Consultant Briefing Electric Vehicle and Ground Service Massport Facilities in Greater Boston, Massachusetts Massport Contract No. L1555-D1 April 5, 2018
Massport has established an initiative to install electric vehicle and ground service equipment charging stations to support the use of electric vehicles that will help reduce greenhouse gas emissions improving the overall air quality at its facilities. Massport looking for a qualified multidiscipline consulting firm or team to perform design- and construction-related services for the installation of electric vehicle and ground service equipment charging stations. Massport is looking for a consultant with experience in both landand airside design and construction.
Consultant should have extensive working knowledge of FAA rules and regulations. Complete designs consistent with FAA design standards to maximize Massport s grant potential (e.g., VALE grant). Charging stations to be used by Massport fleet vehicles, taxis, limos, TNC vehicles, Massport and tenant employees, as well as the general public. Charging stations will also be installed airside to support transition to egse by the airlines.
Stations will primarily be installed at Logan International Airport (land and airside), but could also be installed at other Massport facilities including Hanscom Field, Worcester Airport, Conley Terminal, Fish Pier, Logan Express Lots, etc.
Looking for the selected consultant to do field investigations, data collection, planning, design, cost estimates, bid phase services, resident inspection, construction administration, commissioning of the systems, project closeout, etc. Coordinate with other Massport Departments, airlines, tenants, etc. with respect to construction phasing to minimize operational impacts. Provide support to Massport with the possible preparation of required documentation associated with requesting funding from various sources.
Massport s current electric vehicle charging efforts Existing charging stations installed within Terminal B, Central, and West Garages. Installing charging stations within Logan Office Center Garage and at Facilities 3 to support fleet vehicles. Will be installing charging stations at the relocated TNC and Taxi Pool Parking Lots. Airlines electric ground service equipment charging efforts Swapping out diesel/gas-powered equipment for electric. Installing charging stations along face of terminals.
Overall Programming Guide Massport is currently in the process of developed a charging initiative programing guide. Guide will be the initial roadmap for the implementation of the program. Expecting to issue multiple work orders as we phase-in the installation of chargers throughout Massport s facilities. With the rapid changes in EV technology, guide will have to be periodically reviewed and updated.
Request for Qualifications Evaluation Criteria Current level of experience & knowledge of the team for similar projects, particularly the Project Manager. Geographic location & availability of the Project Manager, inspectors, and other key team members. Experience & expertise of subconsultants. Demonstrated experience in Lean Planning, Lean Construction, and working collaboratively with all stakeholders. Demonstrated ability to perform work with minimal disruption to airport operations, tenants, and the general public. Familiarity with MGL, including filed sub-bid experience. Cost management & scheduling capabilities. DBE & affirmative action efforts indicate proposed % of DBE participation. Current level of work & past performance with the Authority, if any. Experience with sustainable design concepts and resiliency. Project understanding and technical approach to this project.
Selection Process The consultant selection will follow a two-step approach. First, all the consultants qualifications will be reviewed and evaluated and a shortlisting of a minimum of three firms would be created. Second, of the shortlisted consultants, the final selection process would be performed. Massport reserves the right to conduct interviews prior to the final selection, if deemed appropriate.
