, resulting in much improved safety and flight operations. During 1993 the club entered into a 10-year lease agreement with Jackson County for Agate Field. This agreement provides us with greater control of field operations and insures that the field will remain available for club members in the future. The lease agreement requires the club to maintain the field and make certain minimum investments in labor or material each year. Since we've done this over the years anyway, this agreement is to both the county's and club's advantage. Over the years the club has put on many flying activities for members of the club, such as fun flys, building contests, flying instruction, float flys on Agate Lake, etc., in addition to the activities listed previously under the purposes of the club. In addition, the club has put on many non-flying activities in which all family members can participate, such as barbecues, potlucks, Christmas dinners, etc. The Rogue Eagles Radio Control Club has continually grown over the years since it's establishment until it reached a membership of over one hundred members, not including the families of our members who participate in the activities of the club. Section E: Agate Skyways Flight Rules In addition to the AMA rules, these rules have been adopted by the Rogue Eagles R/ C Club for flying at Agate Skyways. (10 of 34) [8/16/ :03:11 PM]

14 1. All flyers must be CURRENT members of the Academy of Model Aeronautics. 2. A non-member of the Rogue Eagles R/C Club who wishes to fly at Agate Skyways must deposit a $5.00/day use fee into the yellow stand pipe by the flag pole. 3. All pilots must visibly display a current AMA membership card, on their person, when flying. FM pilots must have the frequency pin on their antenna. Use the appropriate frequency pin and DO NOT FLY if the pin is not available 4. A MAXIMUM of 5 aircraft in the air at any time. THIS INCLUDES HELICOPTERS AND ELECTRICS. 5. Carry your aircraft from the pit area to the taxi line, or in the case of large scale aircraft, have physical control over the aircraft until reaching the taxi line. All pilots will fly a right hand landing pattern unless wind direction makes this impossible. The only exception to this is if a pilot loudly speaks his intentions and receives OKs from other flyers. 6. Fly ONLY from DESIGNATED pilot stations. There is NO launching of ANY SIZE OR TYPE of aircraft from BEHIND the FLIGHT LINE, except at the Park Flyer Runway for park flyers. 7. Landing aircraft have the right of way at ALL TIMES. 8. DO NOT fly behind (south) of the flight line over spectators, pit area, or parking areas. Park Flyers will keep their aircraft south or west of the Park Flyer Runway at all times. 9. Stop your engine(s) before bringing aircraft back to the pit area. 10. Do prolonged engine run-ups at the run-up stand. 11. ALL FIRST FLIGHT aircraft will be a single aircraft flight. All other aircraft will be grounded for the duration of the flight. 12. ALL engines over 0.10 MUST have effective mufflers (less than 92 db at 3 meters). 13. ALL aircraft MUST fly on the NORTH side of the runway except for landings, takeoffs, dead sticks, touch and go's or low passes, ALL of which MUST be announced LOUDLY by the pilot. 14. ALL 3D flying will be done on the far side of the runway leaving the runway flight path clear for landings and takeoffs. 15. Unsupervised children and pets are not allowed on the flight line or in the pit area. 16. DO NOT FLY OVER THE HOUSE EAST NORTH EAST OF THE RUNWAY. Transmitter Impound Rules for Agate Skyways 1. All transmitters must have a frequency pin attached to the antenna denoting the transmitter's frequency. 2. Upon arrival at the field, check your transmitter to be sure it is OFF and place it in the impound area. 3. Before removing your transmitter from the impound box, check to see if the pin for your frequency is on the frequency board. IF IT IS NOT, DO NOT REMOVE YOUR TRANSMITTER FROM IMPOUND, or turn on your transmitter. 4. If the pin for your frequency is on the frequency board, remove it and place it on your transmitter's antenna. (11 of 34) [8/16/ :03:11 PM]

15 5. BEFORE turning on your transmitter, visually check to see if anyone is in the air on your frequency. Announce your frequency LOUDLY. 6. After each flight MAKE SURE your transmitter is OFF, place the pin back on the frequency board, and return your transmitter to impound. 7. Don't hog the frequency pin - give other people on your frequency a chance to fly also. 8. You are responsible to pay for any damage caused if you turn your transmitter on while someone else has the frequency pin or if you put your transmitter into impound without turning it off. Section F: Flight Level Achievement Program The purpose of the flight level achievement program is to stimulate club members to try to improve their flying proficiency by advancing through multiple skill levels. Each level is increasingly difficult. If you have already soloed you should be able to complete Level I. You must be at Level II to participate in any of the clubs public performances such as our air show. For Levels I and II a pilot needs any TWO club members to witness the maneuvers and verify their completion. Levels III and IV require verification by TWO members with Level III or IV status. LEVEL I - Solo All maneuvers must be completed during ONE FLIGHT. 1. Taxi (Two 90 degree turns then stop) 2. 18 Article I - NAME The name of this club is the Rogue Eagles Radio Control Club. The club is a mutual benefit, non-profit corporation organized under the State of Oregon Nonprofit Corporation Act. Article II - PURPOSE AND FUNCTION Section 1 Section 2 The objective of this club shall be to promote model building and flying in the Rogue Valley, and to endorse and support the established policies of the Academy of Model Aeronautics (AMA) in continued advancement of model aviation. All special or local activities of the Rogue Eagles R/C Club shall conform to the policies of the Academy of Model Aeronautics, and to the regulations of that organization governing model aircraft activities. Article III - MEMBERSHIP Section 1 Section 2 Section 3 Section 4 Section 5 All persons shall be eligible for Open, Junior, Family, or Associate membership in Rogue Eagles R/C Club provided they meet the qualifications prescribed by the Rogue Eagles R/C Club and by the AMA. These qualifications follow. Members nineteen years of age or over are classified as Open Members. Members less than 19 years old are classified as Junior Members. Persons supporting and active in club activities but not engaged in flying activities are eligible to become Associate Members of the Rogue Eagles R/C Club. 19 Associate Members of the Rogue Eagles do not have to belong to the AMA. Associate members are not eligible to vote on any flying field or flying activities, but will be eligible to vote on other club activities. Section 6 Section 7 Associate Members are not eligible to be elected officers, board members at large, or any position pertaining to flying. Family Membership means husband, spouse, and children under 16 years of age. All members must be AMA members in good standing. Section H: Rogue Eagles R/C Club Bylaws (rev. 20 Section 3 All eleven board members listed above shall be voting members. President will vote only in the event of a tie vote. To be President of the Rogue Eagles R/C Club a member must have been an active member for three full years. Article II - DUTIES OF OFFICERS Section 1 Section 2 Section 3 Section 4 Section 5 Section 6 The president shall preside at all meetings of the club and shall act as the spokesperson for the club in all matters pertaining to its activities. The Vice President shall assist the President and act for the President when the President is unable to serve. The Secretary shall keep the minutes and attendance roll of all club meetings. The Secretary shall provide an official book of minutes for this purpose, and also keep records of all correspondence relating to club activities. The Treasurer shall collect all monies due, and shall keep a record of monies received and monies disbursed as authorized by the Board of Directors. The Board of Directors will have the authority to exercise any expenditure(s) not to exceed $ over and above normal expenses within any regular month's business; provided these expenditures are approved by a simple majority vote of the voting Board members (of at least a quorum). Any event that may exceed $ in expenditures will be at the discretion of the Contest Director/Event Organizer. 21 Article III - TERMS OF OFFICE Section 1 Section 2 Section 3 Section 4 Section 5 All Officers and Board members of the Rogue Eagles R/C club shall serve a two-year term beginning January after election or appointment. Nomination for officers shall be held at the regular meetings in October and November of an election year, and shall be made by club members. Election of officers will be held at the regular meeting in November. The Events Coordinator, Newsletter Editor, Safety Coordinator and Public Relations Officer shall be appointed at the first general meeting in January. The three Board Members at Large shall be elected from the open membership at the January general meeting. If a board member is failing to perform their respective duties in any way, such as to cause concern among the membership or Board of Officers, then a special meeting of the Board shall be called to discuss the problem(s). Disciplinary action will be determined by the Board. The maximum decision could be for the subject officer to be voted out of office, provided a unanimous vote is given by the remaining board officers for this action. Article IV - VACANCIES Section 1 A vacancy in any office shall be filled by appointment of a club member, and such appointee shall serve until the end of the term for which the predecessor was selected. Article V - MEETINGS Section 1 Regular meetings shall be held the second Tuesday of each month (except December) beginning at approximately 7:00 PM. 22 three days in advance of the meeting date set, and shall name the time and place of the meeting. Section 2 Section 3 Section 4 Section 5 The meeting of the Board of Directors, time and place, shall be determined by the sitting Board of Directors. Time and place shall be listed in the monthly newsletter. There shall be no meeting in December. All board meetings shall be open to all club members. In the event of a tie vote, the President shall cast the deciding vote. The Board of Directors shall not be held personally liable for the debts, liabilities, or other obligations of the Rogue Eagles R/C Club. Club expenditures up to $ may be made at any GENERAL meeting by MAJORITY vote of those members present at that meeting. Any amount exceeding Twenty Five Hundred dollars requires notification of all club members and a vote per SECTION 1 ARTICLE XI. Article VI - REGULAR BUSINESS Section 1 Section 2 All regular business affairs and enterprises conducted by the club shall be directed by the board, and conducted under Robert's Rules of Order. Article VII - DUES AND FEES Section 1 Section 2 Section 3 Section 4 Section 5 Section 6 All membership Dues and Fees are defined in the Addendum (Membership Dues and Fees) attached to this document. Whenever any proposed changes to the dues and/or fees are proposed, a notification of the proposal will be sent to the membership of record and will be voted upon at the meeting as stated in the notification. Any changes that are made will be updated in the Addendum and the Membership Application form will be updated. No special assessment shall be levied upon the club membership at any time, except by vote of 2/3 of the entire membership. Current renewing members must show proof of AMA membership to be accepted for membership for the calendar year. Upon application for new membership, the applicant may pay the initial AMA dues to the Treasurer and the AMA dues and application will be immediately forwarded to AMA headquarters; or the new applicant must show proof of current AMA membership. Membership is good for one calendar year. Dues collected from current members after October 31 st shall be considered paid in full for the following calendar year provided proof of AMA membership is provided. Life membership will only be given to existing paid up members of the club and the AMA, who have performed exemplary tasks and/or service to the club and shall be voted on by the membership. 24 membership with the understanding that AMA membership must be maintained throughout, or life membership will be terminated WITHOUT REFUND. NO REFUNDS WILL BE MADE ON A LIFE MEMBERSHIP AFTER NINETY (90) DAYS FROM DATE OF RECEIPT OF PAYMENT. Article VIII - SPECIAL FUNDS Section 1 The Treasurer is authorized to receive contributions or specially obtained funds from any individual or institution for club use. Article IX - BEHAVIOR AT FIELD Section 1 Section 2 Section 3 All pilots at Agate field must abide by all AMA and Rogue Eagles safety rules at all times. Any pilot violating any rules should be warned by the club safety officer or by any (2) two club members. Continued infraction of rules shall be cause for expulsion from the field and/or termination of club membership, depending on the severity of, and frequency of said rule violation. At any event, the contest director (CD) is in total control, including enforcement of rules specific to the event. If rules are broken and/or behavior of any participant or pilot is unacceptable and/or reflects negatively on the Rogue Eagles Club, the CD shall take appropriate action including but not limited to expulsion of the offender(s) from the flying site and possible membership termination by a vote of the Board. Article X - COMMITTEES Section 1 Section 2 The function of the Board is to conduct business and disbursement of funds to conduct club activities and business. It shall also initiate substantive matters to be brought before the membership in accordance with the club Constitution and Bylaws. The responsible directorship for the standing committees, i.e. Maintenance, Safety, etc., shall be appointed by the President to serve during the President's term of office. 25 Article XI - AMENDMENTS Section 1 Section 2 Amendments may be made to this constitution and the bylaws at any general meeting of the club, provided the majority vote is 2/3 of the votes cast in the affirmative by the active membership. Proposed changes will be published in the club newsletter at least 30 days prior to the scheduled vote tally at the General Membership meeting, together with a ballot for mailin absentee voting. Any club member in good standing may propose changes to the Constitution and or Bylaws by presenting the proposal in writing and explaining the rationale at a scheduled club meeting. Article XII - CLUB DISSOLUTION Section 1 If at any time the Rogue Eagles R/C Club should cease to operate as a club and be dissolved, any club funds will be used to pay off all debts. Thereafter, any money and assets that are left shall be awarded as a donation to a nonprofit, Rogue Valley, youth organization, as designated by the club members before discontinuance of the club. ADDENDUM - MEMBERSHIP DUES AND FEES Dues will be established for four categories of membership: Family Membership, Open Individual Membership, Junior Membership, and Associate Membership. Annual membership dues are as follows: Open membership is $50.00 Family membership is $60.00 Associate membership is $20.00 Junior membership (under 19 years of age) dues will be waived by the Club and AMA dues will be paid by the Club. After the first year of membership, it will be the Junior Member's responsibiltiy to pay the AMA their yearly fees for Junior membership and the R.E. club membership of $1.00. New members are charged an additional processing fee of $25.00 Ex members who rejoin the club after a hiatus of two years are required to pay the $25.00 processing fee. 27 Academy of Model Aeronautics National Model Aircraft Safety Code Effective January 1, GENERAL: A model aircraft is a non-human-carrying aircraft capable of sustained flight in the atmosphere. It may not exceed limitations of this code and is intended exclusively for sport, recreation and/or competition. All model flights must be conducted in accordance with this safety code and any additional rules specific to the flying site. 1. Model aircraft will not be flown: 1. In a careless or reckless manner. 2. At a location where model aircraft activities are prohibited. 3. Model airplanes are prohibited from flying closer than 5 miles to a working airport. 2. Model aircraft pilots will: 1. Yield the right of way to all man carrying aircraft. 2. See and avoid all aircraft and a spotter must be used when appropriate. (AMA Document #540-D - See and Avoid Guidance.) 3. Not fly higher than approximately 400 feet above ground level within three (3) miles of an airport, without notifying the airport operator. 4. Not interfere with operations and traffic patterns at any airport, heliport or seaplane base except where there is a mixed use agreement. 5. Not exceed a takeoff weight, including fuel, of 55 pounds unless in compliance with the AMA Large Model Aircraft program. (AMA Document 520-A) 6. Ensure the aircraft is identified with the name and address or AMA number of the owner on the inside or affixed to the outside of the model aircraft. (This does not apply to model aircraft flown indoors). 7. Not operate aircraft with metal-blade propellers or with gaseous boosts except for helicopters operated under the provisions of AMA Document # Not operate model aircraft while under the influence of alcohol or while using any drug which could adversely affect the pilot's ability to safely control the model. 9. Not operate model aircraft carrying pyrotechnic devices which explode or burn, or any device which propels a projectile or drops any object that creates a hazard to persons or property. Exceptions: (24 of 34) [8/16/ :03:11 PM] Free Flight fuses or devices that burn producing smoke and are securely attached to the model aircraft during flight. Rocket motors (using solid propellant) up to a G-series size may be used provided they remain attached to the model during flight. Model rockets may be flown in accordance with the National Model Rocketry Safety Code but may not be launched from model aircraft. Officially designated AMA Air Show Teams (AST) are authorized to use devices and practices

28 as defined within the Team AMA Program Document (AMA Document #718). 10. Not operate a turbine-powered aircraft, unless in compliance with the AMA turbine regulations. (AMA Document #510-A). 3. Model aircraft will not be flown in AMA sanctioned events, air shows or model demonstrations unless: 1. The aircraft, control system and pilot skills have successfully demonstrated all maneuvers intended or anticipated prior to the specific event. 2. An inexperienced pilot is assisted by an experienced pilot. 4. When and where required by rule, helmets must be properly worn and fastened. They must be OSHA, DOT, ANSI, SNELL or NOCSAE approved or comply with comparable standards. 2. RADIO CONTROL (RC) 1. All pilots shall avoid flying directly over unprotected people, vessels, vehicles or structures and shall avoid endangerment of life and property of others. 2. A successful radio equipment ground-range check in accordance with manufacturer's recommendations will be completed before the first flight of a new or repaired model aircraft. 3. At all flying sites a safety line(s) must be established in front of which all flying takes place (AMA Document #706 - Recommended Field Layout): 1. Only personnel associated with flying the model aircraft are allowed at or in front of the safety line. 2. At air shows or demonstrations, a straight safety line must be established. 3. An area away from the safety line must be maintained for spectators. 4. Intentional flying behind the safety line is prohibited. 4. RC model aircraft must use the radio-control frequencies currently allowed by the Federal Communications Commission (FCC). Only individuals properly licensed by the FCC are authorized to operate equipment on Amateur Band frequencies. 5. RC model aircraft will not operate within three (3) miles of any pre-existing flying site without a frequency-management agreement (AMA Documents #922 - Testing for RF Interference; #923 - Frequency Management Agreement). 6. With the exception of events flown under official AMA Competition Regulations, excluding takeoff and landing, no powered model may be flown outdoors closer than 25 feet to any individual, except for the pilot and the pilot's helper(s) located at the flight line. 7. Under no circumstances may a pilot or other person touch a model aircraft in flight while it is still under power, except to divert it from striking an individual. (This does not apply to model aircraft flown indoors). 8. RC night flying requires a lighting system providing the pilot with a clear view of the model's attitude and orientation at all times. 9.
