2 I. INTRODUCTION At its meeting of 19th November 2015, the Conference of Presidents gave the authorisation to send a five-member mission to Montreal, to attend the ICAO/CAEP10 during the second week of its sessions on 8-10 February The aim of the mission was to closely follow the negotiation process on two important subjects of CAEP10, i.e. the global market-based measure (GMBM) for the aviation sector and the CO2 emission standard for aircrafts. The mission was important to the European Parliament in view of the expiry of the "Stop-theclock" legislation which exempts intercontinental flights from the EU ETS scheme until 31 December This exemption was agreed by Parliament in order to give time to ICAO to decide on a global mechanism, on the condition that a global market based measure be agreed by 2016, be up and running as of 2020 and lead to effective reduction in CO2 emissions. The ETS regulation clearly states that decisions taken by ICAO on GMBM will condition further EU steps as regards CO2 emissions from aircrafts. For this purpose, a number of bilateral meetings were also foreseen with CAEP10 Members and Observers, the ICAO President of the Council and the Secretary General, the aviation industry, NGOs and other stakeholders. The mission was accompanied by Mr Georgios Amanatidis and Ms Ewa Kaniewska from the secretariat of the Committee on the Environment, Public Health and Food Safety (VI). The following political group agents also accompanied the delegation: Ms Gemma Roig Liñana (EPP) and Mr Russell Darke (ECR). II. MISSION S ACTIVITIES Preparation In the preparatory phase, the mission to CAEP10/ICAO encountered reluctance of ICAO in facilitating MEPs' access to CAEP10 deliberations. In result, the delegation was not allowed to observe, as part of EU Observer delegation, CAEP10 discussions on the GMBM scheme. Nonetheless, MEPs decided to travel to Montreal and held a number of important and useful bilateral meetings with key actors there. European Commission officers from DG MOVE and DG CLIMA, as well as the European Aviation Safety Agency (EASA) were invited to deliver a preparatory briefing for the delegation on 27 January The briefing covered the specificities of the negotiation process under the ICAO Directives as well as the expectations from CAEP10 and the role of the delegation. Members were also provided with a written briefing by the Commission on the structure of ICAO and CAEP10. At its own initiative, and in order to prepare the mission, Parliament commissioned a study on the main issues at stake at CAEP10: _.pdf. 3 - Monday 8 February 2016 The mission programme started in the morning with a debriefing by Mr. Klaus Winkler, EU observer to CAEP10, who informed the Members about the developments in the first week of CAEP 10 and progress on the CO2 emission standard. The meeting was followed by an exchange with representatives of the International Coalition for Sustainable Aviation (ICSA), the only NGO CAEP Observer, which encompasses many NGOs, including the Aviation Environment Federation, the Carbon Market Watch and the Transport & Environment. The discussion focussed on the GMBM options (emission trading vs offsetting) and whether these options could lead to effective aircraft emission reductions. The application of future CO2 standard to different types of planes was also discussed. The MEPs met later with Mr. Urs Ziegler (Switzerland), Chair of CAEP10, and discussed the expectations from CAEP10 and progress achieved so far with regard to CO2 standard and Particulate Matter standard. The technical vs political character of the CAEP10 deliberations and decisions, as well as involvement of media in CAEP10 process, was also addressed. In the afternoon, the delegation had a productive debate with Mr. Michael Rossell, Deputy Director General of the Airports Council International (ACI). ACI presented its views on both climate change issues (possible emission reductions based on operational measures) and on local air and noise pollution around airports. The MEPs met later with the Brazilian delegation to ICAO and discussed the need for an international action to reduce emissions from the aviation sector. The role of possible GMBM Scheme and of biofuels with solid sustainability criteria was addressed. - Tuesday 9 February 2016 The second day of the mission programme started with a meeting with the ICAO/CAEP Representatives of nine European countries. This meeting helped to clarify the responsibilities in the decision making of both sides (transport vs environment perspective and/or international vs European actions). The issue of transparency of the ICAO processes was also addressed. The VI mission met later with the Chair of the ICAO Environmental Advisory Group, Mr. Tee Chiou Ng from Singapore. The environmental challenges arising from the accelerated development of the aviation sector and how these could speedily be addressed in the international regulatory framework were debated. The representatives from the ICAO host country Canada showed interest in the European options to address aviation emissions and in smooth international cooperation needed for this purpose. The morning programme culminated with a meeting with the ICAO hierarchy, Dr. Olumuyiwa Benard Aliu (Nigeria), President of the ICAO Council and Dr. Fang Liu (Ch ina), Secretary General of ICAO. Replying to MEPs questions about a GMBM Scheme operated by ICAO, the President of ICAO Council said that the aim of the next May ICAO High-level meeting was to arrive at a proposal containing the main elements of GMBM in order to facilitate formal adoption of the measure in Assembly of ICAO in September During the discussion, the ICAO President did not raise objections as to MEPs participation in the EU Observer delegation to the High-level meeting. The VI mission met during the afternoon with the main industry stakeholders represented in ICAO, i.e. the International Air Transport Association (IATA) and the International Coordinating Council of Aerospace Industries Association (ICCAIA). IATA has a more ambitious aims for aviation emission reduction towards 2050 than the ICAO aspirational goal CR\ doc 3/8 PE v01-00
4 to stabilise aircraft emissions at the 2020 levels. The ICCAIA representatives were rather reluctant to disclose current deliberations about the ICAO next steps on environmental issues. However, they were eager to know about the EU reaction in case ICAO does not set a GMBM scheme. Finally, the daily briefing by the Commission officers was dedicated this time to the CAEP10 discussions on the GMBM Scheme. Various GMBM options were discussed; the positions of major players and of group of countries were presented. MEPs asked questions concerning possible implications of different options for the real aircraft emissions. - Wednesday 10 February 2016 During the last day of the VI mission, separate bilateral meetings with the ICAO delegations of Australia and Saudi Arabia and USA were organised. The meetings shed light on the different perspectives of these countries concerning the importance of ICAO actions and particularly if a CO2 emission standard is sufficient alone to address the exponential increase of aviation emissions in the long term. MEPs had the opportunity to reiterate the EU preference for global rather than regional solutions in particular following the Paris Agreement. In the meeting with the Kenya delegation, MEPs heard about a successful EU-funded capacity building project for CO2 mitigation from international aviation. The 42- month project supports 14 States from the African and Caribbean regions to monitor national aircraft CO2 emissions, develop action plans to reduce these emissions and identify/evaluate mitigation measures for their implementation. The VI mission ended early in the afternoon with the final briefing by the Commission officers on the latest CAEP10 progress and with exchange of views on the way forward in view of the important ICAO meetings to be organised prior to the ICAO Assembly in September III. CONCLUSIONS Despite the unprecedented reluctance of ICAO in facilitating MEPs access to CAEP10 deliberations, the VI mission to CAEP10 on 8-10 February 2016 was carried out smoothly and successfully as demonstrated by the mission programme (Annex IV.1). A number of important and useful bilateral meetings with key stakeholders including ICAO representatives at highest level, EU ICAO Council members, USA, Australia, Brazil, Canada, Saudi Arabia and Kenya, as well as with a string of representatives of industry and NGOs took place. Most of the meetings were organised in the nearby and in the ICAO premises where the ICAO representatives are based. Overall, the mission helped to raise awareness among ICAO members, including EU Members of ICAO Council, about the role of Parliament in taking forward the ICAO decision or lack of decision on the GMBM. Members were also able to get good understanding of the challenges faced by ICAO and the EU in finding agreement on a GMBM Scheme. This knowledge is critical in preparing Parliament's response following the expiry of the "Stop-theclock legislation" which exempts intercontinental flights from the EU ETS scheme until 31 December CAEP10 agreed on the so-called "CO2 emission standard". However, Members found that this standard would not be sufficient to effectively reduce the CO2 aircraft emissions. They insisted that the standard needed to be complemented by a robust and fair GMBM Scheme. PE v /8 CR\ doc
5 ICAO recently decided to organise a high-level Meeting on a GMBM Scheme, which will take place on May 2016, Montreal, Canada. The aim of this May meeting is to reach agreement on a proposal containing the main elements of GMBM in order to facilitate formal adoption of the main elements of the Scheme in the ICAO Assembly in September IV. EP press release of MEPs: ICAO s first step to curb aviation CO2 emissions not sufficient The new CO2 emission standard agreed on Monday by the International Civil Aviation Organization (ICAO) needs to be complemented by a robust and fair global market -based measure this autumn, said a delegation of five MEPs who travelled to Montreal on the occasion of an ICAO meeting. The European Parliament has been pushing for rigorous emission reductions, as emissions from the sector are set to grow by up to 300% by 2050 if left unregulated. We welcome the agreement on the CO2 standard, which is an important step forward. However, there is still a lot of work to do before a Global Market-Based Measure (GMBM) is adopted by ICAO this autumn said delegation chair Julie Girling (ECR, UK). A GMBM is even more important in the context of the recent climate change agreement in Paris and the objective of keeping global warming below 2 degrees Celsius. However, in light of its constantly growing climate impact, insufficient action by ICAO could jeopardize the efforts being made by other sectors she added. Background Emissions from international aviation have grown by 76 % since By 2050 this sector is expected to triple in size while a recent study of the European Parliament found that airplane emissions could be responsible for almost 40% of total greenhouse emissions in A delegation of five MEPs went to Montreal on the occasion of the 10 th meeting of ICAO s Committee on Aviation Environmental Protection (CAEP10) to meet with ICAO high-level representatives, ICAO Members and Observers, industry and NGOs. They discussed the need for effective reduction of CO2 emissions by aviation, a sector left outside of the COP21 Paris Agreement on climate change. The delegation, led by Ms Julie Girling, was composed of MEPs Ivo Belet (EPP, BE), Ismail Ertug (S&D, DE), Seb Dance (S&D, UK) and Bas Eickhout (Greens/EFA, NL). The stop-the-clock legislation adopted in 2014 suspended the application of ETS to intercontinental flights up to 2016 in order to give more time to ICAO to act at global level, which is the preferred option to a number of schemes at regional level. The ETS will be applied to international flights again from 2017 onwards in case there is no agreement in ICAO this autumn on a GMBM.
