Section 4(1)(b)(i) Particulars of the Organisation, Functions and Duties: Prasar Bharati (India s Public Service Broadcaster) is the public service broadcaster in the country, with Akashwani (All India Radio) and Doordarshan as its two constituents. It came into existence on 23rd November 1997, with a mandate to organize and conduct public broadcasting services to inform, educate and entertain the public and to ensure a balanced development of broadcasting on radio and television. OBJECTIVES The major objectives of the Prasar Bharati Corporation as laid out in the Prasar Bharati Act, 1990 are as follows: (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) Upholding unity and integrity of the country and the values enshrined in the Constitution. Creating awareness about women s issues and taking special steps to protect the interests of children, aged and other vulnerable sections of the society. Providing adequate coverage to the diverse cultures, sports and games and youth affairs. Promoting social justice, safeguarding the rights of working classes, minorities and tribal communities. Expanding broadcasting facilities and promoting research and development in broadcast technology. PRASAR BHARATI BOARD The Corporation is governed by Prasar Bharati Board, which comprises a Chairman, an Executive Member (also known as Chief Executive Officer), a Member (Finance), a Member (Personnel), six part-time Members, a representative of the Ministry of Information & Broadcasting and Directors General of All India Radio and Doordarshan as ex-officio Members. The Chairman is a part time member with six year tenure. The Executive Member, the Member (Finance) and the Member (Personnel) are whole time members, also with six year tenure, subject to the age limit of 62 years.
Prasar Bharati Board meets from time to time and deliberates on important policy issues and gives directions to the executive to implement policy guidelines. ORGANIZATIONAL STRUCTURE Prasar Bharati Board functions at the apex level ensuring formulation and implementation of policies of the organization and fulfillment of the mandate in terms of the Prasar Bharati Act, 1990. The Executive Member functions as the Chief Executive Officer (CEO) of the Corporation, subject to the control and supervision of the Board. The CEO, the Member (Finance) and the Member (Personnel) perform their functions from the Prasar Bharati headquarters at New Delhi 110001. All important policy matters relating to finance, administration and personnel are submitted to the CEO and the Board through the Member (Finance) and the Member (Personnel) as required, for the purpose of advice, implementation of proposals and decisions thereon. Officers from different streams working in the Prasar Bharati Secretariat assist the CEO, the Member (Finance) and the Member (Personnel) in integrating actions, operations, plans and policy implementation as well as look after the budget, accounts and general financial matters of the Corporation. Prasar Bharati also has a unified vigilance set up at the headquarters, headed by a Chief Vigilance Officer. Prasar Bharati Marketing offices located at Mumbai, New Delhi, Kolkata, Chennai, Bangalore and Hyderabad look after marketing activities of both All India Radio and Doordarshan. To facilitate decision making, the Policy & Executive Committee (earlier known as Management Committee) chaired by the CEO, has been constituted for both All India Radio and Doordarshan. The Directorate General of All India Radio and the Directorate General of Doordarshan are headed by the Directors General. They function in close association with the Member (Finance), the Member (Personnel) and the CEO, in carrying out the day to day affairs of AIR and Doordarshan. Both in AIR and Doordarshan, there are broadly four different wings responsible for distinct activities viz. Programme, News, Engineering and Administration & Finance. OBJECTIVE OF ALL INDIA RADIO A national service planned, developed and operated by the Prasar Bharati, India s Public Service Broadcaster. Sound broadcasting started in India in 1927 with the proliferation of private radio clubs. The operations of All India Radio began formally in 1936, as a government organization, with clear objectives to inform, educate and entertain the masses. Broadcasting in India, being a national service, constitutes the most powerful medium of mass communication. It plays a significant role, as a medium of information and education, in a developing country, where the reach of other communicating media is not extensive. All India Radio keeps the people all over the country informed quickly about Government policies, plans, programmes and achievements, through the medium of sound broadcasting with a variety of programmes. It also keeps the people informed of the important news and current events of topical interest and provides an appreciable amount of entertaining programmes. Through its broadcasting, AIR seeks to promote education, national integration and also develop various aspects of Indian culture. It also gives timely assistance to public and Government Departments by quick dissemination of information during natural calamities. It runs a Commercial service which helps in promoting sale of goods and services through advertisement. In short, it informs, educates and entertains people in different languages, through a variety of programmes on cultural, educational, scientific, agricultural, health, hygiene, fine arts, socio-cultural themes, etc. and earns substantial revenue for the Government through Commercial Broadcasting. ALL INDIA RADIO The Director General, All India Radio is responsible for the overall administration of the All India Radio network. When India attained Independence in 1947, AIR had a network of six stations and a complement of 18 transmitters. The coverage was 2.5% of the area and just 11% of the population. Rapid expansion of the network took place post Independence. AIR today has a network of 237 broadcasting centres with 149 medium frequency(mw), 54 high frequency (SW) and 177 FM transmitters. The coverage is 91.85% of the area, serving 99.18% of the people in the largest democracy of the world. AIR covers 24 Languages and 146 dialects in home services. In Externel services, it covers 27 languages; 17 national and 10 foreign languages.
All India Radio is divided into four wings: Programme, News, Engineering, Administration & Finance: Programme Wing deals with all aspects relating to programme conception, production and procurement at the national, regional, and local level. News Wing puts out news bulletins and other current affairs programmes at the national and regional level. Engineering Wing deals with all the hardware requirements of the entire network, including the space segment and the studios, transmitters etc. Administration and Finance Wing deals with the administrative and financial aspects including general administration, personnel management, budget and plan coordination.
