Aviation Review Plan Objectives and Scope 1. In 2010 ATTTO began working with the aviation sector to identify the ongoing training and workforce development needs of New Zealand s aviation sector. 2. Findings and recommendations are summarised in the Aviation Strategic Training Plan and Map of Provision, which was completed in November 2010 available at: http://www.attto.org.nz/sites/default/files/content/aviation%20project%20final%2 0Report%20v1.05.pdf. The report highlighted that changes needed to be made to address issues around pilot training as a priority. 3. ATTTO has been working closely with the aviation industry and education authorities to introduce a national standard for pilot training in New Zealand, through the development of two New Zealand Diplomas in aviation (Aeroplane and Helicopter). These were registered by NZQA in July.2011. ATTTO is now working with the industry to assist flight trainers to transition to offering the new diplomas from the start of 2012. 4. ATTTO has been working throughout this process in consultation with a project Steering Group, made up of members from the Aviation Industry Association (AIA), the Royal New Zealand Air Force (RNZAF), Air New Zealand, Civil Aviation Authority (CAA), Nelson Marlborough Institute of Technology (NMIT), Airways Corporation and other aviation industry stakeholders. In April 2011 this Steering Group was transitioned into a Qualifications Performance Monitoring Group (QPMG), which will have ongoing responsibility for governance of New Zealand s suite of aviation qualifications. The various facets of the Aviation sector have been identified and grouped as shown in Appendix A and each will be reviewed separately. 1
6. Work has commenced on the Aeronautical Engineering review, which is the second largest of the Aviation sector. This has involved a specialist Industry & Provider Advisory Group (IPAG) with representation from Air New Zealand, RNZAF, NMIT, AIA, Safe Air, CAA, and general aviation sector, with oversight from the QPMG. To date, two meetings have been held, the first with the wider group and the second specifically with the Providers to address the specifics of a pre-employment qualification (minutes can be provided if required). A further meeting is planned for January 2012, to which the NZQA Sector Relationship Manager, Kolose Lagavale will be invited. Future progress 7. It is anticipated that the Air Traffic Services will be reviewed following the Aeronautical Engineering. 8. The Flight Attendant qualifications will be reviewed following the review of the Tourism qualifications, due to the overlap. Some discussions have been held with the two main Providers, Travel Careers and Training, and Air New Zealand, and it is felt that there is a significant crossover between Aviation and Tourism with these qualifications, however as it is a CAA regulated role, it must remain within Aviation. 9. The remaining aviation qualifications will be reviewed in order of priority as identified by industry needs. 2
