6 RENTER PILOTS 1) AIRCRAFT SCHEDULING POLICIES a. All EFI aircraft flights must be scheduled using the online scheduling system accessed via (link to myfbo.com) or by contacting the school office during regular business hours (951) or (562) b. All scheduling is done subject to an aircraft s prior need for maintenance and/or periodic inspection. If a scheduled aircraft is unavailable due to maintenance and/or periodic inspection, EFI will endeavor to provide a similar aircraft if one is available. c. When scheduling, reserve minimum 2 hour blocks. d. When scheduling a flight which lands at an airport 50nm or more from F70, ensure the destination and all other landing airports are added to the reservation. Include contact information for destination. 2) DISPATCH PROCEDURES a. Aircraft check-out a. All EFI flights must be dispatched by EFI personnel using the online scheduling system. b. Ensure HOBBS reading on dispatch sheet is correct prior to engine start. b. Aircraft check-in a. Record flight time via aircraft HOBBS meter. c. After hours Dispatching a. For after-hours dispatching, reservations must be made during normal office hours to enable the dispatcher to check out the plane prior to ending their business day. d. After hours return a. There is a night lock box for after-hours key pickup and return. The code can be attained through an EFI representative. e. Late Departures a. A scheduled reservation will be made available to other Aircraft Renters if the aircraft is not dispatched within one half hour (.5 hrs.) of the reservation time. 6

7 f. Late Returns a. If you are going to be late on your return, notify EFI as soon as possible. g. Aircraft Keys and other equipment (borrowed headsets, Ipads, etc.) must be returned or replacement costs will be billed to the Renter. h. Cancellations a. If the Aircraft Renter will not be able to perform a scheduled flight, it is the obligation of the Renter to have the reservation cancelled. If the flight has not been cancelled within four hours of reservation time it is at the discretion of the EFI to charge a fee equal to that of 50% of the rental block time, to a maximum of 3 hours at a rate equal to the aircraft rental fee. b. The cancellation fee can be waived if due to circumstances outside of the Aircraft Renter control, as determined by EFI approved representative (i.e. weather, maintenance). 3) MINIMUM DAILY CHARGES: a. The following minimum charges apply to aircraft rented for full day use: Week-day Week-end 2 Hour minimum charge 3 hour minimum charge b. These charges may be waived at discretion of EFI Manager 7

8 4) FLIGHT INSTRUCTOR SCHEDULING AND CANCELLATION: a. Flight Instructor scheduling is arranged via the same manner as aircraft rental. Instructor availability is displayed on the website based on the Flight Instructors entries. Any time not marked unavailable/off should be considered a potential lesson time. b. Lesson cancellations: Use chart below for possible fee assessments for late notice cancelations. Cancellation notice Possible Assessment > or = 12 hour s notice No fee, thank you for the timely notice. < 12 but > / = 3 hour s notice 50% of block time at Instructors hourly ground rate. < 3 hour s notice 100% of block time at Instructors hourly rate. *This fee can be waived at the discretion of an EFI Manager. c. If a flight slot is scheduled less than 24 hours in advance contact the dispatcher or instructor directly to confirm the reservation. 5) STANDARD CHECKOUT: a. Each Aircraft Renter must receive a standard aircraft checkout by an EFI- approved instructor in the make and model of the aircraft they wish to rent in accordance with table below. Checkout Completion Standards: The Renter is required to meet the Practical Test Standards tasks and operations, as chosen by the EFI- approved instructor, for the pilot certificate and ratings then held by the Renter. If the Renter is unable to demonstrate the required level of proficiency, further instruction will be required until capable. Aircraft Renters are required to meet all flight review, IFR currency (if applicable), and passenger-carrying currency requirements (as determined by the FAA) prior to conducting any solo or passengercarrying operations. 9

10 6) SPECIAL CHECKOUTS a. Specific Checkout requirements exist for flights to the following airports. Airport Catalina Island (KAVX) Checkout Requirements 1 Flight with Authorized Instructor Covering overwater and airport specific ops. Must include flotation devices for each occupant. Big Bear (L35) 1 Flight with Authorized Instructor Covering density altitude review and performance calculations as well as airport specific ops. Fallbrook (L18) 1 Flight with Authorized Instructor Covering density altitude review and performance calculations as well as airport specific ops. *No flights will be conducted to either of these destinations without completing these checkouts with an Authorized EFI Instructor and noted in dispatch system. 7) NIGHT OPERATIONS: a. An Aircraft Renter who is first checked out for night operations does not need to complete a standard daylight checkout. b. All airports used during night operations shall be equipped with appropriate runway lighting. c. EFI recommends the use of supplemental oxygen when flying at night above 5,000 feet msl. Supplemental use oxygen is available for rental through EFI 8) IFR OPERATIONS: a. In order to operate an EFI aircraft on an IFR flight plan and/or in instrument meteorological conditions (IMC), the Aircraft Renter must: 1. Possess an instrument rating for the aircraft category and class flown 2. Maintain currency IAW CFAR Operate IAW all appropriate regulations and advisories. 10

11 9) CURRENCY REQUIREMENTS: a. Fixed Gear Rentals: In the event the Fixed Gear Aircraft Renter has not flown within the previous ninety (90) days, an additional standard aircraft checkout in the aircraft make and model may be required as determined by a EFI-approved instructor. b. Complex Aircraft: In the event the Complex Aircraft Renter has not flown within the previous sixty (60) days, an additional standard aircraft checkout in the aircraft make and model may be required as determined by a EFI-approved instructor. c. Aircraft Renters are required to complete a standard aircraft checkout every twelve (12) calendar months unless a flight review or additional pilot certificate/rating has been completed within the preceding twelve (12) months. d. To carry passengers, Renters must be current as per 14 CFR ) SPECIAL VFR OPERATIONS: a. No Aircraft Renter shall request or accept a Special VFR clearance unless an EFI Instructor is on board. 11) RUNWAY LIMITATIONS: a. Except as a precaution or in an emergency: 1. No Aircraft Renter shall attempt a landing on a runway that is not paved unless advance approval from Chief Flight Instructor is attained. 2. No Aircraft Renter shall attempt a takeoff or landing on a runway that does not meet the capabilities of the aircraft as properly calculated in the Pilot s Operating Handbook (POH) or AFM. 3. Use only airports that have paved runways of 1500 feet or greater in length that are listed in an approved airport facilities directory 11

12 12) PREFLIGHT PLANNING: a. Aircraft Fueling Requirements: Fuel the aircraft using the following minimum requirements: Flight Operations Minimum Fueling Requirements VFR Solo Fuel to fly to planned destination plus 60 minutes reserve VFR Dual (EFI As per CFR Instructor) IFR Dual or Solo As per CFR ) PREFLIGHT INSPECTION: a. Aircraft Renter shall personally conduct a preflight inspection as prescribed by the manufacturer of the aircraft. If damage is found prior to flight, bring this to an EFI representative s attention to determine responsible party. b. If possible, take a picture upon discovery for verification. c. Damage found following a flight that was not reported by the previous Renter, will be considered a result of the previous flight and will be the responsibility of the previous Renter. 14) POSTFLIGHT INSPECTION: a. Securing Aircraft: When securing the aircraft, check the following: a. Aircraft PARKED IN CORRECT SPACE b. Gust lock - (as applicable) ENGAGED c. Fuel selector (as applicable) OFF, RIGHT, or BOTH d. Master switch - OFF i. There will be a $30.00 charge for any master switch or standby battery that is left ON. e. Stand-by battery (as applicable) - OFF f. Chains and chocks INSTALLED g. Trash - REMOVED h. Sunscreen(s) - Replaced i. Doors LOCKED j. Keys, and borrowed items (Headsets, GPS, etc..) RETURNED a. There will be a replacement charge for lost or misplaced keys equivalent to replacement costs. b. There will be a replacement charge for missing items equivalent to replacement costs. 12

13 15) AIRCRAFT FUELING AND SERVICING: a. Fueling: a. Fueling at French Valley Airport. Please conduct fueling at French Valley Airport unless absolutely necessary. Requesting Method Details Aircraft Radio Tune CTAF and request fuel from Riverside Air Service Call Line Service Directly Call EFI Dispatcher Ask to forward request to Riverside Air Service Line Services b. Other than French Valley Airport: 1. If fuel is purchased off-field (F70), fuel will be reimbursed at the current EFI fueling rate with the FBO. Please retain receipt for reimbursement and provide to EFI check-in staff. 2. Self-service fueling stations are approved for EFI operations. Observe all proper fueling precautions. Including proper static bonding and fuel straining at completion of each fueling. b. Oil: a. Only approved aviation oil of appropriate grade should be used when servicing the oil reserves in EFI aircraft. b. Oil for the specific tail number is provided by EFI and stored in the EFI office. Consumption is monitored so Oil must be obtained from EFI personnel only. c. Aircraft with new engines require mineral oil for the first 50 hours. Do not mix with ashless dispersant oils. d. After servicing oil reserves ensure the amount serviced is annotated on the dispatch form. e. Do not overtighten the oil filler cap. Snug by hand only. f. Add full quarts only, no partial quarts. g. Funnels are available in the containers provided on the flight line for window washing and trash. 13 (Continued)

14 c. Windshield Cleaning: a. Use provided paper towels only when cleaning windshields. b. Do not place objects on dash or glare shields as the insides of the windows are easily scratched. 16) PROHIBITED OPERATIONS: The aircraft shall not be flown: a. If it has not been properly dispatched using the EFI scheduling software. b. To carry persons or property for hire except for EFI operations. c. To give or receive flight instruction, unless such flight instruction is being given by an EFI-approved instructor. d. Any Non-EFI Authorized Commercial Operations. e. By any person under the influence of alcohol or narcotics. f. In any race, contest, or aerobatics excluding spins with EFI personnel, or in conjunction with an EFI approved event. *If aerobatics, including spins, are to be performed Aircraft Renters must be accompanied by an EFI-approved instructor 17) USE BY OTHER PILOTS: a. Only the Aircraft Renter, other EFI Aircraft Renters meeting the Pilot in Command requirements, and EFI-approved instructors shall be allowed to pilot or operate EFI aircraft at any time. 18) MAINTENANCE: a. Aircraft Renter will not have repairs made to any part of the aircraft or its equipment without specific authorization from an EFI Manager. b. On Site Repairs: Maintenance is arranged through EFI with Gryphon Aircraft Services in adjoining hanger. (Continued) 14

15 c. Off Site Repairs: In the event of Off Site repairs: Situation as determined by EFI personnel Unscheduled If maintenance not a result of damage then; caused by Renter. No defect is determined by authorized mechanic If or EFI personnel or; then; Repair required as a result of damage caused by Renter. Renter stays or returns at own cost and; EFI arranges and bears costs associated with return of aircraft to F70 Renter bears costs associated with return of aircraft to F70 d. If repairs require a delayed return, contact EFI dispatch as soon as possible so other arrangements can be made for the next scheduled Renters. 19) AIRCRAFT MAINTENANCE DISCREPANCIES: a. If a maintenance discrepancy is discovered that does not result in an unairworthy aircraft, record the discrepancy on the dispatch sheet and note it to dispatch when checking the aircraft back in. b. In the event that a maintenance discrepancy resulting in an unairworthy aircraft has been discovered: 1. Immediately notify a EFI-approved representative or instructor via: a. Face-to-face by telling EFI Front Desk or Instructor b. Telephone (912) or (562) In the event either above options proves un-successful, info@efi.com and affix a note to front desk computer terminal. 2. Do not replace the key in the key box, place key in envelope or affix a tag with the notation Grounded, Do Not Fly and place in a location so as to prevent use by other Aircraft Renters 3. Upon check-in of aircraft, mark squawk as unresolved in aircraft scheduling system. (This step is performed by EFI Dispatcher) 4. If the discrepancy has been discovered at an airport other than French Valley (F70), The EFI-approved representative will advise of further procedures. Do not authorize maintenance to be performed without EFI representative assistance. 15

16 20) AIRCRAFT ACCIDENT OR INCIDENT PROCEDURES: a. In the event that an EFI aircraft is involved in any accident or incident as further defined in NTSB Part 830 the PIC shall immediately notify an EFI-approved representative. In addition, all required reports to the NTSB, FAA, and ATC facility shall be completed. b. Under no circumstances should an Aircraft Renter leave an accident or incident scene without first properly notifying an EFI- approved representative. 21) FINANCIAL POLICIES a. All Renters must maintain a current credit card on file with EFI front desk for rental privileges. b. Any inactive prepaid accounts will be assessed a $49.00 per month administrative fee, beginning at the sixth consecutive month of inactivity. Once the inactive account is at zero balance, it will be closed. c. All aircraft expenses incurred during flight are Renters responsibility. d. Original fuel/oil receipts must be returned within 5 days for reimbursement. EFI will only reimburse Renter for fuel/oil purchases at EFI s current published reimbursement prices. 22) INSURANCE: a. A current record of Non-Owned Aircraft Renters Insurance must be in EFI s possession prior to renting aircraft. Aircraft Renter acknowledges the following LIMITS OF LIABILITY: $100,000 each accident, $1,000,000 property damage, and $100,000 each passenger. Each Aircraft Renter must carry non-owned aircraft insurance with hull coverage equal to $30, ) LIABILITY a. Renter agrees to be responsible for any and all damages resulting from Renter s negligence, regardless of whether or not the Renter s insurance policy covers that damage. b. Renter agrees that in the event a lawsuit is instituted by EFI to recover possession of the aircraft or to enforce any terms, covenants and conditions of this contract hereof; or to collect any sum of money, damages or costs from Renter under this contract; or to collect any sum or sums of money for the use or rental of the aircraft by Renter, that Renter agrees to pay all costs and reasonable attorney s fees incurred by EFI as a result of such lawsuit or default. c. EFI shall in no way be liable for any damage or loss of any kind or 16

17 nature whatsoever of the personal property of the Renter, his agents, employees, guests or otherwise. d. Renter acknowledges that, although this Rental Agreement has been prepared by EFI on a printed form, Renter has had the right to discuss each and every term, covenant and condition of this Rental Agreement. Renter acknowledges and agrees that he or she has raised all points regarding the above terms, covenants and conditions that Renter has deemed necessary or desirable to raise, and that each and every item as it appears constitutes material consideration to EFI, inducing EFI to enter into the Rental Agreement with Renter as signed and dated as follows. 17

18 ADDITIONAL EFI STUDENT PILOT TRAINING POLICIES The following procedures are to be followed in the operations of aircraft used in the performance of the EFI Flight Training Syllabus: 1) MINIMUM FUEL Local flights (<25 NM of F70) Cross Country Flights ½ the total usable fuel FULL fuel at departure Must land with 1 hour fuel reserve 2) ALL STUDENT SOLO FLIGHTS a. Student Solo flights are conducted only with an EFI Instructors approval per each flight. b. Students may operate only to and from airports listed on the List of Airports Approved for Student Training Flights. c. Controlled Airport Student solo flights are only conducted from the active runway designated by the control tower or the most aligned with wind. d. At Uncontrolled Airports, students will use the runway most aligned with the wind, or the runway in use by other traffic or suggested by an airport advisory service if no wind is in evidence. e. All student solo flights must terminate at French Valley Airport not less than 30 minutes prior to sunset in the case of local flights, and not less than one hour prior to sunset in the case of cross-country. 3) STUDENT SOLO CROSS-COUNTRY FLIGHTS a. Flight plans will be filed with FSS for all Student Solo flights outside 25 NM from F70. b. Dispatch reservations must contain all airports of intended use as well as current contact information. 18

19 c. For student solo cross-country flights outside the local area an EFI instructor will: a. Validate weather reports and forecasts. b. Determine the student s alternate plan of action if the flight cannot be completed as planned. c. Check fuel requirements. d. Check takeoff and landing distance requirements for the airplane versus available runway at destination airport(s). e. Verify flight is planned to return 30 minutes prior to sunset. 4) STUDENT SOLO AIRPORTS a. Student Pilot solo flights will only be conducted at F70 or other airports approved by EFI as shown on the list below. b. For deviations to this list the Chief Flight Instructor may make approvals on a case-by-case basis. c. In-flight and clearly safe from obstacles and terrain, all climb outs should be conducted using a nose attitude low enough (cruise climb) to permit some visibility over the nose of the aircraft. c. Climbing/clearing turns will be employed during the climb and prior to initiating flight maneuvers to clear blind spots inherent when flying high-wing aircraft, and make your aircraft more visible to others. 20

21 7) SIMULATED ENGINE FAILURES a. Long, power-off, glides will be avoided whenever possible. Use poweron descents. b. Simulated high-altitude forced landings will be made giving the student a partial power failure ( RPM initially) to be followed by a complete power LOSS when deemed appropriate. c. Simulated emergencies shall not be carried below an altitude of 500 feet AGL. d. Forced landings practiced by students during solo flight are prohibited. 8) MINIMUM TRAINING ALTITUDES: All Training Flights (Except T.O. and Landing) Dual Stall Training Solo Stall Training 500 AGL Minimum Recovery by 1500 feet AGL or greater Recovery by 3000 feet AGL or greater 21

The EFI Student Practice Areas are delineated by the above chart excerpt. There are three practice areas, the North Practice Area, West Practice Area, and the South Practice Area. When conducting student solo flights all flights will be conducted within the designated EFI practice areas. b. When announcing location during training flights, students will use commonly understood EFI reporting points as shown on the map. These points may not be known by pilots outside EFI operations. 22
