International Civil Aviation Organization SEACG/24 IP/08 Twenty-Fourth South East Asia ATM Coordination Group (SEACG/24) Bangkok, Thailand, 06 08 March 2017 Agenda Item 6: ATM Contingency Plans and Search and Rescue REPORT OF STATE ATM CONTINGENCY PLAN IN INDONESIA (JAKARTA AND UJUNG PANDANG FIR) (Presented by Indonesia) SUMMARY This paper presents the development and progress of implementation of State ATM Contingency plan in Indonesia which are covered Jakarta and Ujung Pandang FIR 1. INTRODUCTION 1.1. Indonesia plan the ATM Contingency Plan since 2004 and revised following the development and regional enrichment either on RACP/TF or others meeting. 1.2. Indonesia consist of two FIR which already published the documents of ATM Contingency Plan and will continue to update or revised according to present or future either domestic or regional conditions. 2. DISCUSSION ATM Contingency Plan Level 1 2.1 The ATM Contingency Plan level I of Indonesia published on AIRAC AIP Supplement No. 13/15 Dated 29 Oct 2015 LEVEL I ATM CONTINGENCY PLAN WITHIN JAKARTA FIR and WITHIN UJUNGPANDANG FIR with effective date 10 Dec 2015. 2.2 Following the publication of ATM Contingency Plan Level I, both Jakarta and Ujung Pandang ACC updated and revised LOCAs with all APP within their FIR also FIC/FSS which will be affected by the Contingency condition. Contingency Plan level 1 within Jakarta FIR 2.3 In the event of disruption of ATS facility of Jakarta ATS Centre where only the services cannot continue provided by Jakarta ATS units, all TMAs within Jakarta FIR will raised its upper limit to FL245 to FL280 and provide ATS service in accordance to category of airspace and service provided by those units. All domestic flights only allow to fly at or below FL280. Air Ground Communication using APP VHF frequencies.
2.4 Within Jakarta TMA, Jakarta FIC/FSS and Upper Indian Ocean Sector (UIOS) the service will be provided by Ujung Pandang FIC with Class F category of airspace and service using FIC/FSS HF frequency and CPDLC. 2.5 Terminal involved are Medan West, Medan East, Pekanbaru, Padang, Palembang, Pangkal Pinang, Pontianak and Yogyakarta. (8 TMAs). B Service provided by Ujung Pandang FIC/FSS Service provided by APP/TMA within Jakarta FIR Contingency Plan level 1 within Ujung Pandang FIR 2.6 In the event of disruption of ATS facility of Ujung Pandang ATS centre where only the services cannot continue provided by Ujung Pandang ATS units, all TMAs within Ujung Pandang FIR will raised its upper limit to FL245 to FL280 and provide ATS service in accordance to category of airspace and service provided by those units. All domestic flights only allow to fly at or below FL280. Air Ground Communication using APP VHF frequencies. 2.7 Within Ujung Pandang TMA and Ujung Pandang FIC/FSS the service will be provided by Jakarta FIC with Class F category of airspace and service using FIC/FSS HF frequency and CPDLC. 2.8 Terminal involved are Pangkalan Bun, Surabaya, Bali, Banjarmasin, Balikpapan, Tarakan, Palu, Gorontalo, Kendari, Kupang, Manado, Ternate, Ambon, Sorong, Biak and Jayapura. B Service provided by Jakarta FIC/FSS Service provided by APP/TMA within Ujung Pandang FIR Table Top Simulation 2.9 After all LOCA updated and well socialized to all ATS personnel, on January 1 st 2017 Airnav Indonesia with DGCA Indonesia conduct the Table Top Simulation within Jakarta and Ujung Pandang FIR to ensure all unit concern are ready and the Contingency Procedures well understood also to record the contact number and the response times. 2.10 The result found quite satisfaction, the precise contact number listed on the documents are 100% with 22 (twenty two) of 28 (twenty eight) units response less than 1 minutes (89.3%). 2.11 The similar simulation will be conducted routinely to find the best result. 2.12 The larger state simulation will be conducted by DGCA involving all administrations listed as CCC and AOCG on ATM Contingency Plan Level 1. ATM Contingency Plan Level 2 2.13 The ATM Contingency Plan level 2 of Indonesia published on AIRAC AIP SUPPLEMENT No. 01/17 Dated 05 January 2017 LEVEL 2 ATM CONTINGENCY PLAN WITHIN JAKARTA FIR AND UJUNG PANDANG FIR with effective date 02 March 2017. 2.14 Both Jakarta and Ujung Pandang ACC will update and revise LOCAs with all adjacent FIRs which will be affected by the Indonesia Contingency condition. 3
Contingency Plan level 2 within Jakarta FIR 2.15 In the event of disruption of ATS facility of Jakarta ATS Centre where only the services cannot continue provided by Jakarta ATS units, the UTA within Jakarta FIR at or above FL290 will be degraded to airspace Category F and the service will be provided by Ujung Pandang ACC using MWARA HF frequencies and CPDLC. 2.16 Except for Contingency Route CRIND01 eastbound, useable level is FL280. 2.17 Adjacent FIR involved are Kinabalu FIR, Singapore FIR, Kuala Lumpur FIR, Chennai FIR, Colombo FIR and Melbourne FIR. (6 FIRs). 2.18 International or Long haul flight transiting Jakarta FIR will follow FLAS and Contingency routes as prescribe and published in the AIRAC AIP SUPPLEMENT No. 01/17 Dated 05 January 2017. 2.19 The Contingency and FLAS within Jakarta FIR as the table below
Contingency Plan level 2 within Ujung Pandang FIR 2.20 In the event of disruption of ATS facility of Ujung Pandang ATS Centre where only the services cannot continue provided by Ujung Pandang ATS units, the UTA within Ujung Pandang FIR at or above FL290 will be degraded to airspace Category F and the service will be provided by Jakarta ACC using MWARA HF frequencies and CPDLC. 2.21 Adjacent FIR involved are Kinabalu FIR, Manila FIR, Oakland FIR, Port Moresby FIR and Brissbane FIR. (5 FIRs). 2.22 International or Long haul flight transiting Ujung Pandang FIR will follow FLAS and Contingency routes as prescribe and published in the AIRAC AIP SUPPLEMENT No. 01/17 Dated 05 January 2017. 2.23 The Contingency and FLAS within Ujung Pandang FIR as the table below 5
