Municipalities of Serbia, 2006 PREFACE By launching the publication Municipalities of Serbia, 2006, the Statistical Office of the Republic of Serbia carries on to publish annually the complex statistical data on municipalities. The decision to establish a publication that comprises the data of various fields of social and economic development of Serbian municipalities resulted from our appreciation of the social requirements for an overall insight of the status and developments of certain municipalities. The publication Municipalities of Serbia, 2006, just as the previous volumes of the series, features about 1000 data for each municipality. The contents, coverage and presentations make this volume actually a complete yearbook of municipalities that is, regarding the distribution of contents, an elaboration of the Statistical Yearbook of Serbia, 2006. In presenting the data we took into account the present organization of the Republic of Serbia and the respective bodies. Therefore, the municipalities are divided into districts pursuant to the Act on ministries and their (external) organizations, which the Government of the Republic of Serbia passed on 29 January 1992 (Official gazette of RS, no. 3/92 and 36/92). A wider selection of the data presented by municipalities, which this publication could not possibly comprise, could be found in certain volumes of the Office edition Municipal statistics, as well as in the volumes of the Bulletin that are found summarized at the end of the publication. In the files of the Statistical Office of the Republic of Serbia, in Belgrade and also in the regional organizational units (departments, divisions, sections), more detailed statistical data are stored, which were not published and are available to the interested clients. The data are offered in classic printed form and in electronic form (floppy, CD). Apart from the data by the Statistical Office of the Republic of Serbia, the publication features the data provided by the Ministry of Interior of the Republic of Serbia, the National Bank of Serbia - the Solvency Center, the Geodetic Office of the Republic of Serbia, the National Employment Service and the Public Health Institute of Serbia. In order to provide the insight into the data of this publication for the largest number of users, the Statistical Office of the Republic of Serbia edited also a separate publication, the Municipalities of Serbia, 2006, in English. Municipalities of Serbia, 2006 Municipalities of Serbia, 2006: Main principles of editing Distribution of material The statistical material in this publication was presented following basically the same sequence as in the Statistical Yearbook of Serbia. Certain chapters of the Yearbook were excluded here: land and climate, national accounts, external trade, savings and credits and individual. Principles of presentation The publication includes only the basic data of the large volume statistics. The data were selected in accordance with the principles of creating the publication of this kind. Although it was initially envisaged to comprise data in multiyear series, for technical reasons the publication is limited to the most recent data for a year. In the end we offered information about the source of the respective data for the previous period, which provide users with the opportunity to create data series on their own. The municipalities were divided here into 29 districts, pursuant to the Act on ministries and their (external) organizations, which was passed by the Government of the republic of Serbia on 29 January 1992 (Official gazette of RS, no 3/92 and 36/92). The municipalities of the of Belgrade were presented as a separate group. In the last four tables the municipalities were divided within a region into three groups: underdeveloped, extremely undeveloped and other municipalities. The municipalities were classified into these three groups pursuant to the Act on underdeveloped regions of the Republic of Serbia for the period up to 2005 (Official gazette of RS, number 53/95). Methodological explanations In a separate chapter of the publication we gave the most required methodological explanations, prepared for each chapter separately. For the purpose of a good layout they were divided in parts: sources and methods of data collecting, data coverage and definitions. The Statistical Office of Serbia and Montenegro published the detailed methodological explanations for each individual survey in the volumes of Methodological papers. Data sources The statistical data presented here are the results of regular statistical reporting, censuses (population census) and the surveys of statistical programs of interests for the country and especially for the Republic of Serbia. The publication offers the statistical data provided by the following institutions: the National Bank of Serbia - the Solvency Center, the Geodetic Office of the Republic of Serbia, the National Employment Service and the Public Health Institute of Serbia. In the tables containing these data we gave the full titles of the data sources. Coverage The data coverage, whole and partial, is explained in the methodological papers. The data are fully comparable by municipalities and the years of production (in the cases where the data for several years are given). However due to different methodological basis, the data presented in various tables are not completely comparable. Technical presentations As a rule, all the municipalities were comprised by table presentations. In certain fields, where the phenomena observed are not characteristic of all municipalities, those municipalities not featuring the phenomena observed are excluded from the presentation. The presentation of data on municipalities is the most complete in the case of the of Belgrade, Due to known reasons, our Office cannot collect and process the data for Kosovo and Metohia. Therefore the data for the Republic of Serbia are to be regarded as the sum of relative data for the central Serbia and Vojvodina. Statistical office of the Republic of Serbia 11
