CONSIDERATION OF THE AD HOC COMMITTEE S RECOMMENDATIONS REGARDING THE FEASIBILITY OF CHARGING A FEE TO PARK IN THE AIRPORT TERMINAL PARKING LOT AND THE FEASIBILITY OF DESIGNATING A SECTION OF CITY CONTROLLED AIRPORT RAMP SPACE AS A TRANSIENT AIRCRAFT TIE DOWN AREA AND COLLECTING A TIE DOWN FEE FOR THE PARKING OF TRANSIENT AIRCRAFT (Report Commissioners Mueller and Nolan-Gosling) Recommendation: The Committee recommends that the Airport Commission take action on each item separately as follows: (1) Accept the Committee s recommendation to establish a fee in the Airport Fee Schedule for the parking of vehicles in the airport terminal parking lot, direct the Page 1 of 2
2 Committee and staff to move forward with finalizing the fee implementation plan, and bring the proposed Airport Fee Schedule update and finalized implementation plan back to the Airport Commission at the next meeting for final review and approval. (2) Accept the Committee s recommendation to designate a section of City controlled airport ramp space as a transient aircraft tie down area, establish a fee in the Airport Fee Schedule for the parking of aircraft in the newly designated tie down area, direct the Committee and staff to move forward with finalizing the fee implementation plan, and bring the proposed Airport Fee Schedule update and finalized implementation plan back to the Airport Commission at the next meeting for final review and approval. 5. BUSINESS FROM THE FLOOR - Members of the public may address the Commission at this time on any matter under the Commissions jurisdiction that is not already listed on the agenda. The Commission cannot take any action at this meeting on requests made under this section of the agenda. 6. REPORTS AND COMMUNICATION - The following report and communication items are provided for the Commission s information. No action can be taken on the item unless the Commission agrees to include it on a subsequent posted agenda Letter dated October 12, 2012, from Paul Lane, Vice President, Air Spray Ltd., providing background on Air Spray Aviation Services (USA) and its recent acquisition of a BAE-146 aircraft that will be based at Chico Municipal Airport while it is modified for aerial firefighting. A lease between the City and Air Spray for a portion of the 77 Piper Avenue hangar has been executed in accordance with Chico Municipal Code Section 11R which authorizes the Airport Manager to approve any lease, license or other entitlement for the use or possession of city owned property at the airport where such interest runs for a period of one year or less and is terminable on 30 days or less notice Commission Ad Hoc Committee Reports Chair Nathan and Commissioner Koch Air Service Development Commissioners Mueller and Nolan-Gosling Terminal Parking Lot and Transient Aircraft Tie Down Fees. Call to Order - Chair Nathan called the July 31, 2012, regular Airport Commission Meeting to order at 6:00 p.m. in the Council Chamber Roll Call Present: Absent: Michels, Muller, Nolan-Gosling, Nathan Koch 2. CONSENT AGENDA A motion was made by Michels and seconded by Nolan-Gosling to approve Consent Agenda, as read, with items 2.1, 2.2, and 2.3 removed for further discussion. Commissioner Michels noted that the Wildlife Hazard Assessment (WHA) identifies cattle as a primary hazard and asked to what extent grazing represents a significant hazard. Management Analyst Collins advised that the WHA consultant did not recommend that grazing be discontinued but that the airport extend its wildlife mitigation measures to the area being grazed and to monitor the grazing for signs that it may be contributing to the bird population. A motion was made by Mueller and seconded by Michels to approve the Minute Order. MINUTE ORDER NO AUTHORIZATION FOR THE AIRPORT MANAGER TO EXECUTE A LEASE OF PREMISES AT THE CHICO MUNICIPAL AIRPORT TERMINAL BUILDING, ADVERTISING CONCESSION (CITY OF CHICO/EL-A APPAREL, INC., dba CORNUCOPIA ENTERPRISES) AND RELATED DOCUMENTS AS APPLICABLE Approved - minute order authorizing the Airport Manager to execute a lease of wall space at the Chico Municipal Airport Terminal for the display of advertising in accordance with the terms set out in the Minute Order. The Airport Manager recommended approval of the Minute Order. This item was removed from the Consent Agenda at the request of Commissioner Nolan- Gosling. Commissioner Nolan-Gosling questioned the amount of advertising space that would be dedicated to local businesses. Chair Nathan asked if there is an audit procedure to determine the gross revenues. Management Analyst Collins stated that periodic audits are conducted and that concessioners submit reports to support the amount of concession revenue submitted. 8 2.4. APPROVAL OF MINUTES OF AIRPORT COMMISSION MEETING Approved - minutes of the Airport Commission meeting held on 04/24/ NOTICE PUBLIC HEARINGS - None. 4. REGULAR AGENDA 4.1. AIRPORT WILDLIFE HAZARD ASSESSMENT REPORT Airport Wildlife Consultant (AWC) has completed the Wildlife Hazard Assessment (WHA) for Chico Municipal Airport. The WHA was submitted to the Federal Aviation Administration (FAA) for review and, based on the WHA findings, a review of the type and frequency of air carrier operations at the Airport, and a review of the wildlife strikes that have occurred on or near the Airport, the FAA has determined that a Wildlife Hazard Management Plan (WHMP) must be prepared. (Report Debbie Collins, Airport Management Analyst) The Commission discussed various aspects of the report to include possible installation of a bird radar unit, the Federal Aviation Administration (FAA) bird strike database, deterrent measures, the mulching facility, the preparation of the Wildlife Hazard Management Plan (WHMP) and staff s responsibilities related to mitigation and management of wildlife. Commissioner Mueller said his sense as a pilot is that Chico Municipal Airport does not have any more of a bird problem than any other airport in the valley. He asked a fellow pilot in the audience, Dan Jay, what his experience was. Mr. Jay said that the problems seem to be worse in the last year or two but he has not really been flying regularly enough to provide a good idea of the problem. 5. BUSINESS FROM THE FLOOR None. 6. REPORTS AND COMMUNICATION 6.1. Update from the Airport Commission Ad Hoc Air Service Development Committee Chair Nathan updated the Commission on the Air Service Development Committee s preference to secure additional air service from Chico to and from LAX. The Committee, which includes local business leaders, hopes to meet directly with United Airlines and/or SkyWest to determine what can be provided to the airlines in order for them to consider providing additional service to Chico. Chair Nathan stated that he felt we are facing a very steep challenge due to what is going on in the airline industry and other competing communities. Former City Manager Dave Burkland spoke with the V.P. of Market Development for SkyWest recently and received confirmation that Chico will loose one of the San Francisco flights which is anticipated to occur at the end of August Update from the Airport Commission Ad Hoc Parking and Tiedown Committee Commissioner Nolan-Gosling updated the Commission on the Committee s proposed recommendations related to designating the terminal parking lot as a paid parking area Minutes of Airport Commission Meeting of July 31, 2012 Page 3 of 4
9 and restricting parking on Fortress Avenue adjacent to the lot as well as its recommendations related to designation of a transient aircraft parking area on the ramp and charging a tie down fee. Management Analyst Collins advised that if the Commission chooses to continue the next steps for the Committee would be to identify the costs associated with implementation of the recommendations and identification of procedural steps, such as amending the Airport Fee Schedule to allow for the collection of vehicle parking fees. It was agreed that the Committee would meet with staff to determine the costs associated with implementation of these changes and bring the items back to the Commission at the October 30, 2012, meeting for a vote by the Commission on how to proceed Airport Manager s Update The 165 Ryan Avenue hangar is still vacant. The potential tenant interested in the hangar did not get the contract for work that they were hoping for. Comerica Bank will be auctioning equipment previously owned by Aero Union. The auction will be held in the 77 Piper Avenue hangar on Thursday August 2, At the last meeting the Commission approved a Minute Order authorizing the Airport Manager to enter into a lease with Pro2Pro for a portion of the 747 Fortress Street building. The lease has not been executed. Pro2Pro is still interested but had to postpone the move and are unable to advise when they may want to proceed. The Chico Air Show will be held September 28, 29, and 30, The quarterly Airport Fund Income Statement was provided to the Commission The Fiscal Year Airport Fee Schedule was provided to the Commission reflecting the annual CPI adjustments that were applied to certain fees effective July 1, ADJOURNMENT Prior to adjournment Chair Nathan requested that a sincere thanks to City Manager and Airport Manager Dave Burkland be entered into the public record for his years of service to the airport, the Airport Commission, and the community. Dave s last day with the City is August 31, Since Dave was unable to make this meeting Chair Nathan also invited him to the October meeting for proper recognition. 10 Airport Commission Agenda Report Meeting Date: 10/30/12 TO: FROM: RE: Airport Commission Ad Hoc Committee (Commissioners Mueller and Nolan-Gosling) Consideration of the Ad Hoc Committee s Recommendations Regarding the Feasibility of Charging a Fee to Park in the Airport Terminal Parking Lot and the Feasibility of Designating a Section of City Controlled Airport Ramp Space as a Transient Aircraft Tie Down Area and Collecting a Tie Down Fee for the Parking of Transient Aircraft REPORT IN BRIEF: After analysis of the pros and cons of charging a fee for vehicle parking in the airport terminal parking lot and the collection of an aircraft tie down fee on city controlled ramp space the Committee believes that the collection of these fees is feasible and that the fees would generate much needed revenue for airport operations. If the Airport Commission agrees, the Committee will proceed as described below. COMMITTEE RECOMMENDATION: The Committee recommends that the Airport Commission take action on each item separately as follows: (1) Accept the Committee s recommendation to establish a fee in the Airport Fee Schedule for the parking of vehicles in the airport terminal parking lot, direct the Committee and staff to move forward with finalizing the fee implementation plan, and bring the proposed Airport Fee Schedule update and finalized implementation plan back to the Airport Commission at the next meeting for final review and approval. (2) Accept the Committee s recommendation to designate a section of City controlled airport ramp space as a transient aircraft tie down area, establish a fee in the Airport Fee Schedule for the parking of aircraft in the newly designated tie down area, direct the Committee and staff to move forward with finalizing the fee implementation plan, and bring the proposed Airport Fee Schedule update and finalized implementation plan back to the Airport Commission at the next meeting for final review and approval. BACKGROUND: As part of the Airport Commission s Work Plan an ad hoc committee was formed to develop recommendations on the feasibility of charging for the parking of vehicles in the airport terminal parking lot and the collection of aircraft tie down fees on airport controlled ramp space. DISCUSSION: Revenue currently generated by the airport does not support its operating expenses. As such, additional revenue sources, such as those now being considered, must be identified in order to ensure the airport is self-sustaining in the future. Analysis of Paid Parking at the Airport Terminal Parking Lot (Attachment No. 1) In considering the feasibility of charging for parking vehicles in the airport terminal parking lot the Committee reviewed how to implement paid parking, the implementation costs, the potential negative effects, the Airport Fee Schedule, and the potential revenue.
11 Airport Commission Agenda Report Meeting Date: 10/30/12 1. The implementation cost is estimated to be approximately $5,400 as outlined in Attachment No. 2. These costs could possibly be included in the Fiscal Year budget or a mechanism may be established by which the Airport Fund fronts the cost of implementation until it is reimbursed by the revenue that is generated. 2. The potential negative impacts include: (1) Passengers may choose to park along Fortress Street rather than pay a parking fee. This could be resolved by marking a section of Fortress Street No Parking; (2) The parking lot will no longer be eligible for Federal funding because it is now generating revenue. (Even when eligible for Federal funding vehicle parking lots are low on the Federal project priority list.); and (3) The ongoing costs to maintain the parking lot markings and signage, the collection and processing of the revenue, and enforcement. All of these costs may be offset by the revenue that is generated. 3. The Airport Fee Schedule (Attachment No. 3) will require updating to include the vehicle parking fee. This will require a draft be prepared and a recommendation be made by the Airport Commission to the City Council that the parking fee be adopted. 4. Revenue Estimate: Assuming that there is an average of one car for every four passengers, the average length of a trip is four days, a $5 per day parking fee is charged, and the approximate number of enplaned passengers is 20,881 per year (2011 figure): 20,881 enplaned passengers / four passengers per car = 5,220 cars (rounded) 5,220 cars x four days of parking = 20,880 potential days 20,880 potential days x $5 a day = Potential Annual Revenue of $104,400 The Committee believes that collection of a parking fee is feasible and proposes that: 1. The parking fee be established at $5 per day and apply to vehicles that are parked for more than four hours per day. 2. Signage be installed advising that there is a parking fee and that payment can be made in the terminal. 3. Envelopes will be provided inside the terminal for depositing cash or checks. (No electronic or credit card payments can be accepted at this time.) 4. A secure deposit box will be installed in the terminal where the envelopes can be deposited and the Airport Field Supervisor will be assigned to periodically collect the envelopes from the deposit box. 5. The parking spaces that are currently marked as short term parking, as well as the spaces designated for disabled parking, be exempt from the parking fee. 6. The Police Department will be asked to provide random enforcement as time allows. If the Airport Commission agrees with moving forward, the next steps include: 1. Finalization of the map identifying the parking spaces that the parking fee will apply to, the location of signage, and the location of the fee collection box within the terminal building. 2. Preparation of a draft Airport Fee Schedule establishing a new fee for overnight vehicle parking in the airport terminal parking lot. 3. Identification of a funding source or funding mechanism to cover the implementation costs. 4. Bring this information back to the Commission for final consideration at the next Airport Commission meeting.
12 Airport Commission Agenda Report Meeting Date: 10/30/12 Analysis of Transient Aircraft Tie Down Area and Collection of Tie Down Fee (Attachment No. 4) In considering the feasibility of establishing a transient aircraft tie down area on the city controlled ramp space and collecting the tie down fee the Committee reviewed the implementation costs, the potential negative effects, the Airport Fee Schedule, and the anticipated potential revenue. 1. The implementation cost is estimated to be approximately $2,893 as outlined in Attachment No. 2. It may be possible to include these costs in the Fiscal Year budget or to establish a mechanism by which the Airport Fund fronts the cost of implementation until it is reimbursed by the revenue that is generated. 2. The potential negative impacts include: (1) Transient aircraft parking in non-designated spots utilizing their own tie down equipment to avoid paying the fee; (2) Possible affects to the eligibility of future ramp projects for Federal funding; and (3) The ongoing costs to maintain the tie down area markings and signage, the collection and processing of the revenue, and enforcement. All of these costs may be offset by the revenue that is generated. 3. The Airport Fee Schedule (Attachment No. 3) will require updating to include a tie down fee for city controlled ramp space. This will require a draft be prepared and a recommendation be made by the Airport Commission to the City Council that the tie down fee be adopted. The Committee also believes that the method by which the tie down fee is now calculated should be addressed in this update. 4. Because there is no data on the number of aircraft that currently tie down on airport controlled ramp space and the Committee is recommending that the method by which tie down fees are calculated be reviewed the Committee is unable to provide an estimate of the potential revenue that may be generated. The Committee believes that collection of an aircraft tie down fee is feasible and proposes that: 1. The method used in the Airport Fee Schedule to calculate the amount of tie down fees owed is revised to a simpler method and that the Airport Fee Schedule is updated to allow collection of tie down fees by the City. 2. Signage be installed on the ramp advising of the tie down fee and that payment can be made at the deposit box. 3. Envelopes will be provided at the deposit box for payment by cash or check. (No electronic or credit card payments can be accepted at this time.) 4. A secure deposit box will be installed on the ramp and the Airport Field Supervisor will be assigned to periodically collect the envelopes from the deposit box. 5. No more than twelve (12) spaces are identified as transient aircraft parking on a concrete section of the ramp and that they are equipped with tie down chains. (This number can be expanded in the future if necessary.) 6. The Air Traffic Control Tower is asked to advise arriving aircraft of the transient tie down areas that are available. If the Airport Commission agrees with moving forward, the next steps include: 1. Finalization of a map identifying the section of the city controlled ramp that will be designated as a transient aircraft tie down area, the number of spaces to be designated, the location of signage, and the location of the collection box on the ramp.

All fees charged at the Chico Municipal Airport (CMA) shall be in accordance with the fees set forth below unless the Airport Commission or City Council approves and authorizes other fees under a lease, license or agreement. B. All fees set forth herein shall be paid in advance unless provided otherwise by agreement. II. FEES CHARGED BY CITY A. Hangar Rental When owned and operated by City Per agreement B. Landing Fees Apply to aircraft and helicopters operating as commercial air carriers, cargo carriers, air taxi, aircraft for hire, non-scheduled contract air carriers, business executive aircraft, and aircraft operating in performance of special contracts with federal, state, or other government agencies conducting emergency operations such as fire fighting. 1. MCGLW All aircraft landing fees shall be paid prior to departure unless other arrangements have been made in advance with the Airport Manager. C. Remain Overnight Fee (RON) $0.46 per 1,000 lbs MCGLW D. Sales, Leases and Rentals of City-Owned Land, Buildings and Other Improvements Agreements for lease or rental of City-owned land, buildings and other improvements shall incorporate the following rates: 1. License Agreement for Use of Public Property (e.g. runways, taxiways, apron, ramp, wash rack, or other improvements) a. Minimum Fee of $ per year (not prorated) b. Rates in excess of the minimum will be negotiated based on the property size, the improvements, and the use. 2. Leases and Month-To-Month Tenancy - Land, Buildings and Improvements The lease and rental rates for land, buildings and improvements will be negotiated based upon the most recent appraised value obtained by the City. 3. Lease of Terminal Building a. Space for Automobile Rental Business 5% of gross receipts. b. Counter Space and Display Areas Per agreement c. 18 4. Hangar Space Ground Lease (Area south of Fire Station #3.) a. Hangar Pads A, B, and C $0.67 per sq. ft./per year b. Fuel Flowage Fees $0.06 per gallon Applies to each gallon of aviation gasoline and jet fuel dispensed within or outside the boundaries of CMA. E. Security Gate Access 1. Gate Access Card (two year period) $47.00 each card 2. Replacement Gate Access Card $36.50 for each card lost, stolen, or damaged (due to abuse). Gate Access Card fees are non-refundable. III. IV. AUTHORIZATION TO ANNUALLY ADJUST FEES A. The City Manager is directed to amend Section II.D.4.a.of this fee schedule annually on July 1 of each year without further City Council action based on the net percentage increase in the Consumer Price Index (CPI), if any.
