2 NOTE (1) This manual defines the organisation and procedures upon which the I.A.A. approval is based for the N.M.A.I. to make recommendations to the I.A.A. for the issue/renewal of the Flight Permit. (2) The procedures contained in this manual must be adhered to by all N.M.A.I. members. 3 Procedure for Amendments 1. All amendments to this manual must be approved by the Committee. The Chief Technical Officer of the NMAI will then submit these amendments to the Irish Aviation Authority, Airworthiness Section for approval. 2. Amendments will be formatted that they may be inserted into the Authority s copy of this manual. 3. Upon the Authorities issuing their letter of acceptance to the CTO of the amendment and its updated Revision number. The CTO will then ensure that the approved amendment is inserted into the hardcopy and softcopy of the Procedures Manual 4. Upon receipt of the approved revision from the IAA. The CTO will put a notice on the CTO section of the NMAI website confirm the current issue and revision numbers 5. A list of effective pages will be issued with each revision, so that each manual can be checked and kept up to date. 7 Section 1 INTRODUCTION The National Microlight Association of Ireland Limited (hereafter called the NMAI) is a non-profit making Limited Liability Company formed with the following objectives: 1.1 To promote the sport of Microlight Flying. 1.2 To encourage the formation of clubs. 1.3 To represent Microlight Aviation in Ireland in dealing with National and International bodies or authorities. 1.4 To co-ordinate Microlight activities and ensure the communication of information to members on all aspects of flight safety, training and airworthiness matters. 1.5 To execute an airworthiness scheme (approved by the Irish Aviation Authority) for the inspection and testing of Microlight aircraft by authorised persons for the purpose of issuing/renewal of Flight Permit for said aircraft whereby the NMAI make application to the Irish Aviation Authority on behalf of the owner for the issue/renewal of Flight Permit for the said aircraft. 1.6 Definition of a microlight as per EASA annex II paragraph (e) aeroplanes, helicopters and powered parachutes having no more than 2 seats, and a maximum take off mass(mtom), as recorded by the member states of no more than: (i) (ii) (iii) (iv) (v) (vi) 300kg for a land plane /helicopter, single-seater or 450kg for a land plane/helicopter, two seater or 330 kg for an amphibian or float plane/helicopter single seater or 495kg for an amphibian or floatplane/helicopter two seater, provided that where operating both as floatplane/helicopter and land plane/helicopter it falls below both MTOM limits, as appropriate; 472.5kg for a landplane two seater equipped wit an airframe mounted total recovery parachute system; 315kg for a landplane single seater equipped with an airframe mounted total recovery parachute system; and for aeroplanes having the stall speed or minimum steady flight speed in landing configuration not exceeding 35 knots calibrated air speed (CAS); 1.7 Structure of the NMAI The committee shall have a: Chairman, Vice Chairman, Secretary and Treasurer. 9 2.B TERMS OF REFERENCE OF THE COMMITTEE MEMBERS 1 CHAIRMAN: Responsible for the overall management of the National Microlight Association of Ireland. 2 VICE CHAIRMAN: To take chairman responsibilities when chairman is not available. 3 SECRETARY: To deal with all aspects of the National Microlight Association of Ireland business and correspondence. 4 TREASURER: Responsible for all moneys received in the name of the company. The keeping of proper books and working with the auditors for preparing yearly accounts. 5 CHIEF TECHNICAL OFFICER (CTO): Will liaise with the Irish Aviation Authority, aircraft manufacturers and other European bodies on technical matters. Will be responsible for: Providing technical information on aircraft to all members and to oversee all technical seminars/training and inspection of aircraft. Maintaining a technical library containing all necessary. Manuals, parts catalogues, service bulletins, Airworthiness. Directives, TADS, HADS etc... Evaluating all technical data. Establishing standards for Aircraft Inspectors and for assessing that individuals are suitable for recommendation to the technical committee for nomination to the IAA by the committee. Issuing Inspector Authorisation documents. Maintaining items of specialised tools and test equipment necessary for the safe maintenance and operation of NMAI aircraft. (ref. Appendix 3 attached) Providing owners of aircraft with information and advice on Airworthiness matters. Monitoring the operation of the Flight Permit system on a continuous basis. Reviewing all applications for Flight Permit, and making suitable recommendation to the Association Committee as to the suitability of new aircraft for the issue of a Flight Permit. 11 Section 3 AIRWORTHINESS SYSTEM (for FLEXWING and 3-AXIS) 1. The aircraft shall be maintained in accordance with the manufacturers recommendations or maintenance schedule approved by the NMAI. 2. The N.M.A.I. approved inspection form for Flexwing NMAI/AW/01 or 3 axis NMAI/AW/02 will be used to make the first application for issue of a Flight Permit. 3. The approved inspection/permit renewal form for Flexwing NMAI/AW/03 or fixed wing NMAI/AW/04 shall be used for annual permit renewal 4. The assigned Inspector must ensure compliance with all Mandatory Requirements, Airworthiness Directives, Mandatory Service Bulletins and any changes to the Type Approved Data Sheets. 5. The Owner/Inspector must ensure compliance with any additional requirements issued by the I.A.A. 6. PRIOR TO AIRCRAFT INSPECTION Prior to travelling to commence the inspection the inspector should a. Agree a fee with the owner and make them aware of any other costs b. Inform the owner of the requirement to have their aircraft prepared for the inspection and to have any faults they know of, rectified prior to the inspection. c. Inform the owner of the requirement to have all their documents present and in order at the time of the inspection d. Inform the owner that if their documents are not in order, the inspection will not proceed and he will be charged for the inspectors travelling time and expenses but not for the inspection itself 7. Prior to the inspection of the aircraft the assigned inspector must ensure that they review the following: a. The aircraft maintenance manual (Scheduled and calendar items must be reviewed and life limitations should be observed). b. The aircraft flight manual or operating manual. c. TADS, HADS etc... elements applicable to the Aircraft d. Mandatory permit directives. e. Applicable service bulletins. Note: The inspector must ensure that the publications above are to the correct revision. This can be done by checking the NMAI website or contacting the NMAI Technical office. Following the review of the above documents, the aircraft log book must be examined to ensure that all of the requirements are complied with. NOTE: Inspectors may not perform permit inspections on aircraft owned by them or in which they have a commercial interest. Edition 4 / Rev: 1 Page 11 of 48 Date 01/05/2011

12 Section 4 ISSUE OF PERMITS AND RENEWALS The procedure for the issue/renewal of Flight Permit will be carried out in Accordance with the relevant Application sections of this manual (section 8a and b issue and Section 8c and d renewal) 4.A PROCEDURE FOR INITIAL ISSUE OF FLIGHT PERMIT All applications for the initial issue of a Flight Permit will adhere to the following procedures: 1 All Aircraft operating on N.M.A.I. Flight Permit will be owned, operated and maintained by members in good standing, and will comply with all procedures laid down in this Manual, and with all the requirements of the Irish Aviation Authority. 2 The owner(s) will apply to the Chief Technical officer to have their project discussed at the next Association Committee meeting. 3 The project must be approved by an Association Committee meeting and recorded in the minutes. 4 The Chief Technical Officer will open a file for the new aircraft and owner, and shall discuss with Inspector and the Test Pilot to review the technical content of the application. If appropriate, the Chief Technical Officer will assign an Aircraft Inspector and Aircraft Check Pilot to the project. 5 Where significant works or modifications are required to prepare the aircraft for a Permit inspection, the inspector will send a Aircraft Worksheet Form AW/017 of the works to be carried out to the Chief Technical Officer. This worksheet will include all details such as aircraft type and registration, the assigned Inspector, a list of the defects or works required, a copy of the type approval data sheet and all other relevant information to hand. 6 The Irish Aviation Authority may inspect the aircraft and it s documents at any time and the NMAI will arrange for any inspections that the Authority may require. 7 The Aircraft Inspector will carry out a review of all Airworthiness Directives applicable to the airframe, engine and equipment, and ensure that they are all complied with. A full Airworthiness Directive listing will be made to the Irish Aviation Authority for the aircraft, engine, propeller and appliances, if applicable. 8 All required maintenance will be carried out under the supervision of the assigned Aircraft Inspector. At the completion of the maintenance check, the Aircraft Inspector will ensure that all scheduled and unscheduled work is recorded and certified in the aircraft log books. 9 The Aircraft inspector will inspect the aircraft in accordance with (NMAI/AW/ 0l or 02 (Pages 1-2-3)) the schedule permit issue/renewal check list. This is to ensure all mandatory requirements issued by the manufacturer or the Airworthiness Authority of the state of manufacturer and the Irish Aviation Authority have been compiled with and will ensure that a weight and balance test for a three axis and a weight only test for flexwing aircraft has been carried out. 13 10 The Aircraft Inspector, and Owner, will complete and certify the Permit Application Form (NMAI/AW/01 FLEXWING) or (NMAI/AW/02. 3 axis), and forward these to the Aircraft Check Pilot. 11 The Aircraft Inspector will brief the assigned Aircraft Check Pilot as to all work carried out on the aircraft, and issue a Certificate of Fitness (NMAI/AW 007)for Flight for the aircraft if required. 12 The Aircraft Check Pilot will satisfy himself that the aircraft is airworthy, and carry out a test flight in accordance with the Associations Flight Test Schedule. (NMAI/AW/ 01 or 02 (Pages )). 13 All defects noted by the Aircraft Check Pilot will be reported to the Aircraft Inspector, who will decide what actions are required to rectify these defects. 14 Upon completion of a satisfactory test flight, the Aircraft Check Pilot will complete the Flight Test Form (NMAI/AW/ 01 or 02 (Pages )), and forward the complete form (pages 1-7) along with the weight and balance (3 axis) or weight only (flexwing) report to the Chief Technical Officer. 15 If an aircraft fails an inspection or flight test at any time it may not be flown again until a new certificate of fitness for flight has been issued by the inspector 16 Upon receipt of all the necessary paperwork, the Chief Technical Officer will check that all necessary details have been correctly entered, copy the application for the records and send the application, together with the fee, to the Airworthiness Section of the Irish Aviation Authority. 17 The Irish Aviation Authority will send the newly issued Flight Permit to the NMAI chief technical officer, who will then make a copy for the records, update the current permits database and then send the new original permit to the aircraft owner. 4.B DOCUMENTS TO BE SENT TO THE I.A.A. FOR APPLICATION FOR INITIAL FLIGHT PERMIT: The Chief technical officer will send the following original documents to the Irish Aviation Authority when applying for the first times issue of a Flight Permit:- 1. APPLICATION FOR INITIAL FLIGHT PERMIT NMAI/AW/01 (Flexwing) or NMAI/AW/02 (3 Axis) (These forms are composed of -- page 1 Application Section, pages 2-3 Inspection Report and pages Initial Flight test Report 2. CERTIFICATE OF FITNESS FOR FLIGHT NMAI /AW/ WEIGHT AND BALANCE REPORT (3axis) or just the WEIGHT elements of the report for (flexwing) aircraft. 4. PERMIT FEE 5. Aircraft stage inspection form (for kit built aircraft) signed by inspector and owner 6. Aircraft maintenance record (for reregistered aircraft) certified by the inspector. 14 4.C PROCEDURE FOR RENEWAL OF FLIGHT PERMIT All applications for the renewal of Flight Permit will be handled using the following procedures:- 1. Aircraft owners will arrange with their assigned aircraft Inspectors to have their aircraft inspected for the purpose of renewal of Flight Permit. If the aircraft has been out of Permit for more than 10 months a Check Flight will also be required. 2. The Aircraft Inspector will examine the aircraft as per approved form NMAI/AW 03 Flexwing and NMAI/AW/04 fixed wing, check all required maintenance has been carried out and call up any work additional to the approved maintenance schedule that he sees fit. 3. The Aircraft Inspector will carry out a review of all Airworthiness Directives applicable to the airframe and engine and ensure that they are all complied with. 4. The Aircraft Inspector will inspect the aircraft as per N.M.A.I. Permit Renewal Checklist, to ensure all Irish Aviation Authority legal requirements have been met. 5. At the completion of all maintenance work, the Aircraft Inspector will record and certify all scheduled and unscheduled maintenance work in the aircraft log books, if required brief the assigned Aircraft Check Pilot as to all work carried out on the aircraft, and issue a Certificate of Fitness for Flight (NMAI/AW/007)for the aircraft if required. 6. The Aircraft Check Pilot will satisfy himself that the aircraft is airworthy, and carry out a check flight in accordance with the check Flight Schedule. 7. All defects noted by the Aircraft Check Pilot will be reported to the Aircraft Inspector, who will decide what actions are required to rectify these defects. 8. Upon completion of a satisfactory Check Flight, the Aircraft Check Pilot will complete the check Flight Form NMAI/AW/025 and forward it to the Chief Technical Officer. 9. The Aircraft Inspector, and owner, will complete and certify the Permit Application Form, Inspectors Report and forward these to the Chief Technical Officer. 10. The Chief Technical Officer will then copy the application and all required documents and place in the NMAI aircraft file. 11. After all necessary requirements have been met, the Chief Technical Officer will send the application, together with the fee, to the Irish Aviation Authority Airworthiness Section. 12. The Irish Aviation Authority will send the newly issued Flight Permit to the NMAI Chief Technical Officer, who will then copy it for the records, update the current permits database, and then send the new original permit to the aircraft owner. 13. The Irish Aviation Authority may inspect the aircraft and it s documents at any time, and the Association will arrange for any inspections that the Authority may require. 14. A permit renewal may be applied for up to 10 weeks prior to the existing Flight Permit expiring. The new permit will start from the expiry date of the old Permit. Note: A check flight is required where the aircraft is has been out of Period for ten months. Edition 4 / Rev: 1 Page 14 of 48 Date 01/05/2011

15 4.D DOCUMENTS TO BE SENT TO THE I.A.A. (UPON RENEWAL OF FLIGHT PERMIT) 1. ANNUAL PERMIT RENEWAL APPLICATION. NMAI/AW/003 or NMAI/AW/ CERTIFICATE OF FITNESS OF FLIGHT (NMAI/AW/007) if applicable 3. CHECKFLIGHT FORM NMAI/AW/025 if applicable 4. PERMIT RENEWAL FEE 4.E PROCEDURES FOR REISSUE OF FLIGHT PERMIT FOR AIRCRAFT WHOSE PERMIT HAS EXPIRED BY MORE THAN TEN MONTHS All applications for the continuation of the Flight Permit will be handled using the following procedures:- 1. Aircraft owners will arrange with their assigned aircraft Inspectors to have their aircraft inspected for the purpose of REISSUE of Flight Permit. They must also have a check flight performed using form NMAI/AW/025. This check flight must be performed by an NMAI check pilot and may not be performed by the aircraft owner 2. The Aircraft Inspector will examine the aircraft as per approved form NMAI/AW 027 flexwing and NMAI/AW/028 three axis, and call up any work additional to the approved maintenance schedule that he sees fit. 3. The inspector will first check the aircraft and engine log books to confirm they correspond with the aircraft actual time. He must make copies of log book pages since the issue of the aircrafts last permit 4. The inspector will check the log books to confirm that all maintenance has been performed according to the manufacturers maintenance schedule and that said has been entered in the relevant log books. If the aircraft log books do not show maintenance performed at the specified interval since the last inspection the inspector must look for proof that the maintenance has been performed and inform the owner that this should be entered in the relevant log book He should enter the details of the maintenance in the log books at this time. If there is no proof of the maintenance having been done, the inspector must contact the NMAI CTO before proceeding any further. In this instance the IAA will not issue a new permit until this has been rectified. 5. The Aircraft Inspector will carry out a review of all Airworthiness Directives applicable to the airframe and engine and ensure that they are all complied with. 6. The Aircraft Inspector will inspect the aircraft as per N.M.A.I. Permit Renewal Checklist, to ensure all Irish Aviation Authority legal requirements have been met. 7. At the completion of all maintenance work, the Aircraft owner or Inspector will record and certify all scheduled and unscheduled maintenance work in the aircraft log books, brief the assigned Aircraft Check Pilot as to all work carried out on the aircraft, and issue a Certificate of Fitness for Flight (NMAI/AW/007)for the aircraft. 8. The aircraft requires a check flight, so that the Aircraft Check Pilot will satisfy himself that the aircraft is airworthy, and carry out a check flight in accordance with the check Flight Schedule. This check pilot may not be the owner of the aircraft. Edition 4 / Rev: 1 Page 15 of 48 Date 01/05/2011

16 9 All defects noted by the Aircraft Check Pilot will be reported to the Aircraft Inspector, who will decide what actions are required to rectify these defects. 10 Upon completion of a satisfactory check flight, the Aircraft Check Pilot will complete the check Flight Form NMAI/AW/025 and forward it to the Chief Technical Officer. 11 The Aircraft Inspector, and owner, will complete stamp and certify the Permit Application Form, Inspectors Report and forward these to the Chief Technical Officer. 12 The Chief Technical Officer will then copy the application and all required documents and place in the NMAI aircraft file. 13 After all necessary requirements have been met, the Chief Technical Officer will send the application, together with the fee, to the Irish Aviation Authority Airworthiness Section. 14 The Irish Aviation Authority will send the newly issued Flight Permit to the NMAI Chief Technical Officer, who will then copy it for the records, update the current permits database, and then send the new original permit to the aircraft owner. 15 The Irish Aviation Authority may inspect the aircraft and it s documents at any time, and the Association will arrange for any inspections that the Authority may require. 16 The new permit will start from the date it is issued by the IAA Note: A check flight is required where the aircraft has been out of Permit of a Period for ten months. 4.F WEIGHT & BALANCE REPORT FOR NEW / RENEWAL OF FLIGHT PERMIT. A First permit application for a Microlight aircraft must be accompanied by a weight and balance report for a 3 Axis type or the weight only element of the report for Flexwing type aircraft. 1. The mass and the centre of gravity (CG) of a Microlight shall be established by actual weighing prior to initial entry into service. 2. Where the accumulated effects of modifications and repairs, on the mass and balance are not known, the aircraft shall be reweighed. 3. The mass and CG schedule of the Microlight shall be revised whenever the cumulative to the dry operating mass exceed ± 0.5 % of the max landing mass or for where the cumulative changes in CG position exceeds 0.5% of the Mean Aerodynamic Chord (MAC). This may be done by reweighing or calculation. 4. Weighing may be carried out by the owner under the supervision of an NMAI inspector using scales which have been calibrated against a known weight. This procedure is deemed as compliant with IAA Aeronautical Notice A.107 paragraph 9. Edition 4 / Rev: 1 Page 16 of 48 Date 01/05/2011

17 4G MAINTENANCE, RECORDS AND LOG BOOKS All aircraft owned and operated under the NMAI airworthiness system must strictly adhere to the following at all times. 1. The aircraft and engine must be maintained and serviced as per the schedule in the manufacturers aircraft and engine maintenance manual and best practices. 2. All parts fitted must be a direct replacement of the original part. A different part may only be used as per approved maintenance data eg. SB, HADS, TADS, Manufactures approval. Parts not as per the above shall be subject to an NMAI approved modification 3. The aircraft and engine log books must be filled in to reflect the number of hours use on each 4. The aircraft and engine log books must be filled in to reflect maintenance performed as per schedule in the maintenance manual e.g. 25hr /50 hr/100hr checks. All maintenance entries must include the NMAI number of the person who carried out the maintenance. 5. At the annual inspection the inspector must make sure that the aircraft has been maintained according to the manufacturers specification and that all maintenance has been entered into the relevant log book. 6. The owner of the aircraft must have available a copy of the aircraft operators maintenance manual to the latest revision. 7. 18 Section 5 REGISTRATION AND INSPECTION OF AN AIRCRAFT PREVIOUSLY REGISTERED IN ANOTHER COUNTRY 5.A OWNER OBLIGATION Before purchasing the aircraft the intended owner should make contact with the NMAI tech office to make sure the aircraft is of a type approved by the IAA, or of a type that the NMAI thinks will be possible to get approval for. The owner will 1. Notify the CTO in writing of his intention to import said aircraft 2. Furnish the CTO with whatever documentation he may have for the aircraft 3. Send a completed aircraft registration form with the correct fee to the CTO 4. Furnish the CTO with whatever other documentation the CTO may require for the registration of the aircraft, or pay the NMAI whatever charges are incurred in the obtaining of said documentation. 5.B Documentation required for registration of aircraft 1. Completed aircraft registration form. 2. Cert of deregistration of aircraft from country of last registration (can be sent after notification of registration by the IAA) 3. Copy of last permit issued by original state of registration 4. Statement of conformity 5. Declaration of compliance 6. TADS, HADS or other approval document 7. A copy of the aircraft Certification of Deregistration, a copy of the insurance certificate with the current registration will be required by the IAA before issuing the registration certificate. 8. Registration fee Note: Items 3, 4 & 5 are only required if the aircraft is the first of its type on the NMAI List of Approved Types. Once the CTO is satisfied they have all the relevant documentation the CTO will copy all documentation for the records and send it to the IAA along with a cover letter recommending the aircraft be registered. If the IAA are satisfied the aircraft complies with all requirements a registration will be assigned to the aircraft. Note: THE REGISTRATION DOCUMENTS MAY BE SENT TO THE IAA PRIOR TO DEREGISTERING THE AIRCARFT IN ORIGINAL STATE OF REGISTRATION. THE IAA WILL SEND A LETTER STATING THE REGISTRATION SUBJECT TO RECEIVING THE DEREGISTRATION DOCUMENT.THE AIRCRAFT MAY NOT HAVE ITS ORIGINAL REGISTRATION MARKINGS REMOVED OR REPLACED UNTIL IT HAS BEEN DEREGISTERED AND MAY NOT BE FLOWN AFTER DEREGISTRATION UNTIL THE NEW REGISTRATION DOCUMENTS ARE IN THE AIRCRAFT. 19 5.C Procedure for the issue of Permit after notification by the IAA of a registration number Once the owner has been notified of their registration they may arrange with an inspector to perform a first permit inspection and once the registration certificate has been received by the owner they may make arrangements with the chief check pilot to have him or another check pilot nominated by him perform the initial flight test. The owner will then send all his permit application forms and check flight forms to the CTO along with the correct fee The CTO will then copy these for the records before forwarding them to the IAA with a recommendation to issue a permit to the said aircraft. Once the IAA are satisfied all documentation is order they will issue a permit to the NMAI CTO who will make a copy for the records, update the permits database and send the original permit to the aircraft owner. 20 Section 6 APPROVAL OF NEW AIRCRAFT TYPE BY THE IAA - ACCEPTANCE OF KIT BUILT AIRCRAFT A kit-built aircraft is an aircraft built for the personal use of the builder. The standard of construction, while supervised, is not assured. Operation of such aircraft is restricted. 1. The aircraft must comply with the definition of a microlight aircraft as defined in EASA annex II, paragraph (e) 2. All documentation such as maintenance,engine and construction manuals,batten profiles and certificates of conformity to be copied to the NMAI and the IAA 3. The owner must carry out any such tests as may be required by the NMAI or IAA 4. All documents to be supplied in English or original translation attached 5. The aircraft must have been approved by the Aviation Authority of another Member State or from its state of origin and that examples have been completed and registered in that state. Where the type approval is delegated to a national representative body, then that body must have approved the aircraft type. 6. The owner must ensure that the affixing of any placards, warning or safety notices, anywhere on the aircraft as required by the NMAI /IAA is carried out. This is apart from requirements of applying registration marks in accordance with IAA (nationality and registration of aircraft) order of The aircraft must be assembled in a suitably weatherproof environment 8. NMAI approved inspectors, using the 5-stage inspection procedure, must supervise the assembly from start to completion. 9. The owner must use the most recent issue type acceptance data sheet or homebuilt aircraft data sheet relevant to their aircraft 10. The manufacturer must supply a Declaration of compliance and a statement of conformity to the NMA/IAA 11. The NMAI will assign a sequential assembly number to the owner who will enter this number into the aircrafts construction log. The NMAI will keep a record of all such numbers issued. 12. The aircraft may be inspected at the IAA s discretion before its first flight 13. The aircraft will be test flown by a pilot nominated by the NMAI 14. The NMAI/IAA retain the right to audit the aircraft at any time during its build process and subsequent operation 15. The aircraft must not be sold or otherwise disposed of, without the owner notifying the NMAI and the IAA Note: The approval process for a new aircraft kit type must be started by the owner of the aircraft or kit Edition 4 / Rev: 1 Page 20 of 48 Date 01/05/2011

21 6.A DOCUMENTS TO BE SENT TO THE NMAI (TO HAVE NEW AIRCRAFT KIT TYPE APPROVED BY THE IAA) The owner will apply in writing to the NMAI tech office to have his case reviewed by the committee. At this time he must send the following documents to the CTO 1 2 copies of the manufacturers build manual 2 2 copies of maintenance manual 3 2 copies of the flight manual 4 Statement of Conformity 5 Declaration of compliance 6 Copies of any certification from any other country The CTO will open a file on the aircraft at this time 6.B DOCUMENTS TO BE SENT TO THE IAA FOR APPROVAL OF NEW AIRCRAFT KIT TYPE Once the committee are satisfied the type complies with IAA regulations the CTO will make a case to the IAA for approval of the type, To do this the CTO will copy all relevant documents for the records and send the following to the IAA 1 Cover letter to the IAA with the following documents recommending the type for approval and stating any other countries the aircraft may be certified in and 2 Copies of certification from any other country 3 Copy of build manual 4 Copy of flight manual 5 Cert of compliance 6 Cert of conformity 7 Any other information the CTO may think will help the IAA with the approval process of the aircraft 6.C PROCEDURE ON APPROVAL OF THE KIT TYPE BY THE IAA If the IAA approves the aircraft kit type they will send an approval letter for the type to the CTO who will: 1. Inform the owner in writing of the approval of the type 2. Update the appendix to reflect the new aircraft type 3. Keep all records pertaining to the type on file 4. Coordinate all paperwork for the conclusion of the registration and first permit of the aircraft. Edition 4 / Rev: 1 Page 21 of 48 Date 01/05/2011

22 6.D PROCEDURE ON REGISTRATION OF KIT, INSPECTION OF BUILD FOR A KIT BUILT AIRCRAFT Any aircraft being built under the airworthiness scheme of the NMAI must conform to the requirements of section 6 of this manual. All applications for the registration and issue of a first permit of a homebuilt aircraft will be handled using the following procedures Stage inspections of new kit build aircraft 1. All aircraft operating on the NMAI permits to fly will be owned, operated and maintained by members in good standing, and will comply with all procedures laid down in this manual, and with all requirements of the Irish Aviation Authority. 2. The owner/builder should speak to the inspector he wishes to use throughout his build, agree a fee with the inspector and discuss timescale, tools and experience required. At this point he shall get the inspector to inspect his materials, kits plans tools and facilities etc to make sure they are suitable. The inspector should also check the calibration of the owners/builders tools and fill in form NMAI /AW/020. Home build tools checklist. 3. The inspector and owner should both be satisfied that the inspector has certain knowledge of the type of aircraft that is being built. It is recommended that inspectors with experience of a similar type be used for new aircraft stage inspections and if not a senior inspector should be used. 4. Owner /builder should notify the NMAI CTO in writing in order for their project to be discussed by the technical committee using first page of the NMAI/AW/024, five stage inspection form along with the correct fee. 5. If approved the owner /builder will be notified in writing of this, he will be issued with a kit build number at which time the CTO will send a notification to the IAA informing them the build has been authorised along with a copy of the first page of the stage inspection form and informing them of the build authorisation number allocated to this project. 6. All stage inspections to be co signed by inspector and owner builder on NMAI 5 stage inspection form (NMAI/AW/022) or manufacturers stage inspection form before being sent to NMAI tech office 7. After stage 3a and 3b been completed (all fuselage wing and tail plane completed and engine finished) the owner may apply to register the aircraft by submitting a copy of the 5 stage inspection sheets and the IAA aircraft registration form AWSD to the CTO with the fee who will check it and forward it to the IAA 8. The IAA will make arrangements to for any inspections they deem fit throughout the project 9. Any modifications to the aircraft or build process should be notified to the tech office for approval 10. Any change to the inspector during the build to be notified to CTO in writing for approval before getting the new inspector to do anything 11. Once the aircraft is complete and has been registered the inspector will do a final inspection and sign off the build along with the builder /owner. 12. He will also perform a weight and balance for 3 axis or the weight only element of the report for Flexwing type aircraft. Edition 4 / Rev: 1 Page 22 of 48 Date 01/05/2011

23 13. He will check the control surface deflections are recorded and all placards fitted 14. At this time he will also fill in a first permit application form NMAI/AW/01 or NMAI/AW/02 and conduct an inspection for the issue of a first permit. He will also fill in a cert of fitness to fly form NMAI/AW/07 declaring that the aircraft is fit to conduct a flight test. 15. He will then send these documents to the CTO who will then notify the chief check pilot as to the readiness of the aircraft to fly in order for the chief check pilot to arrange for himself or another check pilot nominated by him to perform the initial flight test. 6.E PROCEDURE FOR REGISTRATION OF KIT BUILT AIRCRAFT 1. All aircraft must be registered through the NMAI with the IAA 2. The owner will send the required documents to the NMAI CTO for the registration of the aircraft. 3. The CTO will copy all documents and open a file for the aircraft 4. the Chief Technical Officer will send the required documents to the IAA for registration of the aircraft 5. The IAA will send the registration certificate to the owner and a notice of the registration details to the CTO for the NMAI records. 6. The CTO will update the records to reflect the registration of the aircraft and coordinate the paperwork for the Flight Permit for the aircraft. 6.F DOCUMENTS TO BE SENT TO THE IAA FOR REGISTRATION OF KIT BUILT AIRCRAFT 1. COPIES OF 5-STAGE INSPECTION SHEETS OR MANUFACTURERS INSPECTION 2. COMPLETED IAA REGISTRATION FORM (AWSD Form 1) 3. REGISTRATION FEE 4. COPY OF THE INSURANCE CERTIFICATE FOR THE AIRCRAFT (SEE NOTE) 5. COPY OF OWNERS RADIO LICENCE IF REQUIRED. 6. ANY OTHER DOCUMENTATION ASKED FOR ON THE AWSD FORM NOTE: The IAA will notify the owner of the registration for the aircraft without an insurance cert prior to issuing the registration cert so that the owner can obtain insurance, affix the registration markings to the aircraft and complete the registration process. 24 6.G PROCEDURES REQUIRED FOR A PARACHUTE RECOVERY SYSTEM (PRS / BRS) 1) The NMAI shall notify the IAA that an aircraft is fitted with a parachute recovery system (if applicable) before aircraft registration on the civil aircraft register. 2) PRS/BRS fitted to any NMAI aircraft must be clearly marked. 3) PRS/BRS markings will be in accordance with the manufacturer s instructions defined as those specified in aircraft manuals and drawings or/and the equipment manufacturers manuals and drawings (where the PRS/BRS manufacturer is different to the aircraft manufacturer). 4) Where the manufacturer s placards are deemed to be insufficient or inadequate then the markings will be in accordance with the following NMAI instructions; Ballistic Recovery System a. The triangular DANGER EXPLOSIVE EGRESS placard shall be placed on the egress panel. b. The ROCKET GAS EXHAUST placard shall be placed adjacent to the egress panel. c. The ATTENTION ROCKET INSIDE placard shall be placed on the device canister if it is visible or accessible d. The WARNING EMERGENCY PARACHUTE see flight manual placard shall be placed in the cockpit in proximity to the activating handle or control. Edition 4 / Rev: 1 Page 24 of 48 Date 01/05/2011

25 5) The placards should be visible and provide adequate warning regardless of the orientation of the aircraft. This may require the same placard to be installed more than once. 6) Where a placard scheme other than the manufacturers scheme is used, the aircraft manufacturer will be advised of the new placards and asked to comment. This process will not delay the NMAI registration process. 7) Any continuing airworthiness tasks associated with aircraft placards should be considered for any new placards introduced. Continuing airworthiness tasks associated with the parachute recovery system must be included in the aircraft continuing airworthiness requirements. Note: Other Parachute Recovery Systems Before any other type of Recovery System is installed please contact the NMAI for instructions. Edition 4 / Rev: 1 Page 25 of 48 Date 01/05/2011

26 Section 7 INSPECTORS 7.A TYPES OF INSPECTORS There will be two types of inspectors 1. Senior inspector, This will be a existing active NMAI inspector prior to October 2008 or other inspector deemed to be suitable for senior grade by the NMAI tech committee or inspector who has met the upgrade requirements to become a senior inspector.. Senior inspectors will have privileges not afforded to inspectors. 2. Inspector. This will be an inspector who has completed the procedure to become an NMAI inspector post October Inspectors will have certain restrictions applied to them. Inspectors maybe able to upgrade to senior status after 2 years as inspector 7.B TERMS OF REFERENCE OF INSPECTORS / SENIOR INSPECTORS 1 The Inspector will ensure that all Maintenance Requirements both scheduled and unscheduled carried out on Association Aircraft are entered in the aircraft log books. 2 The Aircraft inspector may call up any extra insertions or work on aircraft under his control and this work must be completed to his satisfaction. 3 The Aircraft inspector will ensure that any mandatory Airworthiness Requirements are complied with. 4 The Aircraft Inspector will report to the Committee anything he may find on an Aircraft which could affect the airworthiness of another. 5 The Aircraft Inspector will brief the test/check pilot as to the extent of the work carried out. 6 The Aircraft Inspector will ensure that defects found on a check flight are rectified and certified before the aircraft is released for further flight. 7.C PROCEDURE FOR APPOINTMENT OF NEW INSPECTORS The Candidate will notify the CTO of their wish to become an inspector prior to starting the procedure. At this time they will send a copy of his CV along with their application letter. The CTO will then discuss the matter with the Technical committee at its next meeting and if in agreement the CTO will then notify the candidate in writing of their acceptance to start the procedure. Before being approved as an inspector the candidate must be nominated by the committee to the IAA to be approved as an inspector Edition 4 / Rev: 1 Page 26 of 48 Date 01/05/2011

27 In order to be nominated to the IAA by the committee the candidate must 1. Be an NMAI member in good standing 2. Have been given the go ahead by the CTO to start the procedure 3. Have a suitable engineering or technical background 4. Have sent a copy of his CV and a letter stating their intent to become an inspector before starting the procedure 5. Have a good working knowledge of aircraft 6. Be suitably trained by an existing senior inspector 7. Have the inspector application form filled in and signed by the senior inspector 8. Be nominated to the IAA by the NMAI technical committee Once the above criteria have been met, the CTO will send the inspector application form NMAI/AW/010 along with the candidates CV and a cover letter to the airworthiness dept of the IAA for their approval of the candidate to become an inspector. If approved the CTO will send an inspector approval form NMAI/AW/009 and stamp to the candidate issuing him/her with an inspector number. The CTO will also ensure that the new inspector is issued with an up to date copy of the NMAI Procedures Manual. 7.D RESTRICTIONS APPLYING TO INSPECTORS 1. Inspectors may not perform permit inspections on aircraft owned by them or in which they have a commercial interest. 2. Inspectors may not inspect and sign off work they have carried out themselves for permit issue on an aircraft, excepting routine maintenance. 3. Inspectors may only perform stage inspections on an aircraft type they have knowledge and experience of. 4. Inspectors must conduct 3 inspections minimum per annum to retain their inspector status, or inspections as agreed with the CTO. 7.E PROCEDURE TO UPGRADE FROM INSPECTOR TO SENIOR INSPECTOR An inspector may apply in writing to the chief technical officer using form NMAI/AW/15 to upgrade his status to senior inspector providing he has 1. Performed 10 inspections or more annually each year for the previous 2 years 2. Completed form NMAI/AW/12 in full and signed it. 3. Supplied a list of aircraft registrations and the date he inspected them in the previous 2 year period Once the CTO receives this documentation he will have the matter discussed at the next committee meeting, if the committee are satisfied the CTO will send a senior inspector approval form NMAI/AW/015 to the inspector informing him of his successful application Edition 4 / Rev: 1 Page 27 of 48 Date 01/05/2011

28 7.F PROCEDURES FOR INSPECTOR QUALITY CONTROL In order for the NMAI to maintain a consistent quality of inspectors the following procedures will apply 1. New inspectors will be audited within the first 12 months of their appointment 2. Existing inspectors will be audited at least once every four years or at the NMAIs discretion in order to ensure that consistent standards are being maintained 3. Inspectors must conduct 3 permits annually to keep their inspector rating 4. Spot checks will be performed on aircraft permitted at the discretion of the NMAI tech committee or CTO 5. The number of inspectors in total not to exceed 22 except with the agreement of the IAA 6. Inspectors to fill in Form NMAI/AW/021 Inspector tools check list and have torque wrenches calibrated annually (This can be done by the NMAI tech office) and have an in date calibration cert every time the torque wrench is used in his position as inspector/senior inspector 7. If an inspector does not complete 3 inspections in a 12 month period but wants to keep his inspector rating he must fill in another inspector application form and have it signed by a valid inspector or inspectors 7.G PROCEDURE FOR AUDITING OF INSPECTORS Inspector audit procedure 1. The inspector will be notified in advance of when the audit will take place 2. The audit will pay particular attention to a. The standard and level of paperwork, b. The filing of copies of paperwork etc c. The inspectors knowledge of relevant paperwork e.g. TADS or HADS d. Knowledge of the inspection procedure. e. Thoroughness of the inspection. 3. A spot inspection may also be performed on an aircraft he has inspected 4. He will be checked on his conduct during his dealings with NMAI members 5. He will be checked on his knowledge of weight and balance procedures 6. He will be checked on his possession /access to the tools required 7. He may be checked on his appreciation of health and safety requirements Edition 4 / Rev: 1 Page 28 of 48 Date 01/05/2011

29 7.H PROCEDURE FOR DISCIPLINARY ACTION ( inspector/senior inspector) If an audit highlights a problem with an inspector or if the CTO is made aware of any other problem pertaining to an inspector the Tech Committee will 1. Suspend the inspector immediately. This does not constitute an allegation of any wrong doing,and should not be seen to reflect negatively on the inspector 2. Notify the inspector in writing of his suspension stating the reason why 3. Conduct an investigation into the allegation or problem as promptly as possible 4. Upon conclusion of the investigation the CTO will notify the inspector in writing of the result of the investigation, giving the inspector the option to appeal the outcome before the results are published 5. Take whatever disciplinary action it sees fit to deal with the problem, including the termination of the inspectors status if it is deemed necessary 6. If the cause of the complaint or problem is found to have no grounds the inspector will be reinstated and a letter to this effect will be sent to him. 7. The inspector involved has the right of appeal to the NMAI after completion of the investigation, and he has been made aware of the findings of the investigation. He may direct his appeal in writing to the CTO at this time. 7.i PROCEDURE FOR APPEALS BY INSPECTOR After the conclusion of an investigation the inspector may appeal the decision by 1. Sending a written appeal to the CTO stating his grounds for appealing the verdict 2. Issuing the CTO with whatever documentation or evidence he may have to back up his appeal It is important at this time that the results of the investigation are not made public to maintain the inspectors good name should his appeal be upheld. Upon receiving the appeal the CTO will 1. Review the case 2. Make the committee aware of the appeal by calling a meeting to deal with the appeal. The committee will then hold a meeting specific to the appeal, the inspector may be asked to attend this meeting to put his case forward if the committee deems this appropriate The findings of the appeal will be final and no further appeals will be entertained Edition 4 / Rev: 1 Page 29 of 48 Date 01/05/2011
