1.0 INTRODUCTION The City of Oviedo s Transportation Concurrency Matrix (TCMS) has been evaluated and updated to reflect changes in conditions since the last update in April 2011. This update incorporates changes in roadway conditions, level of service, traffic volumes and development activity through December 31, 2011. Traffic counts for the TCMS roadway network were updated utilizing Seminole County s 2011 traffic count data. Projects that were previously identified as encumbered, were issued a certificate of occupancy at least 6 months before the 2011 traffic counts, or were abandoned were removed from the matrix as they were no longer reserving trips. The remaining developments were redistributed to reflect an appropriate status of encumbered, vested, or pending. Several small projects that were found not to have been previously recorded were also added to the matrix. Distribution for these projects was determined by utilizing the distribution of a similar project within the same area and professional judgment based on knowledge of the area and existing transportation network. 2.0 BACKGROUND AND CHARACTERISTIC DATA There are three keys pieces of information needed in order to update the TCMS. The first piece of information is the status of the projects that are included in the TCMS or might be included. The status designations are encumbered, vested and pending. Encumbered projects have been built out, issued at Certificate of Occupancy (CO) since the latest traffic count and should be removed during the next TCMS update. It is recommended that projects with COs not be removed until there has been at least 6 months between the CO issuance and the traffic count. Vested projects are those that are not completed, but have been issued a site development order (SDO) and are currently under construction. If the SDO is expired and has not been removed, it will be taken out of the TCMS. The applicant will need to gain another SDO in order for the project to be added back into the TCMS as a vested project. Projects that have been partially completed will be updated in the TCMS to reflect the percent of completion. Pending projects have not been issued a SDO and are not included in the capacity calculation. Once a SDO has been issued, these projects can be updated in the TCMS as a vested project. The other two types of information needed to update the TCMS are the roadway characteristics including the number of lanes and the adopted level of service (LOS) standards and the respective capacity adjustments identified in the adopted Comprehensive Plan. To summarize this data, the updated 2012 TCMS includes three information and background data tables: Table 1 provides the instructions for the TCMS, detailing how to add projects and how to update the traffic counts; an explanation of encumbered projects, vested projects, and pending projects and how to remove projects; and details for updating level of service (LOS) status. Table 2 provides the roadway characteristics for the roadway segments managed in the TCMS. whether the road is backlogged or constrained, LOS standard, and LOS plus exceptions), and capacity at LOS standard (average daily, two way peak hour, and peak hour peak direction). Table 3 provides the roadway LOS data including LOS standard, capacity at LOS standard (average daily trips, two way peak hour, and peak hour peak direction), and daily, two way peak hour, and peak hour peak direction LOS tables identifying the thresholds for LOS A, B, C, D, and E. It should be noted that for the 2012 TCMS update, two updates were made to the roadway network to reflect the 4 lane widening of Chapman Road from West Broadway Street (SR 426) to Central Avenue (SR 434). 3.0 2011 SEMINOLE COUNTY TRAFFIC COUNTS Table 4 of the TCMS provides the roadway count data. The traffic count data utilized in the 2012 TCMS was downloaded from the Seminole County website. The counts utilized for this effort were collected from January 10, 2011 to February 8, 2011. The data provided in this table is the raw data as collected by Seminole County s traffic count contractor. Counts for the following two roadway segments were not available for year 2011 from Seminole County and hence previous available counts were used: Chapman Road between Central Avenue (SR 434) and Oak Circle. This segment is currently under construction to be widened to 4 lanes. Geneva Road (CR 426) between Broadway Street (CR 419) and Reed Road 4.0 SEASONAL ADJUSTMENT FACTOR Table 5 provides the seasonal adjustment factors for Seminole County as identified in the 2010 FDOT Traffic Information DVD. This factor is applied to traffic count data that is collected for a short time to adjust the data to represent the annual average daily traffic. This adjustment factor has been developed so that the fluctuation in traffic patterns throughout the year can be accounted for. Per the FDOT 1 : Permanent continuous counts and seasonal classification counts provide the necessary information to establish traffic adjustment factors. Monthly Seasonal Factor (MSF) = Annual Average Daily Traffic (AADT) / Monthly Average Daily Traffic (MADT). Weekly Seasonal Factors (SF) are developed by interpolating between the monthly factors for two consecutive months. 5.0 ANNUAL AVERAGE DAILY TRIPS Table 6 of the TCMS provides the Annual Average Daily Traffic (AADT) data. These volumes were calculated to reflect the AADT by multiplying the 2011 traffic count by the seasonal adjustment factor. multiplied to the short term traffic count or average daily traffic (ADT). For planning purposes, it is common to use the AADT when analyzing a roadway segment. 6.0 PROJECT TRIP DATA TABLES The next four tables (Tables 7 thru 10) provide the data regarding the impact of traffic generated by new development within Oviedo. The tables are updated throughout the year as development projects apply for site development plan review. However, on an annual basis the City updates the TCMS to remove projects that have been issued a Certificate of Occupancy (CO) at least six months prior to the Seminole County s annual traffic counts being taken; to reassign projects according to their status as encumbered, vested, or pending ; and to determine trip distribution for projects that do not have traffic distribution data available. For the 2012 update, the following projects were removed from the TCMS: Business City Office/Warehouse. The CO was issued 10/16/09. Eastbridge Dental. The CO was issued 10/22/09. Aldi Foods. The CO was issued 10/6/09. Bojangles. The CO was issued 4/28/10. The following projects (or portion of projects) were moved from Vested category to Encumbered category (For phased projects, the number of project trips was reduced by the percent complete if a CO was issued at least 6 months prior to the traffic counts used for the update.): Embassy Office AKA Primrose Phase 2. The CO was issued 2/2/11. Fountainhead Baptist Church. Temporary CO was issued 11/21/11. Most Precious Blood. The CO was issued 4/13/11. Windsormere Lot 7. The CO was issued 4/15/11. Smithson Electric Warehouse. The CO was issued 9/20/11. 24 of 94 units from Isles of Oviedo. Sandalwood Homes. The CO was issued 5/18/11. 34 of 57 remaining units from The Preserve at Lake Charm. 10 of 78 remaining units from Arborview Park. Covington Club. 6 of 21 remaining units from Terralago Subdivision. River Oaks. The following trips were moved from Potential category to Vested category: Alafaya Crossing. The PDP was issued 9/29/11. The following projects were added back into to the TCMS as part of this update: Le Parc (37 SF DU, 7 MF DU, 35 KSF Commercial / Office). Oviedo Forest (131 SF units were included as encumbered and 66 SF units were included as vested). River Pine Estates (9 SF units were included as encumbered and 2 SF units were included as vested). Live Oak Reserve Phase 4 (7 SF units were included as encumbered and 7 SF units were included as vested out of a total of 234 units). Preserve at Black Hammock (23 SF units were included as encumbered as the rest 51 SF units were all issued COs before year 2011). Hammock Crossing Phase 1 (10,414 square foot Ale House as vested). Hammock Crossing Phase 2 (8,800 square foot Retail as vested). 6.1 Project Trip Distribution Table 7 is the project trip distribution table which documents how the anticipated traffic that will be generated from a project will be dispersed over the TCMS network. The distribution percentage data was generated by a traffic model in the previous update or was documented in traffic studies submitted with development applications. For new projects added to the TCMS, the distribution of a similar project nearby, along with professional judgment, was used. The percentages are then applied to the average daily trips, two way peak hour trips, and peak hour peak direction trips anticipated to be generated by the project, as shown in Tables 8, 9, and 10, to calculate impacts for each roadway segment in the TCMS network. 6.2 Trip Generation Project Average Daily Trips: Table 8 is the daily traffic anticipated to be generated by the project. The Institute of Traffic Engineers (ITE) traffic generation data is based on the size and use of the development. Once the anticipated number of annual average daily trips (AADT) is generated and passerby trips are removed, the number of anticipated trips is then distributed among the TCMS network based on the percentage data provided in Table 7, project trip distribution. Project Two way Peak Hour: Table 9 is the two way peak hour traffic anticipated to be generated by the project. A K factor is applied to the AADT data provided in Table 8. As defined in the FDOT Quality / Level of Service Handbook, the planning analysis hour factor (K) is the proportion of AADT occurring in the peak hour of the day. The data is then applied to the TCMS based on the percentage distribution data provided in Table 7, project trip distribution. Project Peak Hour Peak Direction: Table 10 is the peak hour peak direction traffic anticipated to be generated by the project. A directional distribution factor (D) is applied to the two way peak hour data provided in Table 9. As defined in the FDOT Quality / Level of Service Handbook, the D factor is the percentage of two way peak hour traffic that occurs in the peak direction. 7.0 TCMS RESULTS Table 11 of the TCMS is then the culmination of all the tables detailed above. This table calculates whether or not a roadway is operating at an acceptable level of service. This table then assists the City in making decisions when dealing with proposed development regarding such issues as identifying areas of congestion, proportionate share agreements, and appropriate curb cut locations. The segments of the TCMS that are operating worse than the adopted LOS standards with respect to daily, two way peak hour, or peak hour peak direction trips are: (Segment 6) West Broadway Street (SR 426) from Pine Avenue to Lake Jessup Avenue (Segment 8) East Broadway Street (CR 419) from Central Avenue (SR 434) to Reed Road (Segment 9) East Broadway Street (CR 419) from Reed Road to Lockwood Boulevard (Segment 10) East Broadway Street (CR 419) from Lockwood Boulevard to Snow Hill Road (Segment 16) Central Avenue (SR 434) from West Broadway Street (SR 426) to Magnolia Street (Segment 17) Central Avenue (SR 434) from Magnolia Street to SR 417 (Segment 31) McCulloch Road from Lockwood Boulevard to Old Lockwood Road (Segment 32) Mitchell Hammock Road from West Broadway Street (SR 426) to Lake Jessup Avenue (Segment 33) Mitchell Hammock Road from Lake Jessup Avenue to Oviedo Boulevard Segments that are deficient with respect to the adopted LOS standard and are operating between 100% and 110% of the adopted LOS capacity are highlighted in yellow. Similarly, segments that are operating at more than 110% of the adopted LOS capacity are highlighted in orange. 8.0 RECOMMENDATIONS The next TCMS update is proposed to include a major modification for consideration of multimodal transportation based on the City s updates to the Comprehensive Plan. Some additions that should be considered include the following: Create a TCMS component that tracks development within DRIs. For example, the Oviedo Marketplace is a large DRI that is currently developing some commercial and residential parcels. These parcels are included in the overall TCMS. By having an additional DRI component of the TCMS, the City can easily identify where a DRI is in their development agreement. Also include tracking for PUDs to address anticipated development identified in the current Comprehensive Plan. Merge the City s reference table with the TCMS. For this TCMS update, the City created a table of all development projects to be considered / confirmed / edited within the TCMS. For the next update, it is recommended that the City s reference table be merged with the TCMS to create a central location for all related documents to this update. Create a historical tracking feature. During the update of the 2011 TCMS, the City created a useful table for identifying all development within the City boundary, including site development order (SDO) approval dates and issued CO dates. feature of the future TCMS, the City will be able to quickly determine why specific projects are not included in the TCMS and will be able to verify that at one time they were. Develop a process for handling expired SDOs. Currently the City does not do this. Even if a SDO has expired, the project is left in the matrix reserving trips. The TCMS table previously used a look up to determine if the AM or PM peak hour traffic was higher, then used the higher of the two numbers, however, all of the project traffic data was for the PM peak hour. For this update the look up was removed and only PM peak hour counts are used in the calculation since the project trips are usually presented only for the PM peak hour in the traffic studies submitted to the City. Only four (4) segments had a higher AM peak hour volume. In the future, if the City wishes to track AM vs. PM, AM trip generation and distribution data should be collected and added to the table. Currently peak hour peak direction project trip impacts are calculated using the peak direction and directional factor of the roadway. Project peak hour impacts may not in fact be occurring in the same direction. In the future it is recommended to account for the appropriate project trips in the peak direction of a roadway segment during the PM peak hour by including/adding the information on the peak direction of the project traffic for each roadway segment impacted. Develop coordination with adjacent agencies. During the 2011 update, it was found that some projects are partly located within the City boundary and an adjacent City boundary. Questions were also raised on how to handle a project that is immediately out of the City boundary but would impact the City TCMS roadway network. The City would like to establish a coordination method for projects that impact the TCMS network, but are approved by other agencies such as Seminole County or Winter Springs. An additional recommendation comes from the comparison of the TCMS roadways from the 2009 update to the City of Oviedo Transportation Master Plan and November 2010 Comprehensive Plan amendments. The following roadways were identified as potential facilities to add to the TCMS, but no data was available. It is recommended that the City consider collecting annual counts on these roadways for future TCMS updates. Table 1: Instructions Oviedo Concurrency Management System Adding Projects Updating Counts In order to understand the ramifications of different ways of measuring roadway capacity, initial analysis was completed to measure daily, twoway peak hour, and peak hour/peak direction impacts. This is somewhat cumbersome initially, but if the database can be maintained as projects are approved, this is not expected to be time consuming. This will require the concurrency official to enter the project traffic three times. The easiest way to do this appears to be to insert a column on top of the blank column in the "Pending" portion of the "ProjectsDaily," "Projects2WPH", and "ProjectsPHPD" sheets. Then input the daily project traffic onto the appropriate segments in the "ProjectsDaily" sheet. Copy this information to the "Projects2WPH" sheet and replace the daily numbers with the two-way peak hour project traffic. Finally, copy this information to the "ProjectsPHPD" sheet and replace it with the amount traffic that is going the same direction as the peak hour peak direction of traffic. Traffic impact studies should thus provide daily and peak hour traffic assignments. Every year the counts need to be updated. Seminole County completes counts typically in the 1st quarter of every year. The concurrency official will need to request count printouts from Mike Blinn (Seminole County Traffic Enginering) at (407) 665-5699. All segments with a Seminole County station number in the "Counts" sheet should be requested. Counts can also be accessed at this web address: http://www.seminolecountyfl.gov/pw/traffic/trafficmaps.asp. From each count file, extract the following information: 1. Daily count 2. Two-way peak hour count 3. Peak-hour peak direction count 4. Peak direction and time of count 5. Date of count. All this will be useful in providing information to developers as they complete traffic studies for concurrency approval. LOS Status Encumbered Projects These projects have been built-out, issued a CO, after the latest traffic count and should be removed during the next TCMS update provided at least 6 months has passed since the CO and latest traffic count. Vested Projects Level of service (LOS) should not need updating except in three instances: 1. A signal is added to a state road, changing its characteristic from a higher to lower class arterial. 3. FDOT revises the Generalized LOS Tables (has been revised once every three to four years, last updated 2010). Vested projects have been issued a SDO and are included in this analysis. Because by their nature no formal development proposal has been initiated, an estimate of trips has been made based on similar development in the vicinity. Vested projects with expired SDOs should be removed from the TCMS until the applicant either extends the SDO or applies for a new one. Pending These projects do not have a SDO and their traffic assignment is not included in the capacity calculations Removing Projects Projects can be removed from the Concurrency database once the project has been built and is reflected in the most recent traffic counts. We recommend that the Certificate of Occupancy for the development be issued 6 months prior to the traffic count before it is removed from the database. In some instances (with the larger developments), there will be phasing concerns. For instance, subdivisions may be developed over time. In this instance, identify the percent built out and remove that percentage from the trips. Updating Segments The concurrency official will need to update the network to reflect changes identified in the City Comprehensive Plan and to also incorporate new annexed land to the City since the last update.
