Wake County Utility Coordinating Meeting PSNC Energy-South Raleigh Office Located at 4211 Global Street, Raleigh, North Carolina 27610 April 25, 2017 Meeting Time: The Wake County Utility Coordinating Meeting was called to order by Mazetta Wynn at 11:08 am. Total Members Present There was a total of 56 members present at the April Wake County Utility Coordinating Meeting according to the sign in sheet. Members have been asked to please sign in so that an accurate count of attendees for each meeting can be documented. Welcome of Members and Guest: Mazetta Wynn with PSNC Energy welcomed everyone to the 4th UCC meeting of the year. Bathrooms are located out the double doors and straight down the hallway to the left. In case of a fire emergency, everyone should exit out through the double doors turn right into the hall way exiting out the door and walk towards the street and wait at the PSNC Logo sign at the front of the entrance. Special Thank You: Lunch was provided for this meeting by Robert Yu with USIC. Thank you again Robert Yu with USIC for providing lunch for us during this meeting!!! Blessing of the Food: Blessing of the food was provided by Mazetta Wynn before we started lunch which began at 11:39 am. Introduction of the Members and Guest: Mazetta Wynn welcomed everyone to today s meeting again and a formal introduction of the guests and members from left to right announcing their name along with the company they are affiliated with. Safety Moment: Mazetta Wynn reminded everyone of the safety moment from the last meeting that Donna Zuniga with Duke Energy advised when you have your headlights on the Auto Setting. The auto function is when headlights will automatically come on when the sensor detects the level

of light or dark to make them come on. She have found with this auto function, the sensor will not make the lights come on when it is raining as it may not be dark enough to trigger them to come on. However, in North Carolina it is the law for headlights to be on when using the wipers. Therefore, when it is raining, you may have to manually turn on your headlights. Mazetta found out that her vehicle is the same way so she advise that she s turning her lights on when it s raining. Approval of Minutes: First Approval: Linda Rocchetti with the City of Raleigh 2nd the Motion: John Lecco with Charter/Time Warner Old Business: No old business to discuss in this meeting. New Business/Contractor Discussion Sandra Johnson presented to the UCC members and the following was approved. Donna Zuniga with Duke Energy- Co-Chair Tiffany Elie with PSNC Energy-Secretary Contractors: Andy Leviner with Spirit Communications and Wade Morrison advised that after this meeting we can all step aside and go over a few things reference pre-construction and any concerns for those who are interested. It s a follow up from the previous meeting. Guy Smith extended the invitation to individuals in regards to the Locate Conflict Resolution Ticket meeting following the UCC meeting. Sandra Johnson advised that the Justus Everett with ABE Utilities Inc. agreed to sponsor us for the contractor breakfast which will be held on October 24, 2017 at the North Carolina State University Club. All paperwork have been signed for this event. It will be a breakfast and a short meeting. The total cost for using the facility will be between $3,500 through $4,500. We will have two speakers for this meeting. Betty Pearce with the Town of Wake Forest have committed to $250.00. Concerns/Issues: Mazetta Wynn ask Jeff Bartley with NC811 to go over the new NC811 APP as a lot of our locators aren t very familiar with how it works and the look of the new app. NC811 Report: Jeff Bartley presented the tee shirts to the members celebrating the NCUCC 75 th Anniversary and NCUCC Playing Cards were available.

Jeff Bartley presented the NC811 report for the month of March 2017. The North Carolina Utility Coordinating Committee celebrating 1942-2017 75 th Anniversary this year. The NC 811 Center received locate request totaling 172,850 in 2017. The total locate request in 2016 was 173,038. This was a decrease of -0.1%. Transmission Locate request was 914,934 in 2016. Current Locate request in Transmission was 985,116 in 2017. This was an increase of +7.7%. The total number of locate tickets for 2017 was 467,520 which was 7.6% over 2016. Total year to date of transmission tickets are 2,642,462 which is a total increase of 14.5% over 2016. There was a total ticket volume of 71,680 for Wake County in 2017. The average locate per day was 874. The total county ticket distribution in Wake County was 26,322. We had a total of 653 Incidents for the state of North Carolina. Wake County had a total of 140 incident reports to NC811. RTE TIP: It is the excavator s responsibility to specify the type of proposed excavation or demolition operation to be conducted when creating a NEW dig ticket. For more information regarding Excavator responsibilities see 87-122 of the Underground Safety and Damage Prevention Act. April is National Safe Digging Month.
