Those Present: P Baxter, J. Coad (Chair), J. Emrich, N. King-Tours, G, Lindsay, L. Lovett, S, Roggendorff, Also Present: HDC Cllr K. Rowbottom, Parish Clerk (P. Richards) Apologies: G de Zoete 02/18 Public Session (Members of the Public may speak for up to 3 minutes on an Agenda item at the discretion of the Chairman). None 19:31 Cllr Roggendorff entered the room. 03/18 To Receive Declarations of Interest, Notification of Changes to Members Interests and consider any requests for a dispensation. Cllr Emrich advised that as he is an employee of the Knepp Estate, he would not vote on the two planning applications from McDonalds. 04/18 Approval of the Minutes of the Ordinary Council Meeting held on 14 th December 2017. The minutes having previously been circulated were taken as read. Cllr Emrich proposed that the minutes be accepted and signed as a correct record. This was unanimously AGREED. 05/18 Matters Arising from Item 04/18 (For information only). 197/17 Purple bus - the Clerk has completed the necessary questionnaire and awaits a response 206/17 The Clerk attended GDPR training and awaits the necessary audit templates from NALC/SALC. A Data Protection Officer will need to be appointed. 06/18 To receive written applications for the office of Parish Councillor and to co-opt a candidate to fill the vacancy. The Chairman advised that four valid and eligible applications had been received. The candidates attending the meeting were invited to present their applications following which the Chairman adjourned the meeting. 19:41 Meeting adjourned. The Chairman then asked the public to leave to allow Members to consider the candidates. The Chairman then recommenced the meeting by inviting back the public and moved to a secret ballot. 19:52 Meeting recommenced. Following the secret ballot, the result of the vote was that Nicola Wiltshire was declared co-opted to the Parish Council. The Chairman thanked the other candidates for their applications and suggested that they might be interested in becoming members of the Neighbourhood Plan Steering Group. 07/18 Report from the County Councillor. None received. 08/18 Report from the District Councillors. Cllr Rowbottom advised that the revised refuse collection rounds had commended across the District. She also updated the meeting on the building development works at the Broadbridge Heath Leisure Centre and Piries Place. 09/18 Report from Representatives on Outside Organisations. Cllr Baxter updated the meeting on the Coolham Village Hall Management Committee AGM that took place on 18 th January 2018 (minutes previously circulated). 10/18 Chairman s Announcements. The Chairman advised that the Shipley Parochial Church had written a letter of thanks to the Parish Council following the recent donation. 11/18 Planning Applications. DC/18/0117 Caravan, The Oak Bar Range, Bar Lane, Southwater - Lawful residential use of an outbuilding as a single dwelling (Lawful Development Cert -- existing) NOTE just inside Parish Boundary. After consideration the Parish Council voted to make no comment on the application given it was a Lawful Development Cert. Votes:- 0 approve, 0 object, 6 abstain. DC/18/0138 - McDonalds Restaurant, Worthing Road, West Grinstead- Refurbishment to include alterations to elevations with the erection new drive thru booths (totalling 5.98 sqm) with additional cladding. New entrance lobby. New flat roof over corral. Minor change to the kerb line within the drive thru lane and associated works to the site. After consideration the Parish Council voted to make approve the application. Votes:- 5 approve, 0 object, 1 abstain. DC/18/0139 - McDonalds Restaurant, Worthing Road, West Grinstead - The retention and relocation of existing signs with the installation of new golden arch. Installation of white ""McDonald's"" letterset, 4 yellow ""golden arch"" signs and 1 ""good times"" wall mounted sign. After consideration the Parish Council voted to approve the application. Votes:- 5 approve, 0 object, 1 abstain. 12/18 Planning Decisions. The Clerk issued an update on planning decisions made by HDC. 13/18 Roads, Footpaths, Bridleways & General Maintenance of the Parish Pavements update from Councillors. Cllr King-Tours reported the dumping of three bin bags by gate at the junction of Sincox Lane and the Coolham Road. He also advised of rubbish being dumped by the entrance to Ingrams Furze. Additionally, the road sign on the south side of the junction of Sincox Lane and Coolham Road had been damaged. Cllr Emrich advised of the recent road traffic accidents at the A272/Pound Lane junction. He asked what could be done to alleviate the problem at this junction. The Clerk outlined the WSCC process for speed zone changes and other alternatives. Cllr Lovett reminded the meeting that speeding was a key community issue raised in the recent Neighbourhood Plan Community Survey. The Clerk was asked to review the cost of installing a motion activated traffic sign that could display a Junction traffic symbol and report findings to the next meeting. 14/18 Permission to us Coolham Playing Fields. The Clerk reported that the Talbots Company of the English Civil War Society would like to camp on the playing fields on the 6 th October 2018. 15/18 SALC Health and Wellbeing Questionnaire The Clerk referred to the Questionnaire received from SALC relating to the Health and Wellbeing project (details circulated previously). After review and discussion it was AGREED that the Clerk complete the questionnaire. 16/18 Consultation proposed footway improvement Shipley Primary School The Clerk advised that the Parish Council had been invited to comment on the proposed improvements to the footway by Shipley Primary School. After review and discussion it was AGREED to support the proposal. 17/18 Neighbourhood Plan Update The Clerk advised that HDC has asked to screen the Parish Council s decision pursue a Parish Design Statement rather than a Call for Site process. He advised that the Steering Group would review this matter and report back to the Parish Council. The Clerk reported that Troy Planning will review the draft Visions and Objectives and produce first draft of Plan by end Feb/mid-March 2018. 18/18 Quarter 3 Budget Report and Material Variances. The Clerk presented the report and after review and discussion it was AGREED that the report be approved. 19/18 Payments and approval of January 2018 expenditure The Clerk presented the report. Cllr Baxter raised issue of cheques and why on line banking could not be used. The Clerk was asked to prepare a report for the Parish Council to consider at the next meeting.
