Financial Soundness Rankings for California s Public School Districts, Colleges & Universities Edition: October 2, 2018 Executive Summary The California Budget for fiscal year 2017-18, which ended on June 30, 2018, included Proposition 98 funding of $74.5 billion for K-12 education. So, how is California faring? How are its school systems and independent districts holding up? How do you take the temperature of a municipality? How do you compare similar governing agencies? I have been able to do it with a quick review of their annual audited financial statements. Earlier this year, we reviewed them for the California Community Colleges (p. 52), the California State University System (p. 55) and the crown jewel of public college systems, the University of California (p. 55). This summer, I tasked my staff to review California s nearly 1,000 K-12 school districts Comprehensive Annual Financial Reports (CAFR). What did we find? About two-thirds of California s 944 public school districts run negative balance sheets. This simple metric shows the most distressed districts could soon reach a tipping point into insolvency and receivership. Analyzing CAFRs is not a new exercise for me. What s new is expanding the universe of those we re reviewing. It started with California counties while I served as a supervisor for Orange County. I ve reported this metric for U.S states every year while in the Legislature. This year we reviewed California s 482 cities and 72 community colleges (p. 52); and we re introducing you to its 58 Departments of Education (p. 49). We used the same analytical approach in reviewing the balance sheets of the 72 California Community College Districts. It is not a pretty picture. Only one district enjoys a positive unrestricted net position (UNP). Provided by the Chancellor s Office, the total CCC population number of 24.8 million falls short of the state s total population of 39.5 million because the Office counts only those ages 18 through 64 from each district. The 14.7 million-person difference includes those younger than 18 and older than 64. (Population is used to be consistent with the previous UNP calculations for California s cities and counties and for the 50 states.) Colleges & Universities, October 2, 2018 p. 2

As for California s 482 cities, about two-thirds of those balance sheets were also in the red. Of the states 58 counties, only three enjoyed positive balance sheets. Of the 50 U.S. states, only nine are financially healthy, with California way down the list in 42 nd place. The good news is California was in 46 th place when I was elected to the state Senate in 2015. California rose in the ranks from previous years not because it got better, but because such states as Maryland and Rhode Island got worse, dropping closer to such near-insolvent states as New Jersey (50 th place), Connecticut (49 th ) and Illinois (48 th ). How to Analyze a CAFR Here s how to analyze a CAFR: divide the UNP by the municipality s population. Use this process: A. In each CAFR, specifically look at the Basic Financial Statements for Statement of Net Position. B. Find Governmental Activities in the top row. C. Then look down the column to where it says, Net Position, then Unrestricted. D. That s the number you want: the Unrestricted Net Position, or UNP, for governmental activities. E. It either will be a positive number, or, if there are brackets around it, a negative number. (Also notice if it says at the top in thousands ; then you should add three more zeroes to the number.) This number is the key because it is about purely governmental activities. It does not include, for example, concessions from what are called businesstype activities, such as operating a service where fees are charged to external users. F. Next, divide the UNP by the district s population, giving us the UNP per capita. That shows how much you, as a resident, are affected by district finances. If it is a positive number, especially a high one, then that is good. If it is a negative number, then there may be problems. So what does this information provide? Well, some districts are in the positive portion of the curve, the rest are not. And, the results are likely to get worse with the CAFRs issued for the current fiscal year ending June 30, 2018, as for the first time retiree medical liabilities will have to be included on the balance sheets. Governors, CAFRs and School Districts In total, there are 944 public K-12 school districts. A few of these districts consolidated fiscal reporting Modesto, Petaluma, Santa Cruz, and Santa Rosa and they file joint CAFRs. With that, there are 940 districts on our list of CAFRs. lighted below are a few school districts before listing them all. Viewing the UNP alone, three of the worst districts per capita are: Los Angeles -$2,315 Oakland -$1,001 San Francisco -$884 Those major metropolitan districts are in cities whose mayors during the crucial pension-spiking period of the decade of the 2000s were: Los Angeles Mayor Antonio Villaraigosa, who lost in the June primary for governor, Oakland Mayor Jerry Brown, current California s governor, San Francisco Mayor Gavin Newsom, candidate for governor. School Districts in Orange County For the school districts in Orange County, just one enjoyed a positive balance sheet, Fountain Valley School District. Maybe this report will shake up the others. For most of these districts, big financial problems lie ahead. It is shocking that even wealthy communities, such as Irvine and Newport Beach, suffer negative balance sheets. Parents and other taxpayers need to examine CAFRs, attend school board meetings and ask what is going on with their school district s governance and budgeting practices. State School Districts Let us now turn to some districts across the entire state, looking at them from several financial angles. 10 Best and Worst State School District Numbers The first number to look at is the UNP by district, first by the gross number. The winners here are medium-sized districts with sound balance sheets. No big districts are here, alas, because they are in worse shape (see the next list). 10 Best UNPs by District (all are positive) 1. Cucamonga entary $57 million 2. South San Francisco $23 million 3. Next we can check the UNPs Per Capita-Population by district, starting with the Top Ten Best Districts. Per capita is a crucial number because it factors out the size of the district and emphasizes how the district s finances affect each person in the district, which basically is the tax base. Because there are so many districts, this will tend to emphasize the best districts with small populations. For example, on this list Desert Center has only 15 students, and Midway entary 85 students. But these small districts are important too, especially to parents and students, so they should be commended for keeping sound budgets. 10 Best UNPs Per Capita-Population by District (all positive) 1. Districts with 2,000-plus Students A slightly different way to look at these numbers is to examine only those districts enrolling more than 2,000 students, which is about the halfway number on our list of 940 districts. That way we filter out the smaller districts, which may have anomalies in their demographics, such as a large influx of new students, and just look at all the large districts. Unfortunately, only seven districts in the whole state with enrollment of 2,000 or more were positive on their per capita UNPs. 2,000-Plus Enrollment 10 Best UNPs Per Capita 1. The 72 Community College Districts Unfortunately, the state s 72 community colleges, the key to getting a well-paid job for millions of Californians, are in rough shape. Only one, South Orange County, enjoys a positive UNP. The population numbers, whose sum falls far short of the state s total population because those under age 18 and older than 64 are not included, were provided by the California Community College Chancellor s Office. California s University Systems California s university systems are the envy of the world. The California Constitution calls the University of California a public trust to be administered by its Regents with full powers of organization and government. However, the Legislature only can exercise such legislative control as may be necessary to insure the security of its funds and compliance with the terms of the endowments of the university and ensuring competitive bidding on contracts. That means, should the UC System s financial problems continue to increase, its vaunted autonomy well could be curtailed. Here s a look at the financial positions of both UC and Cal State: The University of California The University of California, the nation s flagship public university system, also could use a course in public accounting. Maybe hiring more administrators than professors was not such a great idea. Its UNP is -$19.3 billion. For 40 million Californians, the per capita UNP comes to -$482. When the next CAFR is released, covering the fiscal year ending July 30, 2018, for the first time it will include unfunded retiree medical costs. Gov. Jerry Brown s budget summary for fiscal year 2018-19, on p. 15, estimates that at -$19.3 billion. So it would double the UC number to an estimated -$38.6 billion UNP and -$965 per capita UNP. California State University The California State University system also has a major problem, with a UNP of -$3.66 billion. The per capital UNP for 40 million Californians comes to -$122.
