Background El Paso County Regional Water and Wastewater Service Plan completed in 2003 Many areas identified in 2003 are still unserved Growth of regional infrastructure has limited alternatives
Purpose Identify water and wastewater needs for the County, focusing on designated colonias Assess the existing conditions and growth of unserved areas Identify infrastructure needed to provide service to unserved areas Prioritization from county-wide perspective
Planning Subareas
Existing Conditions 4,350 people without centralized water service 1,100 served by PWS with performance issues 1,300 served by private wells 1,950 people haul water 35,700 people without wastewater service Primarily served by on-site septic systems
Existing Conditions Water Areas without water service also do not have wastewater service Areas unserved by water tend to be more remote Water service is a priority over wastewater service Small PWS and private wells in Upper Valley have arsenic concerns Private wells with on-site septic have contamination concerns Hauled water has contamination, economic concerns
Existing Conditions Wastewater Over 85% of areas without wastewater service already have water service These areas are mostly near existing infrastructure Wastewater should be provided by same provider as water service Providing water service without wastewater service could overload on-site systems
