Election of a chair In the absence of both Cllrs Harold & Beal, Cllr Jolley proposed that Cllr Julie Los is elected as chair for this meeting. Cllr Bowden seconded. All agreed. 44. Declaration of Pecuniary and n- Pecuniary Interest Cllrs Bowden, Hart, Jon Los, Julie Los & Richardson all declared a pecuniary interest in the Woodmansey Village Neighbourhood Plan (minuted below as item 46) Cllr Jon Los declared a pecuniary interest in the planning application for 4U Fresh Produce minuted below in item 47. Minutes of the meeting held on 14th & 21st May 2018 Resolved - Cllr Jolley proposed that the minutes of the meeting held on 14/5/18 & 21/5/18 were accepted and signed by the chair as a true record. Cllr Hart seconded. All agreed. 46. Matters Arising (t otherwise on the Agenda). (a) Commuted Sums the query regarding new footpath to Village Hall has been submitted to LeaAnne Wright. Awaiting a response. (b) Tax on Expenses & Benefits - the clerk reported that she has not heard anything further from HMRC since she spoke to them in May. She has sent an email to try and get an updated status. (c) Laptop Power Supply - there have been issues getting PC World to look at this. The clerk to contact them as soon as possible. (d) Litter on King Street Pay Area - this is outstanding and will be progressed as soon as possible. Cllr Julie Los closed the meeting for public comments. Cllr Jon Los left the room. Residents see the planning application for 4U Fresh Produce as a real backward step. Previously site operated 6 days a week, with no activity taking place on Sunday or Bank holidays. The request to operate 24/7 seems excessive and more in line with an industrial area rather than a rural one. In addition, little regard seems to have been given to the impact on local residents who live close to this site. There were also concerns about :- storage of potatoes, and spoiling issues, the smell can get very unpleasant. (There was a recent incident where a load was spilled across the road and left to a local resident to clear up - it stank) the planned vehicle access will not be used site is small and lacks the capacity to cope with this volume of traffic. additional traffic on Hull Road - traffic going past school already an area of concern. safety concerns regarding vehicle access to being shared with Let Loose. Cllr Julie Los reopened the meeting 47. Planning Application: Resolved - Clllr Richardson proposed that the following comments are submitted to East Riding Council. Cllr Hart seconded. All agreed. (1) 4U Fresh Produce Limited Unit 6 Plaxton Bridge Road Woodmansey - Continued use of land and buildings for the collection, processing and distribution of potatoes operating 24 hours a day, 7 days a week (Ref 18/01319/PLF) Cllr Richardson proposed the following comments. Cllr Hart seconded. All agreed. The council support local residents and strongly object to this application. They are concerned about the impact of the noise from the factory and the heavy traffic to nearby residents 24hrs a day and 7 days a week. There are also concerns about the possible offensive odours from the stored potatoes and the increased Health & Safety issues caused by the increased traffic. The access to the site is poor and there is insufficient room for multiple vehicles to access and manoeuvre within the site. This has caused problems in the past. The A1174 is also a dense residential area with a school and residents are not happy about the increased heavy traffic that will use this road if this application is approved. The council believe that this is not an appropriate site for this type of business and urge East Riding Council to apply a sequential test. In particularly because there is minimal benefit to the local community. Should East Riding Council take a different view from the Parish Council, then the Council request that approval is given to the company only, rather than for this site. Cllr Jon Los re-joined the meeting 48. Woodmansey Neighbourhood Development Plan The clerk reported that Cllr Oliver had advised that there had been no real progress since the last meeting. 49. Planning Applications: Resolved - Cllr Richardson proposed that the following comments are submitted to East Riding Council. Cllr Shores seconded. All agreed. Application (1) Morrisons Wingfield Way Beverley - TPO VICTORIA BARRACKS, VICTORIA ROAD, WOODMANSEY - 1988 (REF:438) G1: Lime (T001) - Remove epicormic stem growth to a height of 4.5m above ground level (agl). Raise canopy to 4m agl by tipping back pendulous lower branches. Remove deadwood. Willow (T003) - Fell. (For reference only as tree not subject of TPO). Horse Chestnut (T004) - Remove epicormic stem growth to a height of 4m agl. Raise canopy to 4m agl by removal of secondary and tertiary branches. Lime (T006) - Crown lift to 4m agl. Horse Chestnut (T007) - Remove epicormic stem growth to a height of 4m agl. Raise canopy to 4m agl on northern, eastern and southern aspects by the removal of secondary and tertiary branches. Raise canopy to 5.5m above ground level on western aspect over site access. Lime (T008) - Crown lift to 5m agl. Works are primarily required to ensure low hanging, pendulous branches are not damage by vehicles. The are also required to increase light levels into the site's curtilage. Given consent is only sought to raise their canopies and not reduce them, the proposed works will not result in either their amenity value or longevity being adversely affected. (Ref 18/01635/TPO) Comments The council has no objections to this application. (2) Land East Of Keldmarsh Primary School Woodmansey Mile Beverley - Variation of Condition 25 (working hours for deliveries and construction works on site) to allow deliveries and construction works on site to begin at 07:00 to 18:00 hours Mondays to Fridays and 07:00 to 14:00 on Saturdays and not at any time on Sundays or Bank Holidays rather than 08:00 hours of planning permission 15/02089/STVAR and Outline permission 13/02723/STOUT (Ref 18/01530/STVAR) (3) Keldgate Park News Unit 2 Keldgate Shopping Centre Lincoln Way - Change of use from A1 (Retail) to A4 (Drinking establishment) (Ref 18/01352/PLF) (4) 73 Chester Avenue, Beverley - Erection of a single storey extension to front and conversion of existing garage to form additional living accommodation (Ref 18/01349/PLF) The council wish to support local residents and strongly object to this application. The council supports this application as long as there is no access for customers to outside area behind the property. There is a concern that if this is allowed it will cause disruption for local residents. The council supports this application subject to there being no objections from the neighbours. Cllr Hart seconded. All agreed. 52.The Brow, Figham Road, Planning Application Resolved - The council decided to take no further action at this time. 53. Play Areas (a) Play Area Refurbishment - The clerk reported that she has submitted revised commuted sums applications. Ownership of Deer Park is a potential issue again. East Riding Council have raised concerns; the Clerk explained the Council s position, in that they do not particularly want to adopt the park due to on extra burden caused by inspections and on-going maintenance. Currently waiting to hear back from LeaAnne Wright. There has been some confusion regarding whether contracts are required or not as a couple of suppliers don t normally need contracts. The Clerk took advice from both Paul Palmer at East Riding Council & ERNLLCA, both were comfortable with Terms & Conditions being checked (and this was standard practice) Waiting to hear from Paul Harrison whether he has got everything he needs. Southwood Park - Wicksteed To progress we need feedback on Terms & Conditions (T&Cs), no issue with paying for project in full at the end, following independent inspection. Council need to decide whether to proceed with additional work for Table Tennis Table. (This will increase the cost by 3902.02). Then the planning check can be submitted. Cllr Hart proposed the Council stay with the original design. Cllr Shore seconded. All agreed. Deer Park - HAGS To proceed just need feedback on Terms & Conditions (T&Cs) and resolution to Deer Park Way ownership. Will proceed with planning check once adoption issue resolved. Spoke with Alan Kitts today - we haven t had revised costing for the modifications requested, so chased him on this and advised that we wouldn t be able to comply with their standard payment terms. VAT Still waiting to hear back from Forrester-Boy. In the meantime, the Clerk will forward the current quotes and where necessary advise if these may change slightly. (b) Tree Felling The Clerk reported that she has not been able to speak to the appropriate person at Landplan to get an update on when this work might be done. She will keep trying. Also raised the issue that they may need to work around the play area refurbishment works. (c) Monthly reports for May - Resolved. items require action. (d) Quarterly Inspection for May - Resolved. Wicksteed noted the worn sections of the Rotaweb and taped them, it advised monitoring. The Clerk has been in contact with Tayplay to try to find a local contractor to repair the equipment and chased them, but so far no joy. 54. Village Signs The Council decided to set up a working party consisting of Cllr Waddington, Cllr Jon Los, Cllr Richardson and Cllr Hart to progress this to bring a proposal to the September meeting 55. Humberside Police The Council acknowledged receipt of reports for Beverley Town and Rural for May 2018. Council noted that there seems to be an increase in crime in the area 56.Accounts & Financial Statements (1) Resolved - the Bank Reconciliation was verified by Cllr Jolley. It was reported that the current balance was 64,840.76. (2) Payment of Invoices Resolved Cllr Richardson proposed that the following payments were approved for payment. Cllr Bowden seconded. All agreed. Cllr Jolley signed accounts for approval. Request for Support Resolved - The Council decided they support the request wholeheartedly. Clerk to write to ERYC & Gary Verity 58.Meetings Of Outside Organisations- (a) The Clerk advised she is still trying to organise the BMW meeting with Inspector Finch, he is away now until 2/7/18. She will contact him as soon as he returns (b) Britain in Bloom - Cllr Waddington reported that judging will take place on 8/8/18. Unfortunately, several trees & plants have been stolen/damaged Cllr Jon Los commented that the displays look fabulous. It was agreed to add an item to next month s Woodmansey In Bloom. 59.Miscellaneous Correspondence Resolved - The Council acknowledged receipt of listed miscellaneous correspondence in Appendix A. ne of the emails need to be retained and no further actions required. 60.Any Other Business (a) Cllr Oliver has been requested to complete a survey on behalf of the Parish Council for the Pannal & Burnbridge Parish Council SCA Proposal. The survey has to be submitted by Friday 23/6/18. objections were raised. (b) Beverley Town Council invitation to the Wildlife photographer event. Cllr Beal is happy to attend if no one else is interested. The Council were happy for Cllr Beal to attend. (c) An issue was raised concerning lorries turning on Plaxton road causing damage - Clerk to investigate and see what can be done. (d) Cllr Mathieson reported that she had noted that Woodmansey Parish Council had not submitted a response to the East Riding Council Communication Survey. The Clerk apologised but due to other priorities she had not had time to submit this. (e) King Street - there is a problem with the hedge over growing and partially blocking the footpath. The Council requested that the Clerk contact Christian Beal and ask him to trim it back.
