Late evening scheduling can be problematic with limited forest dispatch center staffing/funding shortages. District is doing what it can with available resources. Concessionaire has limited authority for use of funds outside developed recreation site (Pfeiffer Beach). Need to coordinate with Lands Officer to verify whether the updated list has already been provided (?)

CHP Enforcement - especially of pullouts and no camping Does CHP have concurrent jurisdiction? Can they enforce camping and campfire regulations? CHP/SO// Flex Schedules so more can work together to identify ways to simply officers are present at night to enforcement, i.e. refrence sheet of codes to deal with camping issues cite on state/federal/county lands. Conduct Traffic Counts on Highway One Conduct Traffic Counts through the year at key places on Highway One to collect data about traffic volume, to define problem and identify solutions. (Where are these Key places?) Typically counts are performed every 3-years done quarterly in that year and averaged for the ADT. (1) CT has several permanent traffic census locations on the Big Sur Coast; current 2014 data for Big Sur is listed on page 5 of the report that is posted here: /2014_aadt_volumes.pdf (2) To perform a more detailed traffic analysis would likely require a local or regional agency sponsorship to provide funding and carry it out with CT oversight.. Further traffic analysis is possible, would need a lead agency/group to conduct a more robust traffic study. Could work with TAMC/AMBAG to seek funding. Also AMBAG would be a good link between FAST Act Funding that connect visitors to federal lands. Research a Transportation Demand Management Study - does group want to work with AMBAG to pursue a TDMS or do a refresh of CHMP? X Establish Highway One as a Toll Road Establish a Reservation System to Travel Highway One like Italy's Cinque Terre Use Cameras to Photograph License Plates for Tolls, Use $ to fund Visitor Impacts like restrooms This is not within Caltrans' authority. To impose a toll, federal law requires a free alternative route be available. State Legislation would be required to initiate after a local plan was developed Consider Transportation Demand Management (TDM) strategies as part of a focused evaluation. Examine Area near MAF to see how to restrict parking from this narrow stretch of highway The problem is whether regulatory signage should be placed on a "site-specific" plan versus developing a general definition that can be made to define illegal parking such that all law enforcement can use that criteria to cite a violation by definition rather than by signage. Discussion needed. Consider opportunities and constraints for parking restrictions as part of a larger Transportation Demand Management evaluation.
