41/12 OPEN FORUM: Members of the public are invited to speak for no more than 10 minutes to the Council. 1. A member of the public discussed the Ash-worth Time Bank rural wellbeing project to provide palliative support at home in Rural Cheshire. The support for elderly and terminally ill residents includes a listening ear, support with difficult conversations, respite care, holistic therapies, practical support and help with end of life care planning. All the people involved are volunteers who give their time freely but are trained. So far they have had no referrals from either the GP s or District Nurses but it is hoped the service will start gradually and spread through word of mouth. The service is available in Ashton, Kelsall, Delamere, Kingsley and Frodsham. 2. Unitary Councillor Leather reported that he had been contacted by several residents interested in the Local Governance Review, who had expressed the wish that Willington should be associated with Kelsall. 42/12 PLANNING 1. The new planning committee for the coming month is Cllr Dutton and Cllr Hancock. 2. A resident sent a letter making comments about the village neighbourhood meeting held on Saturday 7 th July and various bits of land in the village. 3. Cllr Harrop thanked the Councillors and members of the public who attended the Neighbourhood Plan Meeting on Saturday 7 th July. It was a unanimous vote in favour of a Neighbourhood Plan. 4. It was agreed to make the Neighbourhood Plan a permanent agenda item. 44/12 CLERKS AND CHAIRMAN'S REPORT: 1.The Clerk spoke to Unitary Councillors Leather and Deynem about the recent problems the Parish Council has had getting the footpath from Flat Lane to the lord Binning cut back, the state of some of the roads with weeds and pot holes and it is felt Streetscene no longer seems to picking up rubbish anywhere except outside the Co-op with Flat Lane been particularly bad. Cllr Leather said one of the problems was that you have to have at least three dry days after weed spraying the roads and that has just not happened.

2. The following report was sent by PC Steve Trow:- Ashton Hayes & Mouldsworth Due to frequent complaints from residents and observations, Neighbourhood Rural Officers and Roads Policing officers on motorcycles continue to target speeding motorists through the village of Ashton Hayes particularly on Church Lane, Ashton Hayes and Station Lane, Mouldsworth where the speed limit is 30 Mph. Pc Sanders continues to issue speeding tickets and speed awareness courses to motorists on a regular basis. During recent months a team from our Special Constabulary conducted a speed enforcement day in the location and issued a number of fixed penalty notices and reported 1 person for summons. I am unhappy to report the majority of those caught speeding through Ashton Hayes & Mouldsworth either live locally or drive to the village school on a regular basis. Clotton The Headless Woman public house remains closed and is boarded up however it is attracting unwanted attention from thieves as well as youths who are entering the premises by forcing the boarding. It is fair to say that anything worth taking has long gone however please report to us any sightings of anything unusual as empty buildings are usually subject to thefts of metals and criminal damage. A property at Yew Tree Bank, Clotton had damaged caused to its garage door on or around 1 st of July with what appears to be an air rifle pellet. Tarvin & Oscroft On 2 nd of July a complaint was made regarding the actions of hawkers selling goods door to door in Oscroft. The vendor produced identification and stated he was an ex offender selling household goods legitimately but became abusive when asked to leave. If you are visited in similar circumstances please ask to see the caller s identification and ask what company they are employed by before deciding to purchase anything. If thee vendor wont hand over their ID politely ask them to leave. On 23 rd June a black ford focus bearing number plates FH57FBJ was recovered by Police parked on Hallfields, Tarvin. This was a stolen vehicle on false number plates, any information on who left the vehicle is welcomed. On 21 st June a local male was arrested on Shay Lane Tarvin, he was found in possession of a small quantity of drugs and had an offensive weapon in his vehicle. Kelsall On 2 nd of July I received 2 calls from concerned residents regarding a group of youths who appeared to be damaging the play ground off Chester road, Kelsall. A number of patrols were deployed and 5 youths (not from the village) were stop checked. No damage was found but the group were ejected from the park. I have taken a couple of reports from concerned residents of Hall lane reporting suspicious activity in the fields situated just after the bridge on Hall lane where youths in vehicles occasionally congregating in vehicles. Please continue to report any sightings via telephone number 101 if you think the occupants are up to no good.

In the early hours of 8 th July an observant resident of Bramley Court, Kelsall saw a suspicious dark coloured van with 2 males aboard acting suspiciously walking up driveways of properties. Please report to us straight away any similar incidents. If you witness any suspicious activity at any of Tarvin s listed buildings please contact us straight away by dialling 101 and inform us a heritage crime may be in progress. Duddon I am pleased with the recent change of speed limit from 40mph to 30mph near to St Peters Primary School in Duddon. The location is still subject to speed enforcement by our roads policing team. Local Police officer drop in surgery dates and locations Ashton Hayes at the village Community Shop held on Tuesdays at 2pm: - 17/07/12, 07/08/12, 14/08/12. Tarvin at the Community Centre library held on Thursdays at 2:30pm; - 26/07/12, 02/08/12, 09/08/12. Mouldsworth at the train station car park held on Mondays at 2pm; - 06/08/12, 13/08/12. Kelsall on the car park of the community centre on Wednesdays at 2pm; - 18/07/12, 01/08/12, 08/0812, 15/08/12 45/12 YOUTH AND RECREATION: 1. Both the Clerk and Mr Davies who carries out the monthly maintenance inspections have expressed concern that the suspension bridge has started to sag and needs tightening up. It is a specialist job that Mr Davies is unable to carry out. Mr Davis has had two quotes, one for 240 + vat and 273.60 + vat. It was agreed before accepting either quote to contact Timberplay for advice. 2. It was reported to the Clerk that a tree in the car park of the Community Centre is overhanging the double tennis court making it wet and slippery. The Clerk will get a quote for cutting it back. It was also agreed that once a quote has been secured to approach the Tennis Club for help towards the cost of the work. 3. The Clerk said she was going to meet with Mrs Watson a representative from the Youth Support Group to discuss the next stage of Kelsall Green. It was agreed that it was not necessary to provide another football area near to the playground.
