MEMORANDUM TO: FROM: City Council David J. Deutsch City Manager SUBJECT: Status Report DATE: October 11, 2012 Status Report 1. BGE Four-Year Tree Trimming Cycle BGE is currently conducting their four-year tree trimming cycle in Bowie. This trimming began in May and will continue until December 2012. More trimming is planned in subsequent years. This trimming is a standard part of the BGE maintenance of tree growth around power lines. Different sections of the City will be trimmed at different times depending on when their last trimming occurred. This year, in response to the 2011 Maryland Electricity Service Quality and Reliability Act, the Maryland Public Service Commission (PSC) developed new regulations through a rule making process (RM43) to govern how Maryland utilities manage electric reliability. Sara Pyrant, the BGE Tree Forester for this area, indicated the following with regards to this trimming: "The Maryland Public Service Commission enacted RM43 May 1st. These are new regulations for utilities. A portion of RM43 addresses vegetation management. The largest impact that will be seen is along the mains of our circuits where we will no longer allow vegetation to overhang the wires. Since our Bowie Trimming Specifications do not allow overhanging limbs, there should be little change to the amount trimmed in Bowie. The only difference that may come into play is that we've moved from a footage clearance standard, to a 4-year clearance standard. For example, our old standard for a single phase wire was 6 feet, and now it will require that vegetation not grow back to the wire within 4 years. So there could be a difference when you're dealing with a fast grower like a silver maple. It may require some additional trimming to achieve 4 years of clearance. We notify every customer with a door hanger that has the notification person's phone number on it in case the customer has any questions. If trees are being removed, we require a faceto-face meeting with the customer." STATUS REPORT 2 October 11, 2012 2. Second BGE Smart Meter Open House at Senior Center BGE is planning a second smart meter open house at the Senior Center. This event is scheduled for Tuesday, October 23 rd from 9:30 to 11:30 a.m. The first smart meter open house meeting occurred at the Kenhill Center on Thursday, October 4 th. Approximately 20 residents attended this meeting along with Mayor Robinson and Councilmember Gardner. 3. Economic Development Committee (EDC) The EDC held their regular monthly meeting. The topic, Retail Update - Bowie Route 450, was the first in their three-month retail series. Three guest speakers provided insight and information: Carter Davis from JBG Rosenfeld talked about his company's success at Free State and their lack thereof at Marketplace; Luke Jackson from Buxton Inc. talked about retail supply and demand and explained the types of retail tenant attraction studies his company provides; Bill Holzmann with St. John Properties, Inc. talked about the integration of retail into the Melford office park and mentioned some of the challenges they have faced seeking tenants. The next regular EDC meeting is Wednesday, November 14, 2012. 4. Stream Cleanup This Saturday, October 13, at 9:00 a.m., volunteer Stream Teams will head out for our 10 th cleanup. We will again have several Girl Scout and Boy Scout Troops, the Bowie Lions Club and several other school, church and civic groups. We are expecting to surpass the 2,000 mark for numbers of volunteers who have joined us since our first cleanup in April 2008. Earthquake Drill Thursday, October 18, 2012 The City of Bowie is encouraging residents, employees, and local businesses and organizations to participate in the Great SouthEast ShakeOut on Thursday, October 18, 2012 at 10:18 a.m. Organizers expect it to be the largest earthquake drill ever, taking place all over the SouthEast. Starting at 10:18 a.m., participants will be asked to drop, cover and hold on for one minute. That means finding a relatively secure spot like under a sturdy desk or against an interior wall, and hanging on through an imagined temblor. Why is it important to do a Drop, Cover, and Hold On drill? To react quickly we must practice often. We may only have seconds to protect ourselves in an earthquake, before strong shaking knocks us down or drops something on us. Practicing helps us to be ready to respond. We encourage everyone to visit www.shakeout.org/southeast to learn more and practice how to be quake-safe with the rest of the SouthEast. The life you save may be your own. 6. Shredding Event - Saturday, October 20, 8 a.m. to 2 p.m. at City Hall The City has organized a community shredding event for residents on Saturday, October 20 from 8 a.m. to 2 p.m. in the parking lot at City Hall. Residents can also drop off polystyrene Styrofoam, such as the kind used in packaging electronics, for recycling at this event. A flyer advertising the event is attached. 7. Leaf Collection Begins November 5 The City's curbside leaf collection program will run from November 5 to December 20. Each single-family residential neighborhood will have two pickup dates during that time frame.
