Board of Supervisor s Direction on September 29, 2015 At the September 29, 2OI5 meeting of the Board of Supervisors, the Board on a 4-0-1 vote, on a motion by Supervisor Chavez as amended, directed the Office of the County Executive to develop a process for receiving proposals utilizing zero acres or 30 acres for the Fairgrounds, and of the remaining acreage using half for open space and public park, and half for active recreational community uses, and to include a financial plan in the proposal, and report to the Board within 120 days. President Cortese requested that the motion be amended to include direction to the Office of the County Executive to develop an outreach plan. Supervisor Yeager requested that the proposal include consideration of other properties for the Fair. At the request of Supervisor Chavez, the Board directed the Office of the County Executive to hold a community outreach meeting prior to bringing the proposal for Board consideration.

Consultant Team Tasks On December 15, 2015, the Board of Supervisors approved an amendment to the consultant team s contract to undertake new tasks to help the County better understand what is possible at the Fairgrounds. Consultant Team s Tasks: Task 1: Solicitation Strategy and RFP Preparation Task 2: Outreach Plan Task 3: Refurbishment Plan for the Current Facility Task 4: Investigation of Site Options for the Fairgrounds Task 5: Investigation of Financial Options and Operating Models

Proposal Solicitation Strategy: Steps and Considerations Step 1 * Issue Request for Qualifications and Expressions of Interest (RFQ). * Allow 60 days to respond. Step 2 * Mandatory pre-proposal briefing for all qualified respondents. * Opportunity to form teams. Step 3 * Issue Request for Proposals (RFP) to qualified RFQ respondents. * Allow additional 60 to 90 days to respond. * Proposals from individual end-users will be accepted, but the County s priority is for proposals that use all, or a substantial portion, of the available acreage. * The County reserves the right to negotiate directly with one or more respondents, individually or in combination. Step 4 * County staff, along with Consultant Team and technical advisors, will evaluate the proposals and forward them to the Board of Supervisors, along with a recommendation.
