SERVICES, PLANNING & MAJOR PROJECTS ALL DISTRICT HIGHWAYS MANAGERS SUBJECT: NUMBERED HIGHWAY ROUTES SCOPE: This circular provides a descriptive list of British Columbia Route Numbers and covers the responsibility and criteria for numbering provincial highways. This circular replaces/cancels circular letters T-6-94, G-3-9 1 and all previous circulars on this subject. BACKGROUND: An aspect of highway operations that is often overlooked is the highway number assigned. In addition to Ministry use, one of the purposes of the highway number is to conveniently guide the traveling public. Continuity of the highway numbers through and between major centres allows those not familiar with the Province to confidently plan and execute their highway travel. The implication of the highway number is that motorists expectations will be met in terms of driver comfort and the standard of the facility. Highway numbering decisions are largely determined by the functional classifications of the highway. The responsibility for the highway numbers has recently been transferred from the Highway Engineering Branch to the Highway Planning and Policy Branch. PROCEDURE: Highway numbers change infrequently. Any requested change to an existing highway number or assignment of a new highway number will be directed to the Director of Highway Planning and Policy. The Highway Planning and Policy Branch will assign and be responsible for the issuing of highway numbers. Gazette notices will be prepared to indicate public notice has been given. As well as specific requests that may be generated over the course ofa year, a draft listing of highway numbers will be sent on an annual basis to all Regional Directors with a request to review and forward comments and/or suggested revisions. This input will be reviewed and assessed. Subsequently, the official Numbered Routes listing will be produced and distributed to all functional units of the Ministry on an annual basis.
