Jobs - in resorts and local communities - regional economy Landscape values - Alpine resorts provide a way to experience the alpine environment. Perhaps this is a social value, but it is intimately linked with the economy and infrastructure etc. Buller is defendable against bushfire. Stirling is not. Snow depth data provided to researchers should not be 'pooled'. Researchers need raw data from individual snow gauges. Mansfield community reliant on winter tourism. Climate change through shorter seasons will impact local community but perhaps it's a changing tourism market around Alpine offerings? Support private industry through economic in investing in new technology to enhance snow levels. This mountain the social and cultural values of the unique snow experience which drives $ Research into snow making. Climate change will affect snow coverage. This will have an effect on local business ventures. significance of Buller and Stirling need to be evaluated and reported separately. Not combined. Buller has the economic model of an alpine resort. Stirling has the economic model of a national park. Stirling should be managed by Parks Victoria. 1

Resort Resort Infrastructure Business Jobs White season Parks Victoria needs to have its funding quadrupled to do justice to the parks it already has, and to take on new parks eg. Stirling extension to Alpine National Park. For sustainability of Mansfield community need to create greater governance and management synergies between MB & MS and Mansfield. Stirling needs a standalone Resort Master Plan out to year 2030. Stirling and Buller need separate Annual Reports with separate financial accounts. Cost of ski fields services will continue to increase. Challenge to justify return on additional investment required. Impact - Employment Business revenue s need to assist business through cost/charges as they adapt and diversify to reduced snow sports season. This is happening to businesses now without support from. 2

Work with values at the Lake, State Forest and Parks and River as an integrated value. I love the ski culture because it brings people with the same passion together. How to maintain this with less snow? THE UNIQUE ECO SYSTEMS AND SPECIES ARE WHAT DEFINE THE ALPS FOR SOME PEOPLE. DIFFICULT TO MANAGE. Snow experiences - snow but limited with the landscape and alpine environment. X-country ski community is almost club like. 1/2 the experience is meeting people. Lower slopes being lost will affect this group proportionately more. 4

Explore and invest in new technology to make snow at higher temperatures by all stakeholder. This involves $$$. To further build on the mountain biking experience MANSFIELD REGION TOURISM BENEFIT OF MORE BALANCE YEAR ROUND GROWTH AS WINTER DECLINES AND VISITORS LOOK FOR RANGE OF DIFFERENT HOLIDAY ACTIVITIES Have all alpine resorts run on!))% renewable energy by 2025. Every alpine resort has altitude as an asset - think 'pumped hydro'. Climate change will make Mansfield Shire one of the richest food bowls in Aust and wine regions - synergies to combine gourmet region with Alpine offer Ensure that governments of every colour embrace the science of climate change. Change of policy with every change of government is unacceptable. Warmer climate may drive tourism market to higher ground in summer Beware sending the overflow from Buller to Stirling. They are so different that people's expectations will not be met. 5

Community Outdoor activities Whole of Shire recreation opportunities can create a larger tourism experience for the visitor - not just about skiing i.e. Horseriding, cycling, fishing Snow & Snow Making Do not passively accept the forecast demise of snow sports in Victoria. Mobilise! Plan! Fight! 6

Strengths Strength Significance Sticky Note Text Community Location Moderate Business Visitation Moderate Adaptability Resort Adaptability Business Commercial Proximity to Melbourne for daytrippers - snow play cheaper to provide with climate change. Marketing of social sectors to promote resorts as a unique snow play destination. The Resort has adapted over the years form being solely snow based. Other non snow activities are currently being promoted. Resort Management - on ground works have a history of being adaptive. The nature of snow operations in Vic Alps have meant this this. Requires backed up by policy and strategies that support this. Alpine Resorts contribute a huge economy factor to regional Victoria mainly through snow! Business Environment Environment Information Business Infrastructure Community Relationships Alpine Resorts maintain and promote the unique Alpine Environment Aust has. Mt Buller/Mt Stirling - both have a large amount of biodiversity information to inform decision making. Alpine Resorts already have huge information investment both public and private to provide a platform for adaptation. A community of passionate, motivated doers who will adapt and not fight change but see the positives. 7

Weaknesses Weakness Significance Sticky Note Text Governance Moderate Competing values and expectations van lead to inertia. Business Infrastructure Moderate Business Adaptability Resort Governance Environment Infrastructure Infrastructure Business Visitation Lack of infrastructure for snow play visitors including public toilets, toboggan areas shelter. Alpine Resorts have been slow at already adapting to the changes they have experienced in the past 5 years, in snow lands and user groups. Resort management must act to protect mountains in the green season from greatly increased summer tourism. These landscapes and their biota are very easily damaged. Need to write into all alpine lease inc lift co. The need requirement to remove infrastructure when obsolete to protect environment. Promotion of the mountains are fantastic. However: Is bigger better? Can resort cater for the future visitor influx? Is there room for the infrastructure to be increased? resorts haven't adapted to the change in user visitation between snow sports and snow play. 8
