SHALFLEET PARISH COUNCIL MINUTES OF A MEETING OF SHALFLEET PARISH COUNCIL HELD AT SHALFLEET HALL, CHURCH LANE, SHALFLEET ON WEDNESDAY, 13 th JULY 2016 AT 10 AM Present: Cllrs P Broadhead (Chair), H Hewston, P Myles, B Baxandall, S French Clerk: Mrs S Woods 8 members of the public 44/16-17 KEVIN NEWTON ATTENDING TO SPEAK ON THE BUS SHELTER, IOW Did not attend. 45/16-17 UP TO 30 MINUTES QUESTION TIME: Re 54/16-17 c) Mr Walter said he had received feedback from 3 locals against the proposed goal posts and de facto pitch on Fleet Way Green. He spoke of possible planning conditions on the Green, the fact this proposal had been turned down in 1998, asked when the notice about the proposal had been put up, the methodology the PC had used and suggested outside Shalfleet Hall as an alternative site. The Chairman thanked Mr Walter for his comments and said the PC would discuss this matter when they got to that item on the Agenda. Re 55/16-17 ii) Mrs Stables stressed how important it was to have the statistics to back up proven need for road safety works. A reduction in the speed limit for Spring Hill had been tried for in the past and failed due to not enough need. Discussion on speeding in the village. Mrs Stables confirmed she was happy for resident, making the suggestion, to contact her. Re 53/16-17 Mrs Tyrell said they had been trying to get the bin on Withyfields emptied since last November and it was now overflowing. She thanked the Clerk for her letter. Re 54/16-17 c) Resident said he had in the past put coats on the Green to make a goal and said he supported the goal post. 46/16-17 APOLOGIES FOR ABSENCE: Cllrs J McGuirk, County Cllr S Hutchinson 47/16-17 DECLARATIONS OF INTEREST REGARDING AGENDA ITEMS: Agreed these be given as and when required. 48/16-17 TO ACCEPT ANY DISPENSATIONS FOR AGENDA ITEMS: None. 49/16-17 TO CONFIRM AND APPROVE THE MINUTES OF THE PREVIOUS MEETING HELD 8 TH JUNE 2016: Cllr Hewston proposed, that these Minutes be agreed, seconded Cllr Myles - resolved. The above Minutes, having been agreed, were signed by the Chairman as a true record. 50/16-17 PLANNING: a. Updates and Decisions: P/00692/16 Shalfleet Manor Farm, Mill Road, Shalfleet Confirmed the Parish Council had no objections to this application. Planning Permission given by IWC: P/00463/16 West Wight Alpacas, land access off, Main Road, Wellow single storey side extension to cafe to provide for solid fuel oven. 1

P/00254/16 Saanen, Solent Road, Cranmore Demolition of dwelling and outbuildings; proposed replacement detached dwelling to include vehicular access and parking. Certificate of Existing Lawful Use or Development P/00614/16 The Ashlar, Main Road, Ningwood continued use of vehicular access. b. To Agree comment on application (for each application 5 minutes are allowed for applicant/objector/supporter etc. to comment): P/00761/16 OS Parcels 5819, 8116 and 8200, land rear of 18 to 34 Fleet Way and adjacent, to Hayfield Cottage, Warlands Lane with access off, Main Road, Shalfleet: Outline for residential development of 24 dwellings. The Chairman said the Parish Council had received a copy of an email sent to a parishioner from Cllr Hutchinson. She asked the Clerk to read this and for people to take note of his comments. Resident, who had received Cllr Hutchinson s email, believed application was an awful interpretation of housing needs. He spoke of the previous survey which had a 21% return and felt to get a good result really needed a 50% return. He lived there and not opposed to the development as his property built on a Green field site, but it was a matter of principle. He commented that all children get transported to the local school by car and he had written to Island Roads informing them of the 116 households in Fleet Way 7 do not have a car, over 50 have 4 and one has 6. Cllr Myles queried whether the local need had been met through the proposed Bouldnor Mead development. Cllr Baxandall expressed concern over the sewage which she felt was over capacity now. Cllr Hewston commented on the Westridge development and need for better housing policy. Also that PC should not overlook the chance of benefiting the community with a s106 agreement, if the development goes ahead, i.e. play equipment was needed for Shalfleet. Cllr Broadhead pointed out there was no access from the new estate into Fleet Way other than via the A3054 or Warlands Lane. Cllr French opposed the application he felt the fact it was for 24 dwellings was based on the questionnaire. He could see no change to the objections the PC had for the previous application and just because the PC had no legal power, was no reason to give up. Mention of s106 and effluence concerns. Vote taken all Cllrs objected to the application and Parish Council recommended refusal of this planning application on the following grounds: 1. Traffic - they support Island Roads rejection for the proposals on the same grounds. 2. SP7 Travel - although there is a bus service the housing will not 'reduce the impact on air quality and climate change'. 3. The site is outside the development envelope. This, Warlands Lane site would be an 'exception site'. The identified need, in the Community Plan, is for more retirement homes, for infill and small developments of up to 10 units. The young of the Parish needing affordable housing would be better served closer to a Rural Service Area. 4. Planning permission was given (re: P/00336/16) for 22 units at Bouldnor Mead, Bouldnor, in Shalfleet Parish, and the Parish Councillors feel the provision of housing on this site will meet the local need. 5. Overdevelopment: a) the sewage system is at full capacity. b) water supply is at low pressure on occasions during the summer months. c) medical services are overstretched due to lack of doctors and qualified staff in the whole of the West Wight. d) there is no provision in the area, not just in the village, in terms of sport, games, playgrounds and suitable meeting places, particularly for the young of the village and the environs. 2

6. Sustainability - the development will not generate jobs or tourist and recreation facilities in the area. 7. Design appearance and materials - Fleet Way was designed before 1990. The designs on offer are of this fashion and show little upgrading of design and use of materials. 8. If this development goes ahead it is the first phase of a further 151 units to be allowed on this exception site. This is more than the Fleet Way estate which it adjoins. Such an increase will turn the rural community and area into a dormitory of urbanization. This is out of character with the whole of the West Wight, not just the Parish of Shalfleet. P/00857/16 The Clovers, Bouldnor Variation of conditions 2 and 3 on P/01203/15 to allow alterations to materials and design. The Parish Councillors had no objections to this planning application. P/00862/16 The Dell, Main Road, Ningwood Demolition of extension; alterations; single storey side extension to form kitchen and utility with balcony over. The Parish Councillors had no objections to this planning application and were in favour of it. P/00899/16 Grange Cottage, Hamstead Drive, Hamstead Variation of condition 2 on P/00583/15 to allow alterations to approved design including a studio at 2 nd floor level in place of lookout. The Parish Councillors had no objections to this planning application and were in favour of it. 51/16-17 CLERKS REPORT: Withyfields: Litter Bin Agenda item. Grass Cutting Risk Assessment Clerk now received written report from Brighstone Landscaping Ltd Health and Safety Officer, forwarded copy on to insurers. Hamstead Road Triangle Email from IWC stated that Island Roads awaiting a start date from Southern Water to undertake the necessary works. Hopefully this will be in the next two or three months cannot give any more details at this stage as they believe Southern Water are currently prioritising more urgent works. Recycling Centre sign up and when checked area all clear Clerk showed photo. Hedge - Request from school staff member for hedge to be cut back due to poor visibility. Brighstone Landscaping did that day for PC. All will be cut at end of July, end of bird nesting season. Wellow Millennium Green Liaised with Trustees and Brighstone Landscaping over timings of maintenance. Station Road reported mains water leak this was promptly dealt with. Contacted Kevin Burton for an update on proposed planned works to drainage/road surfacing. Email from Island Road confirmed Southern Water have no plans to undertake work to the mains so therefore drainage and carriageway resurfacing works will go ahead during the School Summer Holidays. Dredging Clerk reported Mr and Mrs Dunkley came to the Parish Office with Marine maps of The Island. They have strong concerns over dredging. Mr Dunkley had been in contact with Yarmouth Harbour Master who will be raising these concerns at a Harbour Masters Meeting. Mr Dunkley agreed to report back. Chairman since pointed out to Clerk that the dredging is in fact in Calbourne Parish Newtown and does not come under the jurisdiction of the PC. Mr Dunkley joined the meeting and the Chairman gave him permission to speak. He said he was helping Val Gwynn, as PC representative on Yarmouth Coastal Defence Group by giving her information on dredging. He confirmed there was no license now for dredging and if people see this being carried out then factorial evidence needs collecting i.e. photograph with date and time this can then be plotted by the Department of Oceanography. He agreed to get in touch with the Marine 3

Management Organisation. Cllr French said local yachtsman would be the best to collect evidence. Mr Dunkley said that was why he has spoken to the Harbour Master and he had agreed to bring this up at their next meeting in September. The Chairman thanked Mr Dunkley. Shalfleet Junior Rover Southern Vectis putting updated posters on their bus stops. Clerk sent through to WW Sports & Community Centre, asked Mal Butler to promote and Village News to put an article in and put updated posters in enclosed Parish noticeboards. Fleetway Goal post request Working Group of Cllrs Hewston, Myles and French and the Clerk met on 21 st June 2016 to discuss how the PC would take this forward (as agreed at June meeting). Cllrs agreed for one goal post and net (7-a-side size 16 x 6 ) to be installed on Fleetway Green, Cllrs visiting site to agree position, for Clerk to put a notice in Shalfleet Stores/on PC website informing residents and stating if they wish to comment on this to email/phone by 6 th July. Also for Clerk to contact the Land Registry (fee 47.94) to establish the owner of Fleetway Green and if this is found, to ask for their permission to install the goal post. (Clerk established through Land Registry that Fleet Way is in ownership of IWC and they have agreed goal post and a net a great idea as long as PC take into consideration location, in relation to roads and neighbours etc. Police Continue to liaise with PCSO Cat Quinn. She will still hold a Beat Surgery at Shalfleet Post Office, whilst Wellow Institute having alteration works done. Holds this on the 4 th Thursday of the month from 2 3 pm. BT had billing problems when they eventually changed the account over from John Whitney they charged a cancellation fee! Have arranged for it to be credited after some time on the phone! Spreadsheets Pleased to report that with the help of Community Action, new spreadsheet set up which avoid duplication of entries. Church Wall Clerk had contacted the Vicar who confirmed that the PCC had reluctantly and regretfully decided to go ahead and reinstate the wall. They were speaking to the contractor whose quote had previously been submitted. Rev Bevington confirmed his last Church service would be Sunday 24 th July 2016 at 10.30, last Wedding 20 th August 2016. Cllrs agreed with Clerk s suggestion of sending a Retirement card from the PC. Litter Picking Clerk liaising with 3 school students who were carrying out a Duke of Edinburgh Award. Made contact with PC insurers and carrying out necessary health and safety and risk assessment. 52/16-17 COUNCILLORS REPORTS INCLUDING THE WARD COUNCILLOR: Cllr Myles Attended an Amey meeting and gave Cllrs a copy of her report. (See end of Minutes). Cllr Hewston She reported that at a meeting of the IW Society the financial future of the whole Island had been discussed. She mentioned concern over the possible closing of The Adelaide and The Gouldings. The Clerk confirmed that since she had attended a meeting regarding The Gouldings and it being agreed more information was needed and an urgent meeting of the West Wight Council being called, she had heard nothing and queried whether Shalfleet could not set up a meeting. Chairman asked Clerk to let her have the contact number of the Brighstone Chairman. Cllr Hewston had attended a training day on the legal side of running a PC which she found interesting. Cllr French confirmed works would be carried out in Station Road, as per Clerk s report and the leak she had reported had been repaired satisfactorily. 53/16-17 WITHYFIELDS LITTER BIN TO DECIDE WHETHER TO RETAIN THE LITTER BIN BY THE SEAT AND PAY FOR EMPTYING OR REMOVE: The Clerk showed the meeting the photograph of the seat and litter bin taken by Cllr Myles and also the sketch given to her by Mr and Mrs Tyrell. IWC had confirmed that this bin no longer comes under the Parks bin emptying contract and apologised as they had forgotten to update the PC on this; as the PC own the land, they are 4

responsible for emptying the bin. Clerk asked Cllrs to note the cost of 54/16-17 a) below as an idea of price, although asked it be note this was an old existing contract and a new once could cost more. After discussion Cllrs resolved to take on the cost of emptying the bin at Withyfields and for it to be emptied once a week from beginning of April to end of October and once a month November to March. Resolved Clerk arrange ASAP for cheapest price. 54/16-17 FINANCE: a) To Resolve to agree for the financial years 2016/2019 Shalfleet Parish Council will make a financial contribution for the provision of services by the IWC in the sum of 106 p.a. for the emptying of the litter bin on Fleet Way Green. Cllrs resolved to agree this three year contract and Clerk to return signed agreement. b) To Resolve to agree to pay 47.94 Land Registry fee for Fleet Way search. Cllrs resolved to agree this fee be paid and Clerk be re-imbursed. Noted amount is 47.94 not 47.74 on Agenda (typo). Mr Brian Howard joined the meeting and the Chairman proposed and it was resolved that item 55/16-17 iii) be dealt with now: Email from Brian Howard D.O. regarding a small group of local Metal Detectorists, asking whether the PC know of any land they can use. Mr Howard attending the meeting to speak: Mr Howard informed the meeting the group had 65 members with about 10-15 turn out each meet. They were a local, Island based group who had visited areas such as Carisbrooke Priory. They pay the land owner or Parish Council 10 per head, so can generate 100 150 each time. They would be very grateful to be able to use either Parish Council owned land or parishioners land and queried if their funds could go to the Parish. Normal for farm land to be used. Cllrs resolved Parish Council land could be used and Clerk to liaise with Mr Howard over this, confirming boundaries and any other possible site. c) To Agree to provide and install one 7-a-side goal post and net on Fleet Way Green, as recommended by the Working Group, at a cost of 237.50 (goal post), and net 37.50, plus delivery and installation costs and to agree location for same. The Clerk confirmed she had established through Land Registry that Fleet Way Green is in the ownership of the Isle of Wight. She had contacted them and they thought a good idea for the PC to put in a goal post, just to be careful of the location in relation to roads and neighbours. The Working Group had met and decided one goal, rather than a pitch would be best. Clerk had obtained prices and this one the best sought. She had also put notices up, as well as one on the PC website asking for comments on the proposal but none received. Cllr French gave Cllrs copies of a sketch he had made of the Green with possible places for a goal marked on. Cllrs agreed there were no play facilities in Shalfleet, though the Parish did have the two play areas. The Chairman commented on Mr Walter s suggestion of the goal going at Shalfleet Hall and said this had been turned down before and Fleet Way was the end of the village where the children were. She confirmed the PC cut the grass and empty the litter bin at Fleet Way which was in the largest village in the Parish and had nothing for children. Shalfleet Parish Council agreed unanimously in favour of a goal and net going on Fleet Way. 5
