European Union Newsletter July 2006 No 6 The European Commission Liaison Office in Kosovo Tenth Meeting of the Stabilisation and Association Process Tracking Mechanism Finland takes over EU Presidency Finland s six-month EU Presidency began on 1 July 2006. Finland takes over the presidency from Austria. The priorities for the Finnish presidency will be the future of the European Union, covering issues such as the Constitutional Treaty as well as the enlargement. Also topics such as the competitiveness of the Union, transparency, external relations and citizens access to justice will be priorities over the next 6 months. More information on the Finnish presidency can be found on: http://www.eu2006.fi UNMIK s Principal Deputy Special Representative Schook and Prime Minister Çeku at the opening of the STM meeting The 10th meeting of the Kosovo Stabilisation and Association Process Tracking Mechanism (STM) was held in Pristina on 14 July. The European Commission monitors and accompanies Kosovo s progress in the European approximation agenda through highlevel meetings of the STM. The July meeting came at an important point in time where the Standards for Kosovo and the European Partnership priorities have been effectively merged in the Kosovo s European Partnership Action Plan for 2006. This plan will help Kosovo s reform efforts during the status process and will also ensure that the focus on standards implementation will continue in view of Kosovo s European perspective. To accompany Kosovo s efforts, the European Commission has made sure that Kosovo will benefit from assistance from the new Instrument for Pre-accession (IPA) for the period 2007 to 2009. The strategic orientations of future EC assistance were discussed and the authorities were urged to develop greater ownership and improve coordination capacity for international assistance. Furthermore, the Commission stressed that the Kosovo institutions should be more aware of the budgetary implications of new policies and underlined that future budgetary support would also depend on responsible fiscal and budgetary policy making in full respect of international commitments and cooperation with the IMF. 1

Council establishes planning team and European Commission has a rule of law mission On April 10, the Council of the EU established an EU planning team (EUPT). The objective of the EUPT is to initiate planning to ensure a smooth transition between UNMIK and a possible EU crisis management operation in the field of rule of law and to help contribute to the EU s dialogue with UNMIK in its plans to downsize and transfer competences to local institutions. Since April, the EUPT has been deployed gradually with the intention to have the full team in place by September. The mandate of the EUPT expires on 31 December 2006. The head of the EUPT is Casper Klynge. More Europe Day celebrations in Pristina EU day, 9th of May, in Kosovo were marked by a number of activities ranging from workshops to classical concerts. European Youth Centre, with the support of the European Commission (EC) Liaison Office, organised workshops on private sector development and European integration. The workshop included various local and regional actors. Furthermore, staff from the EC-Liaison Office and the Agency for European Integration visited several schools in Kosovo to inform about Europe day. EU day stamps were launched by the PTK, on initiative of the Agency for European Integration. In an attempt to create a more lasting symbol of Europe day, the Agency for European Integration in cooperation with the municipal authorities and the Ministry of Trade and Industry, organised the inauguration of park Europa, located near the University of Pristina. 25 trees symbolising the 25 Member States and a small tree for Kosovo was planted. On a more athletic tone, the Pristina International Marathon was organised which was dedicated to running for peace and tolerance. This event was organised by the Athletic Federation of Kosovo Staff from the EC-office participating in the marathon, including Mr Mamberto, head of the EC-office (Top, right) and the Personal Representative of the EU High Representative of CFSP, Mr Sohlstrom (Bottom, right). EU day stamp and Directory of Sport and Youth, with the support of EC- Liaison Office. In addition to this, a reception with live music was held at the residence of the Head of the EC-Liaison Office with over 300 guests. Finally as a grand finale, a classical philharmonic orchestra concert was organised by Agency for European Integration with the support of the Ministry of Culture. Head of the EUPT Mr Casper Klynge information on the EUPT can be found on: http://www.euptkosovo.eu/ Furthermore, as part of the EU s wider effort to consolidate the rule of law in Kosovo, from the 10th to the 15th of July, the European Commission sent a team of experts to assess the legislative and institutional framework of rule of law and to assess EC s future provision of financial assistance in this field. European Parliament delegation visits Kosovo On 21 to 22 June, a delegation from the European Parliament visited Kosovo. The group of 25, headed by Member of Parliament Doris Pack, had high-level meetings with the representatives from the EU in Kosovo, UNMIK, PISG, the Contact Group, civil society and the Kosovo Serb leadership. During their visit to Kosovo the delegation also participated in a public debate on good practices for human rights in Kosovo and in the 4th informal Inter-Parliamentary Meeting. After their meetings in Kosovo, they travelled on to Belgrade. European Parliament delegation at Inter-Parliamentary meeting at the Assembly. 2

EU to give 3.5 million to help Kosovo government prepare for the outcome of the status talks and strengthen the EU integration process The European Commission launched on 27 June a project that will further strengthen the capacity of Kosovo s institutions to prepare for the outcome of the status talks, and support the government in implementing EU-compatible reforms. Within the framework of the project, experts in EU affairs will respond to specific requests from the Provisional Institutions of Self-Government for shortand medium-term support. The capacity building assistance provides a rapid and flexible mechanism to ensure that experts are available in line with the needs of Kosovo institutions, particularly with respect to implementation of the European Partnership (a document outlining the steps Kosovo needs to take on the road towards eventual EU membership), strengthening the rule of law, and supporting the transfer of responsibilities From left, Prime Minister Çeku, Head of EC-Office, Mr Mamberto, and UNDP Represenative Mr Mauring at the launch of the project. from UNMIK to local institutions. The European Commission, through the European Agency for Reconstruction, will provide 3.5 million for the two-year project to be implemented by the United Nations Development Program (UNDP) office in Kosovo. Donor commitment to Kosovo reconfirmed On 5 April a donors meeting co-chaired by the European Commission and the World Bank was held in Pristina. The meeting was organised by the Joint Office of the European Commission and the World Bank for South Eastern Europe and was attended by representatives of UNMIK, PISG, IMF and the main international community stakeholders. At the event, the European Commission, the World Bank and US pledged to provide policy based budgetary support for 2006 and 2007 to Kosovo, subject to necessary legislative and organizational approvals. The meeting offered the opportunity to discuss the newly formulated Medium Term Expenditure Framework and discuss the major challenges and priorities for the Kosovo government in budgetary and fiscal areas. Donor representatives at the event in Pristina Workshop on Rural Development within the framework of the 10th STM Within the framework of the 10th STM, a Technical Workshop on Rural Development took place in Pristina on 28 June. The Workshop was jointly organized by the European Commission, the Ministry of Agriculture, Forestry and Rural Development and UNMIK. The workshop focused on the analyses of the major achievements and constraints currently affecting rural development in Kosovo. In particular, the Ministry of Agriculture, Forestry and Rural Development presented the Agricultural and Rural Development Plan for Kosovo for the period 2007-2013. Representatives from the European Commission attended the workshop and provided the participants with the main EC guidelines and principles in the area of rural development. The conclusions of the technical workshop were presented at the STM on 14 July. TAIEX Workshop on the Translation of EU Legislation into Albanian A TAIEX Workshop on the translation of the EU Acquis into Albanian language was held in Pristina on 26 April: this was the first event organised by TAIEX in Kosovo with the participation of representatives of neighbouring countries and in particular from FYR Macedonia and Albania. The EC participants provided an overview of translation activities within EU Institutions, as well as of the peculiarities and difficulties related to the translation of EU legal acts in third countries. In particular, this fruitful workshop emphasized that cooperation at regional level among countries sharing the same language can greatly enhance efforts to consolidate the use of a unified and stable language. The TAIEX instrument will continue to offer technical assistance to support the coordination of translation at regional level. 3

For updates on EU Pillar activity in Kosovo visit www.euinkosovo.org Pristina wins Best Airport 2006 Award Pristina International Airport has just won the Best Airport 2006 Award for airports under 1 million passengers per year, an honour presented by Airports Council International (ACI) the only worldwide professional association of airport operators. ACI recognised Pristina International Airport s impressive 300% increase in passenger traffic over recent years, the heavy investment in facilities, the rapidly expanding network, and the airport s intensive capacity building and staff training. European Common Aviation Area The EU Pillar, on behalf of UMNIK, signed the European Common Aviation Area (ECAA) agreement for Kosovo. Signatories include the EC and its Members States, Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Iceland, FY- ROM, Norway, Serbia, Montenegro, Romania, and UNMIK for Kosovo. The objective of the ECAA is to liberalise air transport markets between Europe and its neighbours and to harmonise standards and rules within one common aviation area. Energy sector The Ministry of Energy and Mining, together with UNMIK, announced that it had reached an agreement with the World Bank on the policies to involve the private sector in Kosovo s power generating capacities and on issuing a Request for Expression of Interest for potential investors. Joachim Ruecker, Head of the EU Pillar, applauded the consensus on our overall strategy and plan for future development of Kosovo s energy sector. Progress on privatisation Recent Kosovo Trust Agency (KTA) privatisation successes include the sale and handover of Ferronikeli (a large mining complex) to International Mineral Resources (IMR)/Alferon for 31.5 million the largest private investment in Kosovo since 1999. In June, KTA announced the sale of Peja Brewery for over 11 million with a 15 million investment commitment. Other significant privatisation projects are currently underway. Looking ahead, the KTA Board recently launched the 17th Wave of Privatisation. CEFTA takes off In April, SRSG Søren Jessen-Petersen assisted in a meeting in Bucharest marking the political launch of negotiations on the expansion of the Central Europe Free Trade Agreement (CEFTA) into South Eastern Europe. The European Agency for Reconstruction Kosovo, July 2006 Summary of news: 1 billion for Kosovo The Agency has now contracted more than 1 billion in EU assistance projects to support reconstruction and development in Kosovo. The Agency has contracted 93 per cent and spent 87 per cent of its cumulative portfolio of 1.07 billion for Kosovo for 2000 05. A boost for food safety The first national food safety seminar was held in Pristina under an Agency-managed project. The project is helping to develop a modern and effective food safety control system including establishment and enforcement capacity of the food control agency, equipment for laboratories, and training for the laboratory personnel. The phytosanitary, sanitary and veterinary services are focusing on the whole of the food chain from farm to fork and from stable to table. Cultural monument restored The European Agency for Reconstruction and the Swedish International Development Co-operation Agency (Sida) have jointly funded the restoration of the historical Ottoman building Saraj/ Gospodarska Kuca in Hoça e Madhe/Velika Hoca in the municipality of Rahovec-Orahovac. This includes adapting the ground floor to an exhibition space, and providing computers with an internet connection for social projects run by the local community. Better budgeting in Kosovo 28-year-old Sami Vllasaliu is Director of Planning and Public Services in Novo Brdo/Artana, a town of about 5,000 people. The town s number one priority, he says, is building a high school, because they are the only municipality in Kosovo without one. Students have to travel 50 kilometres in one direction to get to school. This puts an economic burden on parents and has meant that some children have even had to quit school. Kosovo s cash-strapped municipalities face many competing challenges: providing services such as schooling and healthcare, improving access to electricity and water, and tackling unemployment. But a 2 million EU-funded programme, managed by the Agency, is giving Kosovo officials the tools to plan and prioritise public investment, and bring budgetary processes in line with EU standards. The project has put in place a brand new system for public investment programming and is teaching public officials both in the municipalities and the Ministry of Economy and Finance and other government ministries how to use it. Sami Vllasaliu participated in one of the training programmes. Thanks to the project, we submitted better budgets and project proposals to the Ministry of Economy and Finance this year, he says. Included in this year s budget are plans for the construction of a high school, which will be built using funds donated by the UK government. While the project did not directly lead to the decision to build the school or fund it, EU assistance is helping officials better manage their annual budgets and programmes. With the new system, we can provide better public services, faster and at a lower cost, Vllasaliu says. The two-year project that began last year aims to train all officials involved in public investment planning in all budget organisations across Kosovo. So far, more than 750 people have been trained and a comprehensive manual is being produced on the new system. Until last year, Kosovo s public investment programme contained different elements that were not consolidated into a single public sector budget, and were not necessarily in line with government priorities, says Nadia Costantini, a programme manager in the Agency s Pristina office. This was a major weakness in the system, she says. But EU assistance is helping to remedy that. Geoff Nicol of Human Dynamics, the Vienna-based consultancy firm implementing the project, says that the aim is to help Kosovo make better use of domestic resources. This involves nothing short of changing the way of thinking of government departments. Once the project ends in January 2007, the new system will be handed over to the Ministry of Economy and Finance s budget department. This should fulfil the ultimate aim of the project: to enable the Ministry to stand on its own two feet. We have a saying in Albanian, says Sami Vllasaliu. It is easy to make something, but difficult to maintain it. Through this project, the EU is helping Kosovo s institutions do just that.

The European Agency for Reconstruction Kosovo, July 2006 Interview Since the end of the conflict in Kosovo, the European Agency for Reconstruction has delivered 70 million in EU assistance for rural development in Kosovo. The Agency s programme manager, Pierre Gérard, speaks about recent achievements. What has been the Agency s most significant achievement? This year the Ministry of Agriculture, Forestry and Rural Development prepared a preliminary draft of the Agricultural and Rural Development Plan 2007-13, with the EU providing technical assistance. This document reflects a consensus on the need to address the problems of Kosovo s rural economy, which contributes 20 percent to GDP. The plan creates a medium-term framework to develop Kosovo s agri-rural sector by overcoming major bottlenecks, attracting donor finance, and starting to align Kosovo s rural development strategy with that of the EU. The plan identifies import substitution and export strategies for important commodities. It also identifies eight important areas where donors can continue to help Kosovo. (See www.ampkosovo.com.) What are some of the Agency s ongoing projects? The Agency is supporting the Ministry of Agriculture in designing and finalising the 2007-13 plan through the implementation of a two-year project, called the agriculture master plan for Kosovo. Other projects complement the master plan and provide important input into the 2007-13 plan. In food safety control, we are working with municipality, border and other phytosanitary, sanitary and veterinary inspection services throughout Kosovo. The irrigation rehabilitation programme focuses on reforming the three public water utility irrigation providers and creating water users associations. Our agricultural marketing support project is strengthening market information services; improving market access for local producers; and encouraging agri-trade across the Western Balkans and with the EU. Another project to strengthen the public veterinary services is improving livestock production, consumer health protection, and trade conditions for live animals and products of animal origin across Kosovo. EU support to a rural advisory service provides technical advice to existing and new farmers groups, as well as commercial farmers. Finally, a project on agricultural land utilisation is facilitating land reform through support to drafting of legislation, land consolidation and development of a land market. What is the Agency planning in future? More projects are planned in the coming months. They include: supporting the development of the Kosovo Centre for Livestock Breeding; providing modern irrigation by rehabilitating irrigation schemes in several municipalities; providing support for all Kosovo communities at municipality level to prepare and implement local development strategies; supporting sustainable forestry management throughout Kosovo; and providing further technical support to the Ministry of Agriculture.
