Capital Reserve As at the close of business on 31 March 2011 the Council had NO Capital Reserves The capital reserve represents the amount of money available within the Council's fund balance that can only be used to finance capital expenditure. 6. Earmarked Reserves As at the close of business on 31 March 2011 the Council had NO Earmarked Reserves - Derek Elliott Bequest - to be used for building upkeep and 5000 maintenance of the Memorial Hall only The purpose of this reserve is to provide for items for which funds have been raised or precepts made but for which no payments have yet been made.

Tenancies During the year NO tenancies were held. 8. s.137 Payments Section 137 of the Local Government Act 1972 enables parish councils to spend up to the product of 6.15 per head of electorate(1027) for the benefit of people in the area on activities or projects not specifically authorised by other powers. Contingent Liabilities Page 4 LITTLE WALTHAM PARISH COUNCIL ACCOUNTS FOR THE YEAR ENDED 31 March 2011 A contingent loss (cost) will be accrued in the financial statements where it is probable that a future event will confirm a material loss (cost) which can be estimated with reasonable accuracy at the date when the financial statements are approved, i.e. signed by the Responsible Finance Officer. Where a material contingent loss (cost) is not accrued, perhaps because it cannot be accurately estimated or because the event is not considered sufficiently certain, it is disclosed in this note to the balance sheet. The personal injury claim reported in 2006 is still under investigation 12. Pensions The Council RESOLVED to admit Mrs Joanna Willsher to the Essex County Council Pension Fund on 1 April 2010 (Minuted item 10/211). Clerk is registered for the scheme and all employee and employer contributions are up to date from the 1 December 2009 when Clerk commenced employment.
