NARRATIVE USS MEMPHIS had one of the most productive years in her long history during 2003. One word sums up her performance, "OPERATIONAL". Throughout 2003, MEMPHIS was at sea 203 days, conducted a MED/CENTCOM deployment, and completed four national security missions. This was particularly impressive considering the recent completion of a nine-month overhaul in December 2002 allowing only six months to prepare to deploy. MEMPHIS burst out of the blocks in 2003 by immediately commencing a POM work-up period and conducting a platform noise monitor, torpedo proficiency, and torpedo TACDEVEX on the AUTEC range. MEMPHIS continued the POM work-up by focusing on shallow water, high contact density training both inport and at sea. The POM period was highlighted by a diesel TACDEVEX with a Peruvian SSK, a TRE off the Bahamas, a POM certification off Cape Cod, and a VIP underway with Brian Williams of NBC. NBC aired a two part series on the MEMPHIS in March of 2003. On July 16th, MEMPHIS commenced a six-month highly successful deployment to the Arabian Gulf (CENTCOM) via the Mediterranean and Suez Canal. MEMPHIS conducted port visits in La Maddalena, Italy, Rota, Spain, Souda Bay, Crete, and Mina Salman, Bahrain. Throughout the deployment, MEMPHIS supported various MPA exercises in both the Arabian Gulf and the Mediterranean, executed a mine TACDEVEX (Arabian Gulf), located a downed EA-6 Prowler in the northern Arabian Gulf, and completed four national security missions. MEMPHIS was the first submarine to transit the Suez Canal unescorted with a Marine force protection detachment aboard. MEMPHIS steamed 29,000 miles throughout the deployment, completed a successful Operational Reactor Safeguards Examination, and returned to Groton, CT January 16, 2004. The performance of the officers and crew during 2003 was superb. An inexperienced and out of practice group in January became a seasoned and highly proficient team by mid-year. Additionally, the material condition of the ship throughout the year remained outstanding. This was a tribute to the work performed by PNSY and EB in 2002 and ship's force throughout 2003. The efforts of all involved with MEMPHIS' 2003 material condition and crew training were vital to her sustained front line position during the Global War on Terrorism. Enclosure (3)
