Casualties (TAB C) As of 5:00PM, 11 August 2012, a total of seventy-seven (77) persons were reported dead: twelve (12) were victims of a landslide, fifty-eight (58) died due to drowning, three (3) due to electrocution, two (2) due to heart attack / cardiac arrest, one (1) due to fallen trees and one (1) undetermined. A total of nine (9) persons were injured of whom were victims of landslide, vehicular accident and snake bite. A total of seven (7) persons are still missing while ten (10) were rescued. 4. Status of Lifelines 1. Condition of Roads and Bridges (TAB D) As of 05:00 PM, 10 August 2012, a total of ten (10) roads and three (3) bridges are not passable to all types of vehicles in Regions I, III, IV-A, CAR and NCR due to flooding. To date, all roads in Muntinlupa City, Tarlac City, Province of Laguna, Region VI and some roads in the City of Manila that were previously reported obstructed by flood are already passable to all types of vehicles. 2. All residents living in the areas near the Ipo, Ambuklao, Binga and San Roque are advised to be alert for possible increase in the water level downstream. 3. Status of Water and Power Supply To date, power outage on Sitio Cuarenta, Namaluan Sur, Brgy Diaz, Bautista, Pangasinan is still ongoing while in Region III, no update has been received for the water/power outage in the region. As of 8:00 PM, 10 August 2012, power outage was experienced in the following areas: Gruar Subdivision in Cainta; Brgy Burgos and San Jose in Rodriguez; Dulong Bayan, Sta Ana and Banaba in San Mateo; and Brgy Dalig in Cardona. F. Damaged Houses (TAB E) A total of 8,352 houses were damaged in Regions I, III, IV-A, IV-B and VI, of which 2,948 totally and 5,404 partially damaged. A significant increase in the total number of damaged houses is noted in the province of Batangas. G. Cost of Damages (TAB F) As of 11 August 2012, The total cost of damages to infrastructure and agriculture in Regions I, IV-A and IV-B is 157,581,611.50. 2

The total cost of damages to infrastructure is 138,020,230.00 and the total cost of damages to agriculture is 19,561,381.50. Most of the damages are from roads, bridges, other structures and flood control in Region IV-A. H. Flooded Areas (TAB G) A total of forty-three (43) Cities/Municipalities from NCR, Regions I, III, and IV-A have severe flooding. It has significantly subsided as the flooding in the cities of Mandaluyong, Parañaque, Quezon, Caloocan, Pasay, Las Piñas and San Juan have already subsided. The flooding in San Jose Del Monte, Bulacan and Sta Maria, Laguna have subsided as well. There are new flooding reports in areas in Rizal: Antipolo City, Binangonan, Jalajala, Baras, San Mateo, Tanay and Taytay. There are also new flooding reports in Kalayaan and Sta Rosa in Laguna. III. EMERGENCY MANAGEMENT A. Conduct of Emergency Cabinet Meeting The NDRRMC conducted an Emergency Meeting with His Excellency President Benigno Aquino III at 10:00 AM, 7 August 2012 at the NDRRMC Conference Room, attended by DSWD, DILG, DOST (PAGASA), MMDA, DPWH, DOH, and DepEd, AFP, PNP, BFP, PCG, other agencies and print / broadcast media. The meeting focused on the action plan on damage assessment, asset mobilization, Search and Rescue (SAR), relief allocation and distribution to augment the LGUs and affected communities The DOST (PAGASA), DSWD, DPWH, MMDA and DOH presented their reports based on their respective mandates The President raised some specific issues that need to be addressed by the concerned agencies. Likewise provided general guidance to the response and relief agencies to require the LGUs concerned to go around their respective areas through the Brgy Captains and provide necessary assistance whenever necessary President s instructions to the agencies were the following: DSWD to find a place where they can put tents as additional evacuation centers; DOH to initiate the provision of water for those who depend on deep wells and how to address flooding in hospitals; DILG to identify all inundated /flooded Barangays in Marikina City affected by SW Monsoon, require all LGUs to go around their areas through the barangay captains; and check floodings in Tarlac and Northern Luzon ( La Union. Pangasinan and Ilocos; DOST to fast track the preparation of hazard map of Luzon. DPWH to study the long term solution for Laguna Lake. On 8 August, 2012, His Excellency President Benigno Aquino III, DND Secretary and NDRRMC Chairperson Voltaire Gazmin, MMDA Chairperson Francis Tolentino and Muntinlupa City Mayor Aldrin San Pedro personally inspected the Tunasan Elementary School in Brgy Tunasan, Muntinlupa City to assess the situation of the evacuees. The President then proceeded to the NDRRMOC for a short briefing with the NDRRMC TWG and discussed the current weather situation and forecast, roads accessibility and response measures being implemented. B. Aerial Survey At 8:15 AM, 9 August 2012, an aerial survey was conducted by a joint team composed of NDRRMC OPCEN Dir. Edgardo J. Ollet and Deputy Administrator Vic Malano, Mr. Mario Raymundo, and Mr. Bernie de Leon all from PAGASA. They intended to reach Wawa Dam by following the upstream path of the Marikina River. However, they were forced to turn around when they reached La Mesa Dam due to zero visibility. They again attempted to conduct the survey at around 11:00 AM of the same day and this time was able to penetrate through La Mesa Dam all the way to Montalban when they were again unable to enter the Wawa Dam area due to poor visibility and strong winds. 3

Later on the same day, a third aerial damage assessment was conducted this time by OCD Operations Division Dir. Armando Duque together with the above-mentioned PAGASA representatives. Per their assessment, the municipalities of Balagtas, Malolos, Guiguinto, Paombong, Calumpit, and Obando in Bulacan are still flooded. they briefed Bulacan Governor Wilhelmino Alvarado re the assessment C. Relief and Recovery Operations DSWD: Prepositioned P3.31 million standby funds and P38.32 million worth of relief supplies in all DSWD-FOs along the typhoon path, amounting to P41.64 million. Affected families need food, water, clothing, mats, blankets, and diapers for infants DOH-HEMS: DOH-HEMS conducted rapid assessment and reported that Amang Rodriguez Memorial Medical Center, Dr. Jose Fabella Hospital, Dr. Jose R. Rodriguez Memorial Hospital, Dr. Jose Reyes Memorial Medical Center, East Avenue Medical Center, Research Institute for Tropical Medicines, San Lazaro Hospital, and Tondo Medical Center were flooded but are operational. The emergency room of the San Lorenzo Ruiz Women s Hospital is flooded (knee-deep). Their patients were transferred to the second floor and their generators are not operational due to the flood. Closely monitors the status of health services, offices and personnel at all levels; strengthen advisory and health promotion campaign on the preventive measures of Leptospirosis case and other food and water borne related diseases; and released assorted drugs and medicines and rubber boots to CHDs. CHDs I, III, IV-A,, IV-B, CAR and NCR provided assorted drugs and medicines to the LGUs concerned. Raised Code Blue Alert and activated operation center and medical response team on 24 hours duty. DepEd: Reported that 51 schools so far are being utilized as evacuation centers; mobilized teachers to conduct classes in QC; and prepare contingency plan (1-2 hrs additional for regular classes) to complete 180 days mandatory or make up classes. DPWH: Rechanneling /diverting of water ways of the two bridges and filling of embankment over cut-off approach is ongoing, utilizing one (1) unit bulldozer and one (1) unit backhoe, three (3) dump trucks of the local government units and one (1) unit pay loader from private firm. DILG: Provided assistance by search and rescue (SAR) and evacuation in the municipalities of Batangas namely: Calaca, Calatagan, Lemery, Lian, Taal, Tuy, Bauan, San Luis, Agoncillo, Alitagtag, Cuenca, Laurel, Malvar, San Nicolas, Sta Teresita, Talisay, Tanauan City 4

Provincial Engineering Office mobilized heavy equipment (loader, backhoe and dumptrucks) to augment in the clearing operations in the affected barangays of Lemery. Issued a memorandum addressed to all DILG Provincial/City Directors for the reactivation of the Local Price Coordinating Councils to ensure that all LCE s adopt measures to address hoarding and exorbitant price increases of essential/prime commodities. As of 11 August 2012, forced evacuation was conducted to Barangay Covered Court of fifty (50) families whose houses will be immediately affected if landslide occurs. Antipolo City and its Barangay Governments coordinated with the caretaker of Agora Complex for possible evacuation facility but to no avail because it has to be approved by the GSIS Management. As for an alternative course of action, Bagong Nayon Elementary School will be utilized as evacuation area for the affected families. D. Cost of Assistance (TAB H) A total amount of 52,264,128.84 worth of relief assistance was provided to the affected families. The Local Government Units (LGUs) provided 27,166,722.84, Non-Government Organizations (NGOs) provisioned 2,671,280, Deparment of Health granted 6,281,513.12, while the Department of Social Welfare and Development (DSWD) allocated 16,144,612.88. Region III received the biggest allocation based on the extent of damages in the aforementioned region. E. Search and Rescue (SAR) Operations (TAB I) SAR operations were effected through the concerted efforts of the SAR units of AFP, PCG and PNP and around 18,655 personnel, 661 vehicles and 497 sea crafts were mobilized to various areas in Metro Manila. The said incident resulted into the deaths of nine (9) persons and injuries of four (4) persons. A riprap near a creek collapsed due to heavy rains A landslide occurred in an area which is being developed as a subdivision During the heavy downpour of rain, a drowning incident occurred in Sitio Tanza Dos wherein a dead body of a child was recovered between 12:00MN and 1:00AM REMARK/S Two (2) affected houses were reportedly buried along with the deceased victims while the survivors were rushed to East Avenue Medical Center. Two (2) families were affected and are currently staying with their respective relatives Three (3) families were affected and are currently staying with their respective relatives The affected family is currently staying at their relatives. Rodriguez MDRRMO conducted assessment and investigation on the incident No family or property was affected because the said area has no nearby residents and structures The search and rescue operations are still on-going for the mother and another child who are suspected to have been drowned also. Brgy. Ulango, Tanauan City, Batangas 11:00 AM, 7 August, 2012 A drowning incident involving two (2) persons occured. The body of Marie Pansipani, 7 y/o, was recovered 300m away from the incident while the body of May Pansipani, 9 y/o, was recovered 30m away from the incident. The victims were brought to the CP Reyes Hospital, Tanuan City; however, they were declared dead on arrival. Puray River, Rodriguez, Rizal Taytay, Rizal Biñan, Laguna Mauban Falls, Lucban, Quezon On about 9:00 AM 8 August 2012 On or about 2:30 PM 8 August 2012 On or about 8:00 AM 5 August 2012 On or about 12:15 PM 4 August 2012 A man, named Ricardo Rueles, was reportedly drowned while fishing when he was swept by the strong water current of Puray River. A drowning incident occurred at Monteverde Royale in Brgy. San Juan in Rizal. The three (3) victims - Nicole Costa, Noel Garde Espin and Christian Garde Espin - were playing when they accidentally fell in the creek. Christina Curlano, 3 y/o, was found dead by her parents. The victim accidentally fell and drowned in the floodwaters. A drowning incident occurred involving Christiam Fontanilla, twenty-one (21) yrs old, a resident of Emilio Aguinaldo St., Lucban, Quezon The body was retrieved on 9 August 2012, as per DOH report. The victims were rushed to Taytay Emergency Hospital but pronounced dead on arrival. On or about 5 August 2012, the body was found and identified by his family.

San Jose, Naujan, Oriental Mindoro On or about 1:00 AM 6 August 2012 Two (2) residents of San Jose, Naujan, Oriental Mindoro went fishing onboard a motorized banca but failed to return home. A wrecked motorized banca was later found at the coastal area of Brgy. Melgar B of the same municipality As of 10 August 2012, the two victims - Allan jayag Montanio and Val Valenzuela - are still considered missing. Brgy. Gui-ob, Alcantara, Romblon 5 August 2012 The body of Deo Socajil was recovered along the coastal area of Brgy. Gui-ob. On or about 12:00 PM 5 August 2012, the victim was reported missing after their banca capsized due to the big waves while fishing. SAR Operations was conducted by the Brgy. Officials and CPR was applied. The victim was immediately rushed to RHU but was pronounced dead on arrival. VEHICULAR ACCIDENT (1) REGION IV-A (1) Marcos Highway, Boso boso, Brgy. The vehicle fell below the road surface at a distance of about 20 ft due to the collapse of the certain portion of the highway. There are eight (8) victims sustaining minor injuries. A man named Noel M. Lopez was electrocuted when he accidentally touched the high tension wire of BATELCO II while he was clearing branches of the trees A flooding incident was reported in twelve (12) barangays in Baco, Oriental Mindoro: Brgy. Bangkatan, Brgy. Mayabig, Brgy. Mangangan I, Brgy. Alag, Brgy. Burbuli, Brgy. Sta Cruz, Brgy. Lumangbayan, Brgy. Catuwiran I, Brgy. Catuwiran II, Brgy. Malapad, Brgy. Dulangan I and Brgy. Dulangan II A motorized banca, with a total of six (6) passengers, encountered strong winds while sailing enroute to Banana Island Resort, Malcapuya Island, causing it to half submerge. The five (5) fishermen from Brgy. Inhobol were struck by lightning. No casualty reported. The road is not passable to heavy vehicles to avoid further damage. As of 8 August 2012, the floodings have already subsided. A passing motorized banca rescued all the six (6) passengers while the half submerged banca was towed by the SAR Team onboard a motorized banca Four Delta-1 to Luwalhati Wharf, Coron, Palawan. One (1) of the fishermen was dead, one (1) was missing, one (10 was in the hospital and two (2) were slightly injured.

Rescued while on board a motorized banca(half submerged) due to strong winds and rough seas on 6 August 2012. Rescued at around 12:30PM today and was brought to Dennis Molintas Memorial Hospital in Daclan, Bokod for medication.
