What do we have ahead? To go forward on implementation phases: To reach all the big dimension and variety of air operations in Colombia Non regular, agricultural and general aviation requires special efforts and processes for implementation To manage information flow resulting from SMS implementation Among organizations Between organizations and the State From the State to international organizations To improve risk management processes To Sustain SMS already implemented Stability and continuity of people in charge and processes Maturity of proactive and predictive methods 19

SSP: what are we working on? To computerize hazard report system To look for an effective risk barrier implementation, and to close the loop of risk management To improve safety analysis and to share data To publish a formal document with all the SSP regulations and support documentation 27

Strengths Experience in accident investigation Human resources of Investigation Group Systematization of investigation processes Support received from universities and from the Colombian Air Force Prompt and valuable support from NTSB, TSB and other organizations Assistance received from a lawyer regarding legal issues 30

Difficulties Lack of specialized laboratories for analysis Difficulty in arriving at remote regions in the country Requirements from other organizations for legal purposes Use of reports for other than safety purposes 31

Our objectives and projects To strength regional Groups for on site investigation Foundation of Investigation Center, with the Colombian Air Force Acquisition of flight registering decoding and simulation capability To move Investigation Group to a higher level, autonomous from Civil Aviation Authority 32

Constant decrease of accidents And constant decrease of rate of accidents 33

Consistent low number or no accident on regular operation (scheduled) And zero (0) fatalities on on demand operation in 2012* * There were 14 fatalities on general and agricultural aviation 34

Significant reduction of accidents on on demand operation and on helicopter operation in 2012 35

What do we need to improve? 37

Conclusions Operational safety is a matter of interest for all kind of aeronautical organizations SMS implementation creates confidence and competitiveness Some of the key elements for a successful SMS are originality, simplicity and applicability to particular operational characteristics of a particular organization It has been proven that nevertheless the challenges, doubts and difficulties, SMS implementation is possible Accident investigation, as a reactive method, continues been a valuable process in implementation of SMS 38
