EA Registration Terra Nova Road Quarry File Ref No. 200.20.2528 2 NAME OF UNDERTAKING: Terra Nova Road Quarry PROPONENT: i) Name: Dexter Construction Company Limited ii) Address: 1 Crosbie Place, Suite 101, St. John s NL, A1B 3Y8 iii) CEO: Name: John Chisholm Official Title: President Municipal Group of Companies Address: P.O. Box 48100, Bedford, NS, B4A 3Z2 Telephone: 902-835-3381 iv) Principal Contact for purposes of environmental assessment: Name: Barry Downer Official Title: General Manager, Newfoundland Division Address: 1 Crosbie Place, Suite 101, St. John s NL, A1B 3Y8 THE UNDERTAKING: i) Name of the Undertaking: Terra Nova Road Quarry ii) Purpose of the Undertaking: Supply of aggregates for infrastructure projects in the Terra Nova and surrounding areas DESCRIPTION OF THE UNDERTAKING: i) Geographical Location: a) The proposed quarry is located on Crown Land six kilometers west of Trans Canada Highway on Terra Nova Road, approximately twelve kilometers east of Terra Nova b) The attached map in Appendix 1 shows the exact location of the proposed quarry in relation to the other active quarries in the area. The coordinates of the corners of the 7.8 hectare proposed area are shown. Access to the proposed quarry is via an existing road off the Terra Nova Road which leads to other quarries in the area. ii) Physical Features: a) There are no plans to erect any permanent building on the proposed quarry property. Access to the quarry property is already in place b) The size of the proposed quarry area is 7.8 hectares, see the attached map in Appendix 1. 1 Crosbie Place Suite 101 St. John s, NL A1B 3Y8 TEL: (709) 726-2574 FAX: (709) 726-2632 www.municipalgroup.ca

EA Registration Terra Nova Road Quarry File Ref No. 200.20.2528 3 c) The physical condition of the proposed 7.8 hectare area is general forest cover with an increase in elevation from north to south. A small stream and pond are located within 200 meters of the boundaries of the site, but are not located within the proposed quarry area. There are no other known watercourses or wetlands in the proposed quarry area. The area surrounding the proposed 7.8 hectare quarry area has been used for quarrying for many years; see attached maps in Appendix 1. iii) iv) Construction: Initial development / construction of the quarry will begin when Dexter Construction has an infrastructure project in the area. Operation: a) Development of the quarry will begin with removal of overburden to expose the bedrock. The overburden will be piled for future reclamation. Following this, the exposed bedrock will be blasted and crushed, screened and possibly washed using a portable crusher to meet the needs of the project. Depending on the needs of the local project, a portable asphalt plant may be used on site. When the project is completed, the portable equipment will be removed. No permanent structures will remain on site. b) Period of Operation: Annually between May 1 and December 31, depending on the needs of local projects. c) There are no anticipated sources of pollutants. The portable equipment that will be utilized is well maintained, meets emission requirements and is used for other project throughout Newfoundland and Labrador. The usage of this proposed quarry is consistent with the other quarries in the immediate area which have been operational for many years. v) Occupations: It is anticipated that the development and operation of the Terra Nova Road quarry will be undertaken using existing Dexter Construction personnel whom currently work on various company projects throughout Newfoundland and Labrador. vi) Project Related Documents: Attached in Appendix 2 is the Quarry Permit Application related to this site, submitted on March 2, 2016. Note that the original proposed area associated with this March 2, 2016 application was 4.9 hectares, however through discussions with government representatives it was determined that the area under application was 7.8 hectares and an environmental assessment registration is required. See attached in Appendix 2 an email 1 Crosbie Place Suite 101 St. John s, NL A1B 3Y8 TEL: (709) 726-2574 FAX: (709) 726-2632 www.municipalgroup.ca

APPROVAL OF THE UNDERTAKING: SCHEDULE: FUNDING: The proposed quarry will require a quarry permit issued by the provincial Department of Natural Resources. As mentioned above, the original application is attached. Initial development of the site is dependent on the timing of Dexter Construction being awarded an infrastructure project in the area, with the earliest being the spring of 2017. This project is funded entirely through internal Dexter Construction resources. No external funding is required.
