Approval of Minutes A. February 12, 2014 and April 9, 2014 TVMAC meeting minutes approved Reports A. Update from Sheriff Department Lt. Zachary Hall 1. The recent Temescal Valley criminal activity 1. March criminal activity includes: 1) Robbery (2); 2) Aggravated Assault (3); 3) Burglary (1); 4) Theft (7); 5) Motor Vehicle Theft (3) 2. April criminal activity includes: 1) Robbery (0); 2) Aggravated Assault (1); 3) Burglary (4); 4) Theft (5); 5) Motor Vehicle Theft (1) 2. Total calls for service in March were 383 and in April 350. The crime rate in the Temescal Valley remains low. 3. Most of the thefts were occurring at the Glen Ivy Hot Springs Spa 4. The crime trends in the Temescal Valley will determine how Sheriff Department resources are deployed 5. The Sheriff Department recommends that your parked vehicles should be locked, valuables and garage door opening device should be removed from the vehicle as a preventive measure to car theft and home burglary 6. Measures to prevent home burglary include alarm system, motion detectors and leaving the porch lights on in front of the home 7. Lt. This year has the potential for an extremely bad fire season. Currently there are 5 major fires in Southern California. 2. State funding provided to maintain fire assets and personnel. New funding will provide for a new helicopter 3. Replacing Fire Station 15 in El Cerrito with a new Fire Station located near Weirick Road/I-15 at the northern area of the Temescal Valley. In the next fiscal year the County is expected to acquire the property for the new Fire Station. 4. The fire department was thanked for their rapid response in extinguishing a fire near the Spanish Hills area 5. The number one cause of Wildland fires is the illegal firing of weapons C. Update from Waste Management Miriam Cardenas 1. The Temescal Valley Faire is scheduled for Saturday, May 17, 2014. Seeking volunteers for the Temescal Valley Faire 2. Approximately 600 people visited the Landfill as part of Earth Day. Students from Todd Elementary, Temescal Valley Elementary as well as other Riverside, Corona and Norco schools visited the El Sobrante Landfill and its Wildlife Preserve as part of the Earth Day event.

3. Temescal Valley residents are encouraged to tour the El Sobrante Landfill and observe the landfill operations 4. Trilogy resident found the tour of the El Sobrante Landfill most productive D. Update from Assemblywoman Melissa Melendez s Office Not Present E. Riverside County Habitat Conservation Agency Brian Shomo 1. Developing a regional trail plan in the Temescal Valley that extends from Lake Elsinore to Corona and eventually hooks up to the Santa Ana River Trail. It is expected to be a multi use trail. Currently the trail project is in the early development stage. 2. In the Temescal Valley the regional trail is projected to be placed on the eastern side of the I-15 in the Spanish Hills and Dawson Canyon area near to the Temescal Wash 3. An effort would be made to establish a group of volunteers that would patrol the trail 4. The Temescal Wash is rich in habitat 5. A community member identified a portion of the Spanish Hills Drive road adjacent to the Toscana Project that needs to be fenced and gated because it dead ends in the Spanish Hills area and was identified as the road to nowhere. 6. The Temescal Valley community members expressed safety concerns about a road that would travel up and around the Toscana Project and ultimately dead end in the Spanish Hills area. This road should have a gate placed at its entrance since it would allow access to the Spanish Hills area. The gate at the road entrance would mitigate the community safety concerns which include: 1) the ability of the Sheriff Department to patrol the area for vagrants, individual involved in drugs, and bon fire parties; 2) inability of CAL FIRE/Riverside County Fire to easily access this area should a fire occur; 3) an access route for dumping of trash; 4) the establishment of another access route into the Spanish Hills F. Update from WeRTV Jannlee Watson 1. The Residents for Temescal Valley organization committees continue its active role in the Temescal Valley 1. Public Safety 1. Committee members completed CERT training and are now certified 2. Identity 1. Thank Werner Corporation for changing address to include Temescal Valley on their website 2. Next committee meeting at 6:00 PM on June 5 th at Senor Toms 3. Beautification 1. The community clean up of the Temescal Canyon Road (both sides of the road) between I-15 Freeway and Glen Ivy Road resulted in approximately 400 pounds of trash being removed 2. Continues acquiring quotes on the Temescal Valley community signage. Reaching out to communities and HOA s to see if they will display the new Temescal Valley signage. 3. Next Beautification meeting at 7:00 PM on June 5 th at Senor Toms 5. Development 1. Reviewing the proposed update to the County of Riverside General Plan which is now in the review stage for public comment that ends June 30, 2014 2. Next week on the WeRTV website we will be posting a link to the general plan so you can see what changes are being proposed for our area 6. Communication 1. Printed cards with all the committees and the chairman s contact information 7. Business 1. Seventeen (17) businesses attended the first business meeting and shared their ideas on how to better strengthen and support our Temescal Valley business community V. New Business

A. Update on RTA Transit Survey Rohan Kuruppu, Director of Planning for RTA 1. The Comprehensive Operational Analysis (COA) is nearing completion for the County of Riverside 2. The Riverside Transit Agency (RTA) provides transit services throughout the approximate 2,500 square miles or western Riverside County 3. Our ridership study shows that: 1) 37% are employed; 2) 46% are students; 3) 63% have a vehicle. Those that have a vehicle choose transit for a variety of reasons including, economical and convenient. Many of our riders access transit by walking. RTA is carefully deploying resources to areas with the highest residential, business, and population concentrations 4. RTA has set specific goals as part of the COA which include: 1) increase transit ridership; 2) good access to transit (walking distance); 3) customize services to meet ridership needs 5. The Temescal Valley is identified as an area needing service 6. Working on serving the Temescal Valley by identifying a new bus stop that will provide easy access on and off the freeway, connect with other transit modalities to provide access to Orange County, Riverside and other areas 7. As the Temescal Valley grows in population and jobs, the RTA will look to increase the service and service level frequency 8. The COA recommendation is expected to go to the Board in July with the final COA recommendation going to the board in October B. Presentation by Drill Tech Inc. on the proposal to Build Office Building at 22223 Forest Boundary Road Mark Hood 1. Development of a new two story building at the corner of Forest Boundary Road and Knabe Road at 22223 Forest Boundary Road next to the US Storage facility 2. Two buildings will be constructed on the site providing a combination of offices space, warehouse and wholesale area for company materials. The building height is 23 feet. 3. The new building landscaping would utilize the current landscaping at this site 4. The majority of the vehicle parking and equipment storage would be shielded from Forest Boundary Road and Knabe Road 5. The zoning is consistent with the proposed buildings 6. Less than twenty employees are expected to be working in the two Office/Industrial Tilt- Up Concrete buildings. All onsite parking. 7. Planning committee meeting June 5 th for this project 8. The community changes to the proposed Drill Tech Drilling & Shoring, Inc. Office/Industrial Tilt-Up Concrete Buildings (two) include: 1) a façade design that incorporates the façade design of the building at Montecito Drive and Corona Pointe Court in Corona, CA; 2) visual shielding of all vehicle parking and equipment storage from the street and surrounding residential communities (Wildrose & Retreat); 3) incorporate the Temescal Valley Design Guidelines C. Presentation on the Toscana Specific Plan a 1,443 Home Residential Development Jo Faris 1. Second presentation of the Toscana project to the Temescal Valley 2. Toscana is an approved specific plan. Approved in 2006 for the construction of 1,443 homes on approximately 960 acres. 3. Complete refinements to the Toscana project that include: 1) maintaining the current topography; 2) gated community; 3) emergency access; 4) more trails open to the public: 5) placement of two water tanks in an area with reduced visibility from the freeway and Temescal Canyon Road, 6) 5 acre public park with a ball park and equestrian feature; 7) dedication of approximately 540 acres of permanently conserved open space; 8) improvements to Temescal Canyon road to mitigate flooding 4. The amenities within the Toscana residential development will include: 1) main entrance at El Hermano Road; 2) two swimming pools; 3) amphitheater; 4) 2 recreation facilities 5) miles of local trails

5. Begin construction in mid 2015. Beginning with improvements along Temescal Canyon Road 6. A 2.8 mile public loop trail system 7. It is impossible at this time to know the pricing of the new Toscana homes 8. The public park now replaces the space originally identified in the Toscana project as a retail center. The public park is be funded by the Toscana community residents. By replacing the retail center for a park the traffic in this area is expected to be reduced. 9. Comments by Jannlee Watson 1. I would like to talk about the trails. There are two trails-correct? How many of those trails were approved when the specific plan was first approved? Is there a trail planned for planning area 19? Planning area 19 was designated as open space and a potential wildlife corridor identified in the Riverside multispecies habitat conservation plan as limited access into that area no off highway vehicles and it says that perimeter walls will be built around the community to prevent human and pet encroachment into planning area 19. What has changed in 8 years that it is ok to put a trail there now? We are still working with County staff on this as to exactly where all the trails systems will go. The trails are still in the initial planning stages. I don t know that they have identified any particular location. My concern is that you are putting a trail in that wasn t required by you; we don t know why you are doing it or who requested it. You are putting it in an area that we don t yet know is habitat conservation. Additionally, we have trails planned on the west side of the wash. The potential for fire and emergency vehicles to access fire on the east side is zilch right now. The project developers have gone above and beyond in trying to answer the concerns of resident about this project. They have done a great job. It is one of the most detailed specific plans I have ever seen. I would hate to see this project delayed because of the disputed placement of the trail that was not included in the original specific plan approved. I want my comments placed in the minutes. 10. Two community members from Dawson Canyon spoke in favor of the trail. A resident from Spanish Hills opposed the trail. It was stated that a person in Spanish Hills want the trail in area 19 for his business purposes. 11. The Toscana project includes the construction of two trails. One trail does not connect to another trail; it simply dead ends in the Spanish Hills community. 12. The Temescal Valley community objects to the construction of the trail in area 19 of the specific plan that dead ends due to: 1) the safety issues it creates in the Spanish Hills community; 2) the impact on wildlife habitat; 3) impact on wildlife corridor; 4) off road vehicle use; 5) the other trail planned for the community meets community needs. 13. The County is looking for an opportunity for an additional trail on the eastern side of the Interstate 15 freeway VI. Old Business A. Tom M c Mullen is the Code Enforcement replacement for Officer Molina 1. Code Enforcement is responsible for enforcing zoning, land use, housing and building code violations on private property 2. Thank you for cleaning up the storage yard along the Freeway 3. Code Enforcement violators can be fined multiple times until resolution of the violation 4. The general plan is available at the library. The County will be holding public meetings on the revision(s). 4. The Marques (monuments) price of $800,000 was higher than expected. EDA working on ways to reduce the monuments price. 5. The discussion on the DIF was postponed until June. I will keep the community informed as it comes back onto the Board s radar.

B. Transportation Update 1. We are working on bringing Ann Mayer or someone from RCTC for our June or July meeting to gain information on project impacts, timing, and what they are working on now.
