Page 1 of 5 Cox s Bazar Bangladesh: Rohingya Refugee Crises Emergency Shelter/NFI Kit Technical Guidance Version 1.0 - April 2018 Shelter / NFI Sector V1 April 2018 Introduction In the initial stages of an unfolding crises involving mass displacement of populations, access to adequate shelter can be a critical determinant for survival. Shelter is essential to provide security and personal safety, protection from the climate and enhanced resistance to disease and ill health. With a rapid displacement of large numbers of people, it is important to provide shelter solutions as quickly as possible. Rather than waiting for the provision of tents or other such temporary shelter solutions, relief items such as plastic sheeting and rope can provide the basis for a simple shelter or can be used to repair or upgrade damaged shelters. Entering the monsoon and cyclone season the likelihood of weather events that might lead to floods, landslides and wind damage to the shelter is significantly increasing. Large number of the population might be affected by those events leading to the need for immediate shelter and NFI assistance. The Emergency Shelter/NFI Kit provides items to be used for the immediate short term. The provision of this kit is appropriate only directly after emergency and has to be later on supplemented with other Shelter and NFI items (Upgrade Shelter kit, Mid-term Shelter ). Where possible, it is encouraged to distribute items with orientations such as better use of tarpaulins and rope, and IEC materials.
Page 2 of 5 Considerations Security Some of the items within the list may need consideration to safety, security and mitigation to potential violence within displaced families and communities. Always consider the distribution of items and consult with communities and authorities before planning and undertaking distributions. Minimum Packages The Emergency Shelter/NFI Kit represents the minimum package to be distributed after disaster. This items can be complimented with individual materials/items. After the distribution of Emergency Shelter/NFI Kit further shelter and NFI interventions are needed. Items The list of optional items represents the Shelter and household NFIs that were identified as priority items to supplement essential items in Emergency Shelter/NFI Kit. NOT for Cash Based or Local Market Responses After the emergency the Emergency Shelter/NFI Kits should be distributed in kind. It is likely that the access to the markets will be limited in immediate aftermath of disaster. Distribution and Storage Emergency Shelter/NFI Kits are intended for the prepositioning and distribution immediately after the emergency. At that time it is likely that there will be limited access to the affected population. The distribution might take place using porter system. The weight and bulk of items has to be taken into account when adding any additional items. Note: all weights are in Kg per piece. They are based on the specifications available.
