REPORT FOR ACTION Construction Staging Area 197 Redpath Avenue Date: January 31, 2017 To: Toronto and East York Community Council From: Acting Director, Transportation Services, Toronto and East York District Wards: Ward 22, St. Paul's SUMMARY As the Toronto Transit Commission (TTC) operates bus route 141 Downtown / Mt. Pleasant Express on Redpath Avenue, City Council approval of this report is required. Sentinel (Broadway) Holdings Incorporated is constructing a 37-storey residential condominium building with a six-level underground parking garage at 197 Redpath Avenue. The site is located in the south-east quadrant of Broadway Avenue and Redpath Avenue and also known by "99 Broadway Avenue". In order to enable construction of the above mentioned project, Transportation Services is requesting approval to close the east sidewalk and a portion of the northbound lane on Redpath Avenue fronting the site for a period of 37 months. It should be noted that pedestrians will be accommodated in a protected walkway and two-way traffic will be maintained on Redpath Avenue. The south sidewalk and eastbound lane on Broadway Avenue also needs to be closed to accommodate the construction staging area. However, this matter is dealt within a companion report "Construction Staging Area - 99 Broadway Avenue" requiring Toronto & East York Community Council approval. RECOMMENDATIONS The Acting Director, Transportation Services, Toronto and East York District recommends that: 1. City Council approve the closure of the sidewalk and 1.7 metres wide portion of the northbound lane on the east side of Redpath Avenue between a point 32.5 metres south of Broadway Avenue and a point 36.2 metres further south from March 13, 2017 to March 31, 2020. 2. City Council rescind the existing "1 Hour Parking, 8:00 a.m. to 6:00 p.m." regulation on the east side of Redpath Avenue, between Broadway Avenue and a point 83.2 metres south. 3. City Council rescind the existing "No Parking, Anytime" regulation on the east side of Redpath Avenue, between Broadway Avenue and a point 36.9 metres south. 4. City Council rescind the existing "No Parking, Anytime" regulation on the west side of Redpath Avenue, between Broadway Avenue and a point 83.2 metres south. 5. City Council enact a "No Stopping Anytime" restriction on the both sides of Redpath Avenue, between Broadway Avenue and a point 83.2 metres south. 6. City Council direct the applicant to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 7. City Council direct the applicant to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for nighttime illumination, at their sole cost, to the satisfaction of the Ward Councillor. 8. City Council direct that Redpath Avenue be returned to its pre-construction traffic and parking regulations when the project is complete. FINANCIAL IMPACT There is no financial impact to the City. Sentinel (Broadway) Holdings Incorporated is responsible for all costs, including payment of all fees to the City for the occupancy of the right-of-way. Based on the area enclosed and projected duration of the proposed closures, these fees will be approximately $157,000. DECISION HISTORY The Ontario Municipal Board, pursuant to its Orders issued on June 19, 2014 in relation to Board File No. PL130547, amended Zoning By-law No. 438-86, for the lands municipally known as 95 & 99 Broadway Avenue and 197 Redpath Avenue COMMENTS A 37-storey residential condominium building will be constructed at 197 Redpath Avenue by Sentinel (Broadway) Holdings Incorporated. The site is bounded by Broadway Avenue to the north, Redpath Avenue to the west and existing residential uses to the east and south. The development will consist of 948 dwelling units with a six-level underground parking garage. Vehicular access to the site will be provided from Redpath Avenue and Broadway Avenue. Redpath Avenue, in the vicinity of the site, is a north/south collector roadway and consists of a two-lane (one northbound and one southbound) cross-section with a pavement width of 8.7 metres. Sidewalks exist along both sides of the roadway. TTC bus route 141 Downtown/Mt. Pleasant Express operates on this section of the Redpath Avenue during the morning and afternoon peak periods. The following parking regulations are in effect on the subject section of Redpath Avenue: East Side: "1 Hour Parking, 8:00 a.m. to 6:00 p.m." between a point 30.5 metres north of Roehampton Avenue and Erskine Avenue. "No Parking, Anytime" between Broadway Avenue and a point 36.9 metres south. West side: "No Parking, Anytime" between Manor Road East and the north end of the Redpath Avenue. Based on the information provided by the applicant, the excavation depth for the entire site is approximately 22 metres (approximately 6-storeys). The applicant requires a construction staging area within the road allowance along the western (Redpath Avenue) and northern (Broadway Avenue) limits of the site. Construction staging operations on Broadway Avenue will require closure of the south sidewalk and eastbound lane on Broadway Avenue. However, this matter is dealt within a companion report "Construction Staging Area - 99 Broadway Avenue" requiring Toronto & East York Community Council approval. Construction staging operations on Redpath Avenue will take place within the existing boulevard and the northbound lane on Redpath Avenue. If the construction staging area on Redpath Avenue is approved, 1.7 metres of the northbound lane and sidewalk on Redpath Avenue (between a point 32.5 metres south of Broadway Avenue and a point 36.2 metres further south) fronting the site will be closed. Pedestrians will be redirected into a protected 1.7 metres covered walkway within the closed portion of the northbound lane. The remaining width of 7.0 metres will maintain two-way traffic operations on Redpath Avenue. To enhance traffic flow around the construction site, stopping will be prohibited at all times on both sides of Redpath Avenue (between Broadway Avenue and a point 83.2 metres south). Transportation Services is satisfied that Sentinel (Broadway) Holdings Incorporated has looked at all options to alleviate traffic congestion at this location.
