TILEHURST PARISH COUNCIL Minutes of Council Meeting held on 10 July 2012 in the Main Hall, Parish Office, Highview, Calcot 12/92 PRESENT: Councillors: Mrs J Gardner, Mrs R Reynolds, Mr D Lovegrove, Mr D Baxter, Mrs C Benda, Mrs M Murnane, Mr K Page, Mr S Hartney, Mrs N Fifield, Mr J Hutchinson Members of the Public: Members of the Press: Two None 12/93 Apologies for absence: Mr I Martin, Mr D Betts (District Councillor) 12/94 Declarations of Interest relevant to Agenda: None 12/95 Approval and adoption of Minutes: The Minutes of the meeting held on the 12 June 2012, having been previously circulated to Members, were taken as read, confirmed and signed as a true record. 12/96 Matters arising from Minutes: None 12/97 Clerk s Update: a) Further to Minute 12/82(b) - the lady requesting use of Calcot recreation ground to hold a fair for raising funds for a tap dancing club - after speaking to the parish office, she feels that they do not qualify as only one member of the club lives within the Tilehurst Parish boundary. b) A reply has been received from West Berkshire Council regarding our bid for money from The Vision for new trees at Turnham s Farm recreation ground (Minute 12/87(e)). As there is less money available this year ( 10,000), all applications will be considered at the next Eastern Area Vision meeting on 25 September. In addition to the quote from Tree World Services Ltd, two further tree providers have been approached, Hilliers and Penfolds. Both of these were only prepared to supply the trees, not to deliver or plant. In view of this Members agreed that should our bid be successful the quote from Tree World Services Ltd should be accepted. Members also unanimously agreed that if the Vision were unable to pay the full cost of the trees ( 4,000) then the parish council would match fund half the cost. 12/98 Planning: a) Appeals No Appeals b) Decisions See Appendix A c) New applications See Appendix B d) Eastern Area planning If there is anything relevant to the Parish Council on the agenda for the Eastern Area Planning meetings on the 25 July and 15 August, the Clerk will advise Members in order that the Parish can be represented. 1
12/99 District Councillor s Report: No District Councillors present. 12/100 Children s Centres Advisory Board: An invitation for a representative of the parish council on the above has been received. Either Mrs Gardner or Mrs Reynolds will attend the next meeting in September. Clerks note: Mrs Murnane has since also expressed an interest. 12/101 Council representation at localism seminar: Members agreed that Mr Lovegrove should attend the seminar as a representative of the parish council. 12/102 Updated risk assessment: Members reviewed and agreed the previously circulated updated assessment. 12/103 Adoption of Code of Conduct: This has been deferred to a later meeting as insufficient information has been received. 12/104 Pollinators at Cotswold recreation ground: Members agreed that a pollination exercise can be carried out on the above ground at regular intervals. 12/105 Any Other Business: Reading Borough Council has advised of further changes to the Sites and Detailed Planning Document (SDPD). This can be viewed on www.reading.gov.uk/sdpdmainmods, at the Civic Offices or Reading Borough Council Libraries. Adjournment of business meeting for 12/106 Questions from members of the public: None 12/107 Questions from Councillors: a) The entrance in Tring Road to the rear of the shops is being widened, the footpath is being dug up and blocked. Consequently, there is no safe route for pedestrians. West Berkshire Council to be contacted. b) A dead tree outside No 10 Skilton Road has been cut down by West Berkshire Council. A short stump has been left which is a trip hazard. West Berkshire Council to be contacted. c) No response has yet been received from West Berkshire Council about the modification to the footpath which is causing concern. West Berkshire Council will be contacted again. d) The grass cutting on the pitches at Cotswold recreation ground had been put on hold to allow the pitches to recover. Complaints have now been received about dog foul and glass in the longer grass, and this will now be cut. 2
e) There is a continuing problem with glass being found on the old tennis courts, despite this being checked every day, both by the parish maintenance officers and by the Neighbourhood Wardens. Mr Lovegrove has offered to help pick up broken glass when the maintenance officers are doing their litter pick of the recreation ground. Reconvening of business meeting 12/108 Financial information: a) No comments were made on recently distributed financial accounts. b) It was confirmed by the Clerk that there are sufficient funds available to cover repairs to play areas. One quote has been requested for the replacement of play equipment at Turnhams Farm recreation ground; further quotes to be obtained. 12/109 Information items: a) A leaflet has been received from West Berkshire Council detailing their 2012/13 Resurfacing Programme, as part of the 3 Year Highway Improvement Programme 2012/13 to 2014/15. b) An invitation has been received from ReadiBus to their AGM on 12 July at 7.30 pm. Mrs Benda may attend. c) An invitation has been received from the Carebus Volunteer Group on Thursday 19 July at 7.00 pm 12/110 Chairman s Remarks: a) District Councillor David Betts has been unwell, and it was unanimously agreed that flowers be sent from the Parish. b) Mrs Gardner received an invitation to attend the garden party held recently in Henley as part of the Queen s Diamond Jubilee celebrations. APPENDIX B - NEW PLANNING APPLICATIONS considered at Meeting on 10 July 2012 12/01266/FULD 47 Little Heath Road, Tilehurst Erection of a 3 bed bungalow at the rear of 47 Little Heath Road. This Council strongly objects on the grounds that the proposal will cause overdevelopment of the site, with very little amenity space. There are insufficient parking spaces for 4 flats (one of which is 2 bedrooms) and a 3 bedroom bungalow, with little potential for parking on Little Heath Road as this is used by the school. However, should this be granted we would request a S106 contribution to improve facilities on Turnham's Farm recreation ground. 12/01603/HOUSE 26 Cotswold Way, Tilehurst Single storey rear extension This Council has no objection to this proposal. 12/01324/HOUSE 1103 Oxford Road, Tilehurst adjacent Parish Conversion of integral garage to inhabitable use, for enlarged diner and store room. This Council has no objection to this proposal. 12/01307/HOUSE 155 Warborough Avenue, Tilehurst Second storey side extension over existing garage. Single storey front extension to provide porch and WC Information only: Additional drawings/amended plans for the above application have been received by West Berkshire Council. The main changes to the application include: 1. The proposed first floor side window is obscure glazed and top opening only at a minimum height of 1.7 metres above internal floor level. 2. The Block Plan is amended to show additional panels of 2 metre high fence on the boundary with 157 to protect privacy from the proposed ground floor doors in the extension. Applications considered prior to Meeting on the 10 July 12/01106/TELE56 Greenwood Road, Land to the front of verdant, Tilehurst 1 x BT DSLAM cabinet Whilst this Council has no objections to the proposal we would hope that, as far as possible, any replacement would be vandal proof. 12/01324/COMIND St Pauls Catholic Primary School, City Road, Tilehurst Works to drive and car park; footpath widening, additional 8 no. parking bays and resurfacing. Whilst this Council has no objections to the proposal, we would like to see the trees being removed, either resited to another position or replaced. 6
12/01321/HOUSE 2 Kernham Drive, Tilehurst (adjacent Parish) Conversion of front lawn to block paved driveway for space for 1 vehicle with room to turnaround. Removal of existing tree and shrubs, partial removal of hedge. An application for a drop kerb will be made if planning is granted. This Council objects to the proposal, as we would not like to see an entrance onto Knowsley Road, which is a busy bus route. There are also concerns that this would set a precedence for other applications. However, should this be granted the driveway should be a porous surface with adequate drainage provided. 12/01307/HOUSE 155 Warborough Avenue. Tilehrust Second storey side extension over existing garage. Single storey front extension to provide porch and WC This Council objects to the proposal on the grounds that this would cause overdevelopment of the site and is not in keeping with other extensions in the road. It is also felt that this extension would result in a loss of natural light to the neighbouring properties. 12/01442/HOUSE 1 Wiltshire Walk, Tilehurst Demolish existing garage and build 2 storey side extension. This Council objects to the proposal as there are concerns over the ownership of the land that it is to be built on. It is also felt that this would not be in keeping with the existing street scene. There are also concerns that this extension could easily be converted into a separate dwelling in the future. 12/01383/HOUSE Fairways, 2 Bath Road, Calcot Side and rear extension to the house and general alterations. This Council has no objections to the proposal. 7
TILEHURST PARISH COUNCIL PART 11 ITEMS 12/111 Cotswold Car Park: Three new quotes have been received for the resurfacing of the car park at Cotswold recreation ground (see Minute 12/91). West Berkshire Council has advised that for our purposes there is no specification as to depth etc. laid down. It was proposed by Mrs Reynolds and seconded by Mrs Murnane that the original quote from T W Tull for 10890 exc. VAT is accepted. This was unanimously agreed. It was suggested by Mr Lovegrove that the parish confirms that acceptance of the quote is subject to a warranty. Clerks note: Mr Tull has given a 5 year warranty. 12/112 Any Other Business: Tilehurst United FC have asked for the decision not to allow them to play on the Cotswold recreation ground pitch to be reconsidered. After a long discussion, and taking into account the length of time Tilehurst United have been playing at Cotswold it was agreed that they could continue at Cotswold. This will mean that Westwood United FC will be offered a further pitch at Calcot recreation ground. It was suggested that this could be used by the reserve team. 8
