ST STEPHEN-IN-BRANNEL PARISH COUNCIL Minutes of the meeting of the Planning Committee held in the Brannel Room, Fore Street, St Stephen on Wednesday 16 th August 2017 commencing at 7.30pm. Present: In Attendance: Vice - Chair: Cllr Mrs Yates Messrs: Cllrs Davey, Sibley, Simpson and Wonnacott MBE Madames: Cllrs Mrs Wonnacott and Mrs Allsopp (substitute) Ruth Mills Administrator, Cllr Mills, Cornwall Cllr McLening, Cornwall Cllr Greenslade and 16 members of the public. Cllr Mrs Yates ran through housekeeping procedures. The Vice Chair advised everyone present that, if they intended to participate in the meeting, they could be recorded, photographed, filmed or otherwise reported about. P79/17 Apologies: It was RESOLVED to accept apologies from Cllrs Hatton and Hallett P80/17 Declarations of Interest: None P81/17 Dispensation Requests: None P82/17 Public Participation: Melanie Harvey spoke on pre-application 17/02029. Cllr Mrs Yates thanked her for speaking on the application but advised that no decision would be made that evening as it was a Pre-Planning application. Mr Keith Rule spoke in support of application 17/06310. Jean Northcott and Chris Savage spoke in objection to application 17/06706. Reasons given were that access from the lane onto the main road was dangerous and flooding was already a problem. Susan Morcom detailed her concerns on application 17/06706. Reasons given were access onto the main road from the lane, water run off/flooding and parking. 28/17
Alex Waldron spoke in support of application 17/06853 and informed members that since conditional planning had been granted, work had been done to resolve parking issues and a noise survey was currently being carried out. Betsan Bolam spoke in objection to application 17/06853. disruption and traffic issues. She referred to the noise Martin Tozer spoke in objection on application 17/06853. He referred to the noise disruption, the loss of a residential home, sewerage issues, issues with access, traffic and parking. P83/17 Previous Meeting Minutes: It was RESOLVED that the minutes of the ordinary meeting held on Wednesday 19 th July 2017 be signed as a true and accurate record. 3 members of the public left the meeting at 8pm P84/17 Matters Arising: P53/17: No enforcement was in place for the wooden structures on the industrial units at The Old Cooperage, Treviscoe. Members were informed that an enforcement had been logged with Cornwall Council. P85/17 Planning Applications: The following Pre-Planning Applications were noted 17/02029 Dale Villa, Trethosa, St Stephen Pre-application advice for proposed infill development of two dwellings within existing residential curtilage. 17/01926 Land North of 1 Stepaside, Stepaside, St Stephen Pre-application advice for redevelopment residential development. The following Planning Applications were considered 17/06219 Skillywiddons House, Crown Road, Whitemoor, Nanpean Proposed 3 bedroom detached house with parking. RESOLVED: Support 17/06125 Lendon 55 Trethosa Road, St Stephen Lowering of 6 x kerb stones to allow access of vehicles to driveway. Driveway will be alongside the property and be constructed out of existing path and compressed gravel. All surface water will drain within property boundaries. RESOLVED: 29/17

RESOLVED: Members were aware of the occupancy at the dwelling. 17/06313 The Homestead, Creakavose, St Stephen Demolition of existing residential bungalow and outbuildings for construction of four new detached dwellings and outbuildings. RESOLVED: Support 17/06310 Land South of Hill Farm, Drinnick Road, Nanpean Detached dwelling with associated car parking and access. RESOLVED: 17/06706 Land West of Greenacres, High Street Residential development of 8 dwellings comprising 4 affordable and 4 open market dwellings and associated works. It was noted that 2 letters of concern had been received. RESOLVED: Object. Members had concerns over highway safety in particular the access to the main road being dangerous, flooding problems to existing properties as well as the proposed dwellings due to the land being a natural water course. It was further RESOLVED that Cllrs Mrs Wonnacott, Simpson or Davey would speak on behalf of the Parish Council at the Cornwall Council determination meeting. 17/06853 2 The Old Chapel, Coombe Road, Lanjeth Change of use of the properties from two dwellings (Class C3) to a single dwelling and a childcare nursery (Class D1). Retention of conditional planning granted on 2 nd March 2016 RESOLVED: Object. P88/17 Information and Answers: 1. Cornwall Cllr McLening said that in his role as a Cornwall Councillor he thought it was important to support the Parish Council if a Planning application was called in for determination. 2. Cllr Simpson advised members he would be attending the Planning Partnership meeting on Thursday 17 th August 2017. 3. Cllr Davey reported that he attended the National Counter Terrorism meeting at County Hall with Cllr Sibley. He suggested that the information sheet they had been given get copied for all the Councillors. 4.
