BUILDING GUIDELINES FOR RIVER RIDGE ASSOCIATION EFFECTIVE NOVEMBER 16, 2009 DO NOT BEGIN ANY CONSTRUCTION WITHOUT FIRST OBTAINING BOTH RIVER RIDGE AND MECKLENBURG COUNTY PERMITS. DOING SO SHALL RESULT IN A STOP WORK ORDER ISSUED BY RIVER RIDGE AND THE COUNTY, AND IN MOST CASES, AN ORDER TO TEAR DOWN THE ILLEGAL BUILDING AND NO GUARANTEE OF BEING ABLE TO RESUME BUILDING. AS STATED IN THE DECLARATION OF PROTECTIVE COVENANTS AND AGREEMENTS: 1. NO BUILDING, FENCE, WALL OR OTHER STRUCTURE SHALL BE COMMENCED, ERECTED, OR MAINTAINED UPON THE PROPERTIES, NOR SHALL ANY EXTERIOR ADDITION TO OR CHANGE OR ALTERATION THEREIN BE MADE UNTIL THE PLANS AND SPECIFICATION SHOWING THE NATURE, KIND, SHAPE, HEIGHT, MATERIAL AND LOCATION OF THE SAME SHALL HAVE BEEN SUBMITTED TO AND APPROVED IN WRITING AS TO HARMONY OF EXTERNAL DESIGN AND LOCATION IN RELATION TO SURROUNDING STRUCTURES AND TOPOGRAPHY BY THE ARCHITECTURAL COMMITTEE. AFTER APROVAL OF PERMIT BY THE ARCHITECTURAL COMMITTEE YOU MUST APPLY FOR A ZONING AND/OR BUILDING PERMIT FROM MECKLENBURG COUNTY IN BOYDTON, VA. 2. Each request to build shall be granted or denied as per its ability to fit in with the area, size of lot, materials used, etc. THERE WILL BE NO OPEN ENDED BUILDING PERMITS. Building permits will be active for a three (3) month period. If construction has not begun or been completed within this three (3) month time frame, you must renew your permit through the Association Office. You may only renew your permit three (3) times. All construction must be finished by then. Please advise the Association Office when construction is completed for final inspection. 3. Building permits BOTH River Ridge and the County MUST BE VISIBLE FROM THE STREET. Failure to post your building permit where it can be easily viewed shall result in a STOP WORK ORDER being placed against the property. No work can be resumed until a new permit is obtained from River Ridge. Anyone having a stop work order place on the property and not adhering to it will be issued a citation and may be assessed at the base rate of $50.00 plus $10.00 per day for each day they continue to work without required permits. This assessment will become a lien against the property. PLEASE POST YOUR PERMIT! 4. All construction must be according to plans as reviewed by River Ridge. Any variances from the original permit will require an amended permit. Anyone not adhering to the issued building permit will be issued a stop work order. Please see #3 above. Assessments will continue to accrue until items are corrected.
5. All structures, campers, mobile homes, room additions, roof supports, decks, porch, sheds, carports and all kinds of garages must be seven and one-half (7-1/2) feet from all property lines. 6. Your property line, 7 ½ foot setback line as well as the building request placement must be marked off before your building permit can be approved. This also applies to the placement of a mobile home, RV, or camper. Stakes and strings can be used to mark off your lot. 7. All fences and walls shall be no higher than four (4) feet and a minimum of six (6) inches back from all lot lines. 8. THERE SHALL BE NO (2) TWO STORY BUILDINGS OR LOFTS IN RIVER RIDGE. Structures being covered: All A frames, roofs or metal carports shall not exceed 5/12 pitch and constructed no higher that three (3) feet from the roof covering the mobile home, RV or camper. 9. Any groundwork done on an incline area MUST use silt screening or fencing to prevent any wash off. 10. All building materials used in the construction of any structure shall be new materials. 11. Under no circumstances will campers older than twelve (12) years be allowed to be set up or moved from one lot to another without inspection and approval. No construction or office trailers are permitted. 12. All campers or RV s with current registration and license tags will not be considered permanently mounted as long as they have all wheels and tongue attached and are readily mobile. 13. Any property owner planning to set up a trailer, RV or mobile home on a permanent basis must obtain a permit from River Ridge and Mecklenburg County in advance before entering the Association property. 14. All mobile homes or campers permanently mounted must be anchored down to meet the uniform building code. Please contact the Mecklenburg County 15. All storage sheds must obtain a permit from River Ridge and the Mecklenburg Zoning Office. You may also need a Mecklenburg Country Building permit. All sheds must be 7 1/2 feet off the property line. 16. A detached one story accessory structure used as a tool/storage shed must comply with ALL of the following conditions: 1. Shall NOT be used for any sort of habitable space 2. Building height shall NOT EXCEED 12 FEET 3. The minimum distance from the finished floor level to grade SHALL NOT EXCEED 18 INCHES.
17. No delivery of mobile homes, large trailers or movement of heavy equipment (dump truck, backhoes, etc.) or any groundwork will be allowed after 12:00 noon on Fridays until 8:00 AM on Monday morning unless prior arrangements are made with the head of Maintenance Department with WRITTEN PERMISSION. Additionally, all heavy equipment using the roads of River Ridge for any purpose will require a $500.00 deposit prior to being admitted into River Ridge to cover the cost of any damage to the roads or property. In the event that the $500.00 deposit does not cover the cost of damages incurred, the property owner having hired the worker shall be responsible for any balance due to correct damages either to River Ridge or other property owners. 18. If you own two lots side-by-side or front to rear and wish to build over the property line separating the two lots, you must have the lots married with the County and a copy of the new deed attached to the building permit application. No one may build over a property line that underground utilities run through unless the utility is moved. Permission to move the utility must be obtained from River Ridge Maintenance. The property owner will pay all costs associated with moving the utility. Work is to start after maintenance department is advised, consulted and permission is given in WRITING by the head of the maintenance department. Failure to comply may result in fines. 19. A screened porch may be enclosed a maximum of three (3) feet from the bottom of the flooring. THESE RIVER RIDGE BUILDING CODES REPLACE ALL PREVIOUS CODES FOR CAMPERS AND MOBILE HOMES PRIOR TO NOVEMBER 14, 2009. THESE GUIDELINES ARE IN PLACE FOR THE SAFETY, BEAUTIFICATION AND ENJOYMENT OF RIVER RIDGE PROPERTY OWNERS. THE BOARD OF DIRECTORS MAY ADD OR DELETE AMENDMENTS AS THEY ARE WARRANTED. CAMPING SECTION BUILDING CODES EFFECTIVE NOVEMBER 16, 2009 1. THE CAMPING SECTIONS HAVE UP TO 50 AMPS OF ELECTRICAL SERVICE FOR EACH LOT. THERE IS NO GUARANTEE THAT YOU WILL RECEIVE THE FULL 50 AMPS AT ANY GIVEN TIME. RIVER RIDGE TAKES NO RESPONSIBILITY FOR ANYONE NOT BEING ABLE TO GET ADEQUATE ELECTRICITY FOR ANY ADDITIONS BUILT ONTO A CAMPING TRAILER OR RV. THE CURRENT ELECTRICAL SETUP WAS INSTALLED TO ACCOMMODATE ONE CAMPING TRAILER OR RV. THINK AHEAD, DESIGN ACCORDINGLY AND USE GAS WHENEVER POSSIBLE. 2. When the underneath side of any camper, room addition, deck, porch or shed is used for storage, underpinning is required to cover the view of the stored articles.
3. A porch or deck may be built on the front, side or rear as long as it complies with the 7-1/2 foot setback. Porch may be open or screened. Screened porches must have at least one door or opening to the outside. 4. RV s or camping trailers destined to camping lots cannot exceed forty (40) feet in length and eight (8) feet in width. Slide outs are not considered part of the eight (8) foot width but must comply with the 7-1/2 foot set back. 5. When building onto or over a RV, a camper or a camper with slide outs, slide outs shall stay 7-1/2 feet from the lot line. 6. Truck campers must remain on the truck at all times. An A frame unattached over it with a porch front or back is allowed. The A frame and porch may be the width of the pop up, plus two (2) feet with both ends above the structure open. Roof pitches shall not exceed 5/12 or less. A frame or metal carports can be no higher than three (3) feet from the roof covering. Porch may be open or screened and must have a door or opening to the ground. No room enclosures or two (2) story or loft allowed with pop up campers or truck campers. 7. No more than one (1) permanent camping unit is permitted on any lot at any time in the camping areas. Exception: A pop up camper or a tent may be erected for a period not to exceed two (2) weeks. 8. Owners may build an addition of the front (exit door side) the length of the camper, including the tongue not to exceed twelve (12) feet wide. An additional structure may be built on either end of the camper. At least one (1) end or side of the camper must be left open. CAMPER, RV, CAMPER WITH SLIDE OUTS, POP UPS OR TRUCK CAMPERS MAY NOT BE ENCLOSED ON ALL SIDES. NO EXCEPTIONS! 9. Property owners should first check with maintenance before bringing in new campers that are rated for 50-amp service. 10. No bathroom facilities (toilets, sinks, showers) inside or outside unattached structures. PROPERTY OWNERS ARE ADVISED TO READ THESE RULES THOROUGHLY PRIOR TO DESIGNING AND BEGINNING CONSTRUCTION. MOBILE HOME COYOTE, EAGLE, FOX AND INDIAN VILLAGES EFFECTIVE NOVEMBER 16, 2009 1. All RV s and campers in the mobile home sections shall be hooked to the central water, sewer and electrical service systems. Mecklenburg Electric Cooperative will meter the electrical system to each individual lot. All toilets must be of the flush type. Indian Village owners must check with the Association Office to see if they qualify as a mobile home lot. 2. All mobile homes must be completely skirted or underpinned by brick, blocks, masonry or material similar to the outside covering of the mobile home. 3. Mobile homes may be permanently located in the mobile home section, provided they are not less than 420 square foot and hooked to the central water, sewer and electrical systems. 4. All open or screened in porch, deck or room addition may be built on the front, side and rear as long as they construction is 7 1/2 feet from the property line. Any additions cannot exceed the total square footage of the mobile home. All additions must have a door opening to the outside. This is a County Ordinance. 5. A foundation can be dug out if no higher than four (4) feet above finished grade at the highest point. 6. No A-frames will be permitted to completely enclose a mobile home. Roof extensions to build a room addition, porch or screen porch on one side the length of the mobile home will be permitted. It must have a door or opening to the outside. 7. Under no circumstances will mobile homes older than six (6) years old be allowed. PROPERTY OWNERS ARE ADVISED TO READ THESE RULES THOROUGHLY PRIOR TO DESIGNING AND BEGINNING CONSTRUCTION.
