19 Feasbility study topic, - background The high number of bus-km/y is not in it self mean that we have a good PT service level. Necessary to cover a large and low-denisty urban area. A high percentage of all trips are relatively long. The need for change of PT mode is high. Train bus Boat/ferry bus The assumption is that in this kind of network, a customerfriendly integarted fare and ticketing system is crucial to increase the number of PT trips

20 Feasbility study, topic: The topic for the FS, will be in organizing the overall PTA-responsibilities, finding common solutions and agreements upon technical and economic challenges rising from integration of different fare levels.

21 Problem statement Rogaland Kollektivtrafikk FKF (RKT), - trade mark: Kolumbus, - is a company owned by the County Council of Rogaland, to effectively develop multi-mode PT service in the County of Rogaland, including bus-services, school-buses, boat and ferry-services. The overall integration of PT-services inside the County Councils PTA, is covered by RKT activities today. There is, on the other hand weak integration between RKT PTservices and the national train service and the state owned car ferry services.

22 Objectives, ticketing and fares: The main objective of the Feasibility Study will be to verify potential benefits from integration of todays different PTA s fare and ticketing solutions, and point out possible ways to go forward with the task, regarding, organization, technology and economic incentives We will identify existing possibilities, current development going on that would help us. We will investigate both in the PT-sector (other EPTA partners), and in other sectors, where there have been substantial progress in the field of inter-operationality within electronic ticketing and cross-authority settlement of income.

23 Objectives, organisation: A possible way forward would be to transfer the state railway and the ferry PT-authority for travel inside the County, from the state agencies to Rogaland County Council. The benefits with this type of organisation will be studied.

24 Outputs: The main outputs is expected to be, a report that verifies the potential increase in the number of passengers based on an integration of ticked and fare structures in all different modes of public transport. Furthermore the economic consequenses will have to be investigated. Furthermore we aim to deliver an study that should reveal the potential raise in effectiveness gained from the establishment of one single PTA for all PT modes inside the county of Rogaland.

25 Actions: Ticked and fare integration Describe travel pattern, to identify trip volumes in corridors where passengers have to change from one mode to an other. A verification of the existing fare and ticketing system for the different PTA s operating in our region. Gathering good examples from regions with integrated systems, to see the potential to increase the number of PT-travels done. Identification of superior standardization authorities that we would be dependent on in developing the integrated fare and ticketing system. Identifying alternative ways to go forward with an integration project, to be decided by the County Council.

26 Actions: Regional PTA responsible for train service: Describing the legal and economic framework that exist for the state agencies PT for railwasys and car ferries. Revealing possibilities and obstacles to be handled if PTA should be transferred to the County Council.
