Community Aviation Consultation Group Meeting Notes - Meeting No 77 Date: 23 September 2016 Meeting: Venue: Topic 1:00 pm 3:00 pm Passenger Terminal, Moorabbin Airport 1. Governance Introductions/ Apologies Opening address and welcome by the Chair at 1pm. A list of member attendees and apologies is included at Attachment 1. Membership changes The Chair announced two resignations from the Group: Steve Galjar (Oxford) Rhiannon Eddy (AsA) Amendment to core documents The Chair reminded the Group to provide comments on the draft Moorabbin Airport Terms of Reference and Membership documents that will take effect 1 January 2017. Calendar Items The next CACG meeting will be held on 02 December. 2017 meeting dates are below: 31 March 23 June 22 September 01 December Information Ministerial Communication Nil reported. 2. Minutes of Meeting The meeting notes of the 30 September 2016 CACG Meeting were formally adopted and the Chair advised that these meeting notes were available on the Moorabbin Airport Corporation (MAC) website. 3. Priorities of Meeting The Chair outlined the priorities for the meeting. 4. Correspondence Letters to the Chair The Chair advised that he has received a request for information from a gentleman in Kyneton regarding the operation of CACGs and the extent to which they can influence local matters. 5. Action items Draft CACG Membership and Terms of Reference upload to website/ final comments The Chair confirmed that both the TOR and Membership documents were uploaded to the Moorabbin Airport website. The Chair advised that the TOR and Membership documents will be formally adopted at the December meeting of the CACG with the documents to take effect from 1 January 2017. The Group were asked to provide comments on both documents as soon as possible. A member of Council requested clarification on how many members from each organisation would be permitted to attend the CACG. The Chair confirmed that two members from each organisation could attend. Another member of the Council confirmed that the Council would nominate two Councilors and an Officer to attend. Action: MAC to send copy of TOR and Membership document to Councilor RW. 6. Planning A representative from MAC updated the Group on the following matters: Master Plan 2015 update The 2015 Master Plan was approved by the Minister on 2 August. It was stated that the approval of the Master Plan was advertised in the Herald Sun with the Master Plan available on the MAC website and from MAC reception. The Master Plan will be in effect until June 2020. Development South West corner works Drainage works continue in the south-west corner of the airport. Chifley Business Park South Construction of a new warehouse with office has been approved. A new 8000sqm warehouse will be constructed opposite the current Netra building. The new construction would employ 45 people with project completion due April 2017. KCP Redevelopment The first two shops are nearly open and car park works are close to completion. Genki and Cellarbrations are nearly ready to trade. Expected completion in November/ December 2016. Delays are attributable to rain. Works on Kingston- Central Blvd will continue for a few more weeks. Chifley New Warehouse (Spectrum) Cladding and roof will be installed next month. Aiming to complete works before Christmas. Rain has also delayed these works. Page 2 of 4

Chifley Drive Extension Telstra have been on site and are starting to re-locate the cable. It is estimated the Telstra works will extend for another 5-6 weeks before Viva Energy will complete the works. FareShare Kitchen Garden The gazebo has been installed and the garden beds are progressing well. CAE Oxford Agreements have been signed for a flight training and education facility to be constructed south of the terminal. The construction will be 2200sqm and will contain 4 small simulators. A ground lease has also been agreed for 150 bed flight student accommodation. A member of the Group asked if the children s playground would be affected by the proposed CAE development. The MAC representative stated that the playground wouldn t be affected at this stage. However, if the playground was affected, it would be moved to another location on the airport, possibly the other side of the Airport Management offices. It was requested that MAC produce an aerial of the airport naming key locations on the airport. Action: MAC to distribute aerial of the airport showing key locations on the airport. A member of the Council questioned if the development would occur in the green wedge. Action: A representative of MAC to refer back to the Group at the December meeting regarding compliance of the CAE development location with the relevant planning scheme. 7. Airport Bus Tour Members of the CACG were invited on a bus tour of the airport that included a Master Plan overview and an airport development/ operations update. 8. Community Support Museum A representative from the Museum presented on events at the Museum including the upcoming Family Open Cockpit Day where attendance is now expected to exceed 6000. Following is the Commonwealth Aircraft Corporation (CAC) 80 th Anniversary celebration which will see over 300 ex-employees gather to celebrate 80 years since the formation. The Mustang Car Club will display vehicles on the same weekend as the aircraft model show. The Museum has also hosted a large number of local work experience students and the Facebook page has approximately 8500 followers. Members of the Group asked if the Museum was planned to be relocated. The representative from the Museum stated that although not expected to occur in the near future, discussions were in place. Royal Victoria Aero Club (RVAC) A representative from the RVAC presented on events at the RVAC including the Dawn Patrol which was a success with no reported noise complaints for the morning. Angel Flight A representative from Moorabbin Airport mentioned the 400 th Angel Flight milestone achieved by a pilot flying into Moorabbin Airport. The Chair requested that further information be sent to the Group. Action: MAC to distribute information regarding the Angel Flight 400 th flight milestone to the Group. 9. Other Business Late Items for future consideration None. Deferred discussions from during CACG meeting Amendment to Fly Friendly Procedure Guidelines A member of Council requested that the Fly Friendly be amended to add provision to fly short of Howard Road. The Chair reminded the Group that the MAC GM Aviation is reviewing the wording with the appropriate authorities. The MAC GM Aviation stated that operators are also interested in seeking a solution. Action: A representative from MAC is to provide an update to the Group at the December meeting on the proposed Fly Friendly alteration. Question time No questions. The Group were requested to forward suggested agenda items to MAC for inclusion, well in advance of the next meeting. The meeting was closed by the Chair at 2:32pm.....
