Introduction The Jamaica Ship Registry (JSR) is administered by the Maritime Authority of Jamaica (MAJ) a statutory corporation established under the Shipping Act 1998. Main objective of the MAJ is to : 1.Develop shipping 2.Regulate matters pertaining to merchant ships and seafarers. 3 Introduction Functions of the MAJ: 1. Administer registration of ships 2. Regulate certification of seafarers 3. Regulate safety of shipping-construction & navigation 4. Administer policy for the development of shipping in general 5. Inspect ships for maritime safety/prevention of marine pollution 6. Establish maritime training and safety standards 7. Conduct Casualty investigations affecting ships 4 2
Structure of the MAJ Board Of Directors (8 members) Director General Deputy Director General Legal Affairs Corporate Services Shipping Policy & Research Safety, Environment & Certification Marketing & Public Relations 5 Introduction In relationship to the JSR, the technical directorate (Directorate of Environment, Certification and Safety (DSEC): Provides technical evaluation of the suitability of vessels prior to acceptance for registration under the Jamaican flag Approves the manning level for ships Issues crew certification/endorsements Establishes and manages the worldwide network of surveyors which conduct registration and annual flag State surveys of Jamaican vessels Responds to any technical issues concerning the vessel (E.g. Port state control detentions, request for exemptions) Investigates (preliminary) marine casualties involving Jamaican ships 6 3
JSR A A Commitment to Quality IMO INVOLVEMENT/ REPRESENTATION IMO member since 1976; a party to all the major international safety, (security) and pollution prevention (compensation/liability) conventions MAJ provides effective representation of Jamaican flagged ship owners at critical IMO meetings such as STW, Council, Technical Cooperation, Assembly, MSC, MEPC, FSI and Legal Committees. JSR Onwards No detentions in 2008 With our plans and progress towards growing the registry we are committed to continued vigilance and improvement of our oversight of the vessels under the Jamaican flag to ensure that we not only remain off the various black and target lists but that as our fleet size and inspections increase the JSR will achieve white list status. 23 12
