Introductions were made. Upon a motion for approval made by Trish Glees and seconded by Chris Ranney, the March 6, 2018 meeting minutes were approved. RIK PROGRAM STATUS REPORTS: 5310 and JARC Budget Report: Krystal stated Pace Billing has been finalized for October-December 2017. Everyone except Elgin Township was overcharged and should receive a minimal credit on a future bill. Also the number of rides for South Elgin and St. Charles Township changed between JARC/NF for December. Those changes will not affect your December dollar amounts. Krystal referred to the Grant Fund total and Sponsor Cost spreadsheets in the agenda packet for review and discussion. Krystal noted no significant change with the cost or total number of rides since last meeting. JARC rides are averaging a monthly cost of $26,246.38. There is enough JARC money remaining to last until 2/2023, still in Phase 7/8, not even into 9/10 yet. 5310 rides are averaging a monthly cost of $63,403.85. We are currently in Phase 13/14. There are enough 5310 funds (Phase 15/16) to last until 11/2021. Registration and Ridership Reports and Customer Complaint Records: Krystal referred to the Nelson Nygaard reports and Sponsor Cost spreadsheets in the agenda packet for review and discussion. Krystal noted no significant change with the cost or total number of rides since last meeting. There was not a representative from Pace at the meeting to discuss the Customer Complaint records. RTA Updates: Rahman Burton stated that he continues to visit agencies and libraries in the area to promote the RIK program as well as the fixed route services. If you would like him to visit a specific place please let him know. Riders Guide Update: Jennifer Becker sent an email requesting all sponsors review the changes she initially

made to the Riders Guide. She received no responses. So she included a copy of the changes for open discussion. Several suggestions of changes were made. Jennifer will incorporate those suggestions into the Riders Guide and re-present at the next meeting in September. New Sponsors: Fred Dornback has been working with the Village of Elburn to join the RIK program. All Elburn riders and activity would be categorized as Blackberry and Fred would bill Elburn separately. Board approval is needed from both parties in order to finalize the agreement. Fred will continue to update the committee when he has more information. Public Comment: There was no public comment. The meeting was adjourned by unanimous consent at 10:34 am.

She began by stating the purpose of the meeting was to address issues with Ride in Kane and improve the quality of services. Introductions were then made. Melinda Metzger introduced Jim Mullaghy who will be the new Ride in Kane project manager, replacing Joe Pinkston. RIDE IN KANE PROJECT OVERVIEW/SERVICE STATUS REPORT Sally Williams gave an overview of what Ride in Kane is. She explained that it is a para-transit service that is above and beyond ADA services. She went on to say that the parameters are developed by local sponsors. Sally addressed on-time performance. She stated that all services are tracked in a data base through trapeze software. There is a 15 minute window on either side of the designated pick-up time. There is also a mechanism within trapeze in regards to appointment times. Appointment times should be conveyed to the call takers when arranging rides. This will assist is negotiating pick up times in order to arrive on time to appointments. Sally also emphasized that Ride in Kane is a shared ride service. Sally stated that the buses are equipped with mobile data locators. Everything is time stamped. All calls are recorded through the voice logger system. Pace handed out a new brochure on Trip Check which is a new web-based service to allow riders to view the status of their rides and to cancel their rides online. COMPLAINTS/INVESTIGATION PROCESS AND REPORT Included in our packet was the Complaint Process form which outlines the steps to report issues to the Customer Relations department which forwards the information to the Quality Assurance department. Each time there is a complaint, the first thing that is done is 30 days of service is looked at to see if there is a pattern. Complaints are then networked to the actual provider of the service. There was some discussion about the so-called stranded line and how it is not working as it was initially explained to the

sponsors. Melinda Metzger stated that if at any time we are not getting the assistance we need that we can contact her. Her cell number is 847-650-7223. Maurice reviewed a report about the number and type of complaints for the months of January through May 2018. Krystal Spracklen asked that the report be more detailed as it had in the past. She will send an example to both Jim and Maurice. OPEN DISCUSSION There was a lengthy discussion about stranded riders and about continuously being told that the ride will arrive in 15 minutes. Pace states that the call center should be checking with the provider to find out where the ride is and how far out and should not just be saying 15 minutes. There is confusion about what is the number to call if after calling the call center your ride still does not show up. Riders should call 1-800-606-1282 and pick option 2 if their ride has not arrived within 30 minutes of their pick up time. The Rider s Guide and possible wallet sized information cards with important numbers on them were discussed. The web-site was also discussed as to being revamped to add more information on it. Krystal asked again if it was possible to get the arrival time added to the activity reports to make it easier to assess how long individuals are on the buses. The delay is getting invoices was also discussed. Bill Catchings submitted a spreadsheet that shows on average it takes 77 days to receive an invoice. The shortest time since January 2017 has been 43 days. The longest time has been 110 days. Last invoice received to date has been for March. Sally and Rosemary said they were looking into this and hope to be timelier. Krystal mentioned that the last invoices they received all came at the same time (January March). She encouraged Pace to release the invoices individually in order to have the turn-around time to be more consistent. Meeting ended at 1:00 pm.

It's not mandatory to have a cell phone to use GoGoGrandparent, but if you don't have one, be sure to tell us when you register and a Professional Grandchild will help you figure out the best option.

Step Four (optional) Contact your driver directly by calling 1 (855) 464-6872 and pressing 3 at any time. A few common questions Can I cancel my ride? Yes, you can cancel your ride by pressing 9. During periods of normal demand, you have five minutes to cancel your ride for free. If it s been longer than five minutes or if demand is higher than normal, a cancelation fee of $5 - $10 is charged. When the driver arrives, they'll call you three times, then GoGoGrandparent will call you two times. If you're nowhere to be found, whatever the cancellation fee is in your area will be applied. 100% of the fee goes to compensate the driver for their time. How much does it cost? These rides are usually up to 35% the cost of a cab. We ll quote you the fare every time you call. The rate may change when demand is high, but it ll only take a few minutes to go back to normal. We will call you to tell you how much was charged to your card after the trip, or we'll email you if you have an email attached to your account. Who are the drivers and do I tip them? We subcontract drivers from popular ride-sharing services like Uber and Lyft. We communicate with driver's to insure they are prepared to offer extra assistance and we blacklist drivers that do not perform up to our standards. Tipping is voluntary and recommended in the cases where you ask your driver to lift something up, like a walker or groceries. Though not guaranteed, most drivers are happy to make multiple stops and open doors.

Rider Etiquette Ride in Kane is a public transportation service. A rider may be riding with other individuals at any given time if origin and/or destination locations are within reasonable distances. This means other stops may be scheduled during transit to the Rider s destination. Riders are expected to maintain appropriate behavior during transit. If, at any time, the driver feels a rider is unsafe to transport, they may stop and call 911. The providers of the transportation and the sponsors reserve the right to revoke registration to the Ride in Kane program at any time. Any person who believes she or he has been affected by any discriminatory practice under Title VI may file a complaint with their sponsoring agency or the Association for Independent Development (AID), the program administrator. Ride in Kane Rider s Guide Ride in Kane is a shared public paratransit service for eligible seniors and people with disabilities. A rider may be riding with other individuals at any given time. Other stops may be scheduled during transit to a rider s destination. The trip length and time may be longer than direct travel based upon routing. 1. Register -In order to participate in Ride in Kane, you must be a registered rider. Riders are registered via local sponsors. To find out if you are eligible to use the service either contact the Ride in Kane Information Line at 888-480-8549 or visit the program website at www.rideinkane.org. 2. Ride Fares Riders pay $4.00 exact cash fare for each trip made for the first 10 miles of any trip. The fare is $1.50 every additional mile over 10 miles. Trip cost is calculated at time of booking. Cash fares subject to change by Ride in Kane Sponsor Committee 3. Service - Service is provided 365 days a year, 24 hours a day, 7 days a week, including holidays. Service is provided by handicapped accessible buses and taxis as determined by your local sponsor and the Pace Call Center. Ride pick-up is from origin to destination. Drivers do not provide assistance in and out of buildings but will make every effort to assist a rider in and out of the vehicle.

4. Schedule a Ride After you become a registered rider, you can schedule a ride. The rider must provide the following information: Complete and exact address and phone number of your origin and destination. 1. Appointment times (i.e. doctor, dentist, hair, etc.) or employment hours allow a minimum 15 minute buffer between arrival time and appointment time. 2. Physical description of pick-up area including entrance, driveways, signs, and building names, numbers, letters etc. This is very important for locations with multiple entrances 3. Major intersections or cross-streets closest to pick-up location if known. 4. If applicable, companion mobility aids. Before you end the call, have the booking agent confirm the following information: 1. Pick-up time 2. Appointment time 3. Pick-up location exact address Door #, entrance 4. Drop off location exact address Door #, entrance 5. Special instructions for the driver 6. Return trip information 7. Cost of trip (cash only and exact change required) 5. Travel Assistants & Companions Ride pick-up is from origin to destination. Drivers do not provide assistance in and out of buildings but will make every effort to assist a rider in and out of the vehicle. When a rider s needs are beyond the responsibility of the driver, a travel assistant is required. One travel assistant or companion (i.e. spouse, family member, friend, etc.) may ride at no charge. The mobility needs of the extra rider (assistant or companion) needs to be conveyed to the call center when scheduling the ride to assure adequate space is available. 14. Subscription Rides If travel is required for two days or more per week to the same location for an extended period of time, the rider may apply for a subscription. Subscription rides eliminate the need for contacting a booking agent to book trips every week except for the occasional trip adjustment and cancellation. The same cancellation policy applies to all trips. To apply for subscription rides, contact your sponsor. Not all sponsors allow for subscription registrations. 15. Group Trips Group trips are when 3 or more riders are departing from and returning to the same location. Group riders receive a discounted fare. We strongly encourage scheduling group trips whenever possible. Please contact your sponsor for more information. Prepaid fares are not accepted. 16. Comments/Complaints/Compliments Safety, courtesy and on-time performance are expected of all our transportation providers bus, van or taxi. Please contact Pace Quality Assurance representatives at 847-364-7223 to submit comments, complaints, and/or compliments regarding Ride in Kane. Be prepared to describe the nature of the incident along with the date and approximate time, with as much detail as possible. Contact us immediately following the incident to get the most accurate report and timely response. Some sponsors have complaint forms for use by riders, please contact your sponsor for a form. Riders may request a copy of the Complaint, Grievance, and Appeal Procedures from their respective sponsors. A copy is posted on the Ride in Kane website. This procedure lists the steps to take to further pursue a complaint should the riders not be satisfied with how an issue has been handled. www.rideinkane.org www.ridekane.org

6. Reservations & Travel Times Reservation hours are between 6:00 a.m. and 6:00 p.m. Monday Friday and between 8:00 am and 5:00 pm Saturday and Sunday. Trips can be reserved up to seven days in advance. Same day reservations are not guaranteed and require at least four hours advance notice. We encourage scheduling rides at least one-day in advance. When requesting destination time of arrival (i.e., appointments), allow booking agent to recommend a pick-up time. The busiest travel times are between 5:00 a.m. and 10:00 a.m. and 2:00 p.m. and 5:00 p.m. Book rides that fall between those times well in advance to ensure availability whenever possible. Plan for longer ride times during these hours. Whenever possible, avoid discretionary trips such as grocery shopping or routine appointments during these times. 7. Negotiating a pick up time There may be instances where a pickup time cannot be booked as requested. The booking agent will then negotiate a pickup time that can be up to 1 hour before and up to 1 hour after the requested time. If the rider does not accept the negotiated pickup time, the trip is considered denied by the rider. 8. Appointments & Return Trips It is very important to let the booking agent know if you have an appointment time. Allow 15 minutes prior to appointment times. For example, if your work day starts at 8:30 a.m., tell the booking agent your appointment time is 8:15 a.m. For return trips, allow at least 15 minutes after the completion of your appointment. For example, if your work day ends at 6:00 p.m., request a 6:15 or later pickup. 9. Pick-up The driver has a 15 minute pick-up window. For example, if your scheduled time is 8:30 a.m., the driver has until 8:45 a.m. to pick you up. At 8:46 a.m., the driver is considered late. At that point, check the trip status by contacting 866-727-6842. The driver is required to wait 5 minutes past the scheduled pickup time. If you do not show within 5 minutes, the trip is considered a no show and you may be required to pay a $10.00 fine. A sponsor may suspend or permanently revoke the ride privileges of riders who miss too many rides. Frequently, more than one rider is scheduled for a pick-up at the same location. Before boarding the vehicle, confirm the rider name with the driver. 10. Late Pick-ups If your ride is more than 15 minutes late, first contact the Call Center at 866-727-6842 to check on your ride. Call the Pace Stranded Line 1-800-606-1282 for any delays beyond the normal window provided by your booking agent. This line is manned by Pace personnel. 11. Cancel a Ride To cancel a ride, call 866-727-6842. If you need to cancel a ride, call as soon as possible. When cancelling a trip, remember to cancel the return trip as well. A ride cancelled with less than 2 hour notice is considered a late cancel and the rider may be required to pay a $10.00 fine. A sponsor may suspend or permanently revoke the ride privileges of riders who miss too many rides due to late cancelation. 12. Changing Pick-up/Drop-off Time or Location If you would like to change the pick-up or drop-off location or time of your scheduled trip, you must do so 4 hours prior to your pickup time by contacting the call center at 1-866-727-6842. 13. Introductions were made. Meeting minutes were not presented for approval. Jennifer stated that she will provided the minutes at the next meeting scheduled in September. Election of Officers: Jim Anderson was nominated to serve as the Chair Council of the Kane County Paratransit Coordinating Council (KCPCC) and RIK Sponsor Committee. Trish Glees and Bill Catching were nominated to serve as Council Vice-Chairs of the KCPCC and RIK Sponsor Committee. Upon a motion for approval made by Fred Dornback and seconded by Lynn O Shea. Sub-Committee Reports: Membership Committee: Lynn stated that Jennifer, Krystal and herself have presented to potential sponsors but ultimately the potential sponsor does not follow through with a sponsorship commitment to the RIK program. Fred Dornback has invited the Mayor of Elburn to attend a RIK Meeting to obtain a better understanding on the RIK program. The Kane County Chronicle will be issuing an article about the RIK Program. They contacted Fred Dornback to discuss. He also referred them to Jennifer Becker for additional information. Consumer Advisory Committee: Lynn stated that the committee is looking for a senior or other member of Kane County to serve on committee. Sherri said that when she is ready to use the RIK service upon retirement she will consider serving on the committee. Ride In Kane Committee: All in attendance were present at the RIK Sponsor Meeting which was held immediately prior to this one, all new business was covered at that meeting. Other Business: Lynn O Shea shared that she will be retiring at the end of this year. Sherri Weitl also said that she is retiring effective 4/2/18 and this will be her last meeting. Going forward, we will combine the KCPCC agenda with the RIK Sponsor Meeting agenda. Public Comment: There was no public comment. The meeting was adjourned by unanimous consent at 10:37 am.
