The list of conclusions valid at the end of the Fifth North American, Central American and Caribbean Directors of Civil Aviation Meeting (NACC/DCA/5) held in 2014 is presented in Appendix B. The status and follow-up comments for each conclusion is the result of a review completed by the Secretariat based on information available at the time of preparing this paper. The status for each conclusion is designated as valid, completed or superseded. Action: The Meeting is invited to review and comment providing updated information on the status and follow-up for the implementation of the outstanding conclusions of previous meetings presented in the Appendices. STATUS AND FOLLOW-UP OF CONCLUSIONS (C) OF THE C/CAR/DCA MEETING APPENDIX A Status (,, CCARDCA13 C 1 GEN TIMELY AVAILABILITY OF ICAO DOCUMENTS IN SPANISH That C/CAR States attending the 38th Session of the ICAO Assembly: CCARDCA13 C 1 a) support the proposal to modify Resolutions A37-15 and A37-25, possibly through a joint working paper by a group of Spanishspeaking States coordinated by the LACAC Secretariat, in order to promote the availability of ICAO documents in all of the ICAO official languages C/CAR States attending the 38th Session of the ICAO Assembly & LACAC Joint working paper CCARDCA13 C 1 during the analysis and approval of the ICAO budget for the next triennium, support the priority and assignment of necessary funds so that the Secretariat has adequate resources for the timely translation of technical specifications in support of the Standards and Recommended Practices (SARPs) and Procedures for Air Navigation Services (PANS) developed by ICAO; and C/CAR States attending the 38th Session of the ICAO Assembly Timely translation of technical specifications CCARDCA13 C 1 consider in-kind contributions to ICAO resources for the translation of documents such as the possible secondment of experts to ICAO, applying the same requirements and criteria as those applicable to ICAO staff member translators. STATUS AND FOLLOW-UP OF CONCLUSIONS (C) OF THE C/CAR/DCA MEETING APPENDIX A Status (,, CCARDCA13 C 2 GEN UNIVERSAL SAFETY OVERSIGHT AUDIT PROGRAMME (USOAP) CONTINUOUS MONITORING APPROACH (CMA) That CCARDCA13 C 2 a) C/CAR States nominate an alternate National Continuous Monitoring Coordinator (NCMC) to ICAO, as needed; C/CAR States nominat Alternate NCMC CCARDCA13 C 2 b) C/CAR States update their CAP information within the CMA online framework (http://www.icao.int/usoap) in order to be better prepared for future ICAO Coordinated ation Missions (ICVMs); C/CAR States Updated CAP information CCARDCA13 C 2 c) C/CAR States encourage the participation of their respective specialists at the ANS Inspection Programme Workshop, which will be held in Mexico City, Mexico, from 18 to 21 June 2013; and C/CAR States Participation CCARDCA13 C 2 d) Bahamas, in coordination with the ICAO NACC Regional Office, prepare for the ICVM scheduled for November 2013. Bahamas ICVM CCARDCA13 C 3 GEN RATIFICATION OF THE PROTOCOL ON ARTICLE 3 BIS OF THE CONVENTION OF INTERNATIONAL CIVIL AVIATION That Bahamas, Dominican Republic, Haiti and United States ratify the protocol on Article 3 bis of the Convention of International Civil Aviation and deposit the Instrument of Ratification with ICAO in 2013. STATUS AND FOLLOW-UP OF CONCLUSIONS (C) OF THE C/CAR/DCA MEETING APPENDIX A Status (,, CCARDCA13 C 5 GEN PARTICIPATION IN THE AIR NAVIGATION IMPLEMENTATION WORK COORDINATED BY THE NAM/CAR AIR NAVIGATION IMPLEMENTATION WORKING GROUP (ANI/WG) That in order to expedite the implementation of air navigation work in the Central Caribbean and prepare for participation in the first ANI/WG meeting, the Central Caribbean States/Territories designate ATM, AIM, and CNS experts to participate in the ANI/WG and attend the first meeting that will be held from 29 July to 1 August 2013, in the ICAO NACC Regional Office. participated at the ANI/WG/1 Central Caribbean States/Territories Designation of experts CCARDCA13 C 6 AN FOLLOW-UP TO AN- CONF/12 RECOMMENDATIONS That in order to follow-up on implementation of the recommendations from the AN-Conf/12: Implementation groups have incorportated actions in order to resolve 2 recommendations of the AN- Conf/12 CCARDCA13 C 6 a) the ANI/WG and NACC/WG working groups update their work programmes in accordance with the AN-Conf/12 recommendations; Implementation groups have incorportated actions in order to resolve 2 recommendations of the AN- Conf/12 ANI/WG and NACC/WG Updated work programmes CCARDCA13 C 6 b) the Central Caribbean States/Territories implement and follow-up on the recommendations of the AN- Conf/12 as applicable; and Implementation groups have incorportated actions in order to resolve 2 recommendations of the AN- Conf/12 Central Caribbean States/Territories Recommendations implemented CCARDCA13 C 6 c) the progress of items a) and b) be reported at the NACC/DCA/5 meeting. Implementation groups have incorportated actions in order to resolve 2 recommendations of the AN- Conf/12 Central Caribbean States/Territories CCARDCA13 C 7 AN IMPLEMENTATION OF AVIATION SYSTEM BLOCK UPGRADES (ASBUs) That considering the forthcoming 38th Session of the ICAO Assembly, Central Caribbean States and Territories conciliate common positions to support the strengthening of ICAO s leadership to conduct ASBU organization and implementation. STATUS AND FOLLOW-UP OF CONCLUSIONS (C) OF THE C/CAR/DCA MEETING APPENDIX A Status (,, CCARDCA13 C 8 ENV STATE ACTION PLANS ON CO2 EMISSION REDUCTION ACTIVITIES That: CCARDCA13 C 8 a) Bahamas, Cuba, Dominican Republic, and Haiti are encouraged to submit their individual action plans to ICAO by 15 July 2013, to be considered in the documentation prepared by the Secretariat for the 38th Session of the ICAO Assembly; Cuba has provided its plan Bahamas, Cuba, Dominican Republic, and Haiti Individual action plans CCARDCA13 C 8 b) C/CAR States individually coordinate with all interested parties in the development of environmental action plans; C/CAR States i Environmental action plans CCARDCA13 C 8 c) C/CAR States promote the use of the ICAO IFSET and ICORAS tools for the estimation and submission of fuel savings as part of the development of their action plans, which will be demonstrated by ICAO during the ASBU Workshop to be held in Mexico City, Mexico, in July 2013; On November 28 and 29 2013 an on-line training was carried out on the IFSET use to CAR Region States. If the necessity to repeat it exists, in 2014 a similar training will be organized. C/CAR States Use of the ICAO IFSET and ICORAS promoted CCARDCA13 C 8 d) C/CAR States consider environmental issues during the planning and implementation of regional air navigation systems; and C/CAR States Environmental issues considered CCARDCA13 C 8 e) C/CAR States support the proposal to be presented to the 38th Session of the ICAO Assembly to make action plans public along with updates every three years. STATUS AND FOLLOW-UP OF CONCLUSIONS (C) OF THE C/CAR/DCA MEETING APPENDIX A Status (,, CCARDCA13 C 9 TC ICAO REGIONAL TECHNICAL COOPERATION PROJECT FOR THE CARIBBEAN REGION IMPLEMENTATION OF THE PERFORMANCE BASED AIR NAVIGATION SYSTEMS FOR THE CAR REGION (RLA/09/801) That the members of Regional Project RLA/09/801 approve: CCARDCA13 C 9 a) the report on activities carried out and financial status as of 31 March 2013; Members of Regional Project RLA/09/801 Report on activities CCARDCA13 C 9 b) the Activities Plan for 2013-2016 and the corresponding budget; Members of Regional Project RLA/09/801 Activities Plan and budget CCARDCA13 C 9 c) the USD$25,000 contribution per Project member to fund activities planned until the end of 2014 to be paid by 31 January 2014; and Members of Regional Project RLA/09/801 Contribution CCARDCA13 C 9 d) the flexibility for each member to use assigned fellowships for selected events based on the individual priorities of each State member. On 23 December 2014 a State letter was sent to States requesting to send the focal points for the following areas: Flight Safety Director Person in charge of SSP/SMS and RASG-PA focal point Aruba, Bahamas, Bonaire, Cayman Islands, Haiti and Turks and Caicos 30-Jun-14 PoC NACCDCA5 C 2 GEN APPROVAL OF THE FOURTH NACC/WG MEETING CONCLUSIONS AND TERMS OF REFERENCE That, following the review of air navigation progress reported by the implementation groups and the achievements accomplished, the NACC Directors of Civil Aviation approve the NACC/WG/4 Meeting conclusions and NACC/WG Terms of Reference. NACCDCA5 C 3 GEN APPROVAL OF THE NAM/CAR REGIONAL PERFORMANCE-BASED AIR NAVIGATION IMPLEMENTATION PLAN (RPBANIP), VERSION 3.1 That, considering that the NAM/CAR RPBANIP is the basis for NAM/CAR Region air navigation implementation where regional targets and milestones have been agreed and regional air navigation priorities are reflected, the NACC Directors of Civil Aviation approve the RPBANIP, Version 3.1. Status (,, NACCDCA5 C 4 GEN UPDATE NATIONAL AIR NAVIGATION IMPLEMENTATION PLANS IN ACCORDANCE WITH THE RPBANIP, VERSION 3.1 That, for effective and timely air navigation development and implementation in the NAM/CAR Regions, which ensures harmonization and coordination of efforts aimed at improving international civil aviation safety, capacity and efficiency, States/Territories of the NAM/CAR Regions: C/CAR States submit their national plans by ANI/WG/2 Meeting to be discussed under Agenda Item 4.2. NACCDCA5 C 4 a) review and update their national Air Navigation Implementation Plans in accordance with their national needs and the RPBANIP regional framework; States/Territories of the NAM/CAR Regions Reviewed and updated ir national Air Navigation Implementation Plans NACCDCA5 C 4 b) submit national plans to the ICAO NACC Office by December 2014 States/Territories of the NAM/CAR Regions 31-Dec-14 National plans sent to ICAO NACCDCA5 C 5 GEN RATIFICATION OF ARTICLE 3 bis OF THE CHICAGO CONVENTION ON INTERNATIONAL CIVIL AVIATION That Bahamas, Costa Rica, Dominican Republic, Grenada, Haiti, Honduras, Nicaragua, Saint Lucia, Saint Vincent and the Grenadines, Trinidad and Tobago, and United States take the necessary action to ratify the protocol relative to Article 3 bis of the Chicago Convention on International Civil Aviation and deposit the ratification document with ICAO as soon as possible. Bahamas, Dominican Republic, Haiti and United States are expected to provide update. Bahamas, Costa Rica, Dominican Republic, Grenada, Haiti, Honduras, Nicaragua, Saint Lucia, Saint Vincent and the Grenadines, Trinidad and Tobago, and United States Ratified protocol B 2

Status (,, NACCDCA5 C 7 GEN ICAO UNIVERSAL SECURITY AUDIT PROGRAMME- CONTINUOUS MONITORING APPROACH (USAP-CMA) That, noting the future ICAO Universal Security Audit Programme-Continuous Monitoring Approach (USAP- CMA) that will be implemented in 2015, shall: NACCDCA5 C 7 a) improve their aviation security oversight systems, taking into consideration, inter alia, risk management as well as the findings and recommendations emerging from their USAP second cycle audits; A permanent work from the States to protect their AVSEC systems. Improved aviation security oversight systems NACCDCA5 C 7 b) continue to support the ICAO audit programme (USAP-CMA) by seconding security experts to participate in USAP-CMA activities; A permanent work from the States to protect their AVSEC systems. Participation at USAP-CMA activities NACCDCA5 C 7 c) sign the new USAP-CMA Memorandum of Understanding (MoU) when so requested; A permanent work from the States to protect their AVSEC systems. Status (,, NACCDCA5 C 8 AVSEC FUTURE ACTIONS ON AVIATION SECURITY (AVSEC) AND FACILITATION (FAL) IN THE NAM/CAR REGIONS That the NACCDCA5 C 8 a) support the participation of their AVSEC/FAL personnel at ICAO AVSEC and FAL training activities; Only some States fulfill this commitment. Well attended AVSEC and FAL training activities NACCDCA5 C 8 b) consider the following regional aviation security (AVSEC) targets within their States: i.update, approve and implement the National Civil Aviation Security Programme (NCASP) considering the latest amendments to Annex 17 Security; ii.bearing in mind the latest amendments to Annex 17 Security, activate and have a fully functioning National Aviation Security Committee for the purpose of coordinating AVSEC activities among the departments, agencies and other organizations of the State, airport and aircraft operators, air traffic service providers and other entities concerned with or responsible for the implementation of various aspects of the NCASP; iii.revise and, if necessary, update relevant legislation and regulations in order to determine legal implications and include clear procedures to control unruly or disruptive behaviors at aviation facilities and onboard aircraft; Although some States have already approved a NCASP, not all of them have it updated considering the latest Amendments to Annex 17 and fully implemented. Status (,, NACCDCA5 C 8 c) consider the following regional air transport FAL targets within their State: i.establish and/or update, approve and implement National Air Transport Facilitation Programmes (NATFPs) considering the provisions of Annex 9 Facilitation and its latest amendments; ii.adopt all practicable measures to facilitate the movement of aircraft, crews, passengers, cargo, mail and stores by removing unnecessary obstacles and delays by coordinating these measures with the appropriate authorities and stakeholders within their State; and iii.establish and/or activate National Air Transport Facilitation Committees and Airport Facilitation Committees for the purpose of coordinating and facilitating activities among departments, agencies and other organizations of the State concerned with or responsible for various aspects of international civil aviation as well as with airport and aircraft operators. Those States that have not yet done so should develop, adopt and implement their NATFP and activate their national facilitation committees. Considered targets B 6

Status (,, NACCDCA5 C 9 TC ESTABLISHMENT OF THE CIVIL AVIATION TRAINING CENTRES WORKING GROUP (NAM/CAR/CATC/WG) That in order to improve and coordinate training to benefit aviation development in the NAM/CAR Regions with participation of users and training service providers: NACCDCA5 C 9 a) the establishment of the NAM/CAR/CATC/WG is hereby approved along with its Terms of Reference (ToRs) and Work Programme as presented in the Appendix to WP/14; NAM/CAR/CATC/WG established NACCDCA5 C 9 b) the development of a survey to determine the regional training needs for 2015-2016 is approved.
