Thompson be received and accepted 16.12.02 Minutes Resolved: that the minutes of the Ordinary meeting held on 15 th November 2016 be agreed and signed as a correct record. Proposed: Cllr. Nicholas Seconded: Cllr. Sellers 16.12.03 Public Speaking Time Mr Max Harris, The Firs. Objects to the Picnic area project, not the facility being developed but the hedge removal and the carparking. An open area, without gates may cause overnight camping, fly-tipping or courting couples. Mr Philip Martin, Mill Pool House, representing Oulton Residents. The residents do not want the removal of the hedge or gate and do not want a car parking area. It is a management issue, cars can be parked on the area currently available, with a rota to enable the gate to be opened and locked daily. Keith and Al Walker, Brownhill Park, previously vehicles could be heard in the night that disturbed the dog, we are concerned this may re-occur. Keith explained that before the hedge was there, people would visit at night and the police would regularly be called. An alternative is to have pedestrian access only, utilising the footpaths within the area. Residents have no issues with the installation of paths, bugboxes or any of the other items detailed within the plans. Cllr. Roberts said consistency is needed on what was agreed. The formula used to calculate parking spaced was queried, Cllr. Plumbley detailed how this was achieved. Cllr. Sellers, then gave a history of the parish council s decision making process for hedge removal. This was to give a welcoming open space and prevent people parking around the back of the hedge. By opening up the space it would become safer.

328 Cllr. Shaw, explained that the parish council had looked at an entrance option for the bottom of the picnic area. This had been ruled out due to the incline of the site, which would be restrictive to the elderly. Also parking at the bottom could cause access issues to the new properties to be built on the Mill Pool restaurant site. The parish council were advised that if the picnic area is developed following the current plans, legal action by the local residents will be taken. A letter was received on the 20 th December from a local resident who was unable to attend the meeting, their views echo that of the residents that were present, whilst all residents are in favour of the picnic area re-opening, discussion and careful consideration needs to be given to plans of hedge removal and car parking facilities. Mr Bert Platt, representing the Road Safety Working Group. Today (20 th December), Highways have been erecting the poles for the 20mph signs, The signs should be 21 metres from the top of Edgewell Lane. The placing of the signs were calculated using a formula and detailed within the documentation sent out by Highways. The Highways Team were going to place the signs 50 metres down the road, but this was resolved and is now in the best place for the sign. The Highways representative said, they own the verge up to the boundary of the properties and parking was not permitted on the verge. 16.12.04 Matters Arising Communication with other Parishes within Ward Rural Parish Councils Working Group was held at Little Budworth on 29 th November. A roadside footpath is proposed to run 1.9 miles from Utkinton to Tarporley to encourage cyclists, pedestrians and school children. Cllr Shaw & Mike W, attending, commented that this could be a future project for Eaton which is the same distance from Tarporley. First aider training took place in Utkinton last year, with 19 taking the opportunity to be trained, this could be useful training for members of Rushton an Eaton Village Clerk to Liaise with Utkinton and Cotebook Parish Council. Little Budworth run Snow Angels, where volunteers, check on the elderly or ill, collect prescriptions etc. Red Lion Pub No further update Village Design Statement (VDS) The team lead by Mike Scott working to develop a Village Design Statement, are now nearing its completion. The VDS will be presented to the Parish Council for comment prior to it being submitted for adoption by Cheshire West and Chester Council in the New Year. Community Pride Competition Due to increasing costs and streamlining of sponsorship, the Community Pride Competition will not run during 2017, whilst the organisers look at alternative ways to achieve the high standards but keep the costs within budget. 329 b) Other Lorry accident, Monday 15 th August 2016. A lorry damaged the sandstone blocks that form the base of the stone cross that stands in the centre of Eaton Village. Grosvenor Construction have now completed the repair work, paid for by the Councils insurance company. 16.12.06 Highways Junction of Hickhurst Lane. Highways have agreed that works are required to improve this junction and will schedule these into the early new year. Action Confirm with Highways that the junction is at OakTree Farm Clerk Highways need to be notified that the white line needs improvement at the end of Kings Lane at the junction with Hickhurst Lane Action Clerk 16.12.07 Reports from Working Groups Communications Website and Facebook On-going Superfast Broadband On-going If a member of the parish would like to become actively involved in this project, please contact the parish clerk by e-mail at rushtonclerk@aol.com Development/Planning/Environment Picnic Area Having heard the views of the local residents a meeting to discuss options for the picnic area will be required, full council and working group attendance is required. At the meeting two proposals will be put forward for consideration and discussion by the council, this will be followed by meetings with local residents, Mill Pool restaurant developers and other interested parties. Action Cllr. Plumbley to circulate dates of meeting Cllr. Plumbley Road Safety The 20mph speed limit changes come into effect on 13 th January 2017. Village Green Kerb, quote for kerbs has been received. To be kept on hold and possibility of applying for a grant to be looked at in the future Brownhills to Beech Lane Junction, there is a blind spot with no visibility caused by the bank restricting the view. Marking on the road would emphasise the junction. Action Liaise with RSWG Clerk Youth/Social/Community Play Zone

330 Sleepers have now been installed, backfilled with membrane filler and gravel, to keep the area weed free and maintenance levels low. New bench, fence panel and replacement MUGA back board are being installed on 3 rd January. New equipment has now been quoted for, a risk assessment will be needed before the order can be placed. All costs will come out of the contingency saved from the original grants etc. Youth club Youth club remains very busy. A Christmas party was held on 22 nd December and Tarporley Round Table members attended with Santa and his sleigh plus circa 38 children from YC and the village. Free hot dogs were provided from YC funds. All agreed that this was a very successful event. 16.12.08 Local Council Award Scheme The Parish Council is continuing to work on this. The Clerk is reviewing the information that needs to be added to the website. If you see anything or any person acting suspicious try to gain vehicle registration safely but do not approach, dial 101 and ask for assistance. On 9 th December a Car rally took place on Kings Lane. Rally cars passed at one minute intervals, practicing rallying on roads. If there are less than 12 vehicles involved they do not need to notify the police. On 3 rd December 25+ volunteers from the village, carried out the annual leaf clearance filling 35 x 1 tonne bags from the village green and surrounding roads. Thanks to all that assisted on the day, especially to Barbara and Ian Burgon for the welcoming refreshments afterwards and also to Highways who collected the leaves on the Monday. This PC initiative is to prevent drains blocking and the area looking untidy. 43 members of the parish enjoyed Christmas lunch at Oulton Park along side members of Little Budworth Parish. During the event Eaton Primary school choir sang Christmas carols. Rushton Parish Council would like to express our thanks to the school choir for their entertainment during the day, and special thanks to MSV organisers and particularly the staff who made everyone very welcome, serving an excellent Christmas lunch.
