The Mississippi River, a vital ecological feature o a global, atioal, ad regioal scale, forms the easter border of our City. This portio of the Mississippi River is withi the Mississippi Flyway (see Figure 4), a sigificat migratory bird corridor, ad is part of the Mississippi Natioal River Recreatio Area (MNRRA) maaged by the Natioal Park Service. Our park system is also coected to sigificat regioal facilities (see Figure 6) that are maaged by Three Rivers Park District (TRPD). The Rush Creek Regioal Trail provides a critical east-west coectio to the Mississippi River o the City s orth side. This trail exteds to the west to Elm Creek Park Reserve ad there are plas to evetually exted this trail to Crow-Hassa Park Reserve. Coo Rapids Dam Regioal Park is i the ortheast quadrat of the City alog the Mississippi River ad is the termius of the Rush Creek River Regioal Trail. The City s partership with TRPD o the Joit Master Pla for the Coo Rapids Dam Regioal Park ad the City s Evirometal Nature Area Park, provides opportuity for a sigature park withi the commuity; allowig for coectios to the Mississippi River ad spledor of the atural areas withi the park. RELATIONSHIP TO OPERATIONS & MAINTENANCE The Recreatio ad Parks Departmet provided the directio ad oversight for the plaig, developmet of the park system, alog with the day-to-day operatios ad maiteace for Special Use Facilities withi the Parks ad Recreatio system. The day-to-day maiteace of the parks falls withi the resposibility of the Operatios ad Maiteace Departmet of the City. Other TRPD facilities iclude the Shigle Creek Regioal Trail ad the future Crystal Lake Regioal Trail. The Shigle Creek Regioal Trail begis at its coectio with the Rush Creek Regioal Trail i Brookly Park ad heads south through Brookly Ceter, where it coects to the Shigle Creek Parkway ad trails i Mieapolis. Future developmet of the Crystal Lake Trail will exted orth-south adjacet to the Blue Lie LRT ad evetually provide a coectio betwee the Medicie Lake Regioal Trail ad the Rush Creek Regioal Trail. Together the parks, trail system, specialized facilities, regioal ameities, ad proximity to the Mississippi River add to the uique character ad richess of our parks system that exists today. Our parks system is good, but it could be eve better. There are still trail gaps withi the system, parks facilities that are i declie, special use facility eeds to stay relevat, ad equity issues to be addressed. To move the system from good-to-great requires that the City reivest i our parks ad facilities, addressig chagig eeds ad treds, addig to the quality ifrastructure of the commuity ad creatig a sese of pride ad place withi. HOW DO WE COMPARE? No two Park Systems are alike, but bechmarkig provides isights ito the services provided by similarly situated commuities. For may commuities, ours icluded, parks are more tha a veue for recreatio; they offer a sese of idetity ad quality of life for the commuity ad they are a sigificat factor i attractig ad retaiig residets. We must tailor our services to respod to the eeds ad demads of our commuity. Bechmarkig, via direct comparisos to similar commuities ad park systems, helps i assessig the relative level of ivestmets i a Park System ad the ways a System serves its commuity. While may commuities have a strog Park System, a compariso to commuities that are similarly situated i terms of developmet patters ad demographics, as well as adjacet locatio, allow us to form more reasoable comparisos. Ultimately, six commuities were chose for compariso purposes. Iformatio used i this assessmet cosiders a combiatio of operatig metrics that factor budgets, staffig levels, ad ivetory of ameities. I some istaces, the iformatio was ot tracked or ot available. Due to differeces i how each system collects, maitais ad reports data, variaces exist. These variatios have a impact o the per capita ad percetage allocatios withi the budget, ad the overall compariso must be viewed with this i mid. Sigature Evet Area (SEA) Park The commuity has raised cocers over the lack of ay parks withi the city that ca accommodate large groups (300+) to gather ad allow the use of amplified soud. I respose to these cocers, the City Coucil created a Task Force to idetify potetial locatios withi Brookly Park for a Sigature Evet Area (SEA) Park that would serve these eeds. The SEA Task Force idetified park goals ad reviewed 10 potetial sites withi the City (publicly owed ad/or private). Potetial SEA Park locatios were reviewed o their ability to accommodate large group gatherigs ad evets (icludig festivals, cocerts ad music, family gatherigs, ad cultural group evets ad specialty programs), provide ample parkig, ad iclude space for picic areas. The curret park system does ot fulfill this eed, or ca a majority of eighborhood or commuity parks effectively accommodate for amplified soud. The existig udeveloped 33 acres of park lad located i orther Brookly Park ear the ed of the Blue Lie LRT route, adjacet to the Target corporate headquarters, was idetified to best accommodate this expaded eed for the commuity. Joit Master Pla for the Evirometal Nature Area/Coo Rapids Dam Regioal Park The City has a 58-acre Evirometal Nature Area across from the Three Rivers Park District (TRPD) operated Coo Rapids Dam Regioal Park (CRDRP). TRPD has plas to redevelop CRDRP i 2020 22. City staff approached TRPD to develop a joit master pla for both parks with the itet to create a sigature park withi Brookly Park, which focuses o creatig opportuities to coect the commuity to atural areas ad the Mississippi River. The Master Pla icludes a grade separated trail ad facility lik betwee the two parks. The Master City-owed side Pla of the park Update will be the active use area of the park, to iclude picic ad playgroud area, Coo Rapids Dam Regioal Park archery rage, off-leash Dog Park, parkig ad restroom facilities ad coectios to Shigle Creek Regioal Trail. Mississippi River Paddle Share Project I partership with the Natioal Park Service (NPS), two locatios i Brookly Park have bee recetly icluded i the NPS Mississippi River paddle share system. I collaboratio with Three Rivers Park District, paddle share statios (see Figure 10) will be located at both CRDRP ad the City operated River Park. Both locatios provide access dowstream to the earest ladig i North Mississippi Regioal Park, a Mieapolis Park ad Recreatio Board facility. Hometow Ball Field at Noble Sports Park The Noble Sports Park baseball field was built as part of the 1997 Park Bod Referedum. The proposed field was plaed to iclude a high-quality field with dugouts, bullpes, battig cages, stadium seatig, restrooms, ad a cocessio stad. Durig the developmet of the baseball field, the stadium seatig, restrooms ad cocessio facility were removed from the desig to be added i a later phase. I 2017, a Hometow Ballfield Task Force was assembled to work with a cosultat to develop cocept desigs for the visio of a fiished Noble Sports Park Baseball Field. The cocept plas iclude reovated dugouts, stadium seatig for approximately 500 people, restrooms, ad a cocessio stad (see Figure 11). No work is aticipated to be eeded to the playig surface. Eidem Farm Master Pla The Eidem Homestead historical farm is a 15-acre homestead ad uique commuity gem that is deservig of the commuity s cotiued ivestmet. Pedestria ad Bicycle Master Pla I 2015, the City of Brookly Park, i partership with Active Livig Heepi Couty, egaged the commuity i review ad feedback o the curret Brookly Park bike (trails) ad pedestria (sidewalk) ifrastructure. This plaig effort was supported through a grat provide by the state of Miesota s State-Wide Health Improvemet Program (SHIP). A Bike ad Pedestria Master Pla idetifies specific ifrastructure eeds withi the system, icludig gaps for commuity coectivity, safe routes to schools, directioal wayfidig sigage, ad commuity educatioal programs to improve use ad safety. U of M Resiliet Commuities Project Durig the 2016-2017 school year, the City of Brookly Park teamed up with the Uiversity of Miesota to research topics deemed importat by our commuity. The research partership, called the Resiliet Commuities Project (RCP), drew together residets, commuity groups, City staff, ad about 300 Uiversity studets ad faculty members. Some of the major drivers to chage that could impact the Parks System Pla are detailed below. Blue Lie Light Rail Trasit The METRO Blue Lie Extesio, also kow as the Blue Lie Light Rail Trasit (Blue Lie LRT), is a proposed 13-mile extesio of the existig METRO Blue Lie light rail trasit lie that will exted from dowtow Mieapolis through orth Mieapolis, Golde Valley, Robbisdale, Crystal, ad Brookly Park, servig the orthwest Twi Cities metro. The Blue Lie LRT will lik to local ad express bus routes, ad will coect to the regioal trasitway system at Target Field Statio i dowtow Mieapolis. This project is curretly i the egieerig phase with service aticipated to begi i 2022. Statio Area Plaig Brookly Park (see Figure 14) will be home to five of the 11 light rail stops o the METRO Blue Lie Extesio. The visio for the statio areas is to reiforce ad stregthe the uique characteristics of each of the eighborhoods surroudig the five statios. The Statio Area Plas idetify ifrastructure improvemets, redevelopmet optios, ad opportuity sites withi a ½-mile of each stop. Park-adride garages will be provided at the 63rd Aveue (existig garage) ad Oak Grove statios. Coectios to Parks ad Trails The ew statios provide a tremedous opportuity to stregthe east-west coectios ad give trasit riders access to the etwork at multiple poits alog the lie. These east-west coectios should be prioritized ad explored as ways to lik pedestria ad bicycle routes to the ope space etwork.
