APPROVAL OF BICYCLE/PEDESTRIAN ADVISORY COMMITTEE (BPAC) MEETING SUMMARY - DECEMBER 6, AND FEBRUARY, 5 Vice-Chairman Russo asked if there were any changes, comments, or corrections needed on the December 6,, or February, 5, minutes. Vice-Chairman Russo requested a motion to approve these minutes. Tyrone Lovett made the motion to approve the December and February minutes; Richard Riley seconded. Vice-Chairman Russo called on the motion. All members present voted in favor; motion passed. IV. V. ACTION ITEMS A. Update/Add Membership. Allen Howell indicated that several of the members needed to be voted on to continue on as BPAC members that their terms had expired. He listed off the names: Tina A. Russo, Morgan Gaynor, Deanna Krautner, and Art Rowland, asking them if they would like to continue as members. All members agreed that they would like to stay on the committee. Vice Chairman Russo requested a motion and vote of approval. All members voted in favor; members will continue for another two year term. Allen Howell also indicated that there are two vacancies and Mark Pinson and Georgeann Hall indicated that they would like to become members. Mark Pinson indicated he would like to serve on the committee to help promote biking through the social media. Allen Howell indicated that Georgeann would be representing the Safe Routes to School organization, which promotes pedestrian and bicycle safety for the children and adults. Discussion followed. Vice Chairman Russo requested a motion to add the two individuals. Tyrone Lovett made a motion to approve new members; Richard Riley seconded. Vice Chairman Russo called on the motion. All members present voted in favor; motion passed. VI. STAT REPORTS/PRESENTATIONS/UPDATES A. MOVING FORWARD WORKSHOP WITH DR. MARC BELLAS MODERATING Allen Howell introduced Dr. Marc Bellas to the group. Dr. Bellas started out by reading the Mission statement and what the BPAC members were to accomplish through their bylaws. Discussion followed. Some of the points brought out included identifying the problem, using a process to fix it, which is responsible to fix problem, who to contact, in other words forming an action plan and prioritizing the issues. Information only. Allen Howell to distribute a list of noted activities for the committee to prioritize by identifying the top three. B. GREENWAYS, S & BLUEWAYS MAP UPDATE Allen Howell indicated he was part of the committee that was updating this map. Some of the suggestions included using the existing Parks and Recreation map and making it easier to read, by adding four line types instead of using twelve, changing the color scheme, and to give this map more force to be used when developments come in is by adding it to the County s Comprehensive Plan. This way a County staff member or a developer would be able to recognize the need for trails in the very beginning of the planning stages. Discussion followed. C. LAND DEVELOPMENT CODE SECTIONS 9.7 & 9.8 REVISIONS UPDATE Allen Howell spoke on the Land Development Code (LDC). He indicated that the subjects that he was addressing in the LDC are highlighted in red. He stated the deadline was pushed out three months to allow further reviewing and revisions to be included: such as updating the definitions for sidewalk/trail/path, requirements, construction procedures and standards and how it all ties back together to have safe sidewalks/trails/paths in the developments. D. COAST TO COAST UPDATE Mr. Howell indicated that he had attended a Coast to Coast Trail meeting in which the discussion centered on what areas needed to be improved to have the trails to connect. He provided an up to date status report to the committee on this discussion. E. NORTHEAST BICYCLE ROUTE Allen Howell indicated that he had appointed Mark Pinson to help him put a map together to show the most used routes in the eastside would be the first step to create funding for the improvements. Discussion followed. He indicated the map provided a location map on which some of the most popular routes were delineated. Discussion followed. Members indicated that in order to make the routes safer for the riders, things such as better signage; shoulders added on several of the highly traveled roads; education to public; create map routes; getting vendors involved; and creating more support throughout the community are needed. Discussion followed. VII BPAC MEMBER ROUND TABLE Vice Chairman Russo indicated the trail head at Lutz Lake Fern Road to get onto the Suncoast Trail is now being closed and the new trail head will be near Angel Road further west on Lutz Lake Fern Road. Discussion followed. David Cruz indicated that when you are talking about getting individuals involved with bicycle trails, that Target, Walmart, and K-mart stores should be involved. Mark Pinson indicated he would like to build a website where everyone may go to, to see any events or activities that are going on in Pasco County. Discussion followed.
